Republic of the Philippines Province of Kalinga Message May I send my warmest felicitations to the CBMS International Network in your publication of The Many Faces of Poverty where our beloved Province of Kalinga is among those included in your research and study. For one this is significant and advanced information on the status of the poverty alleviation activities and program of the Philippine government downloaded to the local government units, specifically the provincial government of Kalinga. The CBMS was very useful for the preparation of our annual investment program and Millennium Development Goals and was the basis for identifying the pilot barangays for the Pumiyaan (meaning, progress or well-being) Project in the municipalities of Kalinga so that we can devise a feasible response and solution to the pressing needs of our people. We needed political will and a clear objective in judiciously implementing the different projects and social interventions designed to uplift the economic status of the province. And we would like to mention here that our province has graduated from the so-called club of 20 poorest provinces in the Philippines. As implementers of the socioeconomic programs of the government in the barangays, we need the assistance of economic planners such as the CBMS Network to have a coherent, well-planned, and proper implementation to avoid wasting development funds. The Many Faces of Poverty in Kalinga POPULATION Kalinga registered a total population of 202,052 in 40,280 households The Community-Based Monitoring System (CBMS) census conducted in the Province of Kalinga in 2010–2012 covered eight municipalities and 153 barangays. The province registered a total population of 202,052. Tabuk is the largest municipality with a population of 103,816, capturing 51.4 percent of the province’s total population. It is followed by Pinukpuk with a population of 29,597 and Rizal with an estimated population of 15,641. About 37.1 percent of the province’s population is composed of children 15 years old and below. HEALTH AND NUTRITION The mortality of children under five years old was 6 in every 1,000 Results of the CBMS census showed that 0.6 percent of children aged zero to four years died during the reference period. In particular, the province registered a total of 132 cases of child deaths within that age range. The Municipality of Tanudan recorded the highest proportion (1.0%) of children under five years old who died; this corresponds to 10 children. The Municipality of Lubuagan ranked second while the Municipality of Balbalan ranked third with an estimate of 0.8 percent and 0.7 percent, respectively. However, 84 of the province’s 153 barangays recorded no cases of deaths among children aged zero to four years. Seven women died because of pregnancy-related causes Data from the CBMS census also showed that seven women died because of pregnancy-related causes. This corresponds to 0.2 percent of all pregnant women in the province during the reference period. These were recorded in the Municipality of Balbalan with three cases, the Municipality of Tinglayan with two cases, and the Municipality of Tabuk with two cases. A total of 146 (out of 153) barangays in the province had no recorded case of death among pregnant women. Among children zero to five years old, 1.2 percent were malnourished In terms of nutrition, at least 1 in every 100 children zero to five years old in the province were considered malnourished. This corresponds to a total of 336 malnourished children in the province. The Municipality of Rizal had the highest proportion of malnourished children with an estimate of two percent. The municipalities of Tabuk and Tinglayan followed both with 1.3 percent. At the barangay level, Barangay Dupag in Tabuk recorded the highest proportion of 12.4 percent or a total of 21 malnourished children. More than half of the barangays (i.e., 77 out of 153) had no recorded cases of malnourished children HOUSING Of the households, 2.6 percent were living in makeshift housing while 2.1 percent were informal settlers Data on housing revealed that some households (about 3 in every 100) in the province were living in makeshift housing corresponding to 1,065 households. The Municipality of Tanudan registered the highest proportion of households living in makeshift housing with 8.2 percent. The municipalities of Tinglayan and Lubuagan followed with 6.1 percent and 5.1 percent, respectively. At the barangay level, makeshift housing seemed to be a bigger concern. For instance, Barangay Lower Taloctoc in Lubuagan, which recorded the highest proportion of households living in makeshift housing, had an estimate of 38.5 percent. This means that nearly 40 in every 100 households in this barangay were living in makeshift housing. Barangay Bangad Centro in Tinglayan and Barangay Mangali Centro in Tanudan also recorded relatively higher rates with 35.5 percent and 29.7 percent, respectively. However, no households were living in makeshift housing in 29 out of the 153 barangays in the province. The Many Faces of Poverty (Volume 6) 196 CBMS