The theme of this year’s symposium is, “Partnerships for DBE Growth: Stronger • Better • Consistent.” It has been designed to offer DBE firms the opportunity to learn more about the trends and best practices of the transportation industry, as well as develop new partnerships and further advance existing partnerships to create contracting opportunities now and in the future. Throughout the next two days, there will be numerous opportunities to learn about upcoming contract opportunities, workshops sessions to challenge you, key note speakers to inspire you, and matchmaking sessions to help you get your foot in the door to build relationships that lead to contracting opportunities. Throughout this symposium, I ask you to stay engaged, keep us proactive, and help us shape the future of the DBE Program. Elliott was named Chief Deputy Commissioner of the Virginia Department of Transportation (VDOT) by Gov. Terry McAuliffe in January, 2014. Prior to that, he was the administrator of VDOT’s Fredericksburg District where he oversaw VDOT’s construction and maintenance on more than 11,500 miles of state-maintained roads in the 14-county region. He served as acting District Administrator in VDOT’s Culpeper District for a year and as VDOT’s State Asset Management Division Administrator from 2002-2007. In that role, he directed the maintenance and inventory of Virginia’s nearly 58,000 miles of state highways and VDOT’s bridges, tunnels and equipment. He served as Special Assistant to the Assistant Commissioner for Operations and the Chief Engineer in 2002. Elliott holds a bachelor’s degree in civil engineering from Virginia Military Institute. During his VDOT career, Quintin also served in the Virginia Air National Guard. He retired in 2008 as Commander/Officer in Charge of the 192nd Civil Engineering Squadron and the 203rd Red Horse Squadron Heavy Equipment Flight. He earned several awards and decorations for his military service, most notably the Meritorious Service Medal for his service during Operation Iraqi Freedom. Devon Henry developed and shaped his business acumen as a graduate of General Electric’s Corporate Leadership Program. It was from GE that Devon was able to bring a strong sense of branding, technical aptitude and a “think big” attitude to his small environmental contracting firm, Team Henry Enterprises, LLC. Devon decided to leave GE to scratch his entrepreneurial itch, by which he founded Team Henry Enterprises and decided that the most advantageous entry into the environmental market place was through the acquisition of a 20 year old company named The Silty Lady, Ltd. The Silty Lady specialized solely in erosion control applications. Devon soon realized that with the available resources, he could diversify into other scopes of work. As a result, the company expanded its’ services to include environmental services, wetlands mitigation, demolition, site development, emergency response services, and road building. The company moved into a Hub Zone Enterprise within his hometown of Newport News, VA and became a participant of the SBA’s 8(a) program. Devon received his BS in Biology from Norfolk State University and his MS in Environmental Management from The University of Maryland. Additionally, Devon received Executive Education certificates from The University of Richmond, Robbins School of Business and UNC Chapel Hill’s Kenan-Flagler School of Business. Colette Holt provides legal counsel and consulting services to governments and businesses on procurement and contracting; employment discrimination; regulatory compliance; organizational change; program development, evaluation and implementation; and issues relating to inclusion, diversity and affirmative action. Ms. Holt is a nationally recognized expert in designing, implementing and defending affirmative action programs. She has concentrated her practice in these areas for over 20 years, after serving in senior legal and management government positions. In particular, she provides expert witness testimony and consultations in suits involving public and private procurement and employment policies. Ms. Holt is General Counsel to the American Contract Compliance Association, the national organization of officials responsible for minority, women and disadvantaged business initiatives. Ms. Holt is a frequent author and media commentator on affirmative action and employment topics. She is the former Vice-Chair of the American Bar Association’s Public Contract Law Section. Ms. Holt has been appointed an Adjunct Professor at the Loyola University School of Law and The John Marshall Law School. 6 Partnerships for DBE Growth: Stronger Better Consistent • 2015 Virginia DBE Transportation Training Symposium • Grindly Johnson Deputy Secretary of Transportation, Commonwealth of Virginia, is the Chair of the American Association of State Highway and Transportation Officials subcommittee on Civil Rights. She previously served as the Chief of Administration at the Virginia Department of Transportation, where she directed the agency’s divisions of Civil Rights, Human Resources, Communications, Administrative Services and Safety and Performance Management for the third largest transportation agency in the nation. Johnson spearheaded the development of the commonwealth’s first Business Opportunity and Workforce Development (BOWD) Center – one of only 15 in the nation - to provide disadvantaged business enterprise firms the tools needed to compete for federal-aided contracts. She also served as the agency’s Chief of Equal Business and Employee Opportunity, as well as in a number of private sector positions as an accountant, financial analyst, and community relations consultant. Johnson holds a Bachelor of Science degree in Accounting from Norfolk State University and has received many community awards and recognitions, including the Community Star for Girls Inc., the fellow for the Sorenson Institute of Political Leadership, and the fellow for the American Swiss Young Leaders. Dr. Willie Jolley has been described as a world-class, award-winning speaker and singer, best-selling author and media personality. Dr. Jolley has achieved remarkable heights in the speaking industry, having come from humble beginnings of being a fired singer, who was replaced by a karaoke machine! He has gone on to be named “One of the 5 Outstanding Speakers in the World” by the 175,000 members of Toastmasters International. He has also been inducted into the prestigious Speaker Hall of Fame as well as achieving the distinction of Certified Speaker Professional by the National Speakers Association. No matter the venue, from his exciting television appearances to his Sirius/XM radio show, to corporate audiences like Wal-Mart, GM, Comcast, Verizon, Marriott or The Million Dollar Round Table. Dr. Willie Jolley keeps it moving with high energy and enthusiasm, as he delivers nuggets on how every person can live a better life, one day at a time! Charles Kilpatrick, P.E. was named as VDOT’s Commissioner by Gov. Terry McAuliffe in January 2014. Previously, he served as Chief Deputy Commissioner of the department under Gov. Bob McDonnell. As Chief Deputy, “Charlie” was the Chief Operating Officer for the agency and was responsible for both day-to-day operations and strategic direction. He was also VDOT’s representative for all highway PublicPrivate Partnership initiatives in Virginia. Charlie is a native Virginian, raised in Fairfax County. He graduated from Virginia Tech in 1986 with a bachelor’s degree in civil engineering and is a licensed professional engineer. He began his professional career with Fairfax County government, reviewing, and then managing, land development and public improvement project proposals in the county. After seven years, he joined VDOT in Fredericksburg as the Assistant Resident Engineer. He later became Resident Engineer, managing and directing land development, maintenance and construction in that rapidly developing region. During his 10-year tenure, he was responsible for delivering a wide range of transportation projects. He also served as the chair of the Statewide Resident Engineers Committee. 7 Partnerships for DBE Growth: Stronger Better Consistent • 2015 Virginia DBE Transportation Training Symposium • Aubrey Layne On November 22, 2013, Governor-Elect Terry McAuliffe appointed Aubrey Layne as Secretary of Transportation for the Commonwealth of Virginia. He was sworn into office on January 12, 2014. As Secretary, Layne oversees seven agencies with over 10,000 employees and combined budgets of more than $5 billion. Prior to his appointment, he represented the Hampton Roads area on the Commonwealth Transportation Board from 2009 until January 2014. Secretary Layne most recently served as President of An Achievable Dream Academy in Newport News, Virginia, a unique partnership between public schools and the local business community providing at-risk students opportunities to succeed. Prior to joining An Achievable Dream, Layne was President and Principal Broker of Great Atlantic Properties. He joined the company in 1994 and was responsible for operational activities, new business acquisition, and capital improvement strategy. Secretary Layne began his career as a Certified Public Accountant with KPMG. Layne earned a B.S. in Accounting from the University of Richmond, and received an MBA from Old Dominion University with a concentration in International Business. In 2011, he completed the University of Virginia’s Sorensen Institute for Political Leaders program. Sandra D. Norman currently serves as Division Administrator for Civil Rights for the VDOT where she is responsible for Civil Rights Internal and External programs. Prior to being promoted in this role, Sandra served as the Assistant Division Administrator for Civil Rights where she managed the Equal Employment Opportunity Programs for VDOT (Internal). Before becoming a part of the VDOT family, Sandra was appointed January 23, 2006 by the Governor of Virginia, The Honorable Timothy Kaine, to serve as the Director for the Virginia Human Rights Council (Council). Also in January 2006, former Governor Mark Warner appointed Sandra as Acting Director to the Council. Prior to both appointments, Ms. Norman was the Assistant Director for the Council, and held that position for five years. Sandra was employed with the Council beginning May of 1989 where she was promoted from the positions of Executive Assistant and Administrations Operations Manager. Sandra graduated from Averett University with bachelors and masters degrees in Business Administration. 8 Partnerships for DBE Growth: Stronger Better Consistent • 2015 Virginia DBE Transportation Training Symposium • Irene Rico became the Division Administrator for the Federal Highway Administration (FHWA) in Virginia in January 2010. As the Division Administrator, Ms. Rico leads the Virginia Division in the delivery of the$1 billion annual Federal-aid highway program. Under her leadership, the Virginia Division in partnership with VDOT and other transportation program partners continuously look for ways to improve the delivery of the Federal-aid program. As Division Administrator, Ms. Rico has brought focus to program areas of Safety, Finance, Major Projects, Locally Administered Program, Structures, and Implementation of Technologies under the umbrella of Every Day Counts, and Streamlining Project Delivery. Prior to her current position, Ms. Rico served as the Special Assistant to the Executive Director for Federal Highway Administration in Washington D.C. In this capacity she was responsible for supporting the Executive Director in every aspect of the internal operations of the agency. From 20022007, Ms. Rico was the Assistant Division Administrator in the Virginia Division. As chief operating officer in the Virginia Division she managed a team of 29 transportation professionals and assisted the Division Administrator in the delivery of key initiatives. Earlier in her career, Ms. Rico also served as Director of Planning and Program Development at the FHWA Texas Division, where she was responsible for managing transportation planning, environmental program, and the right-of-way program. She also represented FHWA for period of three years in the coordination of transportation activities along the U.S.-Mexico Border Region under her position of the International Transportation Programs Engineer. For more than 8 years, Ms. Rico served as Area Engineer in the FHWA New Mexico Division where she oversaw the design, construction and operations of transportation projects. Ms. Rico has 30 years of experience with FHWA.
