Racetrack 2016 Ontario Sires Stakes Racing Guide 1 OSS PROGRAM OSS PROGRAM The Ontario Sires Stakes Program The Ontario Sires Stakes (OSS) Program was established in 1974 to promote the breeding of Standardbred horses in Ontario and provide economic incentives for breeders, owners and trainers to breed, buy and race horses in Ontario. The OSS is part of the Standardbred (SIP) component of Ontario’s Horse Improvement Program (HIP) which was established in 1968. The Ontario Sires Stakes is an incentive program, providing support for the Ontario breeding community. The OSS is split into two tiers of racing – a Grassroots Series and a Gold Series. Each tier has a series of races for two- and three-year-old trotters and pacers. Further description of the different series can be found on Pages 4-6. To be eligible to the OSS, foals must be sired by a stallion standing in Ontario and registered with the OSS Program for the breeding year. A nomination payment is due in the horse’s yearling year. To maintain its eligibility, sustaining payments are due in the two- and three-year-old seasons if the horse is expected to race in the OSS. The 2016 OSS Program was developed by the Standardbred Advisory Group, which is made up of representatives of the racing and breeding community, who are tasked with providing input and recommendations on Program components. Since the dissolution of the Ontario Racing Commission on March 31, 2016, administration of the HIP Program is now being carried out under the new industry organization, Ontario Racing. 2016 Ontario Sires Stakes Racing Guide PROGRAM 2 Ontario Racing (OR), as Program Administrator, reserves the right, in its sole and absolute discretion, to make any adjustments, changes or cancellations as deemed required. By participating in the OSS Program, the participants acknowledge and agree that OR will not be held liable for any costs associated with any changes to the OSS Program. All OSS races shall be conducted in accordance with the 2016 Rules of Standardbred Racing and individual track rules approved by the Alcohol and Gaming Commission of Ontario (AGCO). Racetrack retention barn rules may apply. All participants are strongly advised to make themselves familiar with rules specifically related to the OSS. Gold and Grassroots events are numbered 1 through 5 and horses are eligible to be entered in EITHER the Gold or Grassroots event of the same number, but NOT BOTH. Because in each category there are six Grassroots events as opposed to five Gold events, two of the Grassroots events will have the same number and will be referred to as either “A” or “B”. Example: If the third and fourth Grassroots events are numbered 3A and 3B, horses entered into the Gold #3 event will have to miss both Grassroots 3A and 3B. New in 2016 OSS PROGRAM NOW ADMINISTERED BY ONTARIO RACING As of April 1, 2016, the OSS Program is being administered by Ontario Racing (OR), a newly-created horse racing industry association. This association was established to assume many of the functions of the Ontario Horse Racing division of the former Ontario Racing Commission. Ontario Racing is responsible for directing breed improvement programs, setting an annual program of races and purses, attracting new horse owners, building a fan base and connecting the industry with government and the general public. OR will serve as the voice of the horse racing industry and will work closely with the Ontario Lottery and Gaming Corporation (OLG) towards the integration of horse racing into OLG’s gaming strategy. OR will serve as the Program Administrator for the Standardbred (SIP) (which includes the OSS Program) and Thoroughbred (TIP) Horse Improvement Programs components of Ontario’s Horse Improvement Program (HIP), as well as the Quarter Horse Racing Industry Development Program (QHRIDP). 2016 Ontario Sires Stakes Racing Guide HISTORY, STRUCTURE AND ADMINISTRATION 3 OSS PROGRAM OSS PROGRAM The Gold Series will consist of 40 Gold Legs; 5 events for each of the eight categories for age/sex/gait. As stated, Gold and Grassroots Series events will be numbered and horses cannot be entered in a Gold and a Grassroots event of the same number. If more horses declare to start in an event than is permitted at that track, the event shall be split into the appropriate number of divisions with entries seeded by lot. Each Gold Leg will have a purse of $210,000, which will be split between the required number of divisions. However, in the event of only one division, the purse will be $150,000. For 6 or more divisions, there will be a minimum purse of $40,000. The Starting Fee for Gold divisions will be $800. Horses will earn points in each of the 5 Gold Legs to qualify for their Gold Super Final. Point standings are updated daily on the Standardbred Canada computer system and on the OSS website. If more horses declare to start in an event than is permitted at that track, the event shall be split into the appropriate number of divisions with entries seeded by lot. Each Grassroots division will have a purse of $18,000. The Starting Fee for Grassroots divisions will be $350. Horses will earn points in each of the six Grassroots events throughout the season to qualify for the Grassroots Semi-Finals. Grassroots Semi-Final and Championship Rules Each of the 8 categories of age, sex and gait will have a Gold Super Final for the top point earners. Each of the 8 categories of age, sex and gait will have a Grassroots Semi-Final and a Championship race for the top point earners. After the last scheduled Gold Leg, the top ten point earners entered in each age, sex and gait category will compete in a Gold Super Final for a purse of $250,000. The Semi-Final will consist of two $20,000 divisions. Approximately one week later a $50,000 Grassroots Championship will be contested at the same track. Any horse may be entered into its respective OSS Gold Super Final, provided it has started in a minimum of 2 Gold Legs in the current year OR has earned a minimum of 50 points in the Gold Series in the current year. Horses will earn points in all 6 Grassroots events to qualify for the Grassroots Semi-Final. Points are awarded in Gold Legs as follows: 2016 Ontario Sires Stakes Racing Guide GRASSROOTS SERIES The Grassroots Series will consist of 48 Grassroots events; 6 events for each of the 8 categories for age/sex/gait. Gold and Grassroots Series events will be numbered and horses cannot be entered in a Gold and a Grassroots event of the same number. Gold Super Final Rules There will be no Starting Fee for the Gold Super Finals. 4 Any horse may be entered into its respective Gold Super Final or Grassroots Semi-Final, but it cannot be entered into both, unless it was “Also Eligible” and did not draw into the Grassroots Semi-Final. Points are updated daily on the Standardbred Canada computer system and on the OSS website. In the event of a tie in the point standings, horses will be drawn by lot after the box closes. The two “Also Eligible” horses will be the 11th and 12th highest point earners declared in. In the event of a tie in the point standings for the “Also Eligible” horses, they will be drawn by lot. However, there will always be a minimum of 8 horses drawn for each Semi-Final division. 2016 Ontario Sires Stakes Racing Guide GOLD SERIES 5 OSS PROGRAM The two “Also Eligible” horses will be drawn from the next highest point earners declared in and they will be the same for both Semi-Final divisions. In the event of a tie in the standings for the “Also Eligible” horses, they will be drawn by lot. The number of horses allowed to compete in each Grassroots Championship shall be governed by the number of horses that the host track can accommodate on the starting gate. However, there will always be a minimum of 8 horses drawn for each Championship. Starters in the Championship will be the top finishers in the Semi-Final divisions that declare in. In the event of a tie for the final position, the starters will be drawn by lot. A dead heat may not cause the number of starters to increase. Horses finishing in a dead heat are considered to have finished the same. Horses finishing in a dead heat will be ranked behind horses finishing in the same position but not in a dead heat. The next highest place finishers declared in will be the first and second “Also Eligible” horses in the Championship. In the event of a tie, they will be drawn by lot. Any horse may be entered into its respective OSS Gold Super Final, or OSS Grassroots Semi-Final, but it cannot be entered into both, unless it was “Also Eligible” and did not draw into the Grassroots Semi-Final. Rules of Standardbred Racing HIGHLIGHTS PERTAINING TO OSS 2016 Ontario Sires Stakes Racing Guide Rule 11.02.01 (Qualifying Times) 6 If a horse meets the conditions of Rule 11.01 it will be considered qualified and eligible to be declared to added money event races provided that one of its last three charted lines is a clean line in a purse, qualifying or schooling race, not more than forty-five (45) clear days before the closing of declarations and its individual time in that clean charted line meets the following standards for age and the size of the track where it raced or qualified after the judges have given appropriate allowances for track conditions on that day. Age & Gait Track Size Half Mile 5/8 Mile 7/8 Mile or greater 2 Year Old Pacers 2:03 2:01 2:00 2 Year Old Trotters 2:09 2:06 2:05 3 Year Old Pacers 2:00 1:58 1:57 3 Year Old Trotters 2:05 2:02 2:01 Rule 11.02.02 Notwithstanding the provisions of 11.02.01, no horse shall be considered qualified and eligible to