Poseidon was selected as the Water Energy Nexus Champion for their investments in, and commitment to, sustainability and energy efficiency at the Claude “Bud” Lewis Carlsbad Desalination Plant. To reduce energy consumption at the desalination plant, Poseidon employs 144 stateof-the-art energy recovery devices that are able to save an estimated 146 million kilowatthours (kWh) of energy per year and reduce carbon emissions by 42,000 metric tons annually – a saving roughly equivalent to removing 9,000 passenger vehicles from the roads. The operation of the Carlsbad desalination facility does not generate greenhouse gas emissions of any kind; however, Poseidon’s precedent-setting Energy Minimization and Greenhouse Gas Reduction Plan offsets air emission’s associated with the plant’s purchase of electricity – a first for a large-scale water treatment plant in California. In the first six months of operations the Carlsbad Desalination Plant used 2 million pounds of recycled CO2 in the water treatment process, which converted the CO2 to harmless compounds and prevented an equivalent amount of CO2 from escaping to the atmosphere. These forward-thinking cities are working together to boost economic prosperity while simultaneously attracting and retaining talent in the region. The 78 corridor is home to over 20,000 companies and businesses that employ more than 277,600 workers. Businesses, big and small, need a pool of highly-skilled and educated workers to succeed. By investing in their workforce, these five North County cities are ensuring that current and future business enterprises will remain competitive and thrive in a changing global marketplace. The educational institutions on the 78 Corridor are committed to providing individuals with quality and affordable education. In addition, they are developing training programs to create a talent pipeline to meet employer’s needs. Carlsbad’s partnership with MiraCosta College is a prime example of how businesses, educational institutions, civic and community leaders are joining forces to place anywhere between 12 to 16 weeks in a skills-based environment,” said Kevin Pointer, management analyst for the City of Carlsbad’s economic development office. Some of the featured programs include: Machinist Technology, Engineering Technician, Certified Anti-Terrorist Force Protection Specialist and Veterinary Assistant. MiraCosta is currently working with ViaSat, a Carlsbad-based global broadband services and technology company, to start an electronic assembly class that enhance career and workforce talent development both in the city and along the 78 corridor. MiraCosta opened the Technology Career Institute in city-owned property in March of 2015. The programs offered at TCI are designed to train skilledworkers for jobs in high-tech manufacturing, maritime technology and bio-tech manufacturing. “The courses are accelerated, hands-on, and take MORE INFO will help meet ViaSat’s hiring needs, according to Pointer. Similarly, Bio, Tech and Beyond, the city’s life sciences incubator, is supporting local life sciences firms by creating jobs and boosting the local economy. The incubator is located on a 6,000 square-foot building on Faraday Avenue. “Bio, Tech and Beyond is made for scientists interested in testing out their new ideas in an environment where they can rent lab space and forego the immediate capital cost of having to invest in their own lab space,” said Pointer. “The incubator currently houses 20 startups and it has created over 44 full-time jobs. We are happy to see the incubator’s successes.” Another institution expanding access to indemand training in the North County is Cal State San Marcos. The university is partnering with the Vista Community Clinic to launch a six-month Medical Assistant Training program in the fall. E M P L O Y M E N T L AW E-file paperwork mandate for employers Beginning January 1, 2017, employers with 10 or more employees will be required to electronically submit employment tax returns, wage reports, and payroll tax deposits to the Employment Development Department (EDD). This requirement will expand to all employers beginning January 1, 2018. online. With e-Services for Business, you can: Unemployment Insurance and Electronic Reporting • View and update account information. AB 1245 (Cooley; D-Rancho Cordova, Statues of 2015) requires electronic reporting for unemployment insurance reports submitted to the EDD. It also requires employers to remit contributions for unemployment insurance taxes by electronic funds transfer. Any employer required under existing law to electronically submit wage reports and/ or electronic funds transfer to the EDD will remain subject to those requirements. The EDD