Immigration & Port Clearance
Boats entering Malaysia are required obtain clearance upon arrival. The offices that you
have to call on have to be made in the following order are: Immigration
Marine Department
Customs
Health Department (if Quarantine procedures are required)
In Port Dickson, a small township in mid-western Malaysia, the above government
departments are open during the following hours: Day

0830hrs – 1200hrs and 1445hrs – 1600hrs
Notes: These offices are closed on Saturdays, Sundays and Public Holidays.
However at major ports of the country, Penang, Tanjung Pelepas, Klang and Langkawi,
these offices open daily, 24 hours a day.
Upon Checking-In: Immigration
Fill in the embarkation card; it is important to retain the portion on the card returned by
the immigration as it has to be submitted upon leaving the country
F ill in 3 copies of the ‘Crew List’ which is a statutory form sold at the office for RM1/-.
These will be processed by the office and is distributed as follows: Original copy retained by Immigration office
1st copy to be submitted to Marine Department upon checking in
2nd copy to be submitted to Immigration Department at the port where you
check out
Make sure passport is stamped with the correct date ; visa is usually given for
three months.
Marine Department
Fill in a ‘Port Clearance’ application form
Fill in Form MSS 1 (2 copies), a statutory form sold by the Marine Department at
RM1.00. These will be processed by the office and is distributed as follows: Original copy is retained by the office

1st copy is to be submitted to the Marine Department at the port where you
check out
Based on the declaration of the gross weight of the boat, there may be some
‘light dues’ chargeable which is normally less than RM10
Customs
Show them the copy of the Form MSS 1 processed by Marine Department
Submit your Port Clearance certificate from your last port of call
A customs clearance form will then be issued by this department.
Quarantine
Unless you come from a ‘blacklisted’ country which may change from time to time, you
may be required to be cleared by the Health Department. A list of diseases requiring
clearances is published periodically.

Clearance in Thailand
The pier at Ao Chalong is a one-stop check-in/out service. Officials of Customs,
Immigration, Port Captain and one other office are located there. Yachts which take
over 7 days to make the passage from Langkawi to Phuket may have some difficulties
with customs.
All the crew should be present for clearance.
Fees
Officially there are local council fees for yachts checking into Phuket. The minimum fee
is around 300 Baht if one states that one is not staying in Phuket but heading for Krabi
Province after checking in. Otherwise, for any yacht entering Phuket, the fees are as
follows:
(1) length less than 50 feet: 1 week, 300 Baht; 1 Month, 1,000 Baht; 2 Months, 1,800
Baht.
(2) yachts whose length is 50 feet & more: 1 Week, 500 Baht; 1 Month, 1,600 Baht; 2
Months, 3,000 Baht. There is also a fee for anchoring or tying -up in Chalong yacht
harbour or vicinity of 500 Baht per month. Yachts are therefore advised to clear in in
Krabi Province or Satun where these fees are not charged.
Immigration charge between 200 and 300 Baht. Customs charge 300 Baht on departure
only. The Harbour Master charges 100 Baht on departure only (although this varies). All
give correct receipts. If you check in on a public holiday or a weekend an extra fee of
200 Baht applies with both customs and immigration. Make sure you have the correct
money and try not to turn up with 1000 Baht bills.
Some cruisers have reported that fees vary and in some instances no fees have been
requested at all.
Customs
The best time to check in with Customs is 10.00 - 11.30 or 1500 - 1600 as they often
have an extended lunch break.
You will need photocopies of both ships papers and passports. A photocopy of the
check in/arrival stamp in passport is required by Customs in Phuket Town. This is best
done before you get there as their copier also breaks down on occasions. The travel
agent 100m from the office will make copies for a small fee.
Immigration
As from 1 July 2008, all foreign yachts arriving at Phuket (Ao Chalong) for Customs,
Immigration and Harbourmaster clearance will be required to fly a bright orange
pennant marked "Phuket Immigration" with an identifying number, for the duration of
their stay in Thailand. The Immigration flag must be returned to the Immigration office
at Ao Chalong on departure from the Kingdom.
The Thai Immigration Bureau advises that the flag signifies that the vessel has already
reported to Immigration. The flag should be displayed on the vessel at all times whilst
the vessel remains in the Kingdom. Failure to report the vessel arriving or departing the
Kingdom contravenes the Thai Immigration Act 1979 and may lead to prosecution.
According to officials, regular checks of vessels will be carried out by Immigration
officers to ensure compliance with Thai law. However in reality limited manpower
means that this particular new rule is very difficult to maintain and enforce.
Harbour Master
Yachts must check in with the Harbour Master as well as Customs and Immigration;
some vessels caught without a harbour clearance have been fined 5,000 Baht. Yachts
can now check in at the one stop shop with the harbour master also. Clearance can still
be done in Phuket town but then one would have to drive to the harbourmaster's office
at the deep sea port. If you are in a hurry for some reason, check in can be done at
Phuket Town at the head offices of Immigration and Customs on the weekend for an
additional fee. They are within 500 metres of each other.