be declared to added money event races if that horse, since having obtained the clean charted line referred to in 11.02.01, is required to qualify in accordance with the rules, including Chapter 12 where applicable, or is on the Judges’ List or is otherwise ineligible to race. Rule 12.09 A horse making a break in or off a qualifying, matinee or schooling race must qualify again unless the break was an equipment break or caused by interference or unless the horse is declaring into an Ontario Sires Stakes event or other added money event. Rule 12.10.01 A horse making a break in each of two consecutive races must qualify unless the breaks were equipment breaks or caused by interference. Rule 17.12.02 If 17.12.01 (a) or (b) applies to an owner, the horse may race as a separate betting interest, with the approval of the Judges, if the owner is not required to be licensed under the rules, or it is an added money event. Rule 17.15 (a)(iii) If the horse omitted by error was declared to a stake, futurity, early closing event or late closing event, the race shall be re-drawn provided the error is discovered prior to the printing of the program. OSS PROGRAM 7 OSS PROGRAM OSS PROGRAM Starter Information Racing Conditions The number of starters in all Gold and Grassroots divisions will adhere to Rule 16.24 in the AGCO 2016 Rules of Standardbred Racing. The maximum size of fields permitted in any added money event shall be: (a) For races which go in 1 division no more than 2 trailers. (b) For races which go in more than 1 division a maximum of 1 trailer. An Association may elect to go with less than the number of trailers specified in (a) above. Gold Super Finals There will be a maximum of 10 horses in Gold Super Final events. Grassroots Semi-Finals And Championships 2016 Ontario Sires Stakes Racing Guide The number of starters allowed to compete in the Grassroots Semi-Finals and Championships shall be governed by the number of horses the host track can accommodate on the starting gate. However, there will always be a minimum of 8 horses drawn for each. 8 TRACK CODE TRACK SIZE HORSES SCORING ABREAST Clinton Raceway CLNTN 1/2 7 All races shall be conducted in accordance with the rules of the Alcohol and Gaming Commission of Ontario (AGCO) and all participants are strongly advised to make themselves familiar with the rules. Horses sustained to the OSS program may be subject to testing under the Out Of Competition Program. Should conditions beyond the control of OR prevent the racing of any event, OR reserves the right to declare the event “off” and to distribute the money and points to the current eligible horses or to transfer the event to another date, or to another track, or to do both. In the event of a “No Contest” in an OSS race, the purse and points for that race will be split evenly between all unoffending horses. Money Division 5 or more starters: 50-25-12-8-5%; 4 starters: 50-25-15-10%; 3 starters: 60-30-10%; 2 starters: 65-35%; 1 starter: 100%. Purses The purse of an Ontario Sires Stakes event includes funds from levies on wagering as well as nominating fees, sustaining fees, stallion levies and starting fees. Ontario Bred Rewards Two- and three-year-old Ontario Bred horses racing in the OSS Program earn rewards under the Ontario Resident Mare Program. The person who enrolled the mare in the Program for that foaling year will receive Ontario Bred Rewards in the amount of 15% of OSS earnings plus 15% of earnings in selected Open Stakes. Mohawk Racetrack MOH 7/8 10 2-Year-Old Purse Bonus Rideau Carleton Raceway RIDC 5/8 8 Western Fair Raceway LON 1/2 7 Woodbine Racetrack WDB 7/8 10 In 2016, owners of 2-year-old Ontario Sired horses will receive a Purse Bonus amounting to 20% of the horse’s overnight earnings in Ontario as well as 5% of their OSS earnings. This bonus will be paid out in early September and again in early January of 2017. Starting Fee The Starting Fee must be received in the Race Office of the host track one-half hour prior to post time. Cheques should be payable to “Ontario Sires Stakes”. The Starting Fee is still due in the event that a horse must be scratched for whatever reason. In 2017, this bonus will be replaced with the $2M Owners’ Bonus for 2- and 3-year-old Ontario Sired or Ontario Bred (mare met the requirements of the Ontario Resident Mare Program) horses. This bonus will be calculated on a pro-rata basis according to their earnings in overnight races in Ontario. Horses that are both Ontario Sired and Ontario Bred will receive double the bonus. 2016 Ontario Sires Stakes Racing Guide GOLD AND GRASSROOTS DIVISIONS 9 OSS PROGRAM OSS PROGRAM OSS Fastest Miles LAMPMAN CUP One point is awarded for each OSS start; four extra points are awarded for a win; three extra points for a second; and, two extra points for a third.
