2008: ENIAC Joint Undertaking Is Established
COUNCIL REGULATION No 72/2008
setting up the ENIAC Joint Undertaking
Article 1
Establishment of a Joint Undertaking
1. For the implementation of the Joint Technology Initiative
(hereinafter JTI) on nanoelectronics, a Joint Undertaking within
the meaning of Article 171 of the Treaty (hereinafter the ENIAC
Joint Undertaking) is hereby set up for a period up to
31 December 2017.
Note: The ENIAC Joint Undertaking will allocate grants throughout the
Frame Programme 7 (until the end of 2013), and will execute the projects
selected for funding through the end of 2017.

ENIAC Joint Undertaking Mission
• W(10) : The JTI on nanoelectronics should address two objectives
- enhancing the further integration and miniaturization of devices, and
- increasing their functionalities.
It should deliver:
- new materials
- equipment
- processes
- new architectures
- innovative manufacturing processes
- disruptive design methodologies
- new packaging and “systemizing”
methods
It should drive and be driven by
innovative high-tech applications
in the areas of
- communication and computing
- transport
- health care and wellness
- energy and environmental
management
- security and safety
- entertainment.

ROADMAP FOR JOINT TECHNOLOGY INITIATIVES
"Keys for success"
• Additionality: Each JTI must be able to demonstrate how its establishment will
lead to additional research being undertaken by industry…
• Market failure: Each JTI is expected to provide details of the nature and extent
of market failure in the areas it is addressing and to demonstrate how public
intervention through a public-private partnership will overcome the market
failure effectively and will achieve the desired economic and social effects.
• Governance: Each JTI must describe the decision-making and management
bodies
• Role of Member States: For those JTIs which foresee the involvement of
Member States as founding fathers, the role of Member States in the JTI
decision-making process must be clarified ... This concerns notably the two JTIs
in the field of ICT (ARTEMIS and ENIAC).

1. Currently, the European strategy addresses the traditional
value chain, following the IDMs
2. The sum of the European IDM strategies does not result in
a sustainable competence over the whole value chain:

1. Status of industrial asking for public support: Project coordinator must be a company
with at least one significant production site in the EU, unless it is a start up

2. Check of market distortion of the KET pilot line: The output in the next three years
should be small in comparison to world market, unless it is an emerging market

3. Technology leadership: The R&D results should be leading edge compared to
competition

4. EU added value: Benefit for EU member states outside the location of pilot line:
suppliers, customers, RTOs; convergence or phasing-out region; environmental impact

5. Potential for creating manufacturing jobs in Europe: Direct sustainable jobs to be
generated or safeguarded

6. Commitment from industry: First exploitation of generated IP and technology in
Europe. Involvement of industry partners along the value chain, reinforcing the EU
competitiveness on KET : opportunity for suppliers to demonstrate advanced materials
and technologies on the upstream value chain, opportunity for end users on the
downstream value chain to foster the innovation of final products on the market

