Survey Administration
The Arnprior Recreation Master Plan on-line survey gave residents and non-residents an
opportunity to give their input into the master planning process. After a pilot test, the survey was
posted on the Town of Arnprior website home page and opened to the public on June 12, 2014
and closed August 15, 2014. Postcards and posters with the survey QR code were distributed to
encourage participation.
A total of 318 respondents participated in the survey. Paper copies of the survey were made
available to those people who could not access a computer or who preferred to complete a
written survey. Paper copy surveys were manually entered and are included in the final
tabulation.
Limitations of the Survey
The on-line survey was not administered to a predetermined, representational number of people.
It was a voluntary survey, open to any resident or non-resident who wished to complete it. This
introduces some bias as some residents are more likely than others to complete a survey.
Therefore it is not statistically significant and may not be representational of the entire Arnprior
community.
However, this type of survey is effective at giving as many people as possible input into the
planning process. It is a useful method for getting ideas and opinions, identifying themes and
testing issues. When combined with other forms of gathering input, such as interviews, focus
groups and public forums, a well-rounded understanding of issues and their solutions can be
achieved.
Confidence in the results is raised when there is a high response rate from a good cross section of
people in the community. Results can be skewed or biased if segments of the population are
over represented. For example, if the majority of respondents were over 65 years of age, it is
unlikely the responses would reflect the thinking of the general population. This was not the
case in the Arnprior Recreation on-line survey. A total of 318 people participated, which is a
high rate of return, with all age groups and community interests represented.
Most questions allowed for open ended comments and these have been grouped according to
topic and are included, complete and unedited.

Community Group Representation
Remarkably, every recreation-related community group (51 in total on the survey) was
represented by at least one respondent to the survey. This question was skipped by 125 people,
who either chose not to answer or were not affiliated with these groups. The open ended
comments allowed respondents to mention other affiliations they have.
Some groups have a much greater membership than others, so higher response rates from these
groups, such as hockey or soccer, are expected. What is important is that all groups were
represented.

Level of Satisfaction with Recreation Programs
The “Level of Satisfaction” questions received a very high rate of response, with few skipping
these questions. Some of those choosing to skip the question may not use the facility or service
being measured, and/or may be non-residents. Overall, approximately 61% of respondents are
satisfied or very satisfied with Arnprior’s recreation programs. However, a quarter of respondents
are “neutral.” This may indicate that they don’t have a strong opinion about the programs, or they
may feel the programs are “okay,” but could be better.

Open Ended Comments
Many survey respondents commented on their satisfaction with recreation programs in Arnprior.
Children’s Programs
 The day camps are fun. The pool programs are run well
 I'm from MB so very happy to have access to sports especially while my kids were
growing up.
 My kids get a lot out of after school program and minor hockey
 Camp Wanago for kids is excellent, very mature enthusiastic staff, we are fortunate to
have this service.
Variety and Quality
 I enjoy the Aqua-fit programs offered and appreciate the variety of times provided for me
to attend.
 I believe we are lucky to have such a vast selection of recreational activities available in
Arnprior and my family thanks the Town of Arnprior Parks and Recreation Department
for their great work. My concern is the cost for these activities are slowly rising year after
year.
 Arnprior has a very wide range of programs to offer the community
 Great job given the resources and facilities we have currently.
 More events and programs in Arnprior compared to most municipalities with same
populations!!
 I think the town does a good job offering a broad set of programs.
Recreation Staff/Department
 Great town for youth and seniors and for developing new sports and recreational activities
-- Town most supportive.
 Programs are awesome and the personnel are ALL excellent!!
 I believe that the Town and specifically Glen has done an exceptional job for Arnprior.
We are fortunate to have the facilities we have, but more can be done.
 I would like the standard of Recreation to stay at a high level as it is now. The Recreation
Department is truly a professional and supportive department of all new idea's i.e. the
recently newly formed club of the Arnprior Dragon Boat Club which caters to Arnprior
and surrounding area and has also involved youth in its program.
 I picked neutral based on the fact I don't participate in any of the sports aspects. However I
am involved with a group of seniors who meet every Wed at the Nick Smith Arena as an
informal group that play music for our own enjoyment. We wouldn't exist without the cooperation of the recreational dept in making this facility available to us.

Suggestions for Program Improvement
Pool and Swimming Programs
 Pool too cold
 Aquafit is great! The instructors are fantastic, helpful and friendly. I am concerned with
maintenance, painting. We need a new dryer in the ladies restroom and many of the
mommies in the children's swim go through the showers with strollers!
 I do find the aquafit classes are over-crowded now that the week day and evening classes
have been reduced.
 It would be nice to have aquatic fit 5 mornings a week
 Aquafit classes are crowded especially on Wednesdays in sessions after summer.
 A master swimming plan should also include ALL swimming programs (e.g. aquafit)
 The pool needs to be upgraded, it looks like algae on the wall of the deep end, the heater is
not warm enough and often not working.
Fitness and Gym Programs
 Would like to see a greater variety or frequency of exercise classes for adults and an
expansion of the gym at Nick Smith Centre.
 Not enough options being offered
 I would like to see more affordable yoga options
 The fitness room needs to be updated.
 More hours for gyms
 I wish there were fitness programs offered in the morning before work such as boot
camps, aqua fit, yoga as I like to work out in the morning. Even offering programs earlier
in the evening like 5 - 5:30.
 I would like to see more group fitness activities during the day time.
 I find the selection of group fitness options minimal in regards to times/availability

 The badminton group in the winter at ADMH needs a boost and a little more organization.
Trails
 I would like to see improved biking trails( improve the old rails lines for bike paths)
 Need more cycling trails and an off leash dog park at no cost like Ottawa.
 Arnprior needs to partner with Renfrew & McNab/Braeside to improve the two railway
beds and convert into biking/walking paths. One trail is 75% complete but is still too
rough for biking - it's too hard on wrists/shoulders over time

Would like to see more non-motorized pedestrian and bicycle paths. It is not easy to cycle
around town. But am very happy about parks and programs.
Arnprior's jewels are the waterfronts. Every effort must be made to beautify and upgrade
the waterfront, especially the walking trail. No dogs should be allowed anywhere near the
children's beach
More for Youth
 My son is 12 and there isn't anything for him and his friends that age {12-14} He doesn't
go to the playground as he's too old for it or do the babysitting course!!!
 There is not a lot of activities for younger kids available in town especially during
summer.
 Would love to see a gymnastics club!
 Wish for the summer time that public skating was offered more since every week day
there is mom and tots skating and older kids have no opportunity to skate other than
Friday or Sunday. Also would prefer less swimming options or divide the pool in half and
only small kids are allowed on one half. I once was turned away cause I had a 5 yr old he
qualified for the swim time but my 7 yr old was too old and I had no one to watch him so I
couldn't go and instead of having three paying customers the pool was empty.
 I wish there was a basketball club for boys
 My kids make good use of after-school programs and minor hockey. They'd like a formal
basketball league.
 I find there isn't much for kids if they aren't into sports or are still too young to attend. I
have a 3 year old who will not attend the library story time for his age group because they
will not allow me to attend with him. He wants to play soccer but is a year too young. He
enjoys the splash pad but that's about all there seems to be for him in this town. Funding to
the music school here in town so they could perhaps start a music program for small
children would be an amazing thing! A gym where he can run and play and have fun
would also be huge!
 Also have a skateboarding program to teach kids safe boarding and safety and beginners.

