It will walk you through four options for accessing information so that you may choose the one that best suits your needs, but the easiest solution is the new search bar -- you can quickly find answers simply by typing in any word, phrase, or question. Another improvement to the website is the format in which news and events are categorized. Underneath the search bar, you’ll find three category boxes: a service directory that provides instant access to the most searched terms, current news, and a calendar of events. Guide to the New Township Website – www.northamptontownship.com 2 Public Works Potholes 101 Building & Codes T his past winter has truly taken its toll on the roads in the Township. We have spent more than 1,400 man hours to shovel close to 200 tons of cold patch mix to fix potholes. We can certainly blame Mother Nature, but potholes also involve the limitations of road construction. Most roadways are built in layers, starting with compacted earth and gravel for drainage. All of these layers are covered with asphalt, which is a blend of bitumen, oil byproducts, curatives and aggregate gravel. In an ideal setting, this layer of asphalt repels rainfall and snow, forcing it into drains or the shoulder of the road. Potholes form because asphalt road surfaces eventually crack under the heat of the day and the constant stresses of traffic. These cracks allow snow and rainwater to seep into the underlying dirt and gravel. During cold nights, the water freezes and expands, pushing out some of the dirt and gravel, leaving a hole when the water eventually melts. Drivers continue to drive over these unseen holes, putting even more stress on the thin asphalt layer covering them. Road maintenance crews have two different ways of fixing the damage: using a temporary cold patch mix or a permanent hot summer mix. The winter mix consists of soft asphalt shoveled into the holes after they have been cleared of debris. The summer mix is a combination of road grade asphalt and aggregate designed to last for years, but it can only be applied during dry, warm weather. WHAT IS THE ZONING ORDINANCE? The Pennsylvania Municipalities Planning Code (MPC), allows municipalities, such as Northampton Township, to adopt a Zoning Ordinance and outlines the procedures to do so. In summary, the Zoning Ordinance contains the following: • A map identifying the zoning designation of each property in Northampton Township. • The zoning requirements for each district, such as the setbacks from a property line to build an addition, minimum lot areas, and lot coverage requirements. • The permitted uses in each district, such as uses permitted in the various commercial districts. • Parking requirements for uses, such as retail stores and office buildings. • Requirements related to sheds, fences, and detached garages. • Regulations with respect to signage. • Administrative procedures related to the Zoning Hearing Board, which is the Board that hears variance and special exception requests. For example, if your addition proposes a fifteen (15) foot side yard setback and you are required to have twenty (20) feet, you can file to the Zoning Hearing Board. In the next issue, we will focus on this process in greater detail. Ordinance Corner Ordinance Corner is a new quarterly feature that will explain a Township ordinance or section. Our full Code of Ordinances can be found at http://www.keystatepub.com/. Chapter 15: Motor Vehicles and Traffic ~ Part 9: Snow Events ~ §15-902. Parking Prohibited During Snow Event “It will be unlawful for any person, firm or corporation, whether principal or agent, to park any motor vehicles on any public street within the Township during the period of time commencing after snow begins to fall and ending 72 hours after the cessation of a snowstorm.” This ordinance, in conjunction with the ability to tow a vehicle (§15-905) and assess a fine (§15-906), is preventative in nature to ensure the safety of all residents during a snow event. By removing your vehicle from the road during a snowstorm, we’re able to address road concerns more effectively and reduce the risk of accidents. N 3 16 Veterans Advisory Committee I n 2003, Pete Palestina, then Chairman of the Township’s Board of Supervisors, was asked to sit down with a group of moms and wives of local soldiers, otherwise known as “Families of our Northampton Patriots.” They expressed their interest to find a way to honor and support the military troops from the Township. Though they thought of many ideas, there was one that stuck: the Patriots Flag Program. On April 23, 2003, the program was initiated by the Board of Supervisors to honor Township military serving in Iraq, Afghanistan and other combat areas. A soldier’s family accepts a military flag on their behalf where it is escorted to the display area behind Board’s dais. Autozone, Valvoline Instant Oil Change, and other service stations in your community accept used oil. Some will also accept your used antifreeze. Never dump oil or antifreeze down the storm drain which flows into the creeks or rivers. Reduce auto emission through regular auto maintenance, ride sharing, and use of public transportation. Fix oil, radiator and transmission leads in your car. Don’t let your car leave ugly oil slicks behind. Use a garbage can for your trash. Recycle reusable materials. Don’t put trash and litter in the street: it will be washed to the river. Sweep the dirt from your walk or driveway back into the yard with your broom. Pick up pet waste and dispose of it in the toilet or trash. Hosing dirt and pet waste away sends it into the drainage system and directly to the creeks & rivers. Dispose of any hazardous home chemicals at approved household hazardous waste collection sites. Use the least toxic products available in your home and garden. 