The PRESIDENT’S Perspective
Goin’ to Heaven
in a Pontiac

another year. 2008 will be
a more challenging year
for most of us than the last
few years. However, before
I give you my perspective on 2008, please allow me
to say a few words about our Past President, Mike
Horan, President of Ajax Paving. I am sure those of
you in the industry know Mike, I am also sure you
know that any incoming president of any association
is supposed to say something nice about his predecessor. Well, that’s easy to do with Mike.
When I think of the word “nice” in relation to
the Horans, I think of Mike’s wife Carol, a wonderful lady. When I think of passionate, honest, hard
working, intelligent and dedicated, I think of Mike
Horan. Mike has given the industry, and this association, years of service, the last two years as President of
ACAF. Mike truly loves this business and has been and
continues to be an outstanding leader in our industry
and Association. Mike is my friend and I am
proud to have him as such. Every member
of this Association owes Mike a debt of
gratitude for his service. Tell him so the
next time you see him.
Back to the future. We all know
that the housing industry in our state
— and the country as a whole — is

over the past few

competition, lack of government funding, governmental bureaucracy, the nimby syndrome and rising
energy prices are among the many, but certainly not
all, obstacles we face.
I believe the industry and our Association are up
to the challenges we are facing. Contractors are problem solvers; that’s what we do every day, regardless of
the economy. I think we do it well. Florida is still a
growing state with a forward-looking Department of
Transportation. The private sector, while slowing, is
still robust compared to other areas in the country.
There are, and will continue to be, many opportunities for paving contractors in Florida.
Public Private Partnerships (PPPs), Green Asphalt,
Warm Asphalt, Bonded Friction Course, Concrete vs.
Asphalt, are all new challenges for us to deal with. At
times the changes seem so fast-paced and never-ending that it can seem overwhelming and we welcome
the opportunity to catch our breath. This is the business we are in, changes to deal with. What better time
than now to utilize your Association membership. Jim
Warren and Jim Cordero are tireless in their efforts to
advance our Association. I know both Jims welcome
your calls and want to assist you in any way they can.
What better time to bring in a new member. If you
are affiliated with the paving business in any way, you
need to be a part of this Association.
Those of you that are blues music fans might be
familiar with the song, “Goin’ to Heaven in a Pontiac,
Can’t Get There in No Cadillac.” Well, that just may
be a good theme for a while. We will get to the right
place, but we may have to cut back on how we get
there. Actually, that is not all bad. I think it does us
all good to, from time to time, evaluate our operations
and companies and this is a good time to do so. A

O
ver the Christmas holiday, I had
the opportunity to drive with my
family to Texas and back to visit
Donna’s side of the family. We
passed through Alabama, Mississippi, Louisiana, and Texas — and back. And with
all due respect to my counterparts in these states, I
sure was glad to see the Florida line and get back on
Florida Asphalt. Some of these other states show in
a dramatic case the need for adequate and sustained
funding. There are many miles of neglected pavement
out there — where two hands on the steering wheel is
not just a good thing to do, but mandatory to stay
in control of the vehicle. I can imagine what kind of
ride these newer little hybrids are getting — must be
like going to Six Flags without the admission price.
It was a very black-and-white issue for me and
especially for the two non-engineer types riding in
my truck. Anyone who tells you that concrete is the
way to go for urban areas needs
to take the ride we just
did. By far and away the
roughest roads we were
on were concrete pavements in urban areas.
The problem that few
people think about is
what you do at the end
of its service life. With
this stuff, you are
just plain stuck.
You can grind
it, patch it, patch the failed patches, then patch
the patched, failed patches — but in the end, you
have a major headache, a bad ride, something you
can’t afford to fix properly, and suspension repairs to
attend to. With an asphalt pavement, you mill off a
couple inches and put it back — easy, fast, overnight,
and inexpensive … and have the chance to upgrade
to the most current technology/mix at the time of
rehabilitation. Oh, and by the way, you get a smooth
ride again.
If we can’t get some secure funding for the future
and make sure we choose the right kind of road material, I think I will invest in a mobile aluminum wheel
rim repair businesses in the city. In the meantime,
here is my Ultimate Ride Test. If I can drink a cup
of coffee with one hand and steer with two fingers
on the other — that is my Ultimate Ride Test. I can
then focus on my destination, while enjoying the
Smooth Ride in beautiful F-L-A.

more than 73 million tons of material every year —
and that's more than twice as much as the total
for paper, glass, plastic, and aluminum combined.
Reclaimed asphalt pavement, or RAP, is milled from
old streets and highways, then given new life as
a key ingredient in asphalt mixes that are used
on new and rehabilitated roadways. RAP saves the
taxpayers hundreds of millions of dollars a year
while conserving our precious natural resources.
So, the next time you drive on an asphalt road that
looks brand new, remember that it may actually
be an old road that’s been given new life through

N
othing ever stands still in life or
truly remains constant, no matter
how much we may desire things
to remain that way. And this holds
true for transportation, as well as
Florida’s economy. As Legislative hearings in January have reflected, the State of Florida this past year
(2007) went from reporting a modest surplus ($2.2
billion) in general revenue to holding a Special Session
later in the year to cut the new Fiscal Year budget by
$1 billion-plus.1 And the current projections show that
there will be additional cuts during the regular Session
in March, as well as decreases in revenues for the next
fiscal year, which will begin July 1, 2008 (FY 200809).
One of our wise founding fathers of our country
said “There is time enough for sleeping in the grave”.2
We don’t have time to relax and take things for granted
now that state revenue funds, including transportation
funds, have declined and their purchasing power has
decreased. Other interests will be looking for
additional sources to fund their areas of the
budget and the transportation trust fund
will not be immune to attempts to divert
transportation trust fund money for
their non-transportation needs.
While state economists project
a continued decline in state revenues,
partially due to a slowing in our population growth, they do see continued
future growth. The economic woes can
be attributed in part to the national housing crisis causing a decline in home values,
rising energy costs and a credit crunch.
Since Florida has been impacted harder
because of the slow housing market (a decline in
construction and home prices), we are experiencing probably a more rapid decline in our revenues
and probably for a longer length of time than in
previous economic downturns.
On the bright side, the business community in Florida has quickly come to realize that
a “stimulus plan” needs to be implemented
to give our economy a boost, which helps

strengthen the economic vitality of our state. At a
Legislative hearing in January in Tallahassee, Leaders
from Florida’s business community rallied to propose
a stimulus package that would provide improvements
to Florida’s infrastructure including road construction,
affordable housing, school improvements, alternative
water sources, and port improvements and to cultivate
Florida’s technology future and research institutes, and
invest in international tourism..3, 4
To alleviate this problem, the business community has encouraged governmental officials to promote
road development, which creates jobs, relieves traffic
congestion, and facilitates further economic activity.
Projects already approved in the work plan could be
funded now, providing the economic jumpstart Florida
needs.
While the details and options are being worked
out, it is imperative that everyone support the basics of
a stimulus package and let the governor and legislature
know that now is the time to implement a stimulus to
our economy, which time and experience has shown
has worked for Florida and helped preserve our state.
We cannot rely on others, or the federal government,
to pull us out of this situation.
That is why it is important for the members of our
Association to continue to participate in our process
of government by contacting Governor Crist and their
local legislators to let them know that while time is
short, they do have the opportunity to do something
not only for the economy, but also for the people of
the state of Florida by keeping our state financially
healthy.

he 31st Annual Asphalt Conference was held in Orlando on September
10-11, 2007, at the Wyndham Orlando International Drive. Again this
year the conference was a record-breaking event. With more than 388
attendees, 29 exhibitors, and 12 reception sponsors, it was an event not
like any other. The discussion was lively — as usual — with questions
ranging from Specification Issues to CTQP to Design, Construction and Administration.