International Network Coordinating Team (2015). This means that at least 2 in every 1,00 households in the province were informal settlers. The Municipality of Rizal recorded the highest proportion of informal settlers with 3.9 percent or 144 households. The municipalities of Lubuagan and Tabuk ranked second and third, respectively, with 2.6 percent and 2.1 percent. However, higher proportions were estimated for some barangays. The highest estimate was recorded for Barangay San Francisco in Rizal with 62.5 percent, followed by Barangay San Quintin, also in Rizal, with 9.8 percent and Barangay Laya East in Tabuk with 8.3 percent. It can be noted that 40 (out of 153) barangays in the province had recorded no informal settlers. WATER AND SANITATION Of the households, 12.4 percent had no access to safe water supply, while 32.5 percent had no access to sanitary toilet facilities Results of the CBMS census further revealed that 12.4 percent of households in the province had no access to safe water supply, corresponding to 4,986 households. This means that about 12 in every 100 households in the province lacked access to safe water. The Municipality of Lubuagan recorded the highest proportion of households without access to safe water (41.2%). This was followed by the municipalities of Pinukpuk and Balbalan with 24.0 percent and 19.2 percent, respectively. For instance, almost all households in Barangay Mabongtot in Lubuagan (98.9%) and Barangay Tawang in Balbalan (97.9%) had no access to safe water. In addition, 12 barangays in the province can be considered “waterless”1. On the other hand, 36 barangays in the province reported that all households had access to safe water supply. Meanwhile, with regard to sanitation, CBMS data showed that 32.5 percent or 13,086 households had no access to sanitary toilet facilities. This means that at least 32 in every 100 households lacked access to sanitary toilet facilities. The Municipality of Tanudan recorded the highest estimate at 69.4 percent. It is followed by Tinglayan with 65.2 percent and Lubuagan with 54.9 percent. Only one barangay (i.e., Barangay Gawa-an in Balbalan) had 100 percent access to sanitary toilet facilities. BASIC EDUCATION Among children 6–15 years old, 6.7 percent were not attending school The CBMS data also showed that about 7 in every 100 children 6–15 years old were not attending school. This corresponds to a total of 3,130 children aged 6–15 years who were out of school. About 12.8 percent of children 6–11 years old were not in elementary school while 43.2 percent of children 12–15 years old were not in high school. The highest proportion of out-of-school children aged 6–15 years was recorded in the Municipality of Rizal (8.6%). However, the Municipality of Tabuk registered the most number with 1,994 children not attending school. At the barangay level, Barangay Mabongtot in Lubuagan recorded the highest proportion of children 6–15 years old not attending school (21.3%). Barangay Magnao in Tabuk and Barangay San Pascual in Rizal followed with 19.2 percent and 17.6 percent, respectively. INCOME AND LIVELIHOOD About 52.6 percent of households in the province were income poor Based on the CBMS results, more than half or 52.6 percent of households in the province had no sufficient income to satisfy their basic food and non-food needs. This corresponds to a total of 21,206 households living below the poverty threshold during the reference period. The Municipality of Pinukpuk recorded the highest proportion of income-poor households with 73.7 percent. This was followed by Balbalan and Lubuagan with 71.4 percent and 71.1 percent, respectively. Meanwhile, income poverty rates are even higher for several barangays in the province. In fact, six barangays in the province recorded poverty incidence rates of more than 90 percent. For instance, Barangay Asibanglan in Pinukpuk recorded an income poverty rate of 95.5 percent, which is the highest among all barangays in the province. Barangay Bayao, also in Pinukpuk, and Barangay Mabongtot in Lubuagan followed with income poverty rates of 94.6 percent and 93.2 percent, respectively. Furthermore, at least half of the households in 106 (out of 153) barangays in the province were classified as income poor. 1 “Waterless” barangays refer to villages with less than 50 percent safe water supply coverage. Among all households, 40.6 percent had no sufficient income to satisfy their basic food requirements CBMS census results further revealed that 40.6 percent of the households in the province had a per capita income below the food threshold. This corresponds to a total of 16,372 households having no sufficient income to meet their basic nutritional requirements. The Municipality of Tanudan registered the highest proportion of subsistencepoor households at 62 percent. The municipalities of Pinukpuk and Balbalan ranked second and third, respectively, with 61 percent and 60 percent. At the barangay level, the highest incidence of subsistence poverty is recorded in Barangay Poswoy in Balbalan where 91.2 percent of the households did not have sufficient income