 There could be more activities for seniors, lawn bowling etc.
Off Leash Dog Areas
 The town of Arnprior needs to establish a Dog Park within the city limits, so people have
a place to walk and socialize their dogs and themselves.
 Need an off-leash dog park for the hundreds of dogs who live here
 The parkland in Arnprior is under-utilized and marketed. We also need a dog park like
many of our surrounding communities.
Suggestions for New Facilities and Programs
 Possible additions -- maternity aquatics; young anglers/hunters; art
 Outdoor pool for summer

We would like to see competitive soccer and an indoor soccer facility.
The town could benefit from an enhanced recreation facility that encompasses a full size
fitness center, and a gymnasium, that can host indoor leagues such as volleyball,
basketball and soccer.
Programs are all very good BUT: pool facilities are dated, Robert Simpson Park should be
the jewel of our town -- more facilities, full marina, boardwalks connecting to downtown,
need a facility for the performing arts
There is a lot of wasted recreation space i.e. ball diamonds and lack of programs for youth.
Costs are ridiculous and Arnprior kids travel out of town to play ball and soccer. Soccer is
one of the most thriving sports for youth if the town is not going to support ball maybe
they should survey to see how interested people would be to support soccer, maybe even
removing a ball diamond and building an indoor dome for soccer and other sports that
would make money for the town during the winter months.
Arena
 I think there can be improvements on the distribution and ice scheduling/rental process. I
think that we can be more aggressive on ensuring there are no empty hours of prime time
ice, making the NSC more profitable
 Public skating is only available Fridays and Sundays- I would attend more often if it was
available on evenings and weekends on a more regular basis.
Other Comments
 Only come for swimming lessons
 Use of the Abba diamonds
 I've lived here for two years and have not, really, had much chance to investigate all that's
on offer - although there seems to be a lot! Maybe once I retire?
 Within my limited experience and observations
 As a McNab resident, it's difficult to know which end is up at the moment
 I have not used any of these programs, so don't have an opinion.
 The beach is a disaster. The river walk has never recovered from the new water treatment
plant work. Where is the dog park? Why are we allowing developers to create
subdivisions without sidewalks and green-space No support for cultural groups.
 Just don't have enough time to enjoy what is offered all the time.
 Clubs could be more welcoming of outsiders who were not bred, born and buried in
Arnprior and did not play for the Redmen Football Team at ADHS
 I am concerned with the potential loss of participants based on the non-contract between
Arnprior and McNab/Braeside.

Of significance here is that 10% of the respondents are dissatisfied or very dissatisfied with
recreation facilities in Arnprior. It is a red flag when dissatisfaction levels approach 10%.

Excellent staff and programs
We are fortunate to have this facility
NSC is excellent; Nick Smith Center is a great facility. I just wish it was taken care with
the same care as the facilities of our surrounding communities. Renfrew, Cobden Kanata
etc.
Lovely facility-- My son is now 18 and goes to Ottawa to skateboard but he began in your
park here and it has improved. Much better than it was.
Without a doubt we are fortunate to have the facilities we have that a lot of other towns do
not have.
Rinks are great. Love Gillies Grove and would lay my life down to protect it
The rink, ball diamonds, track are in good condition, maintaining them will be a priority.
Very proud to say that our community’s facilities are one of the BEST in Ontario! Our
parks are beautiful, clean and very well kept. We are very lucky to have 2 ice pads, pool
and community centre all in one facility with some of the best helpful and knowledgeable
staff around
The staff at the Nick Smith Center are great to relay messages about the Marina, very
friendly and accommodating.

Wish the pool didn't cost so much

Cleaner pool
Women’s shower area needs regular cleaning to remove hair and dirt. Strollers should not
go through shower area. Need improved family access to pool so ladies change area
doesn't become an obstacle course of strollers, car seats, etc.
Am looking forward to the cleaning of the change rooms at the pool...I understand this
happens in September
The swimming area could be cleaner. It looks like someone just does a quick wipe and all
the dirt is left along the sides and corners.
I think that the pool is very old and is in need of upgrading, especially the pipes which are
under the ground. I and many others would be very upset if the pool was no longer
available. It is literally a life saver for seniors with joint/arthritis issues as well as the
challenged people in town who are very limited in their movements. It is a medium that
allows freedom of movement for the body and of course the youth to have the right to
learn how to swim and water safety. I realize that it would be a huge financial expense but
one very worthwhile saving.

I would like to see better locker room facilities for the ladies side of the pool.
The pool change room has only one baby change table. This dissuaded me from going
often as there was frequently a lineup of moms with their cold, wet babies waiting to
change them.
The pool facilities are in need of upgrades and modernization for accessibility and new
family change areas.
There are no family change rooms available. In the women's change room there is only
one change table, this made it very difficult taking my son for swimming lessons in a class
of 10 moms or more.
Better change rooms for seniors. Better set-up in pool that you have to walk through the
showers to get to the pool.
Nick Smith Centre
 Community Centre needs to be updated and expand.
 Bathrooms at Nick Smith could be in better condition. Also have a separate entrance for
small children swim programs.
 Suggest paving the parking lot at the Nick Smith centre and updating, enhancing the
lobby. This is sometimes the only glimpse into Arnprior that people see and a lot of people
from other towns use the. Nick Smith centre. It could provide a very friendly and
welcoming atmosphere.
 Some maintenance/renovation in bathrooms at Nick Smith, particularly swim bathrooms
are needed
 Outside/inside of Nick Smith needs to be painted. Better storage in Nick Smith of items
not in use. Cleanliness is an issue in this facility.
 The Nick Smith Centre needs a better gym
 Nick Smith Centre could be updated- paved parking lot, better rink heaters (or at least turn
them on!), better lobby. I think the NSC represents our town for a lot of visitors and
should look and function better. We need traffic lights or something at Daniel and James
as the traffic is getting too busy.
 NSC dated; needs updating
 The Nick Smith Center is great for hockey and swimming. However, the 2 fastest growing
sports in Canada at the grassroots level are basketball and soccer, and the Nick Smith
Centre has little to support these 2 sports (These sports are also usually more cost efficient
for kids to join because they require less equipment than hockey). An indoor gymnasium
would be a great asset to include into a new recreation plan.
 Women's washroom has rust in toilet area. Woman's change room small.
 Although the Nick Smith Centre is a large venue, it is not always the best location for
things like plays, concerts, etc.
 NSC - as a facility may have been state of the art at one time, but definitely not up to par
with today’s newer facilities, needs attention, also operational items such as simple
cleanliness, organizing of tables, chairs / toy structures sitting in hallways and surrounding
the ice pads need to be placed in a more secluded area as not to interfere with users of the
facilities ....suggestions for making the facility a better facility; transform wall between
banquet hall and arena A into partial windows and a door to access Rink A, allowing

people to sit in hall when not in use and possibly open bar during specific events....Rink B,
cut some window openings behind the north bench and a door so players in hallway can
enter ice from hallway and also see ice surface
Nick Smith Centre, too much clutter everywhere, an eye sore.
Marina
 I would like to see showers, pump out and maybe RV parking at the Town marina.
McLean could use some picnic tables and perhaps a portable toilet.
 Marina requires upgrades and improvements to attract tourists and newcomers to Town.
It's the waterfront that will draw everyone to our community.
 Marina looks terrible. Needs face lift. Trails need to be cleaned up (shrubs, trees)
 Marina -- large rocks close to dock are not marked as hazards
 Beautify the Marina with a better building, benches, landscaping.
 Marina requires 2 docks at the ramp (gas pump area) one for people to gas up and the
other for people either putting a boat in or taking it out. Very congested at times right now
when someone wants gas and people are taking out/putting in boats.
 Marina requires public docking/slips for day use so boaters can leave their boat and go
into Arnprior for a few hours.
 Nick Smith Centre very good. Marina, poor. The fact that no water and sewer
infrastructure exist at the entire facility is a terrible hinderence. For example, without
fresh, potable water on site, the facility cannot be officially recognized as a "marina" by
tourism Ontario and it’s therefore ineligible for hwy signage, tourism promotion and grant
funding. Plus the operator has to pay for portable toilets which are used more by walkers
and visitors than actual marina patrons. That is only the tip of the input that is required to
make this a more attractive and successful operation; that I would continue to like to be
part-of.
 I wish the marina had rentals for kayaks, paddle boards.
 As for the Marina, it is slowing improving but still needs a more friendly and welcoming
environment. A coat of paint on the Gates leading to the docks would be a start.
 Cleanliness of the poly-Johns at the marina could improve. And the trail along the
Madawaska to the marina near the water treatment plant really needs to be levelled & the
bushes trimmed back from the trail
 The Marina needs a definite upgrade with food and bathroom facilities to encourage

for boaters) is on the Quebec side. The city is potentially losing out on this income.

