For the Safety of Our Children
Participant Dismissal Policy
The Westfield Parks and Recreation Department is
committed to enrich the quality of life through the
promotion, development, and maintenance of public
recreation and enrichment opportunities, park lands and
related facilities.
The Westfield Parks and Recreation Commission has
monthly meetings on the third Monday of each month. All
meetings are open to the public and are held in Room 315 in
City Hall at 7:00p.m. Anyone who would like to address the
Commission needs to be placed on the agenda by calling the
Parks and Recreation Department (572-6263) by the Monday
before each meeting.
The Parks and Recreation Commission is made up
of eight members from the community appointed by the
Mayor and approved by the City Council. The purpose of
the Commission is to set policies and advise the City Council
on needed parks and recreation programs; oversee the city
recreation programs and park areas; and plan, acquire and
develop recreation facilities, parks and open space areas to
meet future needs as the city grows

The commission would like to thank Westfield Public
Schools for the use of school facilities. The extra time and
energy from secretaries, custodians, teachers and principals
is greatly appreciated.
Program Cancellations
To receive information such as program cancellations due
to inclement weather, etc. please call the department at 572
– 6263 then press 7, or visit
www.leaguelineup.com/wprcancellations
Please be aware that some programs many cancel due to the
fact there are not enough registered to hold the program.
When this happens, you will be notified and offered either
an opportunity to take another program, receive credit or
receive a refund. Every effort will be made to notify you
if a program has been cancelled or changed. Programs are
subject to change in time, date, location and/or personnel.
Photo Policy
The department reserves the right to photograph/videotape
program participants/spectators for publicity purposes.

The Westfield Parks and Recreation
Department complies with the
American with Disabilities Act (ADA)
which prohibits discrimination on the
basis of disability. The department
will make reasonable accommodations
for individuals with disabilities who
meet essential eligibility requirements.

The department’s brochure is distributed throughout the
Westfield Public Schools and private schools. Mailed to all
past participants and available at the library and Mayor’s
Office. The department produces a Spring/Summer and
Fall/Winter brochure.
Any parent who does not want their child to be allowed to
leave a program site on their own or with anyone other than
their parent, can have their child held at the program site
until they arrive to get them. Program pick-up permission
slips and information may be obtained at time of registration
or anytime during the program. Parents are encouraged to
be on time when picking up their children.
Programs Fill Quickly
The following programs have a maximum participation
level. The department will not increase the participation
levels once the program is filled. So don’t wait until the last
minute to register for the following programs:

Volunteers
Volunteers can demonstrate to the community that people
really care about the parks and recreation programs by
wanting to help with the operation and improvements
of them. Citizens who volunteer can take back into the
community a true picture of the Westfield Parks and
Recreation Department and can be ambassadors of good
will. These are some of the reasons why we encourage the
services of volunteers whenever possible to supplement, but
not replace, the services of paid employees.
Refund Policy
The Westfield Parks and Recreation Department reserves
the right to cancel, postpone, or combine programs. If
insufficient enrollment causes an activity to be cancelled,
participants will receive a full refund. Please allow 3-4
weeks for the processing of refunds.
To be eligible for a requested refund, the request must be
received three working days before program has started.
No refunds/credits will be granted after a program/
activity has met more than two times. Your request will
need to be a letter to the department stating the reason why
you are requesting a refund along with your name and
address. There will be an administrative fee of $10.00 per
program refunded. If you chose to have a credit placed on
your household account, the credit cannot be transferred
to a refund check.

Fee Assistance and Scholarships
If at any time we do not meet our obligation of providing
quality programs and facilities and you feel there is
a problem with our service, the Parks and Recreation
department will work with you in one of the following
ways to make it right with you.
The Westfield Parks and Recreation Department recognizes
there are community residents who may suffer from
economic setbacks that might preclude their participation in
the programs. If such a need exists, please visit our website
to print out the forms, or contact the department at 572-6263.
1. Repeat a program at no additional charge.
2. Receive a credit good for use towards any program or
service fee.
3. Receive a prorated refund or credit due to a medical
problem based upon number of classes attended.
4. Meet with staff to discuss the situation and arrive at an
equitable solution.