encourages employers to enroll now in e-Services for Business so they can start reporting online before this mandate begins. Benefits of Electronic Filing and Payments Published 10 months out of the year by the Carlsbad Chamber of Commerce. Subscription price is deducted from dues of Chamber members. FROM THE CHAIRMAN • Increases data accuracy. • Protects data through encryption, which is safer and more secure than paper forms. • Reduces paper and mailing costs. • Eliminates lost mail. • Register for an employer payroll tax account number. • File returns and reports. • Make payroll tax deposits and pay other liabilities. Waiver This mandate contains a waiver provision for employers who are unable to electronically submit employment tax returns, wage reports, and payroll tax deposits. The EDD will accept waiver requests from employers beginning July 2016. To request a waiver, employers must complete and submit the E-file and E-pay Mandate Waiver Request (DE 1245W). Here are the ways to obtain a DE 1245W: Download the DE 1245W from the EDD website. Contact the Taxpayer Assistance Center at 888-745-3886. Visit the nearest Employment Tax Office. Employers will be notified by mail if their waiver is approved or denied. An approved waiver will be valid for one year. Upon the expiration of the approval period, an employer must start to electronically file and pay, or submit a new waiver request to avoid a noncompliance penalty. Penalties for Not Complying with the E-file and E-pay Mandate Penalties will be incurred for noncompliance with this mandate. To avoid the penalties, enroll in e-Services for Business. This year we welcome its 18th season on August 14th from 9 a.m. to 5 p.m. right in the heart of the Village on State Street and Grand Avenue. Over 100 local and regional fine artists will call the Village their art studio for the day. The Plant runs 24/7, 365 days a year and produces 50 million gallons of high quality drinking water each day enough to meet the needs of approximately 400,000 San Diegans. To date the plant has produced and delivered over 7 billion gallons of drinking water into San Diego County. Planning for the 2017 San Diego County Fair is underway after this year’s fair closed with a bang on Independance Day setting a new attendance record. Fair officials say a total of 1,609,481 guests came through the gates between June 3 and July 4, the most since the fair began in 1880. “It was one of our most successful fairs partly because of the theme; we have a brand new theme every year, we try to appeal to a very wide demographic, and that is what makes our fair very unique,” said fair spokesperson Linda Zweig. “You get a a lot for your dollar at the fair. There are so many ways to save money in discounts alone. The family-friendliest project on the horizon is a new LEGOLAND™ California Resort Hotel, the theme park’s second. The new three-story, 137,700 square foot hotel will offer 230 rooms and 20 suites, all with LEGO themes. LEGOLAND California debuted in Carlsbad in 1999 and opened its first hotel in April 2013. That hotel has been such a success that the park is proceeding with plans for a second. Not far from LEGOLAND, Grand Pacific Resorts is building new timeshares at its complex along Grand Pacific Drive, and plans to construct a new 71-room Westin Hotel and 36-unit timeshare on an ocean-view site overlooking The Crossings at Carlsbad golf course. A unique project taking shape near Grand Pacific Resorts and LEGOLAND is a new venture in urban agriculture. The North 40 Urban Farm, just north of the Flower Fields along Car Country Drive, will feature organically grown crops where people can experience food production from farm to table. Cicciotti’s Trattoria Italiana and Seafood on Grand and Roosevelt joins its successful Cardiff location. With the closing of Fish House Vera Cruz on Carlsbad Village Drive last year, Bluewater Grill is moving in, offering sustainably caught seafood prepared classically or with a modern twist. On north State Street, Dragmaster closed its doors after a long run as an automobile repair shop, and that building is getting a complete makeover as a multitenant eatery. Campfire, which will feature two 48-inch round grills and an outdoor patio, will be joined by Carruth Cellars, which has been seeking a suitable Carlsbad location for a while. Owner Adam Carruth also operates a winery in Solana Beach. Joining Campfire and Carruth Cellars will be Baba Coffee. Taking advantage of San Diego’s love of craft beer is Barrel Republic, which will move into the State Street site vacated by the former Australian Grill. Barrel Republic, which has outlets in Pacific Beach and Oceanside, features pour-your-own brews. And moving into