There needs to be a public marina where boats can get gas and tie up for a few hours while
they go into town for lunch and shop. Also a safe spot to leave a canoe or kayak while
having lunch.
Need bathrooms at the Marina.
Marina should offer more so we have visitors to our town by water as well as by roads
I have a slip at the marina, I see lots of people walking and biking along the gravel path. It
would be great to improve on this path from the bridge on Madawaska Blvd right to the
beach in Robert Simpson Park, to really highlight the "town of two rivers'. Also, the
marina is only manned from 7am to 7pm. We recently had a theft from our boat, nothing
major, but annoying all the same. Would you consider some security cameras mounted at
the old white shack by dock 3? Also we have a cruiser, so a fresh water hose at the gas
dock would also be appreciated, as well as a blue recycle box beside each garbage can. I
am throwing a lot of plastic water bottles from my boat directly into the trash, and I would
recycle them if facilities existed at the marina.
No markings on rocks in the river

are other ways of maintaining security, need to tie in marina and launch area somehow...
Waterfront and Robert Simpson Park
 We have some excellent facilities in Arnprior. We could improve the waterfront facilities
with a new design from Burwash St. to Robert Simpson Park. Perhaps a plan that can be
developed in a stage-pattern. I would love to talk with you about the various stages of
developing the waterfront -- landscaping-boating-marina-flower beds and gardens - tree
maintenance-entertainment facilities
 Although, washrooms at Park (RSP) could be cleaner, i.e. toilet paper dispensers fixed and
filled with toilet paper. Gazebo could be cleaned (bird droppings) and pile of dirt left on
gazebo from sweeping floor.
 I enjoy the public washroom facilities at the Robert Simpson Park being open in the nice
weather months, however I would like to see them better taken care of e.g. cleanliness and
soap available.
 I would like more trees or shaded areas at the beach and Robert Simpson Park, also
perhaps more chairs and seating areas at the park. I would like to have BBQ's in the park
to facilitate picnics there while enjoying the park. There used to be BBQ's and then one
year they didn't get put in again. Hard to find anywhere near Arnprior that have BBQ's or
firepits anymore. Then I want to go to Quebec (Norway Bay, for example) because they
have them.
 Arnprior could really make more of the rivers...better facilities for yachts, boats. A nice
restaurant/ clubhouse down by the water's edge. More like Nepean Sailing Club or
Britannia Yacht Club in Ottawa. Competitive sail races, youth sailing program, etc.

Arena and Ice Surfaces
 Being in many arenas not only in the valley but across the City and in Toronto I feel that
there can be more done to de clutter the facility and more effort put forward in keeping the
facility clean. A prime example of a clean arena is the Renfrew facility.
 I would love to see more outdoor rinks in the winter and it would be wonderful to have an
outdoor pool in our community.
 The condition of the arena's public areas as well as change rooms is an embarrassment to
the town. The filth and complete lack of cleaning performed is completely unacceptable. I
have been to rinks all over the valley and province and I have never seen worse. And to
top it off when you try and find a staff member you’re more often than not responded to
with extreme attitude. The only time I have ever seen a broom or mop being used in the
place is when the poor students are getting their volunteer hours.
 Upgrades to the B side arena where much needed but not much thought went into the
wasted shower space and handling pedestrian traffic and parking on that side. Also when I
play in other rinks there is a facility staff member coming in to do a quick cleaning of
rooms after every ice time. This does not happen at the Nick Smith Center. Time and time
again toilets are found plugged and girls having to go into dressing rooms that are dirty
and stink. The ball diamonds are not properly kept, grass is like a hay field half the time
and the infields are like a dust storm if at all windy out. There is no consistency to the
maintenance. Also try to have kids play around during an adult game the grass is left so
long by the time its cut there are rows of grass clippings a farmer could bail and not to
mention it looks awful when driving by.
Trails
 Would like walking trails, not just sidewalks to get through town, like the old railway bed,
just in different directions
Off Leash Dog Area
 With the town’s growth and number of dogs we need a dog park. Just go for a walk
around the marina, Robert Simpson Park or the grove and you will see how many people
let their dogs off leash - unacceptable.
 Need a dog park
New Facility Ideas
 We are lacking tennis courts, another full sized gym, or gym and a half for
volleyball/basketball etc. We could use a conference centre (suitable for 500 seated
people) for trade shows, conferences, weddings etc. We need new and updated fields/track
- maybe artificial turf field at the high school with user agreements in place to share the
facilities outside of school hours etc. Fair grounds are underutilized-maybe a sports field
in the centre of town.
 Upgraded and relocated skateboard park
 Should be upgraded hall to be able to support bigger and smaller events in the hall.
weddings, banquets, meetings etc.

The “Level of Satisfaction” questions received a very high rate of response, with few skipping
these questions. Some of those choosing to skip the question may not use the facility or service
being measured, and/or may be non-residents. Overall, approximately 72% of respondents are
satisfied or very satisfied with Arnprior’s parks and open space and this aspect of recreation in
Arnprior received the highest rating for current levels of satisfaction.
However, of significance here is that 9% of the respondents are dissatisfied or very dissatisfied
with the parks and open space in Arnprior. It is a red flag when dissatisfaction levels approach
10% and this indicates that people would like to see improvements.

Cleaning and Maintenance
 Washrooms at park need to be maintained.
 We have some beautiful open space but we have difficulty in keeping these spaces in
appropriate condition and attractive to the tourist and residents.
 Robert Simson Park is beautiful but the bathrooms lack care and cleanliness

 There is more beautification required
 I volunteer weeding the garden at the library and reported poison ivy by the hedge last
year. It was apparently poisoned but no effort made to remove the roots and of course it is
re-growing this year. This is a definite public hazard as children could easily contact it if
they run into that area of the garden. I also refuse to maintain that section of the garden
until the problem is solved and it is safe to work there
 Need better care for the ball diamonds
 Also McLean beach is way under used because the water front is not maintained, it looks
over grown and messy which is why most people use it as a dog park.

Some of the playground equipment needs to be updated and maintained better. At the
neighbourhood parks there should be more benches. There should be a swing set at Robert
Simpson Park, the biggest park in town doesn't even have a swing set!
We have the most beautiful park in the entire valley that few know of. Picture and/or 3D
signage on the hwy would help draw travellers into Town rather that continuing past us.
Robert Simpson...great job on the beach area down there...maybe a floating dock placed

utilize the park

problem of loose dogs on the walking trails

Trail Development and Improvement
 The town has an excellent opportunity to try and acquire the rail line property that runs
from one end of town to the other. Making that into recreational space for walkers, runners
and bikers would create a major draw to the downtown area and to the town in general as
more people are focusing their lifestyles on fitness.
 I love Robert Simpson Park, Caruso St. Park and ABBA Diamonds Park and the
Macnamara Trail. There are however, no biking trails to go on....I would like to see biking
trails.

Would like to see more bike and trekking trails using the former rail lines incorporating
the trestle bridge.
Would like more walking trails
Arnprior is blessed with two rivers and lots of green space, how to further enhance and
develop them must be established. There is a once in a life time opportunity to utilize the
vacated rail beds to build a network of paths to connect Arnprior. I am proponent of
walking, bicycles, cross country skiing and wheelchair accessible trails. I am much less
keen to open up the railways to skidoos, quads and motorcycles, but appreciate they also
are looking for better trails.
Would love to see something done with the area formerly occupied by the rail line... what
an opportunity to provide a beautiful walking park!
Need to complete the walking bridge across the Madawaska River. Town owns the bridge.
Paved pathways - old railway trail - for easier cycling and rollerblading
I would like it if there were better bike paths around town including bike lanes on the
road. Biking is an excellent transportation for many, especially since there is no public
transportation in town, it may reduce the use of cars in town.
Develop the old train tracks into walking and biking trails that connect with other trails
Should get full use out of the two train trestles for walking and biking and ATV and
snowmoblies trails to connect with McNab/Braeside and Mississippi Mills Pakenham and
West Carleton
Pave walking trail along Madawaska and have it also able to drive along with a car to the

More Green Space and Better Use of Parkland
 Green space/beach across from ball diamonds on 7th Ave is underutilized due to its
condition. It's beautiful waterfront being wasted. Is there space for soccer fields beside the
ball diamonds if a little more bush is cleared?
 Legion Park (Edey Street) has too much open space.
 Not enough green space in the new residential developments. The playgrounds are too
small.
 There are open spaces that can be utilized which at present are not.
 I would like to see more bigger parks, especially since all this new development is taking
away the open land.
 Would like to see some sort of park in the Arthur/Charles street area as there is no park at
this end of town
 There's lots of open space, but I wouldn't oppose the new town hall/park at the fire hall.
 Builders should be required to maintain and or create even more open spaces for all ages.