6. 7. 8. 9. 10. Choose water-based paints such as latex. Wash brushes in your sink with water. If using paint thinner, reuse and recycle it. Solidified paint can be disposed of in regular household waste. Don’t pour any paint or toxic material down the storm drain. Use pesticides and other lawn chemicals sparingly. Never double the dose! Follow the directions and do not apply if rain is forecasted. Go to a car wash or wash your car in the grass. Don’t wash that grimy road dirt and chemical cleaners down the drive and into the storm drain. Pick up and properly dispose of leaves and grass clippings. Start a compost pile with yard waste. Never use streams or gutters to dispose of yard waste. Maintain your septic system. Have it pumped out every 3 years to remove sludge and scum. Do not use tank additives, and practice water conservation to prevent overworking your system. Repair or replace malfunctioning septic systems. EDUCATE YOUR FAMILY, FRIENDS AND NEIGHBORS, SPREAD THE WORD. WATER POLLUTION IS EVERYONE’S PROBLEM: WATER QUALITY IS EVERYONE’S RESPONSIBILITY. VS VS here is Jamison Road in Northampton Township? You don’t know, do you? That’s because there is no Jamison Road in the township. However, that was what my family always called Middle Holland Road; because the 94 acre Jamison Brothers Farm, also known as “Windy Knoll” was the most identifiable landmark on the road. Henry Jamison emigrated from Scotland in 1728 and purchased land in Warwick and Northampton townships. If you play golf at the Neshaminy Valley Golf Course, you are playing where Henry first farmed in his new country. The town of Jamison still bears the family name. Henry’s great-great-great- grandson, another Henry, bought the “Jamison Road” farm in 1900. His sons, William and Herbert, took it over and farmed it for decades. Their main crops were corn, wheat, soy beans, hay and potatoes. The grains were used on the farm to feed the livestock, mainly chickens. The chickens were sold at auction in Doylestown and the eggs sold on the farm. Soy beans and hay were sold to wholesalers; while the potatoes were marketed in Philadelphia. Now In the mid-1950s the farm focus changed. It became a dairy farm and the milk was picked up by tank trucks from Greenwood Dairies of Langhorne. Someone out there must remember Greenwood Dairies ice cream! William, Herbert and Herbert’s son, Robert, continued to operate the farm until 1976 when it was sold to the developers of the Tapestry complex. Now, 404 families make their home on the former Jamison Brothers Farm in a variety of single homes, town houses and condo units. If you are interested in learning more about Northampton Township’s history, the Northampton Historical Commission encourages you to stop by the Township Archives, located in the Township Library. The Archives are open to the public on Mondays from 12:00 p.m. to 7:00 p.m. and Friday 10:00 p.m. to 1:00 p.m. or by appointment. VS VS here is Jamison Road in Northampton Township? You don’t know, do you? That’s because there is no Jamison Road in the township. However, that was what my family always called Middle Holland Road; because the 94 acre Jamison Brothers Farm, also known as “Windy Knoll” was the most identifiable landmark on the road. Henry Jamison emigrated from Scotland in 1728 and purchased land in Warwick and Northampton townships. If you play golf at the Neshaminy Valley Golf Course, you are playing where Henry first farmed in his new country. The town of Jamison still bears the family name. Henry’s great-great-great- grandson, another Henry, bought the “Jamison Road” farm in 1900. His sons, William and Herbert, took it over and farmed it for decades. Their main crops were corn, wheat, soy beans, hay and potatoes. The grains were used on the farm to feed the livestock, mainly chickens. The chickens were sold at auction in Doylestown and the eggs sold on the farm. Soy beans and hay were sold to wholesalers; while the potatoes were marketed in Philadelphia. Now In the mid-1950s the farm focus changed. It became a dairy farm and the milk was picked up by tank trucks from Greenwood Dairies of Langhorne. Someone out there must remember Greenwood Dairies ice cream! William, Herbert and Herbert’s son, Robert, continued to operate the farm until 1976 when it was sold to the developers of the Tapestry complex. Now, 404 families make their home on the former Jamison Brothers Farm in a variety of single homes, town houses and condo units. Autozone, Valvoline Instant Oil Change, and other service stations in your community accept used oil. Some will also accept your used antifreeze. Never dump oil or antifreeze down the storm drain which flows into the creeks or rivers. Reduce auto emission through regular auto maintenance, ride sharing, and use of public transportation. Fix oil, radiator and transmission leads in your car. Don’t let your car leave ugly oil slicks behind. Use a garbage can for your trash. Recycle reusable materials. Don’t put trash and litter in the street: it will be washed to the river. Sweep the dirt from your walk or driveway back into the yard with your broom. Pick up pet waste and dispose of it in the toilet or trash. Hosing dirt and pet waste away sends it into the drainage system and directly to the creeks & rivers. Dispose of any hazardous home chemicals at approved household hazardous waste collection sites. Use the least toxic products available in your home and garden. 