to meet their basic food needs. It is followed by Barangay Allaguia and Barangay Asibanglan, both in Pinukpuk, with 86.7 percent and 85.5 percent, respectively. Seventy-six barangays in the province recorded subsistence poverty rates of at least 50 percent, meaning, at least half of the households in each barangay were living below the food poverty threshold. Hunger due to food shortage was experienced by 0.4 percent of the households Based on census responses, 161 households experienced hunger due to food shortage during the last three months before the interview, representing 0.4 percent of all households in the province. This means that 4 in every 1,000 households in the province experienced hunger due to food shortage during the reference period. Among all municipalities, the highest estimate was recorded in the Municipality of Lubuagan where about 1.6 percent of the households suffered from hunger. The Municipality of Pinukpuk ranked second with 0.6 percent of its households reporting their experience on hunger due to food shortage during the reference period. The Municipality of Tabuk ranked third with 0.4 percent. However, 111 (out of 153) barangays in the province recorded no incidence of hunger due to food shortage among their households. Unemployment rate was recorded at 5.3 percent Among the province’s 79,621 members of the labor force, 4,182 individuals were unemployed during the reference period. This translates to an unemployment rate of 5.3 percent which means that at least 5 in every 100 members of the labor force were unemployed. At the municipal level, however, higher unemployment rates were recorded. For instance, the highest unemployment rate was recorded in Pasil at 7.8 percent, followed by Tabuk at 6.3 percent. Pinukpuk ranked third with an unemployment rate of 4.7 percent. Meanwhile, all members of the labor force in 10 (out of 153) barangays in the province were employed during the reference period. PEACE AND ORDER Of the population, 0.3 percent had been victims of crime Census data showed that 631 individuals or 0.3 percent of the total population in the province had been reported victims of crime. This means that 3 in every 1,000 individuals in the province were victims of crime. Tabuk and Rizal had the highest proportion of crime victims among all municipalities with 0.4 percent each. This is followed by Pinukpuk at 0.3 percent. Meanwhile, 81 (out of 153) barangays in the province had no reported incidence of crime among their population. CBMS COMPOSITE INDICATOR AND MULTIDIMENSIONAL POVERTY Households were not able to meet nearly 2 of the 13 basic needs, 2 on the average The province recorded a CBMS composite index (CCI) equivalent to 1.6. This means that households in the province, on average, were not able to meet nearly 2 of the 13 basic needs. The Municipality of Lubuagan recorded the highest composite index at 2.5, indicating the worst condition in terms of meeting the basic needs. It is followed by Tanudan and Pinukpuk which recorded CCIs of 2.3 and 2.2, respectively. At the barangay level, Barangay Mabongtot in Lubuagan recorded the highest CCI of 4.1. This means that households in this barangay, on the average, did not meet nearly 5 of the 13 basic needs. 2 This refers to household basic needs as reflected in the 13 CBMS core indicators covering the following: (1) children 0–4 years old who died, (2) women who died due to pregnancy-related causes, (3) malnourished children 0–5 years old, (4) households living in makeshift housing, (5) households that are informal settlers, (6) households without access to safe water supply, (7) households without access to sanitar y toilet facilities, (8) children 6–15 years old not in school, (9) households with income below pover ty threshold, (10) households with income below food threshold, (11) households that experienced hunger due to food shor tage, (12) unemployment, and (13) victims of crime. Of the households, 30.7 percent experienced multiple deprivations 3 Results of the CBMS census revealed that 30.7 percent of households in the province experienced multiple deprivations. In particular, 21.2 percent of households were deprived in two dimensions, 8.1 percent were poor in three dimensions, and 1.4 percent were deprived in at least four dimensions. Looking at the specific types of deprivation, data showed that about 18.7 percent (or 7,535 households) were deprived in income and sanitation at the same time. In addition, 2,906 households experienced simultaneous deprivation in income and water. In terms of three dimensions, CBMS data showed that 4.6 percent (or 1,848 households) in the province suffered from deprivation in income, sanitation, and water. It is also worth noting that 791 households were deprived in income, sanitation, and education while 533 households experienced simultaneous deprivation in terms of income, sanitation, and employment. 3 A household is considered to experience multiple deprivations if it is poor in at least two in the following dimensions: health, nutrition, tenure, housing, water, toilet, education, income, job, and security.