A big part of our decision to locate here was because of the amount of public access to the
waters; the substantial parks; the diversity of lands in the area, not withstanding that not
all the public recreational areas are managed by the Town Rec Dept. I have the impression
that the interface between the Town and those other public lands and lands which could be
managed on a conservation or recreational basis is the subject of some discussion in the
community. So I would see a Recreational Master Plan address that dimension as a matter
of interdependence and mutual interests.
Could do with some expansion and upgrades
We could make far more of the waterfront in Arnprior.
McLean Ave Park could be better utilized - one of the softball diamonds could be altered
to a soccer field with lights, permanent outdoor rink with cement base used as basketball
in summer and rink in winter could be built between diamonds / soccer field …and utilize
lights
More Activity Areas in Parks
 Should have more soccer fields, wish the fairgrounds would be turned into a soccer area.
 I wish the beach front was larger with volleyball courts, tether ball and play areas set up
all the time, and maybe more picnic, sitting areas along the water. It is silly to me that we
have such a large waterfront parking area, it should be closed and the beach extended with
just a few spots for unloading/handicap parking.
 Arnprior needs its own soccer field!
 It would be nice to see more spaces available to the teenagers in this town
 Robert Simpson Park is amazing but could do more in terms of access and promotion and
expanding the beach swimming area -- gets really crowded sometimes.
 Should get a water break at the beach at the Madawaska side to get waste and current
away from swimmers. Get a walking wharf that you can have walking stones and grass
and swimming platforms plus the front area to park at least (6) 20 foot boats. Again makes
the swimming area bigger. (look at the Norway Bay Quebec wharf for example)
 The Town needs a better updated skate park downtown, more, larger play structures,
basketball and volleyball and tennis courts.

I have lived in Halifax, Toronto, Ottawa and environs. Recently came to Arnprior from
Chester Nova Scotia. So I have lots of points of departure and comparisons to draw upon.
For a Town, Arnprior has developed a remarkable inventory of walking and cycling
opportunities. Of course, the cycling situation is greatly enhanced by the progressive life
cycle management practises of the Provincial Government which has resulted in
magnificently paved country roads replete with quality shoulders which are regularly
maintained and kept justified to the edge of asphalt thus guaranteeing refuge to the
pedestrian and cyclist...and motorist. There are lots of opportunities to improve the trails
infrastructure

more physically active and pleasing lifestyle.
Expand Trail Use to Include Other Groups
 It would be nice to have ATV access to trails - it would be a great opportunity for tourism
development in Arnprior with the undeveloped rail corridor - a gateway to county trail
systems
 Macnamara trail is nice although it chased out the cross country skiers (myself included)
who developed most of that trail system 25 years ago. Find room for skiers again. Both
railway beds thru town should be cleaned, graded and maintained to be used as
walking/biking trails thru town. Embrace our railway heritage
 I would like to see a mountain bike trail, possibly alongside the trails in the McNamara
woods.

Develop More and Safer Cycling Trails
 It would be nice to have some cycling paths; More cycling trails would help
 Where is the opportunity for cycling?
 There are cycling trails in Arnprior?
 There aren't suitable cycling trails in Arnprior! The ones that are there don't go anywhere
and you always need to enter a roadway to get anywhere.
 Not familiar with family friendly bike trails in town.
 There should be bike lanes down Daniel, Madawaska and Baskin for more safety
 We're told to go on road then people get mad; then when we’re on the sidewalk old people
get mad
 Walking trails are great -- we need much more thought and effort to develop safe and
secure cycling trails -- not all streets are safe for cycling; No place to cycle safely
 Some lane markings/space on roadways for bicycles would be great and would improve
road safety
 More bike trails would be nice; Need more bike trails; I would like to see biking trails
 This is not a very bike friendly town. We go to Ottawa and the Quebec side for safe

 Cycling is really growing and I find that the roads here are not for cyclist. The roads are
far too busy and therefore I bike on the sidewalk which is not the best thing to do. Now
wouldn't it be wonderful if the old railroad track that they tore up last summer be turned
into bike paths.
 I walk through the trails along the river and through The Grove in summer and winter. I
would like to see more cycling trails and more available information about them.

 Our roads are in poor condition for biking.
 To a large degree walking and cycling within town are restricted to streets and sidewalks
if you wish to go from point A to B. Hopefully the abandoned railways can provide an
opportunity to improve cycling not only within Arnprior but throughout Renfrew County.
There are some nice nature hikes.
 There needs to be a recreation push towards council to improve the safety of the
Madawaska bridge-- it really needs a safe barrier bicycle lane. This might mean taking out
one sidewalk and creating a lane for biking while pedestrians could still have a side to
walk on the opposite side. Yes the cheap way is to have youth walk there bike across but
even at that it is not safe for adults who bike frequently to work or older youth biking to
school. A barrier would provide protection from traffic.

Open Ended Comments
A few survey respondents commented on their satisfaction with sport fields and playing areas in
Arnprior:






McLean Park is always well maintained, fun place to play
I do not participate in these areas at the present. However, I believe they are maintained in
good condition
Not too familiar with the sports fields but haven't heard any complaints
Candlelighters ball tournament, excellent shape.
Again I do not use them but they do seem to be quite adequate for those that do use them
The rinks, pool, ball diamonds, soccer fields and track are currently in good repair. The
challenge is to maintain them without huge user fees driving away clients.
Suggestions for Sports Fields and Playing Areas Improvement
Tennis Courts
 I wish there were better tennis facilities; Tennis courts
 Dochart is great, but McLean seems under-utilized. A tennis court may attract more
people

Soccer Pitches
 I think that with the growth in soccer and decline in baseball/softball, the town should
consider converting some space to soccer fields. After all, we are using NcNab/Braeside
fields
 The baseball diamonds are not used enough and this is a beautiful piece of land - it could
be used for a soccer field or some other use but now it seems wasted
 Again, an indoor soccer pitch would be an asset to our community, given the growing
popularity of the sport.

 My children played soccer in McNab - we don't have our own soccer pitch(es)
 We don't really have outdoor sports areas ... We lack in this area. Schools have facilities
but the town of Arnprior does not even have a soccer field.

facilities then change my answer to Satisfied
 Would like to see better use of the Mclean Ave Ball Park. Maybe change to soccer. Would
be quite the thing to play soccer at night because that park is lighted. Do not change it into
a Dog Park!
 The hardball diamond gets very little use. The Town should consider converting it to a
multi-use field for soccer, football, rugby, etc.
 Arnprior needs a soccer field inside town limits!!!!