Donate to the Youth Scholarship Fund
The Youth Scholarship Fund provides financial assistance to
children who would not otherwise be able to participate in
our programs and activities. If you would like to contribute,
you may send a check or “ADD UP” on your registration
form.

Please place your garbage in proper garbage containers
located at each area.
Park Regulations
***No Smoking*** - The City of Westfield has banned
smoking in all Parks & Playgrounds.
Park Hours - Dawn to Dusk
Property Damage - No person shall deface, disfigure,
break, cut, tamper with, displace or remove from any park,
park property, either permanent or temporary.
Dogs - Owner shall remove all waste deposited by his or
her animal in all areas of parks.
Vehicles - Vehicle parking is only allowed in designated
areas. No vehicles are allowed to park on any grass area
without permission from the department.
No person shall possess, drink or consume any alcoholic
beverage or any malt beverage upon any school, park or
playground property of the city.
Participant Code of Conduct
Equal Access - No participants shall on the basis of race,
sex, creed, national origin or disability, be denied equal
access to programs, activities, services or benefits, or be
limited in the exercise of any right, privilege, advantage, or
opportunity.
Behavior - Participants are expected to exhibit appropriate
behavior at all times. The following guidelines have been
developed to make recreation department programs safe
and enjoyable for all participants. Additional rules may be
developed for particular programs and athletic leagues as
deemed necessary by staff:
Participants shall:
Show respect to all participants, volunteers and staff
Refrain from using foul language
Refrain from causing bodily harm to other participants,
volunteers and staff
Show respect for equipment, supplies and facilities
Discipline - A positive approach will be used. The Westfield
Parks and Recreation Department reserves the right to
dismiss a participant. Each situation will be evaluated on
its own merit.
A great way to contribute to the Youth Scholarship Fund
is to “ADD UP” when you register. Simply round off your
payment to the next easy denomination and enter this
additional amount on the Youth Scholarship Fund donation
line on your registration form.
Financial Assistance
Financial assistance for youth programs fees is available
through the Youth Scholarship Fund. The fund will
subsidize the program fee for a youth participant. “Youth” is
considered anyone 17 years old or younger or still a student
in high school. Financial assistance must be applied for at
the time of registration.
Eligibility: To register for a program and apply for financial
assistance, return a completed registration form and a
completed financial assistance form to the department.
Both forms can be obtained at the department’s office or
call 572-6263.
Notice: A $25.00 service fee will be applied to checks with
insufficient funds.

16th Annual Big Wheel 500
Mother/Daughter Miniature Golf Tournament
Drivers ages 3-6, rev up your engines for
the annual Big Wheel 500. Each driver
must bring their own vehicle (Big Wheel)
and helmet. Big Wheel must have
plastic tires, no rubber tires please. Be
prepared for a grueling race around the
parking lot at Westfield High School. All
participants must arrive by 11:45 pm to
register. Register early at the parks and recreation office. Division
races begin promptly at 12:00pm. Divisions will be determined
by the number of participants enrolled. Participants are able to
practice prior to race.
Want to be crowned Westfield’s mother/
daughter champions of Miniature
Golf? Or more importantly, spend
quality time with your daughter.
Join us for a round of miniature
golf in our first annual tournament.
Trophy given to winners in each

WESTFIELD PARKS AND RECREATION FOUNDATION
The Westfield Parks and Recreation
Foundation is a non profit corporation which
promotes and encourages the advancement
of parks and recreation. The foundation was
established to solicit, receive and provide
funds and/or property, and to receive
gifts, bequests and memorials for securing,
maintaining and increasing community
awareness about facilities and programs
and serving as an advocate for parks and
recreation.
Organization
Members of the Board of Directors serve in a
voluntary capacity to guide the Foundation.
Additional volunteers and members
participate in programs and projects.
Our Goals
We are local citizens. We are residents. We
are parents who care about our community
– just like you. We want to make our
community even better by providing the
“extras” that would otherwise be delayed
or not occur due to lack of funding. The
Foundation is independent of and separate
from the City of Westfield. However, it often
works in cooperation with the city to provide
community enhancements.