6. 7. 8. 9. 10. Choose water-based paints such as latex. Wash brushes in your sink with water. If using paint thinner, reuse and recycle it. Solidified paint can be disposed of in regular household waste. Don’t pour any paint or toxic material down the storm drain. Use pesticides and other lawn chemicals sparingly. Never double the dose! Follow the directions and do not apply if rain is forecasted. Go to a car wash or wash your car in the grass. Don’t wash that grimy road dirt and chemical cleaners down the drive and into the storm drain. Pick up and properly dispose of leaves and grass clippings. Start a compost pile with yard waste. Never use streams or gutters to dispose of yard waste. Maintain your septic system. Have it pumped out every 3 years to remove sludge and scum. Do not use tank additives, and practice water conservation to prevent overworking your system. Repair or replace malfunctioning septic systems. EDUCATE YOUR FAMILY, FRIENDS AND NEIGHBORS, SPREAD THE WORD. WATER POLLUTION IS EVERYONE’S PROBLEM: WATER QUALITY IS EVERYONE’S RESPONSIBILITY. Remember it is illegal to put anything other than stormwater into the stormwater collection system! To report an illicit discharge call 215-822-7295. 14 Veterans Advisory Committee I n 2003, Pete Palestina, then Chairman of the Township’s Board of Supervisors, was asked to sit down with a group of moms and wives of local soldiers, otherwise known as “Families of our Northampton Patriots.” They expressed their interest to find a way to honor and support the military troops from the Township. Though they thought of many ideas, there was one that stuck: the Patriots Flag Program. On April 23, 2003, the program was initiated by the Board of Supervisors to honor Township military serving in Iraq, Afghanistan and other combat areas. A soldier’s family accepts a military flag on their behalf where it is escorted to the display area behind Board’s dais. We have spent more than 1,400 man hours to shovel close to 200 tons of cold patch mix to fix potholes. We can certainly blame Mother Nature, but potholes also involve the limitations of road construction. Most roadways are built in layers, starting with compacted earth and gravel for drainage. All of these layers are covered with asphalt, which is a blend of bitumen, oil byproducts, curatives and aggregate gravel. In an ideal setting, this layer of asphalt repels rainfall and snow, forcing it into drains or the shoulder of the road. Potholes form because asphalt road surfaces eventually crack under the heat of the day and the constant stresses of traffic. These cracks allow snow and rainwater to seep into the underlying dirt and gravel. During cold nights, the water freezes and expands, pushing out some of the dirt and gravel, leaving a hole when the water eventually melts. Drivers continue to drive over these unseen holes, putting even more stress on the thin asphalt layer covering them. Road maintenance crews have two different ways of fixing the damage: using a temporary cold patch mix or a permanent hot summer mix. The winter mix consists of soft asphalt shoveled into the holes after they have been cleared of debris. The summer mix is a combination of road grade asphalt and aggregate designed to last for years, but it can only be applied during dry, warm weather. WHAT IS THE ZONING ORDINANCE? The Pennsylvania Municipalities Planning Code (MPC), allows municipalities, such as Northampton Township, to adopt a Zoning Ordinance and outlines the procedures to do so. In summary, the Zoning Ordinance contains the following: • A map identifying the zoning designation of each property in Northampton Township. • The zoning requirements for each district, such as the setbacks from a property line to build an addition, minimum lot areas, and lot coverage requirements. • The permitted uses in each district, such as uses permitted in the various commercial districts. • Parking requirements for uses, such as retail stores and office buildings. • Requirements related to sheds, fences, and detached garages. • Regulations with respect to signage. • Administrative procedures related to the Zoning Hearing Board, which is the Board that hears variance and special exception requests. For example, if your addition proposes a fifteen (15) foot side yard setback and you are required to have twenty (20) feet, you can file to the Zoning Hearing Board. Parking Prohibited During Snow Event “It will be unlawful for any person, firm or corporation, whether principal or agent, to park any motor vehicles on any public street within the Township during the period of time commencing after snow begins to fall and ending 72 hours after the cessation of a snowstorm.” This ordinance, in conjunction with the ability to tow a vehicle (§15-905) and assess a fine (§15-906), is preventative in nature to ensure the safety of all residents during a snow event. By removing your vehicle from the road during a snowstorm, we’re able to address road concerns more effectively and reduce the risk of accidents.