space formerly occupied by Chin’s Szechwan Restaurant on Madison Street is Pokewan, a casual eatery where patrons can assemble their own poke bowl. Pokewan is run by the same owners as Blue Ocean Robata & Sushi Bar, which is next door. On the retail front, La Costa Town Square is adding well-known retailer Michaels to its $75 million shopping center at La Costa Avenue and Rancho Santa Fe Drive. As the North County region’s only fouryear institution of higher learning, we’re dedicated to not only preparing leaders, but also building great communities and solving critical issues. The University’s enrollment surpassed 14,000 for the first time in 2015-16 and CSUSM conferred nearly 3,200 degrees and credentials at its 25th commencement ceremony in May, making the Class of 2016 the largest in University history. And it was an impressive group of people who received diplomas. In the College of Education, Health and Human Services (CEHHS), Jamaela Johnson went from being a bit of an introvert when she arrived on campus to a standout scholar who transformed herself into an engaged community advocate. Jamaela, who graduated with a bachelor’s in human development, had a long list of accomplishments at CSUSM, including serving as vice president of Student and University Affairs and helping charter the University’s first African-American Greek organizations. Jamaela wants to take the skills she honed at CSUSM and make a difference in the world. “My experience with the various student organizations helped me discover methods for mediating social problems, responding to the needs of underrepresented groups, promoting social justice and equity, and enacting social change,” Jamaela said. In the College of Humanities, Arts, Behavioral and Social Sciences (CHABSS), Petrona Gregorio is a living reminder that anything is possible. Petrona, who received her bachelor’s in psychology, spent her early years in Guatemala, an impoverished country with the lowest literacy rate in Central America. She immigrated with her family to Crowell Weedon is now D.A. Davidson. At 15, Petrona began working full-time to support her family before returning to school a decade later to renew her commitment to learning. Petrona transferred to CSUSM from Palomar College in 2014 and impressed her peers and professors with her scholarly drive, achievements and her promise as a researcher. “What I value the most is helping out those in need and encouraging young children and adults to pursue a higher education,” she said. In the College of Business Administration, Laureta Koxha’s journey to a bachelor’s in business administration, global supply chain management, began in the spring of 1999 when she and her family were forced to flee their home in Ferizaj, Kosovo, during the SerbianAlbanian War. The family found shelter in a refugee camp before finding a home in San Diego. “When we got off the plane, my father was wearing one brown shoe, one black shoe and had only four U.S. dollars in his pocket,” she said. But Laureta’s parents instilled the importance of a higher education, hard work and perseverance – and she was on the Dean’s List every semester at CSUSM. In the College of Science and Mathematics, German Alberto Mendoza was a first-generation college student who arrived at CSUSM after serving four years in the Marines, including one year of combat duty in Iraq. German, who received a bachelor’s in biological sciences, worked in the laboratory of Julie Jameson, assistant professor of psychology, as a research assistant. “He has a true knack for science along with a drive that I find truly astonishing for his age,” said Jameson, who added she would place him in the top 1 percent of all the undergraduates she has worked with, including during her time at The Scripps Research Institute. “He is incredibly reliable and innovative in his work, and I expect amazing things in his future.” All of us at CSUSM expect amazing things from our students and these graduates are typical of those we work with every day. Carlsbad switches to clean fuel Carlsbad recently became one of the first cities in California to switch to a new, more environmentally friendly fuel that will reduce greenhouse gas emissions for the city’s diesel vehicles by up to 70 percent. The city buys it renewable diesel from Propel Fuels – the state’s leading retailer of low-carbon fuels made from animal fats and vegetable oil waste. “Carlsbad has shown strong leadership in sustainability and climate action. Propel is excited to help extend their vision to their fueling program,” said Rob Elam, CEO of Propel. “This is how smart fleets immediately reduce carbon emissions and improve air quality in the communities NEW NAME, SAME GREAT SERVICE they