alem, Oregon’s very
own Pringle Creek
Community is drawing national attention
for its demonstration of
sustainable design principles in a largescale residential development. Most
recently, Pringle Creek earned the
“Green Land Development of the Year”
award from the National Association of
Home Builders.
Innovative stormwater management
is one of the community’s many “green”
features.
“The goal is for at least 90 percent
of Pringle Creek’s rainwater to infiltrate
the ground naturally and return to an
aquifer,” said Jim Huddleston, executive director of the Asphalt Pavement
Association of Oregon and a technical
resource for the Pringle Creek development. “Permeable pavement contributes
to that goal by providing a water retention structure, promoting natural infiltration rates, and minimizing the transfer of oil, grease, chemicals and other
pollutants that runoff can carry to the
ecosystem,” he added.
The concept of permeable asphalt
pavement has been around for decades,
though its application has historically

been reserved for low-traffic installations
like parking lots. It is only recently that
designers and engineers have begun to
consider the merits of permeable asphalt
pavement for other uses.
“Streets have traditionally been
designed to keep water out of the pavement structure,” explained Huddleston.
“Permeable pavements do the opposite,
and people who have been trained to
consider water as the culprit of pavement
problems are sometimes skeptical of this
approach,” he explained.
Pringle Creek developers are not
among the skeptics. The community
is the first of significant size to use
100 percent permeable pavement in its
streets. And with 9,000 linear feet of
streets and alleyways, it is believed to
be the largest residential application of
porous asphalt in the country.
“Sustainability is the real motivator for us,” said Don Myers, Pringle
Creek project manager and president of
Sustainable Development, Inc. in Salem.
“People are drawn to it, and it supports
our company’s philosophy of environmental stewardship,” he added.
In preparation for construction of
Pringle Creek’s streets last fall, the soil
was cut to grade and efforts were made
to minimize compaction of the subgrade. This was important if the soil was
to maintain its permeable qualities.
Next, an eight-inch layer of pit run
material (stone ranging from one to
four inches in size) was placed as the
sub-base, supporting traffic and protecting the sub-grade. On top of that
went a 10-inch layer of porous rock.
The porous rock layer consists of one- to
two-and-one-half-inch stone, and contains approximately 40 percent air voids.
It serves as a temporary storage basin
for water that flows through the street
surface, and has the capacity to contain
up to four inches of rainwater until the
ground is able to absorb it.
A third layer of capping material was
applied prior to surface paving with a
three-inch asphalt treated permeable
base (ATPB) layer. The ATPB has about
30 percent air voids and contains three
percent asphalt binder.
The Pringle Creek installation had its
first real test in November 2006 when
record rainfall hit the Salem area. While
impermeable streets filled with water and
in some cases flooded, those in Pringle
Creek remained clear. Huddleston notes
that street flooding in the area is exacerbated by tree leaves and needles that clog

drainage systems, but Pringle Creek’s
built-in redundancies alleviate such
problems.
The next challenge came with the
need to install utility lines and sidewalks,
when the streets had not yet received
their final lift of permeable asphalt. As
a solution, North Santiam Paving, the
prime paving contractor for the project,
covered all of Pringle Creek’s streets with
geo-textile fabric. This allowed utility
and construction crews to drive on the
unfinished streets without introducing
unnecessary debris to the porous pavement structure.
The fabric was removed in the spring
after all sidewalks and utilities were in
place. The streets were power-washed
and vacuum-swept to clear away any
residual debris, and the final permeable
asphalt lift, measuring one-and-one half
inches deep and consisting of a threeeighths-inch porous mix with six percent
asphalt binder, was installed.
So far, engineers are impressed with
how the porous asphalt in Pringle Creek
performed during a wet winter and
under construction traffic. No soft or
weak areas developed.
“We used the lower lift of the pavement to support construction traffic,
and it performed very well, even with
heavy truck traffic,” Myers said, adding
that the top lift shows no signs of cracking or sagging.
Ron Boschler, president of North
Santiam Paving, noted that the paving
portion of the job was not far from the
ordinary, but other aspects were unique.
“We had done a lot of projects using
open-graded design, but nothing where
the water is supposed to drain through
the entire street,” he said.
Because the streets at Pringle Creek
are designed in layers, maintenance
issues are expected to remain confined
to the top few inches of the pavement
structure, which can be milled and
repaved as needed. There is little concern for clogging of the pavement’s lower
layers because air voids in the pavement
increase as the pavement deepens, so

