UofS JELF Template Application v2.0 CFI John R. Evans Leaders Fund (Formerly Leaders Opportunity Fund) General: The mandate of the John R. Evans Leaders Fund is to serve the needs of individual faculty members or small groups (maximum of 3) where there is a need to share the infrastructure. While it is not required that applicants have exclusive use of the infrastructure, the proposed research must justify the acquisition of the infrastructure (i.e. the applicants require the infrastructure 85% to 90% of the time). Other faculty members will have access only when the infrastructure is not needed for the proposed research program. CFI will disqualify the application if it is seen to be serving the needs of the department or university. Infrastructure for teaching purposes is ineligible (i.e. meeting course requirements). However, research training is eligible. Be careful with the language you use. For any references to training of students (especially when referring to undergraduate students), ensure that you use the wording “research training”. CFI’s contribution will be pro-rated and reduced based on the amount of time the infrastructure is used for classroom training. Infrastructure for clinical care purposes is ineligible. Clinical research is eligible. When infrastructure is dual purpose (eg. diagnostic and research), costs must be pro-rated accordingly. High-Performance Computing (HPC): CFI expects all HPC infrastructure to be housed and managed by Compute Canada. The proposal must be developed in collaboration with Compute Canada. As soon as possible, contact the CFI Programs Specialist, Research Services, if you think there are HPC components to your application. An infrastructure grant is written differently from a research grant. The application must focus on the infrastructure and illustrate how the infrastructure will facilitate the research goals. The Project Title should indicate the type of the infrastructure as well as how the infrastructure will be used. Start early. Work with the mentors assigned to you from the University’s CFI Working Committee. CFI Review: Each section/criterion is assessed separately. Aim for a “fully satisfied” or “fully satisfied and exceeding expectations” for all. Reviewers include expert reviewers, multi-disciplinary committees and administrators at CFI. Make sure that you reach all of them. Make sure that you answer all of the questions in each section (in the on-line form and “LOF application guidelines from CFI” available on UofS JELF website – not necessarily mentioned here) and don’t include any extra information which may distract the reviewers. JELF $1M to $2M: The application form and process is the same as the regular JELF except: o The JELF $1M to $2M requires an informal Notice of Intent. Contact CFI Programs Specialist for details. The application is assessed at a higher stringency level than the regular JELFs. The online forms control both font and size. Standard character set. No formatting. Use All Capitals for headings and insert blank lines to enhance readability. o Check the PDF view to ensure that none of the saved text is cut off. Attachments (refer to “LOF application guidelines from CFI” for specific details): o 12-point, black-coloured font, single line spacing (six lines per inch) with no condensed type or spacing o Page margin: at least 2.5cm (1 inch) around the page. The header and footer may be within the margin. o Header: “University of Saskatchewan” on top left; Project number on top right. Add “bottom border” o Footer: <Attachment Section> on left Add “top border” o Text can be formatted, images and diagrams included, use of color allowed (except in text). o Document format: only pdf files can be uploaded. Project leader should upload pdf attachments at Draft and Full application stage. For final intake before submission to the CFI, project leader uploads pdf attachments to the online application and also sends word processor versions to the assigned Programs Specialist (Research Services) in case last minute, minor editorial changes are necessary. Benefits to Canada To be funded, a proposal must satisfy all three key criteria to a degree appropriate for the size and complexity of the infrastructure project in order to be funded. It is incumbent upon the applicant to demonstrate in the proposal how the project satisfies the requirements outlined in each criterion. 5.4.2 John R. Evans Leaders Fund Review Process JELF proposals under $1 million - Two Expert Reviewers chosen from CFI’s College of Reviewers, suggested reviewers, external reviewers - When initial reviews are in conflict: John R. Evans Leaders Fund Advisory Committee (JELFAC) meeting by area of expertise and/or written reviews from other experts - CFI staff compile reviewers’ recommendations for the CFI Board of Directors – final decision JELF proposals between $1 million and $2 million - Expert Reviewers and/or expert committee - Multidisciplinary Assessment Committee (MAC) - CFI Board of Directors – final decision The reviewers will assess the strength of the candidates to accomplish and lead the project. Reviewers are asked to pay close attention to: - the qualifications and experience of the candidate(s) in relation to the proposed research and research training; - the existing collaborations and partnerships essential to the proposed research; - the infrastructure that is being requested for use by the candidate(s) and why it is essential to carry out the candidate's proposed research; - how the infrastructure facilitates the attraction or retention of the candidates(s); - value added of an additional award in cases where the candidate(s) have previously received an award through the JELF, New Opportunities Fund, Canada Research Chairs Infrastructure Fund, or Career Award. Specifically, the results and outcomes of the previous award must be highlighted. Since the JELF aims to address both attraction and retention of full-time faculty members, candidates are assessed according to the stage of their career. Five criteria must be discussed, in the following order: Research or technology development Researchers Need for the infrastructure Training of highly qualified personnel Benefits to Canadians Each criterion will be assessed separately and evaluated against a standard. Tips: Follow CFI guidelines for page formatting. Text formatting (black) allowed Diagrams/images are permitted. Be sure to cite appropriately. Use color sparