for Western Pacific deployments
SAN DIEGO - Arleigh Burke-class guided missile destroyers
USS Kidd (DDG 100) and USS Pinckney (DDG 91) departed Naval
Base San Diego Jan. 7 on independent deployments to the Western
Pacific Ocean.
Both Kidd and Pinckney have crews of more than 300 Sailors each
and are multi-mission ships designed to operate independently or
with an associated strike group. While deployed, both ships will
conduct theater security cooperation and maritime presence operations with partner nations.
“USS Kidd has spent the last year preparing for our upcoming
deployment by completing all basic and intermediate training phase
requirements,” said Cmdr. Gabriel A. Varela, Kidd’s commanding
officer. “Kidd is looking forward to a deployment in the 7th fleet
area of responsibility and working closely with our friends and allies in the region.”
“Pinckney’s crew is looking forward to continuing the fine reputation that the ship and Navy have established throughout the world,”
said Cmdr. Frank Okata, Pinckney’s commanding officer. “While
each and every Sailor on board will look forward to being reunited
with family and friends, we are steadfast in our commitment to
serving the nation.”
U.S. Third Fleet leads naval forces in the Eastern Pacific from
the West Coast of North America to the international date line and
provides the realistic, relevant training necessary for an effective
global Navy.

U.S., French navies work together
to ensure security, stability
GULF OF OMAN - Harry
S. Truman Carrier Strike Group
(HST CSG) began combined operations with the French navy’s
Task Force 473 in the U.S.
5th Fleet area of responsibility
(AOR) Dec. 29.
HST CSG, comprised of USS
Harry S. Truman (CVN 75),
guided-missile cruisers USS
Gettysburg (CG 64) and USS
San Jacinto (CG 56) and guidedmissile destroyers USS Bulkeley
(DDG 84), USS Carney (DDG
64), USS Hopper (DDG 70) and
USS Mason (DDG 87) is operating with the French navy’s Task
Force 473 to enhance cooperation and interoperability in the
region.
“This is a wonderful opportunity for our ships, Sailors and
Marines to work together and
gain a better understanding of
each other,” said Rear Adm.
Kevin Sweeney, commander,
HST CSG. “Our operations with
Task Force 473 will increase
both of our maritime capabilities
while helping promote long-term
stability in the region.”
The French ships include
aircraft carrier FS Charles de
Gaulle (R 91), destroyers FS
Forbin (D 620) and FS Jean de
Vienne (D 643) and replenishment oiler FS Meuse (A 607).
“This mission is a big challenge,” said Rear Adm. Eric
Chaperon, commander, Task
Force 473. “France and the
USA have been partners for a
longtime, but with this new and
rare opportunity to integrate
two CSGs, our cooperation is
becoming ever closer. All of
our sailors are really proud to
have a role to play in building
the operational interoperability
of our two nations.”

MILLINGTON, Tenn. - As part of a new Department of Defense
policy, the Navy began testing for synthetic marijuana compounds
during random urinalysis, officials announced Dec. 31.
The Navy expects to test more than 1.1 million samples this
year, and a portion of them will be screened for synthetic marijuana. Those that test potentially positive will be forwarded to
the Air Force Drug Testing Laboratory at Lackland, Texas for
confirmation.
“We’re testing synthetic cannabinoids - also known as Spice, K2,
Herbal Essence and other names - within the standard testing panel
conducted for urinalysis samples,” said Lanorfeia Parker, deputy
director, Navy Alcohol and Drug Abuse Prevention Office.
The change will be largely transparent to the command, requiring no changes to the way they currently collect and ship urine
samples for drug testing. In contrast to the Navy’s previous synthetic drug testing program, no action is required by the command
to have random synthetic drug testing performed on the samples
that are submitted.
The DoD estimates that nearly 1 percent of military personnel
may be using synthetic marijuana. In FY 2012, illicit marijuana
use among active duty military personnel was 0.43 percent and
for the entire DoD the prevalence rate was 0.64 percent. FY 2013
testing for Navy personnel indicated that .09 percent of all samples
were positive for marijuana.
If a member uses, possesses, promotes, manufactures, or distributes synthetic drugs, they face disciplinary action that could result
in unfavorable separation from the Navy. According to Parker, the
Navy’s policy on substance abuse is zero tolerance. “Substance
abuse puts lives and missions at risk, undercuts unit readiness and
morale, and is inconsistent with our Navy ethos and core values
of honor, courage, and commitment,” said Parker.

As seen
on TV
In late December, President Obama signed the “Bipartisan
Budget Agreement Act,” which includes language that negatively impacts current and future military retirees. It contains
an egregious provision that reduces the annual cost-of-living
adjustment for military retirees under age 62 by one percent,
starting with the 2016 COLAs. REDUX retirees (those who
accepted a retention bonus in exchange for reduced retirement
benefits) are excluded from these cuts. Every shipmate should be
outraged that members of the House and Senate, as well as the
President, would renege on a long-standing commitment made
to our current and future military retirees
and their families. Although we have
lost a battle, we have not lost the war.
This provision does not take effect
until 2016 and FRA will continue its
work to repeal this provision before
its effective date. Members are urged
to weigh in on this issue through the FRA
Action Center.
FY2014 NDAA signed into law
On Dec. 26, President Obama signed in to law a condensed
National Defense Authorization Act, which was pared down
to accelerate passage before the end of the year. Provisions in
the bill include: rejecting new and increased TRICARE fees;
authorizing a one-time offer to TRICARE Prime beneficiaries
who live outside a Prime Service Area to keep their current
health care coverage; authorizing a one-percent annual active
duty/Reserve pay increase; axtending special pays and bonuses
that would otherwise have expired on Jan. 1, 2014; providing new
protections for victims of alleged sexual assault; requiring DoD
and VA to have seamless electronic health care data by October
1, 2016; providing for additional Impact Aid for schools with
large military populations; and allowing veterans and service
members not in uniform the option of saluting during the Pledge
of Allegiance. FRA’s Legislative Team will continue to influence
key issues important to FRA Shipmates who were dropped from
the NDAA.
CRDP/CRSC open season underway
FRA reminds retirees who qualify for both Concurrent Retirement and Disability Pay (CRDP) and Combat-Related Special
Compensation (CRSC) that they can choose which compensation
they prefer to receive during the CRDP/CRSC open season that
runs for the entire month of January 2014. According to federal
law, retirees can receive either CRDP or CRSC, but not both. All
eligible retirees should have received a CRDP/CRSC Open Season
Election Form in the mail, which includes a comparison of the
CRDP and CRSC entitlement amounts and information about tax
implications. Retirees should return the form only if they wish to
make a change from CRDP to CRSC or vice versa. No action is
required to keep things the way they are and the current payment
will continue uninterrupted. Forms must be postmarked no later
than January 31, 2014, and the usual processing time for this change
is 30 days. All elections remain in effect, unless changed in a subsequent annual open season. Click here for more information.
Thanks for using Action Center in ‘13
Congratulations to shipmates and others who used the FRA Action Center to share their concerns with lawmakers during 2013!
Shipmates sent more than 58,000 advocacy messages from the
Action Center last year, including more than 10,000 messages
on the COLA-cut issue. If usage continues at this rate, we could
exceed the 112,000 messages sent during the two-year session of

2014 San Diego International Auto Show
there are many well engineered,
good looking, technologically
advanced and well built vehicles
to choose from.
Included among the vehicles
available to test drive were
all-electric cars: Chevy Spark,
Nissan Leaf and the soon-to-bereleased BMW i3. Each of these
demonstrated that cars can be
little on the outside, thus making parking and maneuvering a
breeze, while being roomy on
the inside, where it counts.
H
ow would you like to
have Southern California
freeways and streets almost all to
yourself, for miles and miles on
a postcard-perfect, gorgeous San
Diego day? You could have had
that on the first morning of this
year’s San Diego International
Auto Show. That’s because – for
the first time that I can ever
remember, the show began in
the morning of New Year’s Day.
What a great way to get in the
right mood for an auto show.
The San Diego International
Auto Show provided an excellent opportunity to compare over
400 makes and models, without
any sales pressure, inside the
spacious exhibit halls and outside the San Diego Convention
Center. This is a great time to
be in the market for a new car,
truck or SUV. No matter what
your needs and preferences are,
Moving somewhat towards the
other end of the size spectrum,
I also took the opportunity to
test-drive the luxurious Lincoln
MkT. It drives like a car and,
while not as large as the Lincoln
Navigator, it can comfortably
seat up to seven.
Being lean and agile in the
fiercely competitive truck market has distinct advantages.
Ram trucks have responded to
customers’ needs and wants with
a wide variety of innovative and
desirable features, including
an optional load-leveling air
suspension system that provides
heavy load carrying and trailertowing capabilities when needed, and maintains a comfortable
ride and good handling when
the trucks are unloaded. One air
suspension setting conveniently
lowers the truck for easy entry
and exit. Two off-road settings
raise the vehicle for improved
ground clearance. Yet another
setting lowers the ride height
at 55 mph to minimize wind
resistance and save fuel.
A five-link coil rear suspension system provides better
articulation than leaf springs
over rough roads.
Engine options include a 6.7liter Cummins Turbo Diesel I-6,
which produces as much as 850
lb.-ft. of torque and can tow up
to 30,000 pounds; a new 3.0-liter
Turbo Diesel V-6; a 5.7-liter
HEMI V-8 and all-new 6.4-liter
HEMI V-8.
Fuel economy is as high as
25 mpg highway in the Ram
1500, which also offers an efficient Torqueflite® eight-speed
transmission.
The RamBox Cargo Management System can safely store
valuables in what is often wasted
space in a pickup. Offering lockable, lit, drainable storage, it
can be configured to hold a gun
rack, fishing rod holders and
even a water-filled bladder that
can supply an on-board shower

