K
evin J. Plunkett serves as the Deputy County
Executive for Westchester County – having
been appointed to that position by County Executive
Rob Astorino on January 1, 2010. As Deputy County
Executive, Kevin serves as the COO of the County.
Kevin started his career in the Westchester County
District Attorney’s office, followed by more than 30
years in the private practice of law. For many years a significant part of his
law practice involved representing Westchester County municipalities as
Village Attorney or Corporation Counsel as well as representing private
companies and individuals.

evin M. McGuire is the Commissioner
of the Westchester County, New York
Department of Social Services. He is responsible
for the administration and oversight of child welfare
and public assistance programs in the county as well
as homeless services, adult services, juvenile services
and all welfare to work activities.
Previously, Mr. McGuire was Executive Director of Maryland’s Family
Investment Administration where he managed the public assistance
programs for the State and oversaw 24 Local Departments of Social
Services. Mr. McGuire also worked in the New York City Human Resources
Administration where he was part of the team that implemented successful
welfare reform efforts. His expertise and vision in both welfare and child
welfare policy are recognized nationwide.

For more than 65 years, Arc of Westchester has
been linking people with developmental disabilities to the
Westchester employment community – from entrepreneurs
and the public sector to non-profits and major corporations.
With our 250 employment partners, we currently have more
than 300 individuals working in the community.

greater achievements in the future.

in the county serving people of all ages with
developmental disabilities, including individuals
on the autism spectrum, and their families.
