About Flowers on Stone

ichael Christopher Anderson, Alpine Troop 105, received
his Eagle Scout Award at a ceremony on February 23 at
the Alpine Women’s Club, 2156 Alpine Blvd.
As the crowning achievement of his years as a Boy Scout,
Anderson designed, fundraised, and directed construction of 13
benches surrounding the soccer field at St. Kieran’s Elementary
School in El Cajon. Anderson noticed that the previous benches
were dilapidated and beyond repair. The project demonstrates
the Eagle Scout core values of community service, leadership,
and personal development.
Anderson was notably effective at the fundraising and materials
sourcing aspects, raising over $1,200 and gaining the partnership
of J&W Lumber in El Cajon and the Knights of Columbus. The
success of the project was in large part due to the enthusiastic
support of local business people, and the hard work of volunteers
he recruited. Following the purchase and collection of materials,
he directed a crew of over 30 Scouts over a two-week period,
beginning with demolition of the old benches.

Lakeside Tea Party
O
n the fifth anniversary of the founding of the Tea Party
Steve Johnson a member of the Lakeside Tea Party told
the nearly 70 people attending the February 27 meeting at Cafe
67 their local group is 2 1/2-years-old and going strong.
Johnson introduced the audience to guest speaker KFMB
broadcaster Mike Slater. Slater said he was pleased to speak to the
Lakeside Tea Party, which is a powerful group along with other
Tea Parties across the country. He spoke about how wonderful
it is to be born in America and to be able to pursue one’s own
happiness, America created a government to protect freedom.
Defense of liberty is not a vice. “Stay the course, talk solutions,
we can win this,” said Slater.
Johnson reminded the group this is an election year and that
it’s important to focus on local offices like the fire board, water
district and school board. Local board members effect state offices
and that’s what the Tea Party should focus on. Donations will
be able to be made to Lakesiders for better government in the
near future. The Lakeside Tea Party meets at Café 67 the third
Thursday of the month 6 to 8 p.m.
New topic Lakeside Fire Board
The burn permit for the River Park Conservancy to burn the
Arundo (similar to bamboo, highly invasive) plant in the riverbed
was revoked at of 3 p.m. Friday Feb. 28. The Lakeside Fire Department had received a large number of calls regarding smoke
and perceptions of health concerns resulting in the judgment call
to cancel the permit.
The Lakeside firefighters announced two upcoming fundraisers,
the annual M D A Burn Institute fundraiser March 13 and the
Annual Boot Drive March 27 at major intersections in Lakeside.

Church ain’t what it used to be

have been going to
church for more years
than I care to remember. If I tried to remember
how many years it is, I might
then remember how old I am.
Knowing how old I am does
not have any appeal to me.
I
I rather like going to church.
I do not go to church because I
have to. I go to church because
it is a wonderful place and it is
filled with wonderful people.
Are there hypocrites in the
church? Yes, a whole lot more.
You would be surprised at
the people that go to church.
No matter how crazy you
might be, I am sure there will
be somebody to relate to in

any church you go to. Church
is not for the perfect, just for
those who love the Lord. I
think I could make myself
comfortable in any Christian
church.
I do not always have to
amend my thinking. Lately I
had to amend this thinking that
I could make myself comfortable in any Christian church.
In the news recently was
the snake handling church
in Kentucky. These people
believe that you can pick up
a poisonous snake and if it
bites you, it will not kill you.
I know the Scripture they use
for that, but I am not sure they
understand what that Scripture
really means.

March 16: St. Patrick’s Day Half Marathon & 5K Run.

live music, a cheering area, and activities for the children. Choose

USA Track & Field Association; Main Street 5k - Flat, fast and fun,
it is the best 5k you’ll ever walk or run; The Green Mile - Everyone

Someone said to a friend of
mine, “You mean that if God
told you to pick up a snake you
wouldn’t do it?”
Without any hesitation, my
friend said, “He hasn’t and I
ain’t.”
The fact that the minister
of that church died from a
snakebite might bring into
question the validity of what
they believe. Go ahead; play
with a poisonous snake in
church if you want to. Me, I let
those things alone and I pray
they let me alone.
I would not feel comfortable
in that church I am sure.
Then I learned of some other
church. I guess in America,
there are all kinds of churches
for all kinds of people. And in
America sanity is not a prerequisite of anything, just look at
our politicians. I guess the only
thing more insane today than
politicians are some preachers,
and I happen to be a preacher,
hopefully not of the insanity
kind.
One of my goals is to keep
my insanity at a low level every
day that I live so nobody really
sees it.
Then I learned of a church
in Virginia. I have often had a
lot of respect for Virginia and
visited quite a few times. Some
great men and even presidents
have come from the state of
Virginia. You can imagine how
alarmed I was to hear about
this new church.
March 29: Multi-cultural family fiesta at the El Cajon Library

When somebody told me
about it, I thought they were
saying it was a “Knewest
church.” I never heard of
such a thing. My question
quite naturally was, what is it
that these people knew. I am
constantly open for any new
information so my curiosity
went up.
April 10: Mother Goose Annual Golf Classic will be held
at Cottonwood Golf Club. Shotgun start at 12 noon. Sign-ups
before March 30 will be $80/person, after March 30 $100/person.

Mother Goose office at (619) 444-8712 or the Gazette office at
(619) 444-5774.
Then my friend pulled
out his smar t phone and
showed me a videotape that
was on the news about this
church. It was not a “Knewest church” but rather a
nudist church.
April 12: St. Madeleine Sophie’s Center’s 16th Annual
Morning Glory Brunch at St Madeleine’s beautiful organic
garden. Over 500 people are expected to attend this fun-filled
brunch from 10 a.m. – 2 p.m. on St. Madeleine’s five-acre campus, located at 2119 E. Madison Avenue, in El Cajon. Highlights

beverages, from over 20 restaurants, live music, art and garden
demonstrations, boutique shopping, silent auctions and more! To

When I watched it, I laughed
because I believed my friend
was playing a prank on me.
There are stupid people in the
world, I admit, but I think even
stupidity has a limit.
He finally convinced me
that this was a real news story
of a real nudist church in Vir-
ginia. Fortunately, the people
who produced this video for
the news strategically blurred
out certain parts of the video
of which I am everlastingly
thankful.
It is a legitimate church
and the motto, according to
the pastor, is that they do not
want to judge people by the
clothing they are wearing.
Really! How about judging
people by the clothing they
are not wearing?
I have a hard time seeing
through that kind of theology.
I like to get down to the bare
facts, but this is absolutely
incredulous.
Of course, it does save a lot
of time in the morning trying
to figure out what you are
going to wear to church. You
do not have to look at several
neckties to see which one fits
with this suit.
Apart from the sheer ridiculousness of this sort of matter,
one matter truly annoys me.
Where do they keep their offering? On second thought, I
do not want to know.
Then a brilliant idea sloshed
its way through the corridors
of my mind. What if these two
congregations had a convention together? The snake handler’s and the nudist churches
get together for an annual
convention. Can you imagine
the craziness of such a thing
as that?
Then I got to thinking about
it again. That would be grossly
unfair to the snakes. Who in
the world would they bite first?
On the other hand, would they
grow legs and run for the nearest door?
I remembered what Jesus
said to Peter referring to the
church. “And I say also unto
thee, That thou art Peter, and
upon this rock I will build my
church; and the gates of hell
shall not prevail against it”
(Matthew 16:18).
The church does not belong
to men or any one man. It
belongs exclusively to God.
The more churches look like
the world around it the less
pleasing it is to Jesus, the head
of the church.