Not surprising considering the
high value of what they may be
carrying or towing, truck buyers are increasingly looking for
luxury. Ram trucks can be every

Over at Jeep the all new,
mid-size, Trail Rated Cherokee replaces the Jeep Liberty,
offering a range of off-road
capabilities and as much as a
45 percent improvement in fuel
economy (up to 31 mpg). Its
styling should attract new buyers with its thoroughly fresh,
modern interpretation of familiar
Jeep styling cues.
Features include a nine-speed
automatic transmission, speedsensitive electronic power steering, a choice of three 4x4 systems or front wheel drive, luxurious interiors, Keyless Enter ‘n
Go, Uconnect 8.4 touchscreen
navigation, ParkView back up
camera and 70 available safety
and security features including:
parallel and perpendicular park
assist, ParkSense front / rear park
assist, blind spot monitoring and
cross path detection (with dual
radar sensors to monitor driver
blind spots), LaneSense lane
departure warning and adaptive
cruise control.
Show-goers were able to
experience the off-road capabilities of the new Cherokee at
Camp Jeep.
Walking around to check out
the new cars can be good exercise, as Scripps Health demonstrated by providing show-goers
with free pedometers.
Looking forward to the 50th
anniversary of the Mustang in
a few months, this year’s San
Diego show celebrated that
iconic car with a show within a
show of Mustangs through the
years – some stock and others
anything but.
Before this year is out we’ll
have an all-new Mustang (for a
two-part sneak peek at that, do a
Google search for “AutoMatters
2015 Mustang”).

Surface Warfare junior officer survey results
by Vice Adm. Tom Copeman,
ComNavSurfFor,
U.S. Pacific Fleet
The most recent junior officer
survey is complete and I thought
you’d be interested in hearing
the results. The good news is we
know what you think about surface
warfare officer life. As has been
the case for years, the more junior
you are the less you seem to enjoy
being a SWO. As your seniority
increases, the more courses you
complete and more experience and
responsibility you gain, the better
you like what you do.
Here is a sampling of the results
for consideration:
•Junior female SWOs were
somewhat less inclined to remain
in the community than their male
counterparts.
•Married SWOs had more negative responses than their unmarried
fellow SWOs.
•Deployments and regular underways stressed everyone, but
married SWOs in particular had
issues in terms of impact on planning, stresses on family life and
added demands of an increased
operating tempo.
Improvements in division officer sequencing were noted positively as were the new Weapons
Tactics Instructor courses and
Basic Division Officer Course.

environment.

everything, and we are working
a continuous scrub of what we do
and how we do it to make sure we
end up with a distillation of what is
absolutely necessary to support our
primary principle of “Warfighting
First.”