Baseball Diamonds
 I feel that the ball diamonds on McLean Avenue should be busier - it is a real shame to see
them not be in use most of the time especially on weekends. Why not solicit for more
tournaments?
 They are not used enough! (Ball diamonds) Not sure why (maybe the cost). Use this space
for other recreational events.
 Many people believe the Arnprior baseball diamond costs are too high. Many people are
considering renting the McNab Township's diamonds over Arnprior's diamonds because
rental fees in McNab are cheaper. The Town of Arnprior should also consider subsidizing
diamond rental fees for charitable tournaments. These tournaments are raising money for
good causes and are bringing more money/income to the town from outside teams
participating
 Need better care for the ball diamonds
 I have noticed over the past few years that the baseball diamonds are underutilized
 Need to use ABBA diamonds
 Sports fields are very well kept, too bad we are not seeing our diamonds getting more
utilization, with a great location, all 3 diamonds in one spot over looking the river with a
nice playground it would be nice to see our kids playing back in our own diamonds rather
than traveling to McNab/Braeside and using diamonds that are not in the same condition
Playgrounds
 Need more play equipment in several of the parks especially Caruso Street Playground.
 Maybe people still play baseball, but there's no opportunity for kids anymore. I'd turn the
splash pad into "Eastern Ontario's largest splash pad" then use it as a tourist draw. Filling
it out at the back of RSP won't take away from the green space near the river front.
 Our grandchildren live in Ottawa where they are all lead an Active Living lifestyle. The
Arnprior situation seems to afford comparable opportunities. Is a Playing Area the same as
a Playground in your nomenclature? I do hope to see a purpose built playground (as
advertised) on Moe Robillard as the young families in the area do need it for the
youngsters and family life in the community.
Suggestions for Other Sport Activity Needs
 I would like to see an outdoor skating/hockey rink
 There could be a running track.
 Need more playing fields
 Beach Volleyball seems to be a growing trend in Arnprior during the summer, and I think
the league and newly organized tournaments could expand to become quite the attraction
for the town. Currently, the beach does not allow room for more than 3 courts at a time
 Need a lawn bowling green
 Fields need major upgrades
 They have very nice Ball diamonds and Soccer Fields (McNab/Braeside) High School
Track and Tennis courts. Need to introduce Lawn Bowling area for seniors. BMX bike
course. Connect the train trestles could also make this a very nice view points over the
Madawaska River

The priority for me is hire more people and maintain the facilities that we have. Pruning,
weeding flowerbeds, tree cutting and clean-up, spray weeds, clean-up of various private
properties. Needs for Anrprior: We need to hire more people who are qualified to do an
excellent job. We have great facilities and play areas. We need a plan and we need a fiveyear plan which has specific stages and definite goals. We need some field supervisors
who know what has to be done and have a plan on how to do it.

 Off Leash Dog Park can be done at zero cost like Ottawa and get people to register at the

 We do not need a Dogs Off Leash area, very against this idea!

 My 1st priority was Trails for walking: This represents my comment on water front
boardwalk from Madawaska to beach
 Train Trestles trail connection for walking, biking, Snowmobiles. ATV to allow better
town access for the public and to generate more money for the town. This is my # 2.
 Mountain bike trails, possibly alongside the trails in the McNamara woods
 As I mentioned before: ATV trails - my first, second, and third priority!
Waterfront Activities and Marina
 Water activities such as kayak or paddle boat for rental or sign out
 Waterfront development is critical in order to attract future community development.
 As a first I would like to see more full week dragon boat camps for kids available at the
marina.
 Kayak launch
 With the water front fix the problem at the beaches with the Madawaska by having a
concrete pier extended out to deflect flow and to establish a big walking wharf with boats
and swim platforms
 I would like to see the old wharf rebuilt to take advantage of the Town’s perfect location
to attract boaters and revenue. Arnprior is currently not a destination for boaters. I keep
my boat at the Marina and have for 4 years. Arnprior boaters go to Pine Lodge or Norway
Bay, We need a Norway Bay wharf to attract boaters from other locations. I envision food
trucks on the Arnprior wharf that could offer services to boaters. The food trucks could
pay a fee to the Town to rent a spot. There would need to be docking locations but once
you have boaters on the wharf you sell them Arnprior and what we have. I would also like
to see better swimming/beach options. Having grown up in Arnprior, I spent my whole
summer at the park, swimming and jumping in off the wharf. Time to revive it. Saying this
I realize it is more complicated that just building a wharf, other government and ministries
(MOE) etc...and insurance and liabilities and cost but it should be considered. We are
missing out on attracting visitors to town via the river. Can you imagine cottagers in
Quebec getting in a boat and saying, lets head to Arnprior...I don't think they say that now.
Theatre and Performances
 Indoor theatre at a new town hall
 By live theatre I mean for live plays, musicals, concerts for choirs, visiting entertainers
 In addition to live theatre, a whole arts centre for music, theatre, choirs, orchestral concerts
etc.

A Facility for Older Adults
 A community center for education, activities for seniors. All of the seniors groups could
meet there, could be a day program for seniors so that spouses could get a break, and other
seniors could get out. Maybe attached to Nick Smith Center, so that there could be
swimming activities in winter, etc.
 It is difficult to rank only your top three especially if you are a senior as it would be nice
to have lawn bowling available and other recreational items that would appeal to them.
 A facility for many uses for elders, walking, ball hockey, basketball, volleyball,
shuffleboard, etc...
 Sometimes (and especially for senior groups), they just need some space and time in
existing facilities to meet and possibly carry on some kinds of interest groups (nature, craft
etc.) Facilitated but not overly organized.

Farmers market in central area.
I have some reservation about this questionnaire given the early stage of consultation.
Seems that you are offering solutions before the community has had feedback as to the
generic kinds of recreation is sought. As if Active Living comprises only 3 mutually
excluding aspects!! I am a lifelong cyclist, dog owner, singer, gardener.... each of which
are prime. I also have prime interests in the needs of others, including youth and families.
So this priority tabulation is somewhat bogus in what the sum will say. I am interested in a
multi-purpose acoustic auditorium...not just for live theatre. And so on. All you are asking
here is for a shopping list of capital projects. How about a question about the condition of
existing facilities. For instance, Town maintenance staff seem unsure of who is
responsible for BELL PARK. It shows in terms of the litter apparently due to some
irresponsible fishers. Does the Game Club on site have any obligations? Indicated as 2nd
priority is Natural Areas...my concern being specifically the Protected lands due south of
Wolfe Circle and Edward Vince Evans Ct. There was a citizen's group mobilized...What
happened? What's to be learned?

Respondents made many comments about encouraging use at the waterfront by adding features
and amenities that would enhance the user’s experience and even attract more users to the
waterfront.

Some controlled Development, e.g. a couple small restaurants, it would be nice to be able
to sit and have a meal overlooking our waterways
Waterfront cafe and small shops.
I hold the view that we should develop some of the waterfront to include restaurants which
the community can enjoy and which will ATTRACT visitors. It's okay to have "free"
activities, but there needs to be an attraction for non-residents. When people come to
town, they are looking for activities and places to eat and stay, and Arnprior offers these in
limited amounts. We only have one restaurant at the Quality Inn on the waterfront.
Restaurants (i.e. - moderate to fine dining) would provide tax revenue alongside all the
above activities.
A good eating venue beside the water would attract loads of tourist dollars from Ottawa as
well as locals.
Arnprior needs a central harbourfront facility complete with restaurant, storefronts and
possibly a small theatre with docking facilities for boats to tie up to. In addition, this
harbourfront facility would have fishing boat rentals, kayak/canoe rentals. This vision
could possibly be achieved as public/private partnership.
Restaurants to draw people to the waterfront in the evenings. Lighted boardwalk.
Just need an entire waterfront over haul....boardwalk, marina possibly, some facilities to
enjoy the entire waterway...pub etc...
Safety and Cleanliness
 Mark the hazards close to the dock or remove those large rocks that cause damage to boats
and motors
 Improve cleanliness of washrooms
Music, Festivals and Events
 Maybe in addition to the bandstand there could be concerts on the beach where people
could enjoy the music from the hill
 Loved the historical recreation done a couple of years ago. Those kind of events are more
than welcome
 Provide young talent opportunities to perform on a regular basis --not just daytime but
evenings too
 Would love to see our waterfront area developed in such a way as to include boardwalks
for strolling and an indoor live theatre venue.
 More events for seniors
 Bring back the big regatta from the past. The regatta always drew in large crowds and
boosted the economy of the town, although in the past Arnprior had many wonderful
stores that we certainly no longer have. The day of the regatta was a full day of fun and
excitement
 Every weekend you could use the Madawaska River for Dragonboat, canoe and kayak
races
 Need a proper stage area at the park for music and stage acts
 Although a lot is offered in terms of concerts etc. at Robert Simpson Park, it is only in
summer. There are very limited facilities for the performing arts in the other seasons. I

believe this town would make excellent use of modern live theatre facilities, with raked
seating (not to mention comfort), a proper stage with rook for wings and flies. Not only
would the town make great use of such a facility, it would draw people from the
surrounding communities as well.

most beautiful view in Arnprior
 We like and use all the facilities we need currently at the Arnprior waterfront, nothing

By far, respondents would most like to see washrooms (67% or two thirds of all respondents) and
a restaurant (over 50% or half of the respondents) at the marina and feel that these two amenities
would greatly enhance the enjoyment of the marina and waterfront.