Dear Dr. Luauna —
Recognizing the enemy
Dear Readers,
he other day while
driving, I noticed cars
wrapped with the names of
their businesses, phone numbers printed out clearly, and
even websites on their rear
windows. It was amazing, I
thought to myself, no need for
the yellow pages, if I need to
have anything done, I could
just jump in my truck, take a
ride, I could find a plumber,
pool man, or electrician or whatever I needed. It would make
our job easier if when the devil showed up, he was recognizable, but Satan doesn’t just put his contact information on an
automobile, nor does he walk up to us with his business card.

T
You see some people see Satan, the enemy as a cartoon
character in a red suit with horns, a tail and a pitchfork. Some,
even Christians, think he’s just a myth or metaphor for evil,
but the prophets, the apostles, and Jesus Himself say Satan
is a real, live spiritual being. Revelation 12: 7-9: “And war
broke out in heaven: Michael and his angels fought with the
dragon; and the dragon and his angels fought, but they did
not prevail, nor was a place found for them in heaven any
longer. So the great dragon was cast out, that serpent of old,
called the Devil and Satan, who deceives the whole world; he
was cast to the earth, and his angels were cast out with him.”
Satan is the ruler of a cosmic kingdom, a hierarchy of evil
beings bent on destroying the work of God. He introduced
evil to the human world and he continues to incite anarchy
and hatred among men. His life work is chaos.
Once we accept what Satan is, we must understand what
he is not. Satan is not the opposite of God: Satan is a created being with limited powers. Through faith in Jesus we
have all the power we need to cast down our enemy. For an
example, let’s go back to the Persian Gulf shouting, “Here
we come, Saddam Hussein!” None of the soldiers expected
to see Saddam Hussein personally, but they did declare who
the real enemy was.
Jesus cast out a spirit of infirmity out of a woman. Jesus
explaining what he had done, He said, “Satan has kept her
bound for 18 years.” A force, an evil spirit of infirmity kept
her hurting, sick for a long time. Some people have asked
me, “Can a Christian have a demon?” I suppose you could
if you want one. We must be wise, and not open the door
to demon forces. I remember as a young Christian, meeting an older man saved for over 50 years. He gave me the
best advice anyone could’ve given to a young believer. He
said, “Give the devil a ride and he wants to drive, give him
an inch, and he’ll take a mile. You see when we don’t resist
sin, it becomes our master. We must flee Satan’s territory,
the occult, drugs, sexual sin, pride and unbelief, most of all
disobedience to His Word.
We are to walk by faith, study God’s Word the Bible, pray
always, and put on the whole armor, dear saints. (Ephesians
6:10 -20) We can walk in victory, yes you will at times be
challenged, and temptation will whisper your name. But you
call on the name of JESUS. Stand in His Word. Remember
what Christ did on that Cross. Colossians 2:15; “Having disarmed principalities and powers, He made a public spectacle
of them, triumphing over them in it.” Hold On Dear One!
Look up for our redemption draws nigh.

For Health’s Sake
Tips to help kids form healthy dental habits
O
ral care and cavity prevention are
crucial for overall
health, and getting kids to put
that knowledge into practice is
a must.
To help motivate kids to
take better care of their smiles,
experts recommend a number
of approaches, resources and
tips that parents will find helpful.
Good practices
The Partnership for Healthy
Mouths, Healthy Lives recommends brushing your teeth for
two minutes twice a day. If you
aren’t able to brush between
meals, swishing water is a great
way to help reduce bacteria that
can build up.
When choosing toothpaste,
look for the American Dental
Association Seal of Acceptance
to indicate it has been rigorously tested for cavity protection.
Take a minute to check what’s
inside your toothpaste. Many
contain ingredients like artificial
sweeteners, dyes or preservatives on the label. If you prefer
a more natural option, Tom’s
of Maine makes the top-selling
natural kids toothpaste without
any artificial ingredients and no
animal testing.
Encourage kids to make
healthy nutritional choices that
promote good dental health,
including calcium-rich foods
like yogurt, cheese, almonds,
oatmeal, and oranges. While
skipping all sweets may not be
realistic, encourage kids to limit
sugary beverages and candy,
and to brush after treats.
PAGE 9
Get creative, give back
A new free downloadable
coloring book called “Brushing
Fun,” is now available to help
introduce kids to healthy habits.
Each free download will trigger a donation of 10 tubes of
Tom’s of Maine Wicked Cool!
natural toothpaste to Oral Health
America (OHA), a non-profit
dedicated to increasing access
to oral health care, education
and advocacy for all Americans. “Brushing can be fun and
it’s never too early to talk with
your kids about their oral health,
or too late to try to help shape
healthy habits,” says Susan
Dewhirst, goodness programs
manager at Tom’s of Maine.
The coloring book, which can
be personalized with a child’s
name, offers games, puzzles,
tips and facts about oral care, as
well as a story that encourages
kids to appreciate nature. To
show off your family’s creativity,
share a page from the coloring
book using the hashtag #NaturalSmiles on Facebook, Twitter
or Instagram for a chance
to win a natural oral care gift
pack and Utretch Art Store gift
card. The free coloring book is
available for download at www.
TomsofMaine.com.
Go natural
While you’re caring for your
teeth, don’t forget to also take
care of the earth. According to
the EPA, by turning off the tap
while you brush your teeth in
the morning and before bedtime, you can save up to eight
gallons of water! Parents and
kids can also visit www.terracycle to learn how to recycle or
upcycle toothpaste tubes.

Toreros get the sixth seed
by Chuck Karazsia
inishing the regular season (16-15), the USD Toreros men’s
basketball team head to the West Coast Conference Tournament a sixth seed giving them a week to prepare for their next
game on Saturday in Las Vegas.
F
The team survived a grueling four-game stretch (2-2) in the
last weeks of the season before coming home. It gave Toreros
head coach Bill Grier a signature win against his former employer
powerhouse Gonzaga.
Pleased with his players’ efforts down the stretch Grier said, “It’s
been a good two weeks. I feel like we’re playing better basketball
than after the first two weeks of the conference season. Now we
need to sustain it.
It was a big win at home against 25th ranked Gonzaga in which
the Toreros blistered the net shooting 40% from the field, 36%
from three point range.
“It was a great win and an awesome atmosphere here,” Grier
said. “We’re trying to get our fans to understand how important
having peopled here and how much harder our guy’s played.”
USD the next week could not sustain their momentum and
a three game win-streak falling to BYU 78-70 last Saturday at
Jenny Craig on the campus of USD.
With a sluggish start, the Toreros found themselves down
16-points with five minutes left in the first half. Still, they were
able to reduce the deficit in half before halftime.
Continuing where they left off USD cut the BYU lead down
to three points before taking a two-point lead. Battling on each
possession, the lead exchanged hands numerously before the
Toreros succumbed to the bigger, stronger Cougars at the end.
“I told them (players) it took ten minutes to figure out you
had to fight against this team and once you figured that out you
competed very well,” Grier said. “It just took us too long. We
played too fast. We offensively played frantic. We had a great
stretch in the first half, and then finally settled in. Down the stretch
we didn’t stick with the plan. Too many guys had their hearts in
the right place, but the execution was wrong, trying to take it on
themselves instead. In thirty-one games it hasn’t worked. I don’t
know why they thought it was going to work today against a really
good team. I can’t fault them the way they competed down the
stretch, actually taking the lead after down by six-teen. We just
got to finish that thing off, and didn’t get it done.”
USD point guard Chris Anderson tied a career high with
22-points leading the Toreros. He had four rebounds, six assists,
zero turnovers, and four steals. Johnny Dee contributed with
12-points after struggling from the floor shooting 2-of-12 from
the field, 2-of-8 from the three-point arc. He made both of his
free throws.

‘Son of God’ — powerful and well done
ter. Morgado also benefits from
visual effects by Garrett Honn
and James Jordan. Still, Morgado knew he faced a daunting
task with this role.
“There’s no way to prepare properly to portray Jesus
Christ,” Morgado said. “I decided to just let the Spirit come
through me, authentically.”
Goldie precisely captured
the backgrounds in Morocco
that brought these locations to
life. With each scene he filmed,
it made the characters in that
scene even more fulfilling of
the written word.

Reviews by Diana Saenger
pening this week is
Son of God, a 20th
Century Fox Film
directed by Christopher Spencer, with Executive Producer
Roma Downey and Producer
Mark Burnett of The Bible TV
mini-series. Told in a candid
and simple manner, the film
begins with the birth of Jesus
and covers his life’s trials, joys
and tribulations as written in
O
the Bible, including his death
and rising from the tomb.
Many critics have complained about Portuguese
actor Diogo Morgado’s performance for various reasons.
Perhaps they didn’t understand
the motives or intentions of
his character Jesus in the first
place. Downey said one of
the biggest themes in this film
is Love.

“It’s impossible not to be
moved by the love of Jesus as
He walks into the lion’s den of
Jerusalem to take on the power
base and save his people.
In this movie meek does not
mean weak,” Downey said.
It’s hard to ignore that Morgado is a handsome man, but
I found his portrayal perfect.
As Jesus, he’s full of love, and
whenever he can, helps someone in distress to look at alternatives in a soft and friendly way.
When he’s in the midst of political situations – the other theme
of the film – with those such as
the hypocritical Pharisee Caiaphas (Adrian Schiller) or Pontius
Pilate (Greg Hicks), he calmly
retorts them with wisdom and
knowledge rather than anger.
Cinematographer Rod Goldie helped with this characterization by expertly capturing
Morgado’s humility – a quality
that he infused into his charac-
Other actors played their
parts well. Darwin Shaw has
a dual personality to unveil as
Peter, but does a solid job with
the juxtaposition. Hicks, too,
is excellent in his portrayal of
Pilate, the fifth prefect of the
Roman province of Judaea
and the judge who presided
over the trial of Jesus. Pilate
must have had a premonition
of the wrath of God coming,
which resulted in his choice
not to make the final decision
about killing Jesus.
Mary is portrayed by
Downey as a woman more in
the background during Jesus’
walk as a prophet. Not until the
cruel Crucifixion scenes do we
see Mary’s extreme pain and
frustration. The scenes before
and on the cross are hard to
watch but not as severe as
in The Passion of the Christ
(2004). Here, Spencer makes
good choices in keeping the
shots short and also focusing
on the crowd gathered around.
The script by Colin Swash
and a few others has an effective arc in creating dialogue
that comes from scripture, but
in this film seems more modern
for better understanding. When
Jesus makes Peter walk on
water and is questioned what
will happen next, Jesus replies,
“We will save the world.”
These are probably not the
words Jesus spoke but a voice
today easily understandable.
Married couple Burnett and
Downey achieved success with
their History Channel’s Bible
series – part of which was
used in this film. Its premier
attracted 13.1 million viewers,
topping American Idol’s 12.8
million viewers on Wednesday
of the same week. Downey is
also an Emmy and Golden
Globe nominee for her role
in TV’s Touched by an Angel.
Burnett – named one of
the world’s most influential
people by Time Magazine – is
the executive producer of five
network television series and
TV shows that regularly air in
more than 70 countries. His
current series are Survivor
(2000), The Voice (2011), The
Apprentice, Shark Tank (2009)
and People’s Choice Awards.
His projects have earned 98
Emmy nominations, and he’s
authored eight books.
The couple’s combined
expertise in show business
proves they know how to create compelling and cinematic
storytelling in a gritty, dramatic, powerful and inspirational
way. As I waited outside the
door of the theater on the night
I saw Son of God, I could hear
the comments about the film
from exiting moviegoers to
the three PR reps waiting with
notepads. The proficiency of
Downey and Brunett’s goals
and follow-through was not
lost on this audience, for I
repeatedly heard the words
“powerful,” “extraordinary,”
“amazing,” “wonderful,” “I
loved it,” and “It made me
cry.”
Downey said, “Audiences
nationwide sit in their seats
at the end of the film, unable
to move. They are transfixed at what they have just
experienced. It’s the story
of Jesus for a whole new
generation.”
When I moved to the side
of the theater to scan the audience as I often do, I was surprised to discover that Downey
was right. I had never seen
an audience so quiet, so enthralled. Not one cell phone
was on, and other than those
who were wiping their eyes, no
one was moving.
Christen films have a built in
audience, but with the success of The Bible series and
prescreening of Son of God,
Burnett and Downey hope
to reach more non-believers
as well.
“It will resonate with today’s
audiences,” Brunett said. “Son
of God feels contemporary
because the characters are
presented in such a relatable
way. It has characters that you
feel like you know. Everyone,
except Jesus, is human and
deeply flawed, and that’s relevant to all of us.”
Noted Pastor Rick Warren
said, “I’ve seen most of the
films about Jesus produced in
the past 50 years. Son Of God
stands alone, in a class by itself.
It’s a powerful and poignant
movie, the best Jesus movie I
have ever seen.”
I have to agree. The movie
has excellent production values, is touching, poignant and
for sure an all-around family
film. At the time of writing this
critics gave it a 23 percent
rating, audience 82 percent.
Someone is “not” doing their
homework.

arce as a tool in plots
has not been present in
recent American movies. Although The Grand Budapest Hotel can be argued as
not an American-made movie
but one made in Germany by
a German company (Studio
Babelsberg and released by
Fox Searchlight), it is, none
the less, directed by Americanborn Wes Anderson (Moonrise
Kingdom). Farce is described
as a play in which the plot
depends on the situation rather
than the character. It’s one way
of saying it’s a ridiculous sham,
so says Webster’s.
F
Personally finding the film
charming and ultra-amusing,
we noticed Anderson has tried
to show the battle between the
new world vulgarity and the
charm and refinement of the
Old World. The fact it is done
in a funny and silly way makes
it just that much more peasant.
A young writer, played by
Jude Law, is invited to dinner
in a nearly empty and cavernous dining room of a fading
hotel. The owner, essayed
by the world weary F. Murray
Abraham, takes the young writer back to 1932 when the hotel
was purchased. Abraham, as
Mr. Moustafa, relates how he
made a fortune before all the
soldiers and military (implied
Nazis?) came to ruin the hotel
and the elegant way of life.
Central to his story is his
concierge, Gustave (a deadpanned and witty Ralph Fiennes), an impeccably dressed
man who runs the hotel with
an iron hand. He has one
flaw – he will bed any female
within reach. His favorite is the
ancient, heavily made-up and
fabulously wealthy Madame D.
(played hilariously by the totally
unrecognizable Tilda Swinton).
When the old lady suddenly

one of their most frightening,
yet funny, portrayals of people

A priceless painting figures in

film to give it the feeling and
rapid pacing of an old-time

total nonsense with spicy and
shocking dialogue that adds up
to fun throughout.
The Grand Budapest Hotel
is probably one of the best
comedies of the year and
certainly it’s most imaginative.
Art direction by Stephen O.
Gessler, set decoration by Ann

by Milena Canonero make for
a lively and colorful look to the
film. Canonero has won three

Director Anderson is best
known for his visual style.
This is evident in his previous films, The Royal Tennenbaums (2001) and Rushmore
(1998) but mostly evident
in his Moonrise Kingdom of
2012. He was honored twice
by the Academy of Motion
Picture Arts & Sciences with
film, and a nomination as Best
Feature for his The Squid and
the Whale drama in 2006.
The setting of the film in a
time of more elegance and
finesse than in modern days
may be slightly alien to today’s
audiences. But the humor is
universal and funny is funny
no matter what your age. It’s
so zany it’s useless trying to
figure it out. To enjoy the fun,
the laughs, the ridiculous situations and the outstanding cast,
just bring your silly hat to the

you are considering bidding on this property
lien, you should understand that there are
risks involved in bidding at a trustee auction.
You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee
auction does not automatically entitle you to
free and clear ownership of the property. You
should also be aware that the lien being auctioned off may be a junior lien. If you are the
highest bidder at the auction, you are or may
be responsible for paying off all liens senior
to the lien being auctioned off, before you can
receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county
recorder’s office or a title insurance company,
either of which may charge you a fee for this
information. If you consult either of these resources, you should be aware that the same
lender may hold more than one mortgage
or deed of trust on the property. NOTICE TO
PROPERTY OWNER: The sale date shown
on this notice of sale may be postponed one
or more times by the mortgagee, beneficiary,
trustee, or a court, pursuant to Section 2924g
of the California Civil Code. The law requires
that information about trustee sale postponements be made available to you and to the
public, as a courtesy to those not present at
the sale. If you wish to learn whether your
sale date has been postponed, and, if applicable, the rescheduled time and date for the

are considering bidding on this property lien,
you should understand that there are risks
involved in bidding at a trustee auction. You
will be bidding on a lien, not on the property

You should also be aware that the lien being auctioned off may be a junior lien. If you
are the highest bidder at the auction, you are
or may be responsible for paying off all liens
senior to the lien being auctioned off, before
you can receive clear title to the property.
You are encouraged to investigate the existence, priority and size of outstanding liens

FY 2014-2018 CONSOLIDATED PLAN
The U. S. Department of Housing and Urban
Development (HUD) provides annual grant
funding on a formula basis to entitlement
cities and counties, including the City of El
Cajon, for housing and community development programs to benefit low- and moderateincome persons and families. Over the next
Five-Year Consolidated Plan period, the City
anticipates receiving approximately $6.8 million for the Community Development Block
Grant (CDBG) Program and the HOME
Investment Partnership (HOME) Program.
As a condition of the funding, each jurisdiction must prepare and submit a 3- to 5-year
Consolidated Plan which describes the City’s
priorities and multiyear goals for the use of
the funds based on an assessment of housing and community development needs, an
analysis of housing and economic market
conditions and available resources. The City
of El Cajon’s current Five-Year Consolidated
Plan expires on June 30, 2014. The City is in
the process of preparing a new Consolidated
Plan for the period of July 1, 2014 to June 30,

To solicit public input during the development
of the Consolidated Plan, the City conducted
four stakeholder meetings and two community workshops, and administered a Housing
and Community Development Needs Survey.
Community and Stakeholder Meetings: El
Cajon held two community meetings and four
stakeholder meetings for a total of six public
meetings to solicit input on needs. The public
meetings were held on two consecutive days
at four different locations. Distribution of notices of the meetings was extensive and was
provided in a multitude of ways.
Housing and Community Development
Needs Survey: An online survey was developed to assess the housing and community
development needs of El Cajon residents and
was made available through Survey Monkey.
A total of 101 responses were received.
Distribution of notices of the availability of
the survey and request for public input was
extensive and was provided in a multitude
of ways.
Public Hearing of February 25, 2014: A
public hearing was held and public input was
invited. Several comments were provided by
agencies requesting funding. All comments
were taken into consideration and a summary
of the comments is included in the Consolidated Plan.
Results of the comments received at the
community meetings and public hearings,
and the results of the survey, are incorporated into the Consolidated Plan/Action Plan.
4. FY 2014-15 Funding Application Process
A “Notice of Funding Availability” was published in the newspaper and mailed to an
interested parties’ list on November 7, 2013.
CDBG applications for funding were also
made available on that date. The public notice of the availability of funds was published
in the East County Gazette on November
7, 2013 and November 14, 2013. The City
received 18 applications. The FY 2014-2015
Action Plan is being developed pending final
Council decision of funding allocations.
5. Summary
The City has continuing extensive housing
and community development needs. CDBG
and HOME funds alone are not adequate to
address the myriad of needs identified during the public outreach process and summarized in the Needs Assessment and Market
Analysis of the Consolidated Plan. Recognizing the national objectives of the CDBG
and HOME programs and specific program
regulations, the City intends to use CDBG
and HOME funds to coordinate programs,
services and projects to create a decent and
suitable living environment to benefit low and
moderate income households and individuals, including those with special needs.
For FY 2014-2015, the City anticipates
receiving $1,118,322 in Community Development Block Grant (CDBG) funding and
$397,163 in HOME Investment Partnerships
(HOME) funding. In addition, $120,287 in
unallocated CDBG funds was identified as
available for allocation to CDBG Capital/Pub-