serve.” Renewable diesel outperforms petroleum in emissions, engine performance and value, providing cleaner and more efficient combustion, as well as significant reduction in harmful nitrogen oxide ( NOx) and fine particulate (PM 2.5) emissions. NOx and particulates are directly linked to air quality in California, negatively impacting children, people with lung diseases and driver health. Carlsbad will run Diesel HPR in a range of Fire Department and Public Works heavy-duty vehicles including fire trucks, dump trucks and vacuum trucks. “Diesel HPR cleans the air we breathe and reduces the emissions from our city vehicles,” said Steve Hodges, Management Analyst for the City of Carlsbad Public Works and General Services. “Propel provides access to the top low-carbon fuel in the country, allowing us to share the health and emissions benefits with anyone living in or visiting Carlsbad.” According to the U.S. Department of Energy’s Alternative Fuels Data Center, renewable diesel’s high combustion quality results in similar or better vehicle performance compared to conventional diesel, while California Air Resources Board (ARB) studies show that renewable diesel can reach up to 80% greenhouse gas reduction compared to petroleum diesel. The longer the vessel remains blocked, the worse the damage may be. Deprived of oxygen, the brain tissue begins to die, and the functions controlled by the dying areas— such as speech, movement or cognitive abilities— can be severely and irreversibly damaged. If enough of the brain tissue dies, the stroke will be fatal. Immediate medical care is critical to prevent the loss of brain tissue. If the blood vessels can be opened within three to six hours, there is a significant chance of recovery. “A paradigm shift in the way we manage strokes has occurred during the last two years,” said Frank Coufal, M.D., neurosurgeon and co-director of the Comprehensive Stroke Center at Scripps Memorial Hospital La Jolla. “Our community should be increasingly mindful of this change so that they can take advantage of the new life-saving technologies that are available.” Know the Symptoms and Act F.A.S.T. The sooner stroke is identified and treated, the better the chances for recovery. If you suspect someone is having a stroke, the American Heart Association/ American Stroke Association recommends using the F.A.S.T. test: FACE: Ask the person to smile. Does one side of the face droop? ARMS: Ask the person to raise both arms. Does one arm drift downward? SPEECH: Ask the person to repeat a simple sentence. Does the speech sound slurred or strange? TIME: Time is crucial with stroke treatment. If you observe any of these signs -even if the symptoms don’t last --call 911 and get the person to the nearest stroke center or hospital as soon as possible. Make a note of the time when the first symptoms appeared, as this can be important to treatment. New Treatment May Reverse Damage New proven treatments can minimize or even reverse stroke damage. A procedure known as an embolectomy may be used on patients who have had a major stroke and are treated within six hours of the onset of the stroke. Due to the severity of the stroke, these patients have suffered a significant disability, such as weakness on one side of the body, problems talking or seeing, or loss of movement. In such cases, the physician may be able to insert a long, thin tube called a catheter through the patient’s groin, direct it up to the blocked blood vessel, and deploy a type of stent that immediately opens the blood vessel and attaches to the clot. The physician is then able to remove the clot and immediately restore blood flow to that area of the brain. “I have seen patients who come in having had devastating strokes – they can’t walk, they can’t talk, they can’t see on one side – and physicians use this device,” said Mary Kalafut, M.D., neurologist and co-director of the Comprehensive Stroke Center at Scripps Memorial Hospital La Jolla. “The blood flow is restored and they are completely back to normal. The 43-year-old has been on the job for a month and he’s looking forward to developing strong relationships with the Carlsbad community. In his new role, Churchill will oversee 16 schools with more than 11,000 students. Chamber staff learned Churchill’s reason for wanting this position and his priorities for the district’s future. What drew you to this position? My wife and I dreamed about moving to Southern California for some time. About a year ago, I started keeping my eye on superintendent vacancies in the San Diego County area. I was thrilled to learn about the opportunity in Carlsbad, as it is an excellent district in a beautiful city with many activities for families. My kids have