Services
This chapter will describe the detailed components of the project as well as all
associated infrastructural requirements.
2.1
Brief Description of The Mont Choisy Golf Course
The Mont Choisy Golf Course will comprise of:

The 18-hole par-72 golf course with water features, bunkers etc.

The Golf Club House

The Golf Corse Irrigation System with its storage pond for the post treatment of
treated effluents from the Grand Baie Wastewater Treatment Plant

Main access and Golf cart paths
2.2
The Project Site
2.2.1
Site Extent and Location
The Golf Course project site forms part of the greater Mont Choisy Domain which is
privately owned by Compagnie Sucrière de Mont Choisy Ltée.
The Mont Choisy Domain is partly under sugar cane cultivation and partly bushes and
trees.
It is accessible via the Mont Choisy - Cap Malheureux (B13) Coastal Road which
connects to Grand Baie Road (A4), as is shown in Figure 2.2.1.1, a reproduction of the
Northern part of Ordinance Survey Mauritius at scale 1:25 000.
The Mont Choisy Domain extends over 682Ha0134m² as shown in the ownership plan
prepared by SAGITTERA Ltd and reproduced in Appendix B.
It will be noted that the plot earmarked for the Mont Choisy 18-hole par-72 golf course
occupies an extent of 99.7442 Ha (236 A 31P) as shown in the Golf Course Site plan
prepared by SAGITTERRA Ltd and reproduced in Appendix B.
2.2.2
Site Ownership
The Golf de Mont Choisy Site belongs to Compagnie Sucrière de Mont Choisy (now
Compagnie de Mont Choisy Ltée) authenticated by Notary Public Me Didier
MAIGROT, whose certificate is attached in Appendix A. Mont Choisy Property
Development Limited, the Promoter of the Golf Course Project, is a subsidiary company
of Compagnie de Mont Choisy as per letter attached in Appendix A signed by the
Company Secretary.

Site Occupancy
The project site is currently partly under sugarcane cultivation over an extent of
89.5757ha and partly under alien scrub area trees over an extent of 10.1685m².
Some large and very attractive Ficus benghalensis (Banian or Lafource in vernacular)
are found on the edge of the factory area. An overgrown stand of Eucalyptus
tereticornis (Eucalyptus in vernacular) mixed with bushes of Lantana camara (Vieille
fille in vernacular), Pithecellobium dulce (Cassie de Manille in vernacular), Fucraea
foetida (Aloes vert in vernacular) and an unidentified yellow flowing weed were found
next to the factory area.
2.2.4
Project Siting
With reference to the Outline Planning Scheme for Pamplemousses/ Rivière du
Rempart,

Part of the project site lies within the WMA Grand Baie sewage treatment plant
buffer zone of 400m, where no residential development will be tolerated

Part of the project site of an extent of 6.34Ha lies within the Mineral Resource Zone
which has been de-proclaimed, rendering Golf Course development thereon
possible.
2.2.5
Site Topography
The Site has been surveyed with a minimum of bush clearing, emphasis being laid on
the area to be eventually occupied by the tees, greens and fairways initially proposed by
the Golf Designer.
The details of the topography survey are given in Figure 2.2.5.1, levels being referred to
Mean Sea Level. The site has a general slope towards the North West with levels
varying from 26.5m to 5.0m AMSL.
The Topography Plan, duly signed by Sworn Land Surveyor Girish BEECHOO of
SAGITERRA Ltd is attached in Appendix B in pursuance to Clause 18 (1) (c) (ii) of the
EPA (2002).
2.3
Timeframe for the development
From the provision of all statutory approvals, it is anticipated that the development of
the Mont Choisy Golf Course will start as soon as the EIA Licence is granted.

The Project Team
2.4.2.1
The Development Strategy Team
The team responsible for the development strategy of Mont Choisy Golf Course is Mont
Choisy Property Development Limited.
2.4.2.2
The Consultants and Advisers
The Promoters have appointed the following Consultants to provide legal, engineering
and project management services in connection with the Project.
2.4.2.2.1 The Project Management
The project management will be carried out by Mont Choisy Property Development Ltd
2.4.2.2.2 The Golf Architects
The design of the 18-hole par-72 golf course has been entrusted to MATKOVITCH &
HAYES, Golf Course Architects, RSA.
Matkovich & Hayes Golf Course Design and Construction is a multi-disciplinary South
African based company that develop, design and construct world class golf courses and
estates.
Peter Matkovich and the Matkovich & Hayes Construction team have built 20
championship courses, one executive course and done major redesign and renovation to
another 20 courses in Africa and the Indian Ocean islands
Some of the Golf Courses designed and constructed by Matkovich and Hayes are:


2.4.2.2.3 The Environmental Engineer
Environmental Engineering services will be provided by Arup SIGMA, Consulting
Engineers, of 19 Church Street, Port-Louis, Mauritius.
SIGMA-Ove ARUP & Partners, now known as Arup SIGMA Ltd, has been responsible
for the environmental impact assessment studies for various Golf Courses as follows:

EIA for the SUN Ile-aux-Cerf Golf Course for SUN Resorts Ltd in 1998

EIA for BELLE MARE LINKS Golf Course for Constance Hotel Services in 1999

EIA for TAMARINA IRS and Golf Course for Medine Sugar Estate Co. Ltd in May
2003

EIA for BEL OMBRE IRS and Golf Course for Les Villas de Bel-Ombre Ltée in
June 2006

EIA for ANAHITA IRS and Golf Course for CIEL Properties Co. Ltd in December
2005
2.4.2.2.4 The Civil Engineer
Civil Engineering services have yet not been assigned.
2.4.2.2.5 The Land Surveyor
SAGITERRA Ltd are responsible for the topographical surveys, in compliance with
Clause 18(1)(c)(ii) of EPA 2002
2.4.2.2.6 The Native Flora Specialist
DIOSPYROS Ltd has been appointed to carry out an exhaustive survey of the floral
cover of site with a view to establishing the Floral Baseline Data for the Project. A copy
of the report is attached in Appendix F.
