The City approved the Circo Hermanos Caballero’s
application to come back to East Palo Alto! This is a great
family event with the first show beginning on July 7, and to
be in operation until July 18. The location will be at 1675
Bay Road, at the intersection of Bay Road and University
Avenue.

Family Movie Night Series
The City of East Palo Alto is hosting a free movie night series
for the family at various parks. Bring your blankets and lawn
chairs and enjoy a movie with your family, friends, and
neighbors. There will be free popcorn, a DJ & Dancing in the
park. Movies will begin at sundown. Festivities begin at 7:00
p.m.

Making a Difference Award
On June 24, the East Palo Alto Community and
Neighborhood Development Organization (EPA CAN DO)
honored City Manager Carlos Martinez for exceptional work
in making a difference in the area of affordable housing,
economic development and financial wellness in the City of
East Palo Alto. The City Manager accepted the award,
recognizing that the credit goes to both the steady and
clear direction of the City Council, and the commendable
and diligent work of all City staff.
Remembering Officer Joel Michael Davis
Twenty eight years ago on June 22,
1988, Officer Joel Michael Davis was
fatally wounded while protecting the
community of East Palo Alto. Officer
Davis’ ultimate sacrifice of protecting
East Palo Alto will always be harbored
close to our hearts. Please take a

Air Traffic Noise
Get involved in resolving air traffic Noise!
We have heavy air traffic from five airports. The Bay Area is
the 7th largest airport Metroplex in the US.
Flights affect Palo Alto residential neighborhoods, schools,
and parks - frequent, loud, low-flying airplanes disrupting
productivity, sleep, and quality of life.
Complain about aircraft noise in one click
through stop.jetnoise.net
You can access this program via a browser on your
smartphone, iPad / tablet or laptop (see details.) When you
hit the REPORT IT button, stop.jetnoise.net identifies the
flight and altitude (if there are two or more planes flying
nearby, stop.jetnoise.net may not be able to determine the
flight; however, your complaint is still recorded.) Each night,
you get your complaints summary and the total number of
complaints and complainants. All aggregate data are sent to
the SFO noise abatement office.

Sky Posse, (http://www.skypossepaloalto.org/) a grassroots
organization is advocating to reduce noise and has
proposed solutions.
They made a presentation of their recommendations at the
Quiet Skies Mid-Peninsula meeting on June 4, 2016 in Los
Altos Hills.

East Palo Alto Proud
East Palo Alto nonprofit, Project WeHOPE, was recently
selected by State Senator Jerry Hill (D-San Mateo) to be
honored as Nonprofit of the Year among hundreds of
organizations. The shelter provides a safe place to sleep for
up to 65 adults per night, all of who receive a hot meal and
breakfast. The program offers programs designed to help
homeless individuals staying at the WeHOPE Shelter or out
in the community the opportunity to rebuild their lives and
regain self-sufficiency. Congratulations to Project WeHOPE
for all of your hard work!
City Council Study Session: July 26
On July 26, beginning at 7:00 PM, the City
Council will be holding a Study Session to kick
off the development of a comprehensive,
Affordable Housing Strategy, including how to
address homelessness in East Palo Alto. All
interested members of the community are encouraged to
attend this public meeting.
First Biennial (Fiscal Years 2016-2017 and
2017-2018) Budget Unanimously Approved
by the City Council on June 21, 2016
On March 1, 2016, The City Council initiated the long road
to review and approve the proposed two-year biennial
budget and Capital Improvement Program. The Proposed
Operating Budget was reviewed by the City Council and the
public at the following public meetings:




Budget Hearing Session #1: May 31, 2016 - 6:00 p.m.
Budget Hearing Session #2: June 1, 2016 - 6:00 p.m.
Budget Hearing Session #3: June 8, 2016 - 7:30 p.m.
Budget Hearing Session #4:June 14, 2016 – 7:30 p.m.
The Budget and CIP was finally approved on June 21,
2016. On the mid-cycle year of each biennial period, City
staff will prepare a “Mid-Cycle Budget Update”. At that
time, any appropriation changes for the following fiscal year
will be presented to Council and the community for input
and approval.
In an effort to increase consistency and transparency in
financial reporting and budgeting, the City of East Palo Alto
is pleased to make the biennial budget available to you
through our Open Gov, http://www.cityofepa.org/

and view the budget data in different formats.
New City Attorney, Rafael Alvarado will start
August 1, 2016
In January 2016 former City Attorney Nagel resigned. The
City Council retained executive search firm Ralph Andersen
and Associates of Rockland, CA. Senior consultant, Gary
Peterson conducted the search which attracted seven
applicants, five of which met the required minimum
qualifications.
After conducting a rigorous selection
process, the City Council identified Rafael E. Alvarado Jr.,
as their preferred candidate.
Mr. Alvarado is an experienced and accomplished legal
professional committed to public service and offers
experience in the areas of land use and housing
affordability to responsible development. He began his
legal career here in the City of East Palo Alto as a summer
intern. For the last ten years as Assistant City Attorney for
the City of Hayward, he has been very active advising the
City Council and Planning Commission. He is a graduate
from Santa Clara University School of Law.
Mr. Alvarado was appointed at the regular Council meeting
of June 21, 2016 and will begin to serve as the City
Attorney on August 1, 2016.
The City Council Reviewed and Adopted the
2015 Urban Water Management Plan!
On June 21, 2016, the City Council
adopted the 2015 Urban Water
Management Plan.
The Urban Water Management Plan
(UWMP) is an important part of the
C i t y’s o ve ra ll ef f o rt t owa rd
sustainable water supply. Prepared
on a five-year schedule, it provides a
regular opportunity to review
historical and future water demand,
the availability of water supplies
including groundwater. In addition,
the UWMP documents water demand management
measures.
Through comparison of supply and demand in normal years
and drought, and with consideration of water shortage
contingencies, the UWMP is a major document for the City
to evaluate water supply sustainability, to assess the
needed means to ensure reliability, and to communicate
with the community.
The results of the supply versus demand analysis in the
2015 UWMP indicate that, even with the addition of
groundwater supplies, the City does not have enough water
to supply the anticipated growth in demand. In normal
years, the City is projecting to experience a 15% water
supply shortfall by 2040.

The City needs your help!
Public Works & Transportation Committee
Opening
If you are interested in learning more and want to be
involved in advancing our City’s public works and
transportation issues, then please fill out an application to
sit on the Public Works and Transportation
Committee. This is an important City Committee that is
comprised of seven regular members and one alternate
member appointed by the City Council. Currently, there is
only one regular seat available. The term begins
immediately and ends on May 31, 2019. To learn more

SamTrans Summer Youth Passes Still
Available for Purchase Online
Summer has arrived, but there is still time for younger
passengers to pick up an all-you-can ride pass for
SamTrans.
The Summer Youth Pass is a great deal
for passengers 18 years old or younger,
with the fare offering unlimited rides from
June 1 to August 31 for just $40. That
amounts to savings of $41 when
compared to three Youth Monthly passes.
The Summer Youth Pass will be available for purchase from
May 21 through July 15. Details on how it can be purchased
are below:




The store will go active on May 21, and will be available

Invest in Youth: Pathways to Success
Boys and Men of Color Career Summit
(BMoC Career Summit)” Register today

Sprint, Hilton, and Snapchat (who will be hiring on-the-spot)
at the event.
The BMoC Career Summit will convene boys and men of
color between the ages of 18 to 29, providing opportunities
to interview with employers, connect to community
resources, and participate in career preparation and
leadership development training. The event focuses on
overcoming the barriers to employment that
disproportionately impact young men of color but is open to
all young adults in the area.
A local event will take place on Monday, July 18, from
10:00 AM to 2:00 PM in the Community Room (2415
University Avenue) where participants will be trained and
given resources to obtain jobs.