been to the beach just about every day since we arrived earlier this month, and we’ve all quickly fallen in love with Carlsbad. I continue to be impressed with the district, and I look forward to supporting the already excellent work underway in Carlsbad Unified. What will you miss the most about Illinois? I’ll miss family and friends, but just about everyone I know is now planning a vacation to Carlsbad, so I’m confident we’ll have lots of visitors. I’ll miss the Cubs, but I’ll be able to see them at least once each year as they come through Petco Park. I will not miss the responsibility of closing schools due to snowstorms or cold weather. Carlsbad Unified is recognized as one of the highest achieving school districts in the county. How do you plan to continue that? I’m looking forward to working with staff to continue the great things already in place. I’m also looking forward to finding ways to make systematic improvements that will benefit students in all 16 of our schools. As an instructional leader, I’m interested in working with teachers and staff to learn about the challenges they face in maintaining high levels of achievement, and in finding ways to support teachers and staff to continue their excellent work. You’re particularly interested in classroom technology integration, kindergarten readiness, workforce development, and career pathways for all students. How do you see your role implementing these topics? As superintendent, it is my role to help establish and sustain a shared vision for what we expect our students to know and be able to do. Our Graduate Profile is an excellent resource for focusing our collective work, as it defines the qualities of prepared graduates as effective communicators and collaborators; lifelong learners; critical thinkers; college and career ready scholars; ethical and responsible citizens; and self-directed individuals. As a unified school district, we are fortunate to be able to work with students from preschool through high school; I believe we are responsible for ensuring that every graduate has viable opportunities after high school, whether they choose to attend college or trade school, to enter the workforce, or to serve in the military. I also believe that we can have the greatest impact on learners at the preschool, kindergarten, and elementary levels, and that we have a responsibility to make sure every student is ready to meet or exceed the expectations of their grade level by the end of each school year. It is no secret that I believe schools can help to achieve some of these goals, but it is important to note that classroom technology is only one small part of a well-rounded education experience for our students. As superintendent, I’ll work with teachers, staff, parents, and other stakeholders to continue to create amazing opportunities for each and every one of our students. What will be the biggest hurdles to getting these plans into action? I don’t yet anticipate any major hurdles; throughout this summer and fall I will continue to learn as much as possible about the people, history, traditions and expectations of Carlsbad Unified. According to the NCEA (National Catholic Educational Association), “National test scores, high school graduation rates, college attendance and other data show that Catholic schools frequently outperform schools in both the public and private sectors.”St. Patrick Catholic School Carlsbad opened in 1962 as a result of the School Building Fund begun by parishioners in 1960. Enrollment was 181 students in grades 1-7. In contrast, the enrollment for academic year 2015- 2016 was 465 students. A needs assessment in 2009 determined that the original school required renovation. A Master Plan was developed for the entire campus and a capital campaign was launched in 2010 to fund the church and school projects. Construction of the new 17,000 sq ft building began in September 2015 and includes: new classrooms for grades 3-8, a library, a computer and science lab, and restrooms. Meantime, renovation of the 1960’s building began in June 2016 and includes: six classrooms, grades K-12,a new music and language room, and ADA restrooms. A new Administration Building addition of 1,291 sq ft will connect the renovated and new buildings. In addition, a new field and basketball courts will be built. The new buildings are scheduled to open this September with total completion this fall. Military men salute Trojan close-knit network When DJ Fuller MBA ’13 began researching executive MBA options, he knew he was looking for something unique: a highly ranked program in a convenient location with an alumni network that could rival the tight-knit loyalty he had experienced as a United States Marine.