Phuket Immigration & Harbour Master
There were two places on the island for clearance, in Phuket Town and at Ao Chalong,
but now the town office will direct you to Ao Chalong (ao means bay in Thai), a large
sheltered anchorage in the island's southeast, which for many is the first Phuket landfall
anyway.
A building at Ao Chalong's pier offers one-stop service, with customs, immigration and
harbour master located there. By road, it's about 20 minutes south of Phuket Town.
Immigration charges 300 baht on arrival and departure. There is an additional 10-baht
charge for each passenger. No extra charges for crew. Receipts given. Customs does
not charge a fee on arrival, 100 baht on departure. Harbour master also charges 100
baht on departure only.
Technically, boats leaving Phuket province for Krabi or other Thai provinces are obliged
to clear out with the harbour master.
Immigration regulations vary, depending on what passport you hold. Make sure you
know your country's particular visa entitlements. Skippers are responsible for all crew
aboard their vessels, and there have been some expensive and time-consuming
oversights in the past. So check all papers, especially out-of-date passports and expired
visas.
Remember to be well organized. Have all relevant ship's papers and crew documents
prepared, and always carry a couple of photocopies of each passport. They will be
needed. Be polite, patient and respectful, and you'll find business goes more smoothly.

Visas & Permits
On arrival, if passengers don't have tourist visas they will be granted entry for onemonth. Extensions of seven or 10 days can be made.
Crew get a non-extendable one-month entry — if you previously obtained a visa from
Thai diplomatic missions abroad, it will be ignored — and are technically in-transit with
the vessel, meaning they will not receive a white departure card in their passport and
must each post a 20,000-baht bond if they wish to leave the country without the boat.
For this reason, it is simplest if only the skipper actually signs in as crew, while others
enter as passengers.
Permit extensions - Foreign-registered yachts are permitted to remain in Thailand for
up to one year. Yachts are given six months on arrival, which can generally be
extended for an additional six months.
For most, a letter, in Thai, from a marina proving paid moorage is sufficient. For those
not staying in a marina, a good reason is required, such as needing critical boat work.
Some have used letters from contractors listing work that needs be done.
Customs will require photos of the boat and work required (an engine in pieces). Some
have reported that they were able to obtain an extension without a letter of any kind.

General Advices
Dress - When dealing with government officials or doing business in town, it's
appropriate to wear clean and slightly more formal clothes - no T-shirts or flip-flops at
check-in time. Untidy or unclean clothes are considered an insult. For men, a collared Tshirt or shirt, shoes or sandals, and long pants are preferable.
For women, it's a good idea to have the shoulders and thighs covered. A blouse with
skirt or trousers is ideal, and is comfortable for buses, etc. Just look around at the local
people; they're nearly always very neat and clean. Follow suit and you should have no
problems.
Behaviour - It's not wise to get angry or impatient, to swear or shout. It's you who
loses face, and it's likely to make the situation even worse. Be polite and attentive, have
patience with any language difficulties, and you'll be surprised at how smoothly things
can progress.
Remember, government officials have a job to do and responsibilities to carry out, so
it's sensible to treat them with appropriate respect. If you're really having problems, try
and get to speak to a superior. Remember, you're a guest in Thailand.
Attitude - The Thais are friendly, helpful and generous of spirit. They believe in
enjoying everything they do, whether it's work or play. So if you make your business or
social encounters enjoyable experiences, you also benefit. As in most Asian countries,
it's best that no one loses face in any encounter. Don't argue either yourself or the
other into a corner. It will only produce a stalemate.
As when bargaining over price, they start high, you start low and you meet in the
middle. Everyone goes away happy. Also be respectful of the numerous religious and
royal icons that you encounter. They are held in reverence by the local people.
