NOTICE OF PUBLIC HEARING Xenia Planning and Zoning Commission Time of Public Hearing Thursday, May 5, 2016, 7:00 p.m. Place of Public Hearing 101 N. Detroit Street, Second Floor, City Council Chambers Rezonings Associated with New Land Development Code The Xenia Planning and Zoning Commission will hold a public hearing to solicit input on a series of rezonings associated with the adoption of the new City of Xenia Land Development Code. The new Land Development Code is a replacement and update of the City of Xenia’s zoning and subdivision regulations. The proposed code follows over a year of analysis of the existing codes and public input known as the ShapeXenia initiative. Public input began with interviews of dozens of community stakeholders (50 invited), including representatives of businesses, institutions, developers, builders, large property owners, and citizens. Additionally, two public meetings were held to present proposals and seek feedback from citizens. Furthermore, information has been posted at www.shapexenia.com and a Facebook page was established to seek community input. Multiple work sessions were also held with the City’s Planning and Zoning Commission, Board of Zoning Appeals and City Council. The new code, along with a summary of its proposed changes and information about the ShapeXenia process, can be accessed at www.shapexenia.com. The new Land Development Code will eliminate several zoning districts for the purpose of streamlining regulations, improving the ease of doing business with the City and expanding property owners’ options for utilizing their property, while protecting property values and quality of life. Elimination of Overlay Districts: The new code will eliminate the existing Groundwater Protection Overlay (GPO) District, the Urban Design Overlay (UDO) District, and Planned Unit Development (PUD) Overlay Districts. The GPO District is no longer needed due to overlap with state regulatory agencies. The UDO has been replaced with citywide design standards and rehabilitation standards for historic districts. PUD Overlay Districts are no longer necessary due to increased flexibility in the new Land Development Code with respect to development standards. Changes in Base Zoning Districts: Properties currently in the base (not overlay) zoning districts proposed for elimination will be rezoned to a new designation that allows current land uses to continue operating and expanding, maintain compatibility with the surrounding neighborhood and, in some cases, expand possibilities for utilization of the property.