PLAYGROUND – SPRAY PAD AND PARK RULES
•Municipal Playground is located on Greylock Street which
is off Franklin Street. Please use the parking lot which
is located on Greylock Street. Chapman Playground is
located on St. Paul Street. Please use parking lot located
on Fowler Street. Sadie Knox Playground is located on
Prospect Street.
•Spray Pad Hours: 10:30a.m. – 8:00p.m. Monday – Sunday
June – September
•Water will be turned off if: 1) outside temperature is below
68 F or less or 2) inclement weather.
•Activate water by placing hand over and touch the top of
green bollards (posts).
•Water is not re-circulated.
•Spray pad surface may be slippery when wet, use caution –
footwear is strongly recommended.
•Children 12 years and under must be accompanied by an
adult. Swim diapers are required for children under four
years of age.
•Do not swing, hang, pull, climb on or throw objects at
spray equipment.
•Not responsible for lost or stolen items.
•No skateboarding, roller blading, bicycling, scooters, pets,
water balloons, beach balls, etc. are allowed in and around
spray pad and pavilion area.
•Security Notice – Park is protected by video surveillance.
•No grilling, outdoor cooking, glass containers or breakable
objects allowed in the park.
•Restrooms are open to park users and are open only when
a supervisor is present.
•Spray pad or pavilion can not be reserved for parties or
groups.
•All participants must conduct themselves in a courteous
and safe manner. City of Westfield reserves the right
to remove parties from the pad or park that are not in
compliance with spray pad or park rules.
•No food or beverages allowed in or on the spray pad area.
•Please clear or exit the area when conditions for thunder or
lightening are possible.
•Municipal & Chapman Playground is open dawn to dusk.
When basketball, tennis or horseshoe lights are on the
parks are open to 11:00p.m.
•Please report vandalism or park damage to Westfield Parks
and Recreation Department at 572-6263; for emergency
contact the Westfield Police.
•The City of Westfield or its agents assumes no liability for
injuries sustained in the use of these facilities.
Spring Programs
Youth Black Dragon’s Kajukenbo Karate
Focus, self-confidence, and discipline. At Black Dragon’s we not
only teach children martial arts, but also the foundations and
principles to succeed in all aspects of life. Classes are challenging
yet entertaining, and provide a fun, exciting environment for your
child. At Black Dragon’s, children are taught bully prevention
techniques and self-defense, traditional Kajukenbo forms, and
engage in sparring with other students. Come join one of the
most exciting, practical, and effective karate schools right here in
Westfield. All courses are 8 weeks and come with a free school
t-shirt.

the common street thug. At Black Dragon’s we focus on teaching

Adult Black Dragon’s Kajukenbo Kickboxing
Our kickboxing class combines modern fitness techniques with
our martial arts training. Come and participate in a fun, exciting
workout using martial arts techniques seen in boxing, kickboxing
and even MMA. Challenge yourself to an intense, full body
workout while having fun and learning a new skill. In a less
formal setting you will learn the fundamentals of kickboxing with
exercises and workouts you can do anywhere! All courses are 8

Youth Introduction to Fencing
In this active, fun class, students will learn the basic techniques and
tactics of the modern sport (with ancient roots) of fencing. Starting
with basic footwork and movement, students will progress quickly
to basic bladework techniques and tactics for attacking, defending,
and deceiving opponents. No prior experience is required.
Participants need athletic shoes, long pants (sweatpants preferred),
hair elastics (if necessary), and water bottles. Please carry in dry,
clean athletic shoes to fence in, rather than wearing them in, if
possible.

