Establishing the ENIAC JU ENIAC JU Vision Expressed in the Vision of the ENIAC Joint Undertaking, a Public-Private Partnership bringing together R&D actors, Member States and the European Union VISION The ENIAC Joint Undertaking shall increase and leverage private and public investments in nanoelectronics contributing to strengthening Europe’s future growth, competitiveness and sustainability Council Regulation (EC) No 72/2008 ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F. Ignacio Serradilla 6 1. Establishing the ENIAC JU ENIAC Joint Undertaking Mission • W(10) : The JTI on nanoelectronics should address two objectives - enhancing the further integration and miniaturization of devices, and - increasing their functionalities. It should deliver: - new materials - equipment - processes - new architectures - innovative manufacturing processes - disruptive design methodologies - new packaging and “systemizing” methods It should drive and be driven by innovative high-tech applications in the areas of - communication and computing - transport - health care and wellness - energy and environmental management - security and safety - entertainment. COUNCIL REGULATION No 72/2008 setting up the ENIAC Joint Undertaking ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F. Ignacio Serradilla 7 1. Establishing the ENIAC JU ROADMAP FOR JOINT TECHNOLOGY INITIATIVES "Keys for success" • Additionality: Each JTI must be able to demonstrate how its establishment will lead to additional research being undertaken by industry… • Market failure: Each JTI is expected to provide details of the nature and extent of market failure in the areas it is addressing and to demonstrate how public intervention through a public-private partnership will overcome the market failure effectively and will achieve the desired economic and social effects. • Governance: Each JTI must describe the decision-making and management bodies • Role of Member States: For those JTIs which foresee the involvement of Member States as founding fathers, the role of Member States in the JTI decision-making process must be clarified ... This concerns notably the two JTIs in the field of ICT (ARTEMIS and ENIAC). Ignacio Serradilla 31 4. Future Actions KET Complementing the Strategy 1. Currently, the European strategy addresses the traditional value chain, following the IDMs 2. The sum of the European IDM strategies does not result in a sustainable competence over the whole value chain: 1. IDM process R&D lost contact with the advanced European equipment/materials research (no memory/microprocessor) 2. Diversification R&D lost contact with European advanced CMOS (no high volume / low cost 300mm facility) 3. The European strategy must be expanded to also address the emerging value chain: Equipment/Materials ►Foundry ► Fabless companies ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F. Ignacio Serradilla 32 4. Future Actions KET 2011: European Highlights TRADITIONAL SUPPLY CHAIN EMERGING SUPPLY CHAIN Dialog ranked as 4th fastest growing fabless company in the world Infineon announced investments in power semiconductor Three European specialty foundries ranked in top 20 ASML raked as #1 IC equipment manufacturer Source: iSupply, IC Insights, VLSI Research ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F. Ignacio Serradilla 33 4. Future Actions KET Key Enabling Technologies: The ENIAC JU Pilot Lines Initiative ENIAC JU compatibility 4 5 2 3 1 6 • Executed by an industrial consortium • Using an innovative technology • Developing an innovative product, meeting a social challenge • Demonstrating its value and potential R&D • Establishing a realistic environment, a facility • Having a deployment plan to a real life European manufacturing site ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F. Ignacio Serradilla Part 34 4. Future Actions KET Industry Pilot Line Criteria ENIAC JU compatibility 1. Status of industrial asking for public support: Project coordinator must be a company with at least one significant production site in the EU, unless it is a start up 2. Check of market distortion of the KET pilot line: The output in the next three years should be small in comparison to world market, unless it is an emerging market 3. Technology leadership: The R&D results should be leading edge compared to competition 4. EU added value: Benefit for EU member states outside the location of pilot line: suppliers, customers, RTOs; convergence or phasing-out region; environmental impact 5. Potential for creating manufacturing jobs in Europe: Direct sustainable jobs to be generated or safeguarded 6. Commitment from industry: First exploitation of generated IP and technology in Europe. Involvement of industry partners along the value chain, reinforcing the EU competitiveness on KET : opportunity for suppliers to demonstrate advanced materials and technologies on the upstream value chain, opportunity for end users on the downstream value chain to foster the innovation of final products on the market ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F. Establishing the ENIAC JU State of play Procedures Future actions: KET Pilot Lines Conclusion: Impact ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F. Ignacio Serradilla 36 5. Conclusion Conclusions • The European semiconductor industry must focus its efforts in three strategic areas 1. 2. 3. Development and industrialization of advanced CMOS technologies on 300mm substrates Diversification processes technologies on 200mm substrates and their evolution towards 300mm substrates Preparation of the transition to 450mm substrates • Public-private partnership: the only way to reach the needed economy of scale to re-engage ENIAC JU Introduction, Programa de Especialisacion de SOST Brusselas, 18 September 2012 F.