In the public hearing on February 25, 2014,
the El Cajon City Council approved tentative

activities in the development of the One-Year
Action Plan, allocating a total of $1,238,609

Our Best Friends
Pet of the Week
“Hello, everyone. My name
is DANTE, and I’m a very
handsome Pharaoh Hound/
Border Collie blend who’s
just one year old. I’m athletic, playful, and very smart.
I know how to sit on command, and I can learn so
much more. I absolutely love
to play fetch, and I’d need
a good amount of exercise
each day to be at my best.
It probably goes without saying that I’ll need to be in a
home with a good-sized yard. I’m a pleasant fellow, and
I’d be a wonderful pet for an active family that has older
kids. I get along well with other dogs, as long as they’re
on the larger side. They have a great play yard here where
we can all get to know each other, so I sure hope you’ll
head on over to the El Cajon Animal Shelter so we can get
better acquainted. Maybe you’d like to toss a ball around
for me so I can show you my fetching skills. Of course, I
wouldn’t object to a good scratch behind the ears, too! Just
so you know, the shelter staff isn’t sure yet if I’ve been
house trained, but you can be sure that I’m an intelligent
dog who’s ready and willing to learn new skills. I hope to
see you soon! Love, Dante” Kennel #18 Adoption fee $80

Feral & Friends Price Matching Campaign
generous donor to match all donations
F
eral Cat Coalition
(FCC), who has a permanent spay/neuter
facility located in El Cajon, is
pleased to announce the start
of its 2014 Feral & Friends
Price-Matching Campaign. Starting today through March
25, a generous donor will
match all donations to FCC
dollar-for-dollar. To make a
donation, go to www.feralcat.
com/pricematch or mail your
contribution to Feral Cat Coalition, 9225 Miramar Rd., PMB
160, San Diego, CA 92126. All
donations are tax deductible.
FCC is a nonprofit organization made dedicated to reducing the suffering and overpopulation of stray and abandoned
cats through humane TrapNeuter-Return. Since 1992,
FCC has spayed and neutered
more than 40,000 feral cats free
of charge, and in 2012, opened
its own spay/neuter clinic in El
Cajon, Feral & Friends, where
more than 3,000 cats have
been sterilized to date.
“Although our spay/neuter
services are free, the average
cost to spay or neuter a cat is
about $25,” said Mary Davis,
Feral Cat Coalition president. “With the 2014 Feral & Friends
Price-Matching Campaign,
your donation will be matched
and we will be able to provide
more spay/neuter services to
feral cats in need.” Feral cats are the “wild”
offspring of domestic cats and
are primarily the result of pet
owners’ abandonment or failure to spay and neuter their
pets. Feral cat colonies can be
found behind shopping centers
or businesses, in alleys, parks
and rural areas. They are elusive and do not trust humans.
Nearly all homeless cats relinquished to county shelters are
euthanized. The alternative to
humane euthanasia for strays
is often death from starvation,
disease or abuse.
Studies have proven that
Trap-Neuter-Return is the single-most effective method of
stabilizing and maintaining
healthy feral cat colonies with
the least possible cost to local
governments and residents,
while providing the best lives for
the animals themselves.
“It’s tragic that feral cats have to die
when such a
simple solution
is available,”
added Davis. “I am hopeful that the
community
will support
our campaign
and help us raise much needed
funds to help feral cats and end
cat overpopulation.”
