Aims and objectives / a description of the organization’s activities in the fields of
education, research and publishing on Canada:
The mission of PACS, according to its Constitution, is:
1. to encourage activities in the field of Canadian studies in all scholarly disciplines,
2. to promote the spreading of knowledge and information on Canada,
3. to develop and maintain links among scholars and academics dealing with Canadian
Studies in Poland as well as to develop contacts with Canadianist community abroad
and all people interested in any form of expanding knowledge about Canada,
These objectives are put into effect through:
a) organizing triennial congresses
The congresses serve as forums of academic debates on Canada-related issues and on the
condition of Canadian studies in Poland. Being international events, they gather both Polish
and non-Polish Canadianists, established scholars as well as graduate and postgraduate
students. The congresses provide also the opportunity and venue for meetings of PACS
General Assembly during which the new Executive is elected. Since the foundation of PACS
four such congresses have been held.
The First Congress, during which PACS was established, was organized in 1998 at the
University of Warsaw by Prof. Józef Kwaterko and the late Prof. Nancy Burke. The
conference provided an opportunity for Polish Canadianists to discuss a variety of Canada1
related topics, and resulted in the publication of conference proceedings Visions of Canadian
Studies: Teaching, Research, Methodology / Visions d’études canadiennes: enseignement,
recherche, méthodologie.
In 2001 the Second Congress was held at Nicolaus Copernicus University in Torun. The
leitmotif of the conference were the controversial issues of Canadian identity as seen from the
literary, political and historical perspective. Selected conference papers were published in the
volume titled Exploring Canadian identities / Vers l'exploration des identites canadiennes.
The Third Congress was organized in May 2004 at the Jagiellonian University,
Kraków, in co-operation with the Central European Canadian Studies Network. The
conference examined the complex notions of place and memory in various Canadian
discourses in view of critical approaches offered by political, cultural, gender, Native, and
globalisation studies. So far it has been the biggest Canadianist event in Poland– 160 scholars
from all over the world took part in the conference, over 100 presented papers at the
conference. Conference debates were summarized in the extensive volume of selected
conference proceedings titled: Place and Memory in Canada: Global Perspectives / Lieu et
Mémoire au Canada: Perspectives Globales.
The most recent Fourth PACS Congress was held in Pulawy in April 2007 by the
Canadian Studies Center of Maria Curie-Sklodowska University. The conference was of
interdisciplinary nature and explored continuities between Canada’s past and the present. It
encouraged many contributors from a variety of scholarly disciplines. Selected papers were
published in the conference proceedings: Canadian Ghosts, Hopes and Values / Rémanences,
espérances et valeurs canadiennes. The Congress resulted also in the election of the present
PACS Executive under the presidency of Prof. Krzysztof Jarosz.
The upcoming Fifth Congress titled Towards a Critical Multiculturalism: Dialogues
between/among the Canadian Diasporas / Vers un multiculturalisme critique: dialogues
entre/parmi les diasporas canadiennes will be co-organized by University of Silesia and
Jagiellonian University and will be held in Krakow in October 2010. The organizers hope the
conference will discuss Canadian diversity and multiculturalism in very broad terms, reaching
far beyond what can be described as the official Government of Canada’s policy of
multiculturalism. T he organizers of the Congress wish to host an interdisciplinary event and
invite specialists, academic scholars, students, writers, artists and activists representing
various scholarly disciplines.

b) co-operating with other European and worldwide Canadianist organizations
From 1998 till 2003 PACS was part of the Central European Network for Canadian
Studies (CENCS), a body coordinating some of the Canadianist activities in the region. PACS
representatives participated in the meetings of the Central European Steering Committee for
Canadian Studies headquartered in Brno, and contributed, among others, to the creation of the
yearly Central European Journal of Canadian Studies (CEJCS). In 2003, when the CENCS
transformed into the Central European Association for Canadian Studies (CEACS), PACS
decided to remain an autonomous organisation, but cooperate with CEACS. Polish scholars
have contributed to the CEJCS and actively participate d in Canadianist conferences held in
Central Europe.
In 2002 PACS was granted associate membership in the International Council for
Canadian Studies, which remarkably widened academic opportunities for Polish Canadianists.
PACS members became eligible for and since then have regularly benefited from numerous
ICCS grants, scholarships and awards.
PACS is also part of the European Network for Canadian Studies (ENCS). ENCS helps to
expand Canadian Studies into new European areas and into new, non-traditional fields. The
network has made a great contribution to develop the European dimension of Canadian
Studies and to foster linkages between European Canadianists. PACS representatives
regularly attend meetings of presidents or representatives of European Canadian Studies
associations . Polish Canadianists take active part in the conferences and seminars coorganized by the ENCS.
c) disseminating information on Canadianist activities and Canada
PACS puts a lot effort to keep its members informed of what is happening in Canadian
Studies at local, regional and international levels. Our members regularly receive circulars by
emails with the latest news on Canadian Studies, and Canada-related academic and cultural
events in Poland and in the region. Through circulars we promote our own grants as well as
the grants and programs offered by ICCS-CIEC (FRP/FEP, Postdoctoral Fellowships,
Graduate Student Scholarships) and the Government of Canada (Understanding Canada). We
exchange information and closely cooperate with our regional Canadian Studies partners
(CEACS, GKS, ENCS). Most important information and announcements are placed on our
webpage, which is currently under reconstruction and will receive a new, more modern and
friendlier outlook. Each year we publish a newsletter (edited by M. Gabrys, T. Soroka) that
informs PACS members about the latest events, publications on Canadian topics and plans for

future actions in Canadian Studies in Poland. For the past two years the newsletter has been
published as part of our new journal: TransCanadiana. A Polish Journal of Canadian Studies
/ Revue polonaise d’Etudes Canadiennes.
d) promoting multidisciplinary and outreach Canadianist ventures
PACS has managed through the years to support a number of important Canadianist
ventures including conferences, publications, lecture tours, and research trips. We always
attach a lot of weight to the interdisciplinary nature of the ventures we co-finance, promoting
preferably those which encourage contributors from a variety of scholarly disciplines to offer
their unique perspectives upon Canada; and those that involve not only scholars, but also
students, pupils and general public. In addition to triennial congresses, PACS supports and coorganises other regular (us ually annual) events:
•
Days of Canadian Culture – a major outreach event organized each year by the
Canadian Studies Centre of the University of Silesia in Sosnowiec. T hese
interdisciplinary symposiums and workshops aim at exploring and celebrating the
uniqueness, complexity and diversity of Canadian culture. The event constitutes
invariably an unprecedented opportunity for Polish academics, students and
general public to attend lectures, presentations, performances and film showings
which debunk old stereotypes about Canada and foster recognition of and regard
for Canadian culture. The event includes participation of recognized Canadian
scholars, artists and activists..
•
Journées de la Francophonie – an outreach event organized by the Canadian
Studies Centre, Nicolaus Copernicus University, which brings together scholars,
students and non-academic audiences of different age. It is designed to promote
the cultures of French-speaking countries with particular emphasis on the culture
of Quebec. The event includes lectures and competitions for the general audience,
especially high school students, and is usually accompanied by movie showings,
poetry readings, theatre spectacles, etc.
•
Journées Québécoises à Sosnowiec – an important event hosted by the University
of Silesia. This seminar designed to promote French-Canadian literature gathers
students of the French Department of the University of Silesia as well as a wider,
non-academic audience.
The symposiums and workshops are aimed at exploring and celebrating the
uniqueness and complexity of diverse Canadian cultures and worldviews. We believe they are
an unprecedented opportunity for Polish academic communities, students and general nonacademic public to engage with Canadian academics, writers, artists, storytellers, elders and
traditional knowledge keepers from across Canada. These outreach events are marked not

only by lectures and presentations, but also include storytelling, performances and films.
Fostering young generations of Polish Canadianists is a major goal for PACS.
e) encouraging, supporting and promoting research on Canada
We also try to encourage students and scholars representing various disciplines to join
PACS and start / continue their research on Canada. Not only do we promote – as an associate
member of ICCS – grants and programs offered by ICCS-CIEC and the Government of
Canada, but we also provide financial and scholarly assistance for the members of PACS
doing their research in the field of Canadian studies. We encourage active participation of all
our members in Canadianist activities through a developed system of our own grants and
awards. PACS offers the following grants / awards to its members:
•
Conference grants - cover part of travel expenses for Canadianists (PACS members)
who attend conferences outside Poland
•
Library grants - allow a partial cover of travel expenses and accommodation for
undergraduate, graduate and postgraduate students as well as for other scholars (PACS
members) who plan to do their research in the libraries of Canadian Studies Centres in
Poland or in European libraries
•
Lecture tours by Polish and foreign professors, and invited Canadian artists. All tours
are co-financed by receiving universities and PACS. One of the objectives is to enable
Polish students studying Canadian topics to participate in lectures of Canadian
Francophone and Anglophone scholars , literature professors, sociologists, film
directors, writers, poets, journalists etc.
•
Nancy Burke Best M.A. Thesis Award – This PACS Award is designed to promote
each year an outstanding M.A. thesis on a Canadian topic written in Poland (in either
Polish, French or English), and which contributes to a better understanding of Canada
in Poland. The award is consistent with the ICCS's strategy of fostering a new
generation of Canadianists.
f) encouraging and supporting academic and popular publishing on Canada
Numerous publications dealing with Canada-related topics have been published in
Poland throughout recent years, many of them co-financed by PACS. They represent a wide
spectrum of scholarly interests, from literature through history, linguistics, sociology, political
sciences, to psychology and cinematography. Below you can find a list of some of the recent
Polish publications on Canada, the majority of which have been written or edited by PACS
members and/or co-financed by PACS. The list includes two issues of "TransCanadiana", the
new, successful PACS journal published on a yearly basis, which we hope to develop into
both a respected venue for publication of Canadianist articles by Polish and foreign scholars,
and a source of current information related to Canadian Studies in Poland and PACS:

TransCanadiana (Polish Journal of Canadian Studies) is a peer-reviewed PACS journal
published by the Polish Association of Canadian Studies (editors-in chief: K. Jarosz, A.
Rzepa). The idea of the journal was first mooted in 2008, when the PACS celebrated its 10th
anniversary. The primary goal of its founders was to create the space for intellectual and
cultural exchange and to further the development of Canadian studies in Poland. The journal
has welcomed contributors from all over the world. Every issue comprises articles on a
subject specified by the editors, as well as short reviews of recent publications in the field of
Canadian studies, and a newsletter presenting information and updates on the activities of the
PACS and Canadia n Studies Centers in Poland.
The first volume of TransCanadiana (edited by: A. Branach-Kallas, A. Rzepa, E. Sojka)
was dedicated to, and published in memory of, Professor Nancy Burke, one of the founders of
the Polish Association of Canadian Studies. The second issue was devoted to the subject of

Canadian utopias (edited by: A. Branach-Kallas, D. Drewniak, R. Jarzebowska -Sadkowska, P.
Sadkowski). The third volume will be dedicated to the writings of these Canadian authors
whose literary career is intertwined with their academic activity. Sometimes, they only
become men and women of letters when their position at the university is already wellestablished; sometimes, they are writers first, and academics second; in still other cases, these
two career pa ths develop concurrently. In general, we are most interested in exploring the
connection
between
the
academic
and
literary
spheres
in
works
by Canadian
writers/professors. We also welcome reviews / summaries of recently published books related
to Canada and of Canadian books translated into Polish.
Topics might include, but are by no means limited to:
•
Influence of academic/theoretical awareness on modes of writing
•
Literature created by writers/professors as a possible literary genre
•
Reception of such literary works in Canada and outside of Canada
•
Interpretation of these works
•
Representations of the academe in Canadian literature
The composition of the executive body:
PACS Executive is elected by the General Assembly of PACS members for three-year
terms. The present PACS Executive is composed of four executive members: the President,
the Vice-President, the Treasurer, and the Secretary. Their term ends in October 2010. The
current PACS Executive members are as follows:

The Board of Control is PACS board of auditors: a supervisory body which oversees the
financial activity of the Board. It consists of three people from whom the President of the
Board of Control is elected. Its members regularly participate in the meetings of the
Executive Board. The present PACS Board of Control members are:

Cost of membership
According to the Association’s Constitution, PACS can admit full, sustaining, honorary
as well as corresponding members. In fact all the members have the status of full members.
However, their annual membership fees vary with students (both graduate and postgraduate)
paying half the fee applicable to the rest of the members. The present cost of membership in
PACS, as voted by the General Assembly in 2007, is as follows:

Regular fee: 70 PLN (c. 27 CAD)
•
Student fee: 35 PLN (c. 13 CAD)

CONSTITUTION
OF
POLISH ASSOCIATION FOR CANADIAN STUDIES
General Provisions
Art. 1
1. The full name of the Association is: Polish Association for Canadian Studies,
hereinafter referred to as PACS.
2. The Head Office of PACS is the city of Kraków. The Association may move the Head
Office to another place within Poland as the General Assembly may deem expedient
by resolution.
3. The scope of PACS activities is the territory of Poland and beyond.
4. PACS may become a member of any local or international organizations, the policy of
which is convergent with the mandate and objectives of PACS.
Mandate and objectives
Art. 2
The objectives of PACS are as follows:
1. activities in favour of the development of Canadian studies in all scholarly areas
2. spreading knowledge about Canada
3. developing contacts with scholars and academics dealing with Canadian Studies and
all people deeply interested in any form of expanding knowledge about Canada
Art. 3
The objectives of PACS are accomplished by:
1. organizing conferences at least once every three years
2. co-operating with other local and international organizations, the activities of which
are convergent with the mandate and objectives of PACS
3. publishing PACS bulletin or newsletter
Conditions of Membership
Art. 4
1. PACS admits full, sus taining, honorary as well as corresponding members.
2. Full membership is granted to Polish citizens and foreigners who live in Poland and
abroad after the submission of a membership application form. Full members have
both active and passive vote, the right to participate and exercise one vote during
PACS meetings, the right to express opinions, place questions and lodge complaints
about the activities of PACS. Full members are obliged to pay annual membership
fees in the amount determined by the Board.
3. Sustaining membership is granted to people keenly interested in the activities of PACS
and eager to declare financial assistance. Decisions concerning the admission of
sustaining members are taken by the Board in virtue of a membership application
form.
4. Corresponding membership is granted to Polish citizens or foreigners living abroad
whose activity is convergent with the mandate and objectives of PACS and who
submit a membership application in writing. Decisions concerning the admission of
Corresponding members are taken by the Board.
5. Honorary membership is granted to a particularly meritorious person rendering great
service to the idea of PACS irrespective of nationality, citizenship and place of
residence. Decisions concerning granting honorary membership are taken by the
General Assembly of PACS members.
6. Sustaining, corresponding and honorary members have the right to participate in
General Assembly and PACS Board Meetings without a vote, to express opinions,
place questions, and lodge complaints concerning the activities of PACS
7. PACS membership is terminated as a result of:
a. member's death
b. member's written resignation submitted to the Board
c. member' s being in arrears with membership dues for the period of at least two
years
d. member's doing a considerable disservice to PACS
8. Decisions concerning the exclusion of a Full member are taken by the Board and the
person in question is to be notified in writing.
9. A Full member has the right to appeal against the decision mentioned in the point
above to the General Assembly within the period of 30 days from the date of its
receipt. The appeal is to be considered during the next General Assembly meeting in
the presence of the member in question.
Authorities of PACS
Art. 5
The authority organs of PACS are:
a) the General Assembly
b) the Board
c) the Board of Control
The term of each authority organ is three years.
Art. 6
1. The General Assembly of PACS members is summoned in writing by the Board at
least once every three years. Extraordinary General Assembly meeting can be held at
any time and is summoned by the Board on their own initiative, on a written request of
1/6 of all members, or on the demand of the Board of Control within the period of
three months from the date of the request.
2. Decisions of PACS authorities are taken by the majority of votes in the presence of at
least half of all members with a vote. This condition does not apply to the subsequent
General Assembly meeting which is valid irrespective of the number of members
present.
3. In the case of resignation of members of the Board or Board of Control during their
term, the authorities have the right of co-optation provided the number of people co-
opted does not exceed 2/3 of all elected members. If the number of vacant post
allowed is exceeded and another vacant post appears, another extraordinary General
Assembly meeting shall be summoned.
Art. 7
The General Assembly has the right to:
1. decide on the main directions of the essential activities of PACS
2. vote the acceptance of accounts for the resigning Board on the proposal of the Board
of Control
3. elect the President and other members of the Board and the Board of Control in secret
voting
4. decide on the amount of the annual membership fee
5. grant honorary membership
6. decide on the amendments to the statute or vote the dissolution of PACS
7. consider the appeals against the decisions of the Board
8. decide on the internal rules, regulations and by-laws
9. consider issues that other PACS authorities are not authorised or empowered to deal
with
Art. 8
The Board of PACS exercises the supre me authority in the periods between the meetings of
the General Assembly. The Board of PACS consists of the President, Vice-President,
Secretary General, and the Treasurer, and is constituted after General elections. PACS Board
meetings are summoned by the President in case of need. During voting, when the number of
votes for and against is equal, the vote of the President is decisive. Declarations of will on
behalf of PACS are made by two members of the Board.
Art. 9
The Board of PACS is authorised to:
1. represent PACS outside and act on behalf of PACS
2. administer the property of PACS within the rights granted by the General Assembly
3. execute the decisions made by the General Assembly
4. develop strategies for PACS
5. draw up reports on the activity of PACS
6. to summon General Assembly meetings (regular and extraordinary)
7. to grant membership to Full members and sustaining members as well as to exclude
them
8. to adjudicate disputes among PACS members concerning the activity of PACS
Art. 10
The Board of Control is a body of supervision and control whose mandate is:
1. to oversee the financial activity of the Board and decisions of the General Assembly
whether in agreement with the charter
2. to put forward granting the acceptance of accounts for the resigning Board by the
General Assembly
The Board of Control consists of three people from whom the President of the Board of
Control is elected.
Property of PACS
Art. 11
The property of PACS consists of:
1. membership fees
2. subsidies, grants, donations and legacies from private persons and institutions
3. profits from business ventures run on the terms determined by the association law
Final Resolutions:
Art. 12
The amendments to the Constitution and the dissolution of PACS takes place in virtue of the
resolution accepted by the Gene ral Assembly by the majority of 2/3 votes in the presence of at
least half of all members during the first meeting, during the second one, irrespective of the
number of members present.
The resolution of the General Assembly concerning the dissolution of P ACS includes a
decision on the appropriation of the property of PACS. In this instance, two members of the
last Board shall be the liquidators of PACS.