Open Ended Comments About Marina Services
In terms of Marina Services, respondents made the following comments for additions or
improvements:
Food Services and Vendors
 Coffee shop near the boat launch. A market analysis might be needed in order to assess the
need (for restaurant)
 Rental of canoes or kayaks from the park or marina
 Small vendor booths
 Waterfront restaurant along walking paths
 Develop the area with small steps: ice cream, t-shirt, restaurants, etc.
 Rentals, guided fishing charters
 A higher end restaurant
 Need restaurants and other commercial activities to liven it up.
 A good restaurant/clubhouse that can be accessed by everyone, not just boaters/members.
We have this at Nepean Sailing Club and it's really popular with non-sailors.
 Rental kiosk with canoes, kayaks, paddle boats, etc. Profits can be used for other parks
and rec areas. Hire students only open summer months May-September.
 As noted previously, Arnprior's vision would be to have a have a Harbourfront facility. A
place where people on the Ottawa River would come to tie up their boats as a destination.

 Arnprior has a beautiful waterfront location that is vastly under-utilized. More emphasis
needs to be made to draw tourists, like restaurants, bars, boat rental facilities along the
waterfront.

E.g. Norway Bay on Quebec side....boardwalk, wharf, safe, Access to Restaurants
(especially since East Side Mario's is on the water front already.
Again, we need restaurants to attract people to the town, and the waterfront is an ideal
place within walking distance of shops downtown. If power and water are supplied to boat
slips, transient boaters may not opt to go downtown but may stay on their boats. I am not a
boater, so I'm not certain what a boater is looking for in facilities. Free wi-fi access would
certainly be an attraction for many.
Area for fishing
I just wish that the sewage pump station on Madawaska Blvd to SW of East Side Mario's
would get fixed and/or get a proper stack so as to get rid of the frequent stench emanating
on the breeze. I see derelict docks on the shore at the Weir Park... any plans to remove or
restore?
Shops for fresh groceries, gas for boats and spot to leave canoes and kayaks for a few
hours.

 At some point money will need to be spent to replace all the main docks and fingers. The
wood will not last forever.
 Optional power slips
 Not all slips require water and power; perhaps a ratio of 1/3 serviced is a good start. There
is not enough room for pontoon houseboat dockage and/or mooring currently. There used
to be a larger number of pontoon houseboats (which are an attractive option is our region)
when dockage was available. Additional slip space could be design to work to the left of
the current boat launch if done properly. The ramp must be removed and redesigned. The
slope is too great and more that I can count have had trailers bottom out, scraped and
recovery of larger vessels is very difficult because of its design. Having restaurant or
central business location (as I started with the cabana office I built) can be a start to a year
round recreational hub; close for snowmobilers and boaters. Boaters will travel to a
destination if there... as they once did from all over the river to Vacation Inn restaurant
when there was a dock there. The Town should take ownership of that area and dockage as
well to promote all of the businesses on that side of the bridge. Signage at the waterfront
there would be an asset; and businesses on that side of the bridge have previously agreed
to assist with initial costs for signage near the waterfront (and previous dock) there.
 Dedicated area for small boats i.e. dragon boat, canoes and kayaks.
 Another dock at ramp. Sometimes very busy and if a boat is getting gas it can be
dangerous as well depending on skill set of boat drivers. Also maybe a dock
 New docks, new fencing a real face lift

I have a cruiser. I move it to Kingston in the fall because the marina there has shore
power. I think that one dock with shore power would be enough for the number of boaters
that need this service, but the layout of the marina slips would prohibit this since the slips
are really not wide enough for two cruisers side by side. So if you wanted to add shore
power to one dock, I would suggest you make the slips on that dock much wider. Fresh
water hose, if you went ahead on the power dock, it would make sense to have fresh water
on that too. If you don't go ahead with a power dock, the bare minimal should be a fresh
water hose at the gas dock. We often fill up the water on the cruiser in Kingston while we
are getting gas. Washrooms would be really nice (showers optional)
There need to be better docking for day trip boats that want to tie up for a couple of hours
and walk to the park or into town for food.

 Shuffleboard park near the beach
 "No Boat"
 Haven't given this much thought but anything to improve "traffic" and "awareness" of this
gem
 The marina service is not necessary for Arnprior as there are many amenities in the area
for boaters. Use that area as a green space with park amenities
 A pavilion that could be rented and used for events like weddings and festivals would be
great. (Similar to Carleton Place's canoe club)
 Not involved in marina services so not sure what requirements boaters would need/enjoy
 Can't really comment not sure of the usage, but have heard from other people for boaters
coming in showers seem to be defined if they are to go into town, but not really sure about
that.
 The boat bypass network installed on the Ottawa River about 10 years ago has almost
minimal use. Investing in marinas is unlikely to pay dividends.
 The cost is too high right now that is why it is not full. Again can't keep comparing us to
the city and the overall incomes are not there.

User Fees Affordability
Almost 61% think Arnprior recreation user fees are affordable, while 18% are undecided and 10%
think that they are too expensive. (12% had no comment.)
Approximately 45% would support an annual increase in user fees (of 3% or less) but 24%
wouldn’t, and 26% are undecided. (4% had no comment).

Open Ended Comments About User Fees
Respondents have many different options about the affordability of recreation user fees in
Arnprior.
Some Fees are Expensive Now: An Increase Would Be Unaffordable
 As a non-resident, I do not believe I'll be able to continue with aquafit if fees are raised
 3% is higher than the cost of living. Most people's income does not increase that much
annually. Rentals are high, especially if you have any non Arnprior residents involved.
The out of town fees are causing issues for those in town as well.
 Affordable for a 2 income professional family. An increase on top of the current nonresident fees would make programs unaffordable for us.
 Affordability is a very subjective position. Most wages do not increase with cost of living
 I find it is really hard to do things at the Nick Smith Center because of the price of things
that my family would like to do.
 Personally affordable but not so much for all in the community. Cost of living is a
misleading statistic as wages are not keeping pace. Without these facilities and access for
all, the concept of "community" will greatly diminish.
 Seniors on fixed income can NOT afford increases
 Fees are good for people who live in town, but very expensive for out of town people
which is very unfortunate.
 Annual passes for swimming have jumped every year, and by more than 3 percent. User
fees have also increased because if the agreement not being signed by Braeside so that
doesn't help either. To use a service once in a while is affordable, but to sign up to do it
year round is quite expensive.
 This is assuming that my current job pays me the same increase....which they won't be.
 As a "middle class" family with two children we struggle pay cheque to pay cheque to
make ends meet and provide the necessities our children need and as well have them
involved in recreation activities. Everything from food, gas, recreation programs, etc. are
increasing year to year and our pay does not increase at the same rate. Therefore, I cannot
support a year to year increase in my taxes plus a year to year increase in user fees.
 We still live in a small town and yet we soon will be paying city prices for recreation!
 No more, cost of living is not 3%. Cost is high enough. Your diamonds are outrageous,
and your rink, we are not in the city.
 Hockey is getting too expensive
 Again with lots of cuts a lot of families can't afford it now. Everyone keeps saying it is
cheaper than Ottawa but you have to remember we are not Ottawa and don't have the
industries to help offset cost or the wages. With more people moving from the city we are
just that the Bedroom community. But we need to change that and become Arnprior again
and not the Bedroom community.
 Some fees are affordable others are not. I.E I can rent all three McNab ball diamonds for a
day for the cost of one diamond in Arnprior so why would I rent the ones in Arnprior, the
cost of less used facilities need to be lowered. Also if Iwant to rent the ice for an hour now
it is too much of a hassle. "User fees" I have to provide a list of players every time is

crazy. I can go rent the ice now in Ottawa or other surrounding areas cheaper than
Arnprior I can also rent prime time ice that has not been booked at last minute discounted
prices in other towns including Ottawa. Arnprior should look at its schedule every couple
of weeks and offer the ice at a cheaper rate. Better to rent and get 120.00 for it than leave
it sit unused. Other rinks do this as I have booked them. I try to help out kids once in a
while for on ice instruction but when it starts costing kids close to 20.00 for an hour skills
practice it’s not worth it. It’s funny they offer shinny for 5.00/hr and don't ask for your
address, but you can’t rent ice out that is not booked for the same price and out of town
hassle free list.
Some programs are very affordable like Dragon Boating but Yoga is way too expensive.
A Fee Increase Acceptable
 Would keep increases to every other year or every 5 years.
 Especially if the rate of inflation remains at 1.5%.
 I would be happy to pay extra as a non-resident for any facilities that I use in Arnprior.
 Although I live "over the Ottawa border" and I find the fees very high, I continue to use
Arnprior in all ways as my "home" town! I shop, pray, and play in Arnprior!
Increase Acceptable for Perceived Value
 I do not know what current user fees are but some increases would be acceptable if there
was value in the activity being paid for.
 I would be ok with an increase if there were actual improvements being made, such as
improving the Nick Smith Centre and creating a soccer field. Not fond to see increase just
to maintain the status quo
 If this is to help with the improvement of town sports facilities, I would happily pay for
the fee.
 I have agreed an increase in fee if the facilities and parks are improved to benefit all. This
includes wheelchair and walker access. Perhaps an area to stimulate those people who
have challenges, a garden with things that can be touched or smelled to simulate senses
and abilities
 Maybe 2 % This would help guarantee services for my grandchildren and so on
Recreation Should be Financially Accessible to All
 I would like to see the Ontario Government have aquafit tax deductible for people over 65
or doctor's advice.
 But with some kind of subsidies available for those who may have to otherwise do without
 I think that low income residents should be given discounts when using recreational
facilities, especially families and seniors.
 A) While fees are an important component of providing good recreation services, what is
affordable for one person may not be for another. We need to ensure that recreation
opportunities exist for everyone. B) Once properly established.
 I believe these activities (swimming, soccer, baseball, hockey, etc.) should be kept as low
as possible - supplemented from taxes, other revenue etc., to allow the kids to have
physical activity and things to do - that the majority, if not all, residents can afford.

It does have to be affordable for all. Not everyone is getting a 3 per cent annual increase
and actually fall behind each year. The old question get something off a lot of people or
get a lot of a few people.
Raise fees as long as those who need subsidies have the needs baseline adjusted as well
Some facilities (in my mind) will always operate at a loss such as the swimming pool.
The cost of running sports for kids comes at an expense. Let's help keep our kids off the
streets, and ensure sports are affordable for all families, not just the elite
Recreation facilities are part of what makes a community and should be funded primarily
from the tax base. If user fees go up too high, they will tend to be under-utilized and thus
not generate revenue.
Agreement with McNab/Braeside
 It is almost imperative that we have a contract with McNab/Braeside and Renfrew
 A transfer agreement with McNab/Braeside would reduce costs for all participants
 I also believe that non-residents should have to pay higher usage fees, due to the fact that
their tax dollars to not subsidize these services at all
 Well if you let McNab/Braeside be a part of the community you would not have to
increase the user fees
User Fees Must Cover Costs
 Question A) is not a fair question - there are many in town who are on fixed incomes or do
not join programs because of cost, but there are also those who can afford it. I am
fortunate to be able to pay. The Town must put a stake in the ground, determine if uptake
levels are sufficient to warrant continuation of the program or decrease in price on an
annual basis. It would be helpful if the community knew the actual cost of running
programs, facilities management etc. - i.e. - publish in local newspaper. I do not like the
tiered costs of programs (McNab - Arnprior - non-resident). Fees should be charged to
cover costs, regardless of where you live - i.e. - expect 15 swimmers, charge for cost
recovery and not based on resident status.
 User fees should cover all costs of programs/rentals, no subsidy by taxpayers
 Make the programs self funded, i.e. no tax payer funding
 I have a problem with tax dollars supplementing user fees. Let the users pay an
appropriate fee to cover necessary expenses.

More tax dollars to Rec/Parks/Development -- less to police, waste collection (i.e. 2 week
pickup)
We could be doing a lot more to create income from bike rentals, boat rentals and
paddleboat rentals etc. to create more revenue for the Recreation department.
The baseball diamonds in Arnprior are used three nights a week at most. If the rental fees
were lowered it may attract more rentals and help reduce the risk of current rental users
from renting elsewhere.

Other Comments
 Certain items yes, others no. Items such as rental of the waterfront, marina usage, rental of
different event areas, etc. yes. Activities geared to kids, maybe slight, periodic increases -yes
 I would need to read up more on the current numbers, and other examples of surrounding
municipalities to provide a better answer
 Fees for activities at the Rec Centre are commonly accepted, ditto use of marina facilities,
curling and lawn bowling and such. Fees for public facilities such as multi-use trails can
become problematic.
 I don't use any of the recreation programs, so I don't know if the fees are too high/low. I
am a single woman with no children. So, I would not like to see the taxes increased to
further subsidize these programs. Since there is no box given at the end of the survey for
general comments, I will include my comments here. As a single woman with no children,
I have difficulty answering many of your questions. But I hope that I have provided at
least a little feedback for your consideration
 Would like to see rebate for marina slip rental in years where the slips are not accessible
due to high river levels like this year.
 We are vehemently opposed to an off leash dog park ANYWHERE NEAR OUR
WATERFRONT. If our tax dollars are awarded to any such park NEAR WATERFRONT
you will be hearing from us in spades.

Respondents offered many comments about approaches to take for collecting user fees from nonresidents:
Pay Higher Non-Resident Fee
 Arnprior taxpayers should not be subsidizing McNab/Braeside residents' recreation costs.
So either of the marked answers (M/B should pay a higher, non-resident use fee or M/B
Township should share the costs...) are acceptable to me.
 If McNab/Braeside residents don't share costs and don't have to pay higher user fees, then
NO non-residents should have to pay higher user fees.
 An increase should be imposed only if McNab/Braeside have the same facilities and
amenities as Arnprior
 Agreement --Otherwise they should pay a higher, non-resident fee.
 If McNab/ Braeside will not support a shared system they must be required to pay more
 Unless they are paying "Arnprior Taxes/Land" then they should pay the non-resident user
fee.
 We all use the facility we should all pay for the programs that are offered to us, however if
McNab/Braeside does not want to have work with a cost sharing then they should pay
higher rates to cover the cost of the facilities, the facilities cost money for the up keep and
organization and staffing, All out of town users should pay extra to offset the taxpayers in
town.
 Ideally a joint agreement or cost share agreement is best for both communities. However,
if the Township chooses to remain separate (i.e. outside a joint agreement), then the
Township has given the Town of Arnprior no other choice but to ask the non-residents pay
a user fee which would be higher
Non-Residents Pay Same Fee
 When the people of McNab/Braeside come to our Town Centre, they shop here; they leave
their money here.
 I would like to see Township Residents really getting involved in building up Arnprior
and its programs and having the same cost in using them
 I believe McNab/Braeside Township residents should share costs equally for Arnprior's
recreation programs and facilities. No more and no less.
 Again this is a political issue and not all true numbers have been but forward. I do believe
that they should pay the same as they also help raise the money to get Arnprior to where it
is now.
 I am not a resident of Arnprior, but every time I go to Arnprior for recreation I spend
money there for groceries, gas, restaurants, hardware and numerous other items. As a
family of 3 we spend between $20,000 and $30,000 annually in Arnprior.
 It's unbelievable and extremely short minded that a small village less than 3 mins away
should pay a higher fee. Do people living on the old highway 17 have to pay higher fees
since they are now considered Ottawa? Everyone needs to grow up in this situation.
Braside had a hard enough time finding a post office. Does Arnprior really think they can

make their own library? Your comparing apples to oranges as far as tax dollars. If you
want less people in a town that already has a DEAD and dying downtown core then keep
up the stupidity. If you focused as much on creating a vibrant downtown as you did on if
someone in Braeside should pay $30 more for the library then maybe we wouldn't have
the worst downtown core in the Ottawa Valley.
My Daughter plays hockey for the Madawaska Girls Hockey Association and the costs for
the ice is added up and divided amongst everyone. Our fees went up approx. 25.00 per
person which is not unfair. What is unfair is our numbers dropping because McNab
residents can't afford to pay higher fees. As it is it is very costly to have more than one
child in a sport at any given time. (we have 2 that play everything together). There are
some families that struggle to make ends meet and raising their fees seems a bit unfair to
their children if they cannot afford the higher increase. All recreational activities should be
divided by each player regardless of their residents.
Have to Consider Taxes Paid As Part of the Approach
 If they are to pay the same rates as residents, then they should be taxed accordingly (the
same as the residents' tax dollars that are used to subsidize user fees).
 I do not think that the taxpayers of Arnprior should have to pay more (through their taxes)
than do Township residents. It's time for the free ride to stop!
 I cannot believe or understand some of the comments in this regard over the past several
months. Suck it up for the greater good folks! Good thing it was decided a long time ago
to have education funding as part of everyone’s tax bill, even for those without children;
as with the current sentiment of some short-sighted folks would have only those with
children pay for everything. How ridiculous. We all should pay our part to make our
community and society a better place. Just because you may not read; does not mean that
you should not realize and support the benefits of reading ... and a library (as an example).
 It takes a community to raise a child. Let's make sure that every child has the opportunity
to participate in sports.
 They still pay less than Arnprior residents as they are not taxed as much as we are for the
same services.
Cost Sharing Agreement
 Absolutely 100% want a fair user agreement!
 McNab/Braeside resident should pay a fee that is "fair" and "equitable" for non-residents
and residents of Arnprior. I am not sure what this formula would be but it needs to be
defendable and justifiable!
 Cost sharing is the only way to proceed. Common overhead and infrastructure is bound to
be more cost effective -- community facilities are not profit centres.
 I feel it should be a mutual shared cost
 If MB intends on building its own facilities, it should keep the agreement with Arnprior
until such time as they are able to provide the services themselves. It isn't fair that MB
residents are having to suffer for lack of vision by MB council.

I'm hoping that after the October election, there will be new representation in Braeside/
McNab that will more reasonably engage in a cost sharing agreement so that ALL citizens
will able to utilize the Arnprior Library and recreation services with no financial burden.
I live in McNab and feel we should pay our share. Our council certainly does not have a
problem using your amenities as a selling feature!! I feel the agreement should reflect
usage with a flat rate included.
If there's a fairly large population base to financially support community recreation
facilities. To pursue independent facilities is pure folly.
Being a resident of MB, I'm very discouraged by the approach MB Counsel has chosen.
Although I'm minimally affected by the change, my family was a heavy user of the
Arnprior programs. It would not be fair to expect the Arnprior resident tax $$ to cover
those of MB residents. I have no doubt this issue will take care of itself come October
It would be nice if the township shared the cost but I don't know if that's going to happen.
It's a nightmare when we have teams with Town and McNab residents mixed to figure out
the cost for rentals. More users, lower cost/user. If we don't already we should advertise in
Ottawa when we have unused ice time etc. Our non-resident fee is probably lower than
Ottawa's resident fee.
But good luck getting that back in place...
As much as McNab residents use the Arnprior facilities, Arnprior residents use the
McNab/Braeside facilities i.e. Braeside Ball diamonds, McNab Ball Diamonds the
Braeside rink, Dochart soccer fields and all of the boat launches, I think they need to share
the costs but should not be a 50/50 split
I believe there should be an agreement. For youth programs to survive we need McNab
residents. By charging the extra user fees though, there are many kids going to play sports
and other activities in other communities. If kids go elsewhere we lose many things like
coaching resources, competitiveness for those types of teams and even not enough
registration to support some teams. It is the Arnprior Youth that will lose out in many
ways. Arnprior residents’ tax base should be able to support our facilities, any out of town
resident fee retained should support capital projects or recreation upgrading. The town
should lower the shared cost agreement and separate the Library from this by keeping out
of town user fees for that facility on its own.
With a reasonable percentage...based on users from the previous three years....
Amalgamation
 Consider major municipal restructuring. Why do we have Town, Municipal, etc. How
about creating South Renfrew and merger?
 Arnprior should annex Sandy Hook/Braeside, and then the farmers wouldn't have to pay
anything
 I predict that in the next 20 years that McNab/Braeside will amalgamate with the Town of
Arnprior and this controversial question will be answered.
 Maybe Braeside should become part of Arnprior?
 These two communities are so intertwined. Is amalgamation not the answer!

Although a low probability, the best solution would be to logically expand the town limits
of Arnprior into McNab/Braeside such that Arnprior is one big town. It is crazy that
Division Street is the dividing line.
Membership and Other Ways to Contribute
 Would some type of recreation membership not be less hassle and have this more in line
of what McNab residents’ tax increase would have been instead of ridiculous user fee
charges. It’s funny that Kinburn, Horton, Pakenham etc. residents never where charged
fees before but now they are. There are many users from the now Ottawa side of Arnprior
that support our youth registrations why where they never charged user fees before?
 However, many people live out of town but choose Arnprior as their community to
support -- allow non-residents to purchase a membership (annual) to avoid the nonresident user fees, for a reasonable price!
 Have them contribute to capital and replacement costs; They should also contribute to
replacement/capital costs
 Other towns are moving away from non-resident user fees or cost-sharing agreements.
Give priority to tax paying residents for two weeks, then open up our facilities to any
person who would like to join. We will attract more people by asking for less and have our
facilities full. So many other ways to generate income and the town is not exploring them
yet.
Cost Recover/User Pay Basis
 The 3rd option which has been the status quo for years is not working and is predicated on
McNab being willing to sign an agreement. On the surface, it looks like a reasonable
option, but it forces an agreement to be negotiated and artificial "bad blood" between
councils to come to the fore (and this "bad blood" is NOT shared by the general
populace!!!). All programs should be on a cost-recovery basis.
 I think it should be user-based, since many of my neighbours never use any of the rec
facilities available in Arnprior!
Other Suggestions
 Renfrew should pay as much as residents of McNab/Braeside.
 Other bordering municipalities should be held accountable too to make things more fair to
M/B
 Without showing and having budget figures it's hard to decide. Income and expense vs
profit and loss determines what way I would decide.
 It wasn't broke so why does McNab/Braeside feel a need to fix it?
 This is a complex question and is partly dependent on Ontario government transfers for
recreation. Cost differences almost always end with somebody being upset: "Why do I
have to pay more for the same services", "I wouldn't have to pay so much if those other
people pay their fair share". There are users from the city of Ottawa who live in West
Carleton and from Pakenham Township. I really don't have a solution.
 This issue is too complex for a survey - it should be debated in a public forum
 I am so sick and tired of this topic. I don't care anymore.

If I am not mistaken, the mil rate for McNab/Braeside is lower. Folks choose where to
live. We chose Arnprior because of the amenities. I do not understand the reasoning of the
contention.
Sadly this is an issue, recreation facilities such as we have demonstrate a progressive
community for attracting industry to and an area and also for people choosing to live here.
If we used the "user pay" card we would never have the facility we have. Indirectly a
prosperous community is the result
Although I pay my taxes to Ottawa, I use all of the services of Arnprior.....I would like to
be able to redirect a portion of my tax dollars to Arnprior, by getting credit for not using
the Ottawa facilities. With computers, all of this can be tracked!
