Background Information/Rationale
According to the revised School Code, an ISD Board of Education must hold its organizational
meeting between July 1 and the fourth Monday of July. At the organizational meeting, the Board
must elect a President, Vice President, Secretary, and Treasurer (MCL 380.613).
Recommendation
It is recommended that the Board elect its officers for Fiscal Year 2015-2016.

As part of the Oakland Schools Board of Education's organizational meeting, it is recommended the
Board President appoint members to the Oakland Schools Board of Education Finance and Priority
Initiatives Committees, and the Oakland Schools Education Foundation.
Recommendation
It is recommended that the Board President appoint two (2) members each to the Finance
Committee and Priority Initiatives Committee and one (1) member to the Oakland Schools
Education Foundation.

The Michigan Association of School Boards asks district boards and ISD boards to designate a voting
delegate and alternate for its annual election of the Board of Directors and the Legislative Relations
Network Representative for Fiscal Year 2015-2016.
Recommendation
It is recommended that the Board President appoint a voting delegate and alternate for the MASB
elections and the MASB Legislative Relations Network Representative for Fiscal Year 2015-2016.

Background Information/Rationale
At the annual Organizational Meeting, the Board will discuss conferences that will occur during the
year and decide whether to participate and who will attend. A list of available conferences for Fiscal
Year 2015-2016 is attached for the Board's review. It is understood that Board members will not
attend every conference listed.
Recommendation
It is recommended that the Board identify and approve member travel to attend conferences and
events during Fiscal Year 2015-2016, as presented by the Administration.

Background Information/Rationale
To annually authorize the Professional Agents of Record to individually contract with, on an "as
needed" basis and to provide professional and auditing services to Oakland Schools for Fiscal Year
2015-2016. The law firm of Secrest Wardle is discontinued as an Agent of Record and will not
represent Oakland Schools on any legal matters.
Recommendation
It is recommended that the Board approve the "as needed" use of the Professional Agents of Record
for the Fiscal Year 2015-2016, as presented by the Administration.

Background Information/Rationale
In accordance with Oakland Schools policy #3550 "Authorized Signatures", the Board of Education,
at the annual Organizational Meeting, shall authorize the signatures of those persons who may open
additional accounts at a Board approved depository institution for use by the district and sign
checks upon various accounts of the district. Per rule #3550 "Authorized Signatures" the
Superintendent may delegate signature authority conferred by the Board of Education. The
delegation shall be in writing and signed by the Superintendent. Information to be contained in
such written delegation of signature authority will include the name, title of the employee(s) to
whom signature authority is delegated and level of the employee’s authority.
Recommendation
It is recommended that the Board authorize the Treasurer of the Board and the Secretary of the
Board to delegate their respective signature authority to the Superintendent and/or her designee in
accordance with policy #3550 "Authorized Signatures" for Fiscal Year 2015-2016 as presented by
the Administration.
