sales
2013 was a strong year in the office sector in Billings. Total leased square footage increased 24% over 2012. The larger tenants placed are financial,
energy, and government entities which is not surprising in the Billings market. Even with the leasing strength there remains quite a bit of inventory
in the 1,000-4,000 square foot size range, and new vacancies downtown continue to come online following the relocation of several government
offices. Office building sales were down from previous years but not for lack of demand, just a lack of available inventory. The largest deals of 2013
were the City of Billings moving to the Miller Building, Power Engineers at 1601 Lewis Avenue, and Conoco Phillips in a new building built for them
on the West End. 2014 is expected to be strong but the rough winter in Billings has slowed activity thus far.

Interest in Billings area investment properties continued to gain popularity at the end of 2013. Solid growth for the county continued and lower
unemployment rates for the area were strong signals for stability. Slight increases in interest rates have not hurt investment sales within the area.
Quality investments are still hard to find. Build to suit activity was a highlight for the investment sector. The market rarely sees credit investment
product being offered meaning that the market is still a place where investors like to hold their top properties. Nationally cap rates for retail and
office properties continued to drop. Net leased properties continue to be the product of choice for investors locally and nationally.

2013 finished off with several retailers making moves not only in Billings but all around Montana. With the acquisition of Rimrock Mall, Starwood
Retail has plans to enhance the mall and bring in new retailers. Watch for Herberger’s to move into the Scheel’s space. The Herberger’s space will
most likely be modified to accommodate smaller retailers and increase the store count for the mall. The main entrance to the mall will also most
likely get a makeover. West Park readies for the opening of Lucky’s Farmers Market in March. The group has already opened in Columbia, MO and all
reports are that the store has been received very well in that market. The Billings Lucky’s will be 25,000 SF. Steak ‘n Shake opening up in the Sapphire,
First Interstate Bank is under construction and look for a large group of shops to open up next to Scheel’s later with several local retailers. Downtown
Billings has remained steady and the Billings Heights area has had some activity but no anchor style restaurants or retailers have been announced.

One of the most impressive categories for 2013 was industrial properties for both sales and leases. We continued to see energy based companies
move into the market further establishing Billings as a regional location for service companies working in the Bakken and Wyoming. Quality
product in the 20,000 SF to 30,000 SF range is still a rarity in the market. Companies are typically looking for sidewall heights in excess of 18’ and
clear span. This product type is all but gone. Speculative construction has not kicked in yet even with the lack of these types of buildings in the
market. The largest building on the market is the former Sutton’s warehouse, which is over 60,000 SF. New companies to the market include
Motion & Flow Control Products and Ryco Hydraulics. Rail access continues to be a request but difficult to fulfill.

Land sales were off somewhat from 2012 numbers in both transactions numbers and volume totals based on our numbers, which is typically the
indicator for Billings. Industrial land again was the leading type of land use. The west end and southwest areas of the city saw the largest amounts
of land transactions. All sectors were active including multi-family land sales. Another area that saw a large amount of land sales was in the hotel
sector. All hotel land sales were along I-90 with the exception of one. We continue to see land activity on the west end of the city. South Billings
Town Center (Cabela’s/Sam’s Club) saw its first land transaction in over five years with My Places Suites purchasing a tract in the development.
Activity around Interstate 90 remained active in 2013. Land pricing was on the rise in 2013 as there became less available industrial land with city
services available.