You should know that I personally appreciate your responses
and that so many of you took the
time to respond honestly. In fact,
the response rate we had for this
survey is statistically significant,
so the results really help inform us
how you feel as a group.
I pay particular attention to the
free text responses. Your thoughts
come through honestly and clearly.
You may be glad to know the re-
sults of the survey are absolutely
in line with what we are working
on at Commander Naval Surface
Force, U.S. Pacific Fleet. We are
doing our best to fix what we can,
given the resources we have.
We know the life of a SWO isn’t
easy and has never been easy. Being the best at what you do takes
long hours and hard work — it
is that way for most professions
— and with the responsibilities
that you carry, your best is what
our nation requires. You should
know we are working hard every day to make sure you come
But the oceans aren’t getting
smaller and the world isn’t getting safer, so the surface Navy
will always be in demand. Bottom
line is that SWOs are at the heart
of our Navy.
Finally, thank you for choosing to be a SWO and for taking
on the hard tasks and performing
admirably. We always need to be
able to take a fix on the horizon
and calibrate course as required.
We…I…rely on you to help with
that.
NRTC launches ‘self-service’
unlocking feature
by MCC Jayme Pastoric
VIRGINIA BEACH, Va. (NNS)
-- Unlocking your Non-Resident
Training Course (NRTC) online
account just got a little easier.
challenge process. This will help
alleviate the back log of more than
203,646 requests at the NRTC
help desk.
An initiative that is underway
now is to find ways to reduce the
time consuming, burdensome, and
often unnecessary, administrivia
that you face.
NRTC accounts that were inactive for longer then 30 days were
locked as a result of network
security measures ordered by the
Defense Department and U.S.
Fleet Cyber Command, which
took effect late summer 2013.
“Users who have been locked
out due to greater than 30 days
inactivity but less than 45 days will
be allowed into their account upon
CAC authentication,” said Tom
Phillips, Center for Personal and
Professional Development NRTC
program manager.
Everything we do should be
passed through the lens of CNO’s
direction: Warfighting First, Operate Forward and Be Ready. If
something is critical, do it, otherwise weigh where it fits in support
of CNO’s priorities.
There isn’t enough time to do
Because of the large number of
unlock requests since then, NRTC
staff has implemented a self-service option by using a Command
Access Card (CAC) verification,
Defense Enrollment Eligibility
Reporting System (DEERS) authentication and security question
Users falling in the greater then
45 day inactivity window will
receive challenge questions generated from the account holder’s
profile. Correctly answering the
questions will allow users to update their account and re-enable
access.

Naval Medical Center San Diego’s Wounded, Ill and Injured
About Your Health
New pertussis cases reported in San Diego county H1N1 causing
Pertussis activity in the region
remains high with 26 new cases
confirmed last week, the San Diego County Health and Human
Services Agency is reporting.
The new cases of pertussis,
also known as whooping cough,
bring the total in the county to
360. Cases were reported at
seven locations where members
of the public may have been
exposed to the highly contagious
illness.
The new total is more than
double the 165 cases reported
last year. While there has been a
significant increase in pertussis
cases this year, the total is lower
than the 1,179 cases reported in
2010 and the 400 cases reported
in 2011.
“Pertussis activity continues
to be high, and parents should
make sure their children have
received all the recommended
doses of the vaccine,” said
Wilma Wooten, M.D., M.P.H.,
County public health officer.
A typical case of pertussis
starts with a cough and runny
nose for one to two weeks, followed by weeks to months of
rapid coughing fits that sometimes end with a whooping
sound. Fever, if present, is usually mild. Antibiotics can lessen
the severity of symptoms and
prevent the spread of disease
to others.
The Centers for Disease Control and Prevention recommends
that children get doses of DTaP
vaccine at the following ages:
2 months, 4 months, 6 months,
15 to 18 months, and 4 to 6
years. A Tdap booster shot is
also recommended for preteens
and adults.
“The ultimate goal is to prevent deaths that can result as
a complication of pertussis,”
Wooten added. “Infants under
one year of age are especially
vulnerable because they do not
have the full series of pertussis
vaccinations.”
Parents can obtain the vaccine
series and the Tdap booster shot
for themselves and their children
through their primary care physicians. Local retail pharmacies
offer vaccinations for a fee, and
anyone who is not covered by a
medical insurance plan can get
the shot from a County Public
Health Center at no cost.
For more information about
whooping cough and ongoing
vaccination clinics, call the
HHSA Immunization Branch at
(866) 358-2966, or visit www.
sdiz.org.
All pertussis cases in which
exposures to the public may
have occurred were up-to-date

one case noted:
A 10-year-old at Pepper Drive
School in the Santee School
District.
An unimmunized individual at
San Diego Center for Children in
San Diego.
An individual at North County
Community Services in Vista.
An individual at North Coast

An 11-year-old at Joan MacQueen Middle School in the

An individual at Queen of

levels being seen in some parts
of the country, more cases are
being reported here compared to
the same time last year.
To date, 357 lab-confirmed
influenza cases have been reported in San Diego. This is
over 1.5 times higher than the
216 cases reported at the same
time last year. The number of
lab-confirmed cases reported
this past week is 154, double
the number reported this same
week last year. The flu reports
this year are still within the expected range.

CAMP PENDLETON, Calif. -- The San Diego County Health
and Human Services Agency is reporting an increase of pertussis,
or whooping cough, cases in the county. Two of the cases were
confirmed for children on Camp Pendleton.
Pertussis is especially dangerous to infants, although anyone can
become ill.
Pregnant women may be vaccinated against pertussis before
pregnancy, during pregnancy or after giving birth. Fathers and
siblings may be vaccinated at any time, preferably before the birth
of a new baby.