Teen/Adult Intermediate Foil
Students must have some prior
experience in foil fencing to attend
this class. Using a combination of
structured bouting, competitive
bouting, group instruction, and
individual instruction, students
will start to master the fundamental
skills of foil fencing. Topics will
include offensive, defensive, and
counter-offensive tactics, bladework,
competitive bouting, and refereeing.
This course may be repeated.

Start Smart
When is a child old enough to play sports? In this sport crazed
world, that is a question with many answers. Start Smart is a
proven instructional program that prepares children for the world
of organized sports without the threat of competition or the fear
of getting hurt. Parents/guardians work together with your own
children in a supportive environment to learn all the basic skills.
Start Smart was developed by top motor development specialists in
the field of youth sports. Parents and child groups perform motor
skill tasks that gradually build confidence while having FUN at
the same time. Different aspects of throwing, catching and hitting
different size balls will be introduced along with golf. Games
will be played in kickball and t-ball. Fee includes all equipment.
Participant will receive t-shirt on first day of program.
This program requires total parent/guardian involvement.

Boys T-Ball
T-Ball is an instructional baseball program for boys
4-5 years of age. A batting tee is used instead of a
pitcher and designed to accommodate each child
according to their skill level. Participants must
provide their own glove. A T-ball will be used.
Teams will be formed prior to the first session.
If your child needs to be placed with a certain
individual for car pooling please place individuals
name on your registration form indicating such.

Mandatory for all adults who will be a volunteer coach or an
assistant coach programs listed.
Boys Pitching Machine
The next step after T-Ball. Participants will be formed into teams
and will use a pitching machine instead of a pitcher. Teams are
formed prior to the first session. Instruction provided by coaches
and games played. Must be six years of age by the start date.

Piece of My Art Paint Parties for
Kids – April Vacation Camps
Piece of My Art Studio is offering one week
of 3 hour paint parties for kids just like the
grown ups have! Each day the group will
paint a fun 16” x 20” animal painting that
will include some landscape elements and
the chance to “make it their own”. Sign up
for one or all four during the week of parties.
The studio will provide each guest a water,
light snacks, all paint materials, and the
lesson in a super fun instructional atmosphere. Each guest will
bring their own bagged lunch and drink in this class that provides
break time to eat. The last day of the party week is a special day
where each guest will paint their own pet that will be pre sketched
on a 16”x20” canvas (two weeks prior to class each student must
provide a good front or side facing image of pet, preferably sitting
down). Schedule is as follows:

A.J. Stables located 1040 East Mountain
Road in Westfield, has acres of beautiful
pasture and trails. Programs have been
created for you and your children to enjoy
a bit of the country in the city. All riding
lessons are conducted by a Massachusetts
licensed riding instructor. All programs
will take place at A.J. Stables at 1040 East
Mountain Road. You must register your
child(ren) through the parks and recreation
office using a program registration form.
When dropping off children please drive to
the back of the property. PLEASE DRIVE SLOWLY.

• No sandals or open toed shoes
• Provide backpack for personal items
• Wear long pants for riding horses
• Bring rain coat on rainy days • No canvass sneakers
• Program held rain or shine
• Bring snack/drinks-will set aside time

teamwork, fun, and physical fitness will be stressed.

Summer Programs
Adventure Zone is a full day program for children 5-12 years of age. Designed
for the working parent(s) who need affordable child care during the summer.
Adventure Zone will offer a rich program experience for participants. Activities
include, but not limited to; arts and crafts, sports, tournaments, field trips,
swimming once a week (Agawam State Pool), environmental activities, guest
speakers and much more. Participants are divided into age appropriate
groups. Some of the benefits of attending this are a sense of adventure,
building self esteem, socialization, interaction with peers, increasing creativity and personal growth.
Participants should bring own lunch, snack and drink. Lunches should be brought in a small cooler
with ice pack. Refrigeration is not available. Water will be available for drinks.
Will visit Municipal Playground’s Spray Park
FIELD TRIPS Field trip expenses will be the responsibility of the
participant. Some of our destinations for this summer will
be to Play Bousquet, Brownstone Park, Forest Park and
Look Park. Participants will have a field trip once a week.
SPECIAL ACTIVITIES/EVENTS
Special activities such as guest performances will be
planned throughout the summer.
JUNIOR LEADERS
Children who are 13 and older may apply for volunteering
as a Junior Leader.

