SECRET NYPD Intelligence Division Demographics Unit Internet Café Report June, 15 2007 SECRET SECRET NYPD Intelligence Division Demographics Unit Section 1 Overview SECRET SECRET NYPD Intelligence Division Demographics Unit INTERNET CAFÉ REPORT The Demographics Unit conducted open source research to identify Internet Cafes within New York City. Field work was conducted to verify locations identified through open source research in addition to identifying new locations. For the purposes of this report the term Internet Café or Cyber Café is: • Location that offers the use of computers with access to the internet for a fee. • Locations, public or private that only offer a wireless access point for your computer (i.e... Starbucks, Bryant Park etc) are not included in this report. Members of the Demographics Unit identified fifty one (51) Internet Cafes in New York City. Demographics Unit members focused on internet cafes located in communities of concern. The following questions were the focus of each visit. • Is identification required to utilize computers at a location? • Method of payment (i.e. cash only or credit cards). • Any time limits for use of the computers. • Number of computers at location. • Is a location in close proximity to a Mosque/Madrassa? SECRET SECRET NYPD Intelligence Division Demographics Unit Conclusions As a result of visiting fifty one (51) internet cafes the following conclusions to the previously listed questions can be made. • • • • • No Identification is needed to use computers at the majority of the internet cafes visited. Out of the fifty one (51) locations only three locations requested identification for use of the computers. The purpose of the requests for identification was to keep school age customers from frequenting those locations during school hours. Four locations required identification from only those customers who wanted to signup for Memberships which featured discounted rates for use of the locations computers. All but two locations accepted cash for payment with eleven locations accepting credit cards in addition to cash. One location did not accept cash only credit cards with the one remaining location offering the use of its computers for free; the location’s primary business is as an indoor paintball facility. There were no posted or implied limits to the amount of time a customer could spend on the computers, during any of the visits. The number of computers at a location varied from a low of two (2) computers to a high of one hundred (100). The locations could be broken-down into three groups. The first are small locations with ten (10) or less computers (21 locations - 41%), Medium sized locations with fifteen (15) to thirty three (33) computers (26 locations - 51%) and large locations with forty (40) or more computers (4 locations - 8%) Mosques/Madrassas in close proximity to a location are listed in the individual data of each location, (section 3) and maps (section 2) of this report.