Last season, flu activity
peaked in early February, but
influenza cases continued to be
reported through April.
Although it is not known
which influenza viruses will
predominate during the entire
2013-14 influenza season, the
predominant virus circulating
nationally so far is Pandemic
H1N1. Locally, about 96 percent
of the reported cases have been
Influenza A. When the specific
subtype was tested, eight out of
ten were found to be Pandemic
H1N1.
The NHCP medical staff encourages all children enrolled to the
hospital and its clinics to get vaccinated as this is the best way to
prevent getting pertussis. In addition, parents, family members and
caregivers of infants need to be vaccinated or get a booster shot.
Active duty military members serving in the Camp Pendleton area
should go to their respective Regimental Aid Station, Battalion Aid
Station or medical homeport team to be vaccinated.
“While influenza can be unpredictable, our analysis of local
data indicates influenza activity
is rising faster and may peak
sooner than it did last year,” said
Wilma Wooten, M.D., M.P.H.,
County public health officer.
The Centers for Disease Control and Prevention (CDC) issued a health alert last week reporting severe respiratory illness
in several states during the past
two months. especially among
young and middle-aged adults.
Many of them were determined
to be infected with Pandemic
H1N1, with cases resulting in
hospitalization, intensive care,
or in some instances, death.
Pertussis vaccine available at
NHCP, Branch Health Clinics
Beneficiaries enrolled to NHCP can be vaccinated either by appointment or on a walk-in basis at their primary care clinic during
normal clinic hours. To make an appointment, call (760) 725-HELP
(4357), option one.
No flu-related deaths have
been reported this season, although eight of 10 San Diegans
who required intensive care for
influenza-related illness were
under 65 years old. Last season,
65 flu-related deaths were reported in the county.

Preventive care for a healthy, happy new year
As we kick off 2014, a popular trend is to make New Year’s
resolutions. Some resolutions are
physical, like losing weight, while
others are behavioral, like ‘stop
procrastinating’ or ‘be more positive’. No matter which resolutions
beneficiaries make, TRICARE
recommends they put their health
first and start the year off with
preventive care services.
Beneficiaries enrolled in TRICARE Prime may receive clinical
preventive services from their
primary care manager or from
any network provider without
a referral or authorization at no
cost. For those who use TRICARE
Standard or Extra or are enrolled
in TRICARE Reserve Select, or
TRICARE Retired Reserve, there
are no cost shares for the following
clinical preventive services:
•Breast cancer screenings
•Cervical cancer screenings
•Colorectal cancer screenings
•Prostate cancer screenings

The good news is that the current flu vaccines offer protection
against Pandemic H1N1, as well
as Influenza A H3N2 and Influenza B strains. The CDC has
determined that the vaccines are
well matched for the currently
circulating viruses.
The CDC recommends that
everyone six months or older
get a flu vaccine every year.
The vaccine is safe, effective,
and available at many locations
in the county. It takes about two
weeks for immunity to develop
after getting vaccinated.
“The flu season typically lasts
through April. If you haven’t
gotten your shot this season,
you should get vaccinated now
to protect yourself and your family,” Wooten added.
The vaccine is available
throughout San Diego County at
doctors’ offices and retail pharmacies. County public health
centers have flu vaccine available for children and adults with
no medical insurance. For a list
of locations, visit www.sdiz.org

NAVSEA completes waterjet seal
and evaluation on USS Fort Worth
WASHINGTON - Naval Sea
Systems Command (NAVSEA)
and Southwest Regional Maintenance Center (SWRMC) divers
recently completed the first full
underwater waterjet seal and
evaluation on a littoral combat
ship (LCS), USS Fort Worth
(LCS 3), the Navy announced,
Jan. 2.
LCS class ships are unique to
the U.S. Navy because they use
waterjets instead of propellers
for propulsion. Each waterjet
draws seawater in through a
duct, increases the water’s pressure and then ejects it, causing
the ship to move.
To protect these waterjets
from internal corrosion, the LCS
class uses what’s known as a cathodic protection system, a system by which the waterjets are
equipped with sacrificial metal
structures that are specifically
designed to corrode. Because
these structures - known as anodes - corrode so easily, it keeps
the rest of the waterjet structure
safe from rusting or pitting.
On Freedom-variant ships, the
anodes installed on the waterjets
need to be inspected and replaced
every four months. NAVSEA’s
Supervisor of Salvage and Diving (SUPSALV) was tasked to
develop a procedure to replace
these anodes at sea, instead of
having to conduct the replacement in a dry dock.
Working with the ship’s operators and the in-service LCS
program office, SUPSALV engineers developed a plate to
seal the waterjet inlet, as well
as external patches to isolate the
waterjet, creating a dry environment. This allowed maintenance
teams to inspect and replace the
zinc anodes while the ship was
waterborne.
“It is important to have this
underwater process to provide
a cost effective, timely, and
manageable procedure to the
LCS fleet,” said Joe Theodorou,
SUPSALV program manager.
“Having this capability saves the
Navy $100 million in dry dock
costs in the San Diego area.”
With the procedure complete
for Freedom-variant littoral
combat ships, SUPSALV will
begin testing a similar process

detection more difficult in a maritime environment.