Safety (CABS) Program is a
community education program

A great program that lets kids be kids. Led by our vibrant staff, the
playground program is a celebration of imagination for youth, as

First Aid certified. Program will be held depending funding.

almost 30 yrs. He played soccer at Westfield State University,
and began coaching his senior year. He has coached all levels but
mainly both boys and girls high school teams at Holyoke High.

Horseback Riding Camp
A.J. Stables located 1040 East Mountain Road in Westfield, has acres
of beautiful pasture and trails. Programs have been created for you
and your children to enjoy a bit of the country in the city. All riding
lessons are conducted by a Massachusetts licensed riding instructor.
All programs will take place at A.J. Stables at 1040 East Mountain
Road. You must register your child(ren) through the parks and
recreation office using a program registration form. When dropping
off children please drive to the back of the property. PLEASE
DRIVE SLOWLY.

basic techniques and
tactics of the modern
sport (with ancient roots)
of fencing. Starting with
basic footwork and
movement, students will

bladework techniques

General Policy
1. All programs (unless stated otherwise) require a
completed registration form. Pre-registration is
required for programs (except stated otherwise). The
registration form may be copied.
2. No on site registration will be allowed unless specified
with the program description. Staff will not accept
registrations/payment at program site.
3. Payment can be made by personal check, money order
or cash. Make checks payable to Westfield Parks and
Recreation.
4. The Parks and Recreation Department reserves the
right to cancel, postpone, or combine programs.
5. Cancellations: If a program does not have sufficient
registration, the program will be terminated.
6. Registrants joining a program after the starting date
will be charged a prorated fee for the expired portion
of the program. (Some exceptions may apply)

7. If register through the mail, the dept. will process
registration with fee and mail receipt. All programs
registered with a fee will receive a receipt whether you
register in person or through the mail.
8. Registrations will not be processed without payment.
9. A $25.00 service fee will apply to any checks with
insufficient funds.
10. ***No Smoking*** - The City of Westfield has banned
smoking in all Parks & Playgrounds.
Registration Deadlines
Please note the start date for all programs to avoid
disappointments. All programs require a minimum and
maximum number of registrants.
Youth Scholarship Fund
Financial assistance is available to city residents, 17 years
old or younger or a high school student. Call 572 - 6263 for
more information.

Occasionally there may be an error in days, times,
registration requirements, or fees in the guide. If so,
we will do everything possible to correct the situation
promptly. Thank you for your patience and understanding
should these situations arise.
No News Is Good News
If you have registered for a program, we will contact you
if there is a problem with your registration. Please assume
you are registered for the program you selected if you do
not hear from us.
Adopt a Park or Public Area Program
The City and the Westfield Parks and Recreation Department has
embarked on a project to revitalize city’s parks and public areas.
The city makes every effort to maintain superior parks and
public spaces, but the realization is that maintenance needs to
be stepped up in order to increase the aesthetics and usability.
Who Can Adopt A Park or Public Area?
Any business, civic associations, schools, neighborhood
associations, military, scout groups, individual families,
churches, or community-based groups. Groups make a two year
commitment to assist in maintaining the park or public area.
What Commitment and Contribution Must a Group Make?
We ask groups to conduct a cleanup of their adopted area in
accordance with the responsibilities outlined for each area.
Some areas require more time than others depending on
size, planting and maintenance. Groups may work on flower
bed improvement projects, tree care, perform minor park
maintenance and/or perform other needed services.
Groups may perform the actual labor and provide materials or
make a monetary donation to assist in maintaining the area. For
a complete description of the program, contact the department
and a packet will be mailed.