anything that penetrates the upper layers
should only move more freely as it passes
through the lower layers.
“We expect the lifespan of this pavement to be at least as long as a traditional pavement,” Myers said. While the
32-acre development will not be fully
built out for approximately three years,
its streets are already seeing some action.
“We had 5,000 people onsite during our
home tour — that means approximately
2,500 cars — and the streets held up
quite well,” he said.

Crews Open Up Florida Highway
to Traffic Following Disaster
On January 9, news teams
reported that the deadly combination of
fog and smoke from a nearby fire caused
a pile-up of some 70 vehicles, resulting
in numerous vehicle fires, fuel spills, and
at least four confirmed deaths. The accidents occurred on I-4 near Lakeland,
Florida. By 5 p.m. that day, the Florida
DOT — District 1 called APACSoutheast Inc. to see if they could reconstruct the road that had been damaged
by the accidents and fires. APAC
crews, finishing up a normal day
of work, went back on the job
to mill 2.25 inches of the damaged road and 1.5 inches from the
shoulders on the eastbound lanes.
The milling team began at
11 p.m. and was finished by 3 a.m. on
January 10. The crews were trapped as
more fog descended, creating a hazardous condition with zero visibility. When
the fog lifted around 10 a.m., a fresh
APAC crew arrived on the job and began
paving the 650-foot stretch of highway.
The crews continued the paving while
tow trucks were clearing out wrecked
vehicles and hazmat crews cleaned up
the fuel spills. Beginning at 11 a.m. on
January 10, APAC crews laid some 400
tons of Superpave with polymers and
110 tons of open-graded friction course
on the surface. The crews then striped
and straight edged the road, opening up
for traffic by 5:15 p.m.
Despite strenuous conditions, the
APAC team had completed the project
in less than 24 hours. “I was extremely
proud of our team,” said John Hooper,
vice president-APAC-Southeast Inc. “We
were able to complete a difficult project
in a timely manner with no safety incidents. We worked closely with the DOT
throughout, as they were out on the job
with us deciding how best to proceed to
get the job done right.” A

The Asphalt Contractors Association of Florida (ACAF)
is looking for a self-starter, highly motivated individual
with asphalt experience to market and promote asphalt
on a local level in the state of Florida. This position
to be home-based, centrally located in Florida, and
will coordinate with the main office in Tallahassee.
• Knowledgeable in materials, construction, and
specifications of FDOT and other state agencies.
• Assists ACAF members in producing high quality
HMA products and visits members regularly.
• Will assist in membership recruitment and retention.
• Fosters excellent working environment with members
and members’ customers.
• Promotes use of Hot Mix Asphalt mixes.
• Teaches CTQP courses (all asphalt courses). The
applicant should have QC Managers Qualification or
be able to acquire.
• Teaches in-house courses for contractors.
• Establishes contact with local cities and counties as a
resource and point of contact for asphalt questions.
• Attends FDOT/Industry Quarterly Contractor
meetings.
• Attends and participates in meetings and task groups
with FDOT, as required.
• Represents the Asphalt Industry on Construction
Career days and solicits industry support for
participation in events.
• Attend industry meetings, ASCE, FACERS, as well
as other trade shows and meetings on behalf of the
association.
This position reports to the Executive Director located
in Tallahassee. Asphalt knowledge and excellent
communication skills are required. Prior sales and
marketing experience would be valuable, as well.