for Independence-variant ships.
Though both variants use waterjets for propulsion, there are
significant differences in their
design. Testing on Independence
variant ships is expected to complete by March 2014.
The Office of the Director of

the Naval Sea Systems Command and is responsible for all
aspects of ocean engineering,
including salvage, in-water ship
repair, contracting, towing, diving safety and equipment maintenance and procurement.

USS John Paul Jones to replace USS Lake Erie in
Hawaii; USS Preble also moving to Aloha State
CORONADO - The Navy
announced Jan. 7, that USS
John Paul Jones (DDG 53) will
swap homeports with USS Lake
Erie (CG 70) this summer. USS
Preble (DDG 88) will also leave
San Diego for Hawaii this summer to replace decommissioned

San Diego once the EDSRA is
complete. John Paul Jones and
Preble are Arleigh Burke-class
guided-missile destroyers that
can operate independently and
perform key roles in support of a
carrier strike group, expeditionary strike group or surface action
group. John Paul Jones is currently the most technologically
advanced ship within the BMD
program and will be used in that
capacity to support the Navy

testing program. Recently, the
ship was updated with the latest
Aegis BMD capability to engage
ballistic missiles with the SM-3
missile.

Vinson hosts ‘Midshipmen Holiday Mixer’
by MCSA James R. Bleyle
CORONADO - USS Carl
Vinson’s (CVN 70) Commanding Officer Capt. Kent
Whalen hosted a reception for
more than 130 Naval Academy
Alumni Association members
and their guests while in port,
Jan. 2.
The reception, known as the
“Midshipman Holiday Mixer,”
introduced interested Naval
Academy candidates to local
area midshipmen home on
Christmas leave, San Diego
area Blue and Gold Officers,
officers and crew of Carl Vinson, local Naval Academy
alumni and Naval Academy
Parents Club members.
“These candidates have very
few opportunities to meet the
Navy face-to-face,” said Capt.
(Ret.) Michael K. McVay, area
coordinator for the USNA Information Program in San Diego and Imperial Counties. “By
providing a venue where they
can talk with current midshipmen and ask them any question they want, we give them
a unique opportunity to gain
some of that key information
that cannot be obtained from a
book, web site, or social media,
such as what life in the Naval
Academy is really like.”
Following hors d’oeuvres
and light refreshments, guests
heard from Whalen, who expressed his pleasure in joining his fellow Naval Academy
alumni to influence prospective
midshipmen.
“These young men and women
are taking their first steps toward
becoming future leaders in our
Navy,” Whalen said. “It’s an exciting and special time for them,
and Carl Vinson is proud to play
a role in helping them decide if
service in the Navy or Marine
Corps is right for them.”
Nathan Ontiveros, a senior
at Mount Miguel High School,
is interested in attending the
Naval Academy in the fall. His
grandfather served as an enlisted
sailor in the Navy, and Ontiveros feels he is following in his
grandfather’s footsteps.
“I gained a lot of knowledge
about daily shipboard life and
what to expect as a Naval officer,” Ontiveros said, “which

decide to join, I want as clear
of a picture as possible of what
I’m going to be spending years
of my life devoted to.”
Ontiveros and the other prospective midshipmen toured
some of the aircraft carrier’s
key operations spaces, including flight deck control, the
ship’s bridge, and combat direction center, getting a feel for
what happens aboard a warship
from Sailors aboard Vinson.
“Meeting officers and crew
aboard the finest ship we have
in the Navy is a key event
for these candidates and their
families,” said McVay.

“It was extended due to the
government shutdown which
halted all CFC operations from
Oct. 9 to 16,” said Theodore
Devlin, assistant chief of staff

According to the U.S. Office
of Personnel Management, the
mission of the CFC is to promote and support philanthropy
through a program that is employee focused, cost-efficient
and effective in providing all
federal employees the opportunity to improve the quality of
life for all.
“It is the only sanctioned fund
raising event for federal employees. It has been in operation for
over 46 years and is the world’s
largest annual workplace charity
campaign and provides an opportunity for federal employees
to improve the quality of life for
those in need,” said Devlin.
More than 1,600 nonprofit organizations are available like the
American Red Cross, Wounded

CAMP PENDLETON - Corporal Antoine Diop comes from
an international lineage with
members who have served in
several prestigious organizations. In August, 2010, he added
another to that family legacy
when he earned the title of
United States Marine.
Diop’s grandfather served in
the French Foreign Legion during World War II, and both of
his parents served in the Peace
Corps, affording him the opportunity to travel frequently. Diop
experienced a variety of cultures
at a young age, residing in the
United Arab Emirates, Lebanon
and Ivory Coast.
“I think the place that impacted me the most was the
Ivory Coast,” said Diop. “When
you go there, you see that some
people are really poor. People
are struggling, but they keep
their heads up and share what
little they have with visitors.
They were the biggest givers,
and I think there is something
to be taken away from that kind
of compassion.”
It was not until Diop was 13
that he moved from his home in
Toulouse, France, to Washington
D.C.
“The move had its challenges,
but I had the opportunity to be
exposed to all kinds of cultures,”
said Diop. “That is something
that certainly impacts how I
make decisions as a Marine
now.”
He attended high school and
spent one year at the University
of Maryland during his time in
Washington, D.C. It was there
that he met his wife and relocated to Decatur, Ga.
A couple of years later, after
holding down a few jobs in
construction and banking, Diop
decided to follow in his family’s
footsteps.

Having already deployed to
the region, Diop is familiar with
what to expect and the endeavors
of being overseas, one of which
is being away from family. He

Juliann Peterson, family readiness assistant, Marine Air Support Squadron (MASS) 3, and a
customer services assistant with
Navy-Marine Corps Relief Society, aspires to give back to her
community by volunteering and
gaining an education. Peterson
volunteers to help Marines and
Sailors make it through rough
times, and she promotes readiness for whatever may come
with the military lifestyle.
“As the [commanding general] said, ‘For the Marines, their
first priorities are the Marine
Corps and then family,’” said
Peterson. “The best way that I
saw for me to help support my
husband was to get as involved
in his first priority as possible
and also adopt it as mine. Since
I made this decision, we have
been doing great!”
Peterson began volunteering with the MASS-3 family

her new-learned knowledge
of the Marine Corps to other
spouses. She began two book

on base together.
“In order to be as effective and

“With any luck, [I am] able

Top 5 pet New Year’s resolutions for 2014
It’s time to reflect upon the past
year and determine what we want
to achieve, change or do better in
2014. This applies to all aspects
of our lives - including our pets.
TripsWithPets.com surveyed pet
parents and asked them what
resolutions they’ve made for 2014
pertaining to their pets.
Here are the top five pet New
Year’s resolutions.
1 - More Walks:
Whether it’s a stroll around
the neighborhood or a brisk walk
through some hiking trails, a
whopping 56% of pet parents
surveyed made this their #1 pet
resolution for this year. Most of
those respondents have a goal
of 2 walks per day! They sited
exercise, maintaining their pack
leader status, and bonding as their
motivation for walking Fido more
often.
2 - Bonding Activities:
More car rides, doggie bakery
visits, beach outings, and family
vacations, are among the activities
that respondents said they are resolved to doing more of with their
four-legged family members. Getting out and spending some quality
time with their pets to make that
bond even stronger is at the top of
pet parents minds this year!
3 - Nail Trims & Teeth
Brushing:
Tied at #3 are these two often
neglected hygiene “must dos”. Pet
parents understand that keeping
on top of your pet’s nail trims and
choppers can prevent many serious
health issues. Did you know that

4 - Training:
We all can’t have a Lassie, but
a good number of pet parents
recognize that their pet needs
some better training to curb some
not-so-favorable behavior. From
teaching better recall (getting
your dog to come when called),
to getting Rover not to jump on

are ready to put on their dog (or

5 - Healthier Eating:
Pet parents are definitely on
board with feeding their pets better

Strength and power assessments: Vertical jumps
by Larry Kenard
Vertical jumps are a classic
test of strength and power that
have been used for decades to
assess athletes, design training programs and to monitor
improvements over a season
(or throughout rehabilitation).
A well-executed vertical jump
involves pushing into the ground
as forcefully as possible, generating large amounts of power
from the legs and projecting
yourself into the air as high as
possible.
The same is true in vertical jumping. A longer
amount of time for the athlete to reach the apex of the
jump, known as flight time,
allows the athlete to travel
a greater distance, or jump
height, so getting that faster
initial velocity at takeoff is
critical to improving vertical
jump heights.
Gravity pulls on an object
with a constant force, where
a car can decelerate at different rates depending on how
hard you press the brake
pedal. For the sake of this
analogy, assume consistent
force on the brake pedal
for the different speeds the car
is moving.
Let’s examine the physics
of a vertical jump and how it
applies to athletics. Newton’s
second law of motion states
that the resultant force acting
on a body results from the sum
of individual forces acting on
the body.
To explain this concept, picture a classic tug of war game.
The rope doesn’t move based
on the forces exerted by the
winning side exclusively, but
rather the difference between the
winning (stronger) side and the
losing (weaker) side. If pulled
equally on both sides, the net
force is zero and the rope doesn’t
move. If one side is only slightly
stronger, then the rope will move
slowly. If it’s a lot stronger, than
the rope will move faster, etc.
In the case of the vertical jump,
two forces acting on the jumper
are gravity, pulling down, and
the force created by the athlete
(primarily the leg muscles),
pushing up. This gives us that
“tug of war” effect, and the force
created by the athlete needs to be
at least greater than the pull of
gravity for the athlete to leave
the ground (not too difficult of a
task) to project the athlete vertically. The more forcefully an
athlete can push off, the faster he
or she will be moving at takeoff
(an increasingly difficult task).
borne, gravity becomes the lone
force acting on the body. Immediately, the jumper will begin
to decelerate before eventually
coming to a stop at the apex of
the jump.
This happens in the same way
a car begins to slow down once
you stop pressing the gas pedal
and start to apply the brake. A car
travelling at a faster speed will
take a longer time to slow down
than a car moving at a slower
speed. With that extra time, the
car with the faster initial velocity can travel a longer distance
before coming to a stop.
Once you hit the apex of your
jump, coming down is easy. With
no other forces to have to counteract, gravity just continues to
do its thing, pulling you down
(there’s Newton’s second law
again) and you just need to go
along for the ride. Finally, let’s
end with a quick look at force
production at takeoff. As mentioned earlier, the primary force
producers are the leg muscles,
but they can have a little bit
of help. The connective tissue
in your tendons and ligaments
has elastic properties that can
contribute to overall force production. This is referred to as
“elastic energy reuse” and is
something that can be tested
and trained.
Two types of jumps used to
assess athletes at the Olympic
Training Center are countermovement jumps and squat
jumps.
• In a countermovement jump,
the athlete is allowed to stretch
this connective tissue and capture that elastic energy, benefitting from the greater amount of
force to achieve a higher initial
takeoff velocity (and higher
jump height).
• In a squat jump, an athlete
holds his body in the squatted
position for at least two seconds, allowing the stretched
muscle time to “catch up” to this
new length. This eliminates the
stretch and neutralizes any stored
elastic energy, so the force going
into the jump comes exclusively
from the muscular system.
If performed correctly, countermovement jumps are always
higher than squat jumps and
the difference in jump height is
credited to that elastic energy
reuse. Lucky for you athletes,
you’re allowed to capture this
elastic energy during your events
or matches, so it’s important to
be able to maximize any and all
contributions your connective
tissue can possibly give you towards your overall power output
in competition.
‘Janopause’ - Study finds giving up
alcohol for a month makes you
thinner, fitter and helps you sleep
Swearing off the booze after the excesses of the festive season
has become almost as much of a tradition as taking down the
Christmas decorations.
But, surprisingly, no medical study has ever been conducted
into whether a dry January - or ‘Janopause’ - has health benefits
for moderate drinkers until now.
New research has shown that quitting alcohol for a month can
lower cholesterol, help you lose weight and improve sleep patterns
and alertness - as well as giving the liver a chance to recover.
‘If someone had a health product that did all that in one month,
they would be raking it in,’ liver health consultant Kevin Moore
said.
On average, volunteers who abstained from drinking for just
over five weeks shed 3.3 pounds and cut cholesterol levels by five
percent and blood glucose levels by almost a quarter - indicating
their fitness had improved significantly.
The research was prompted by New Scientist journalist Andy
Coghlan, who regularly did the ‘Janopause’.
He asked an expert what evidence there was of the benefits,
and was told: ‘None.’
Liver experts have traditionally ignored the benefits of abstinence among moderate consumers, concentrating on problem
drinkers.
Coghlan persuaded nine of his colleagues - all of whom described themselves as ‘normal’ drinkers - to abstain while four
others graciously agreed to keep drinking to act as ‘controls’.
All had fasting blood tests at the start and end of the period,
while doctors at the Royal Free Hospital in London found liver
fat levels fell by 15 percent on average, showing the organ had
recovered.
In addition, volunteers slept better and felt more alert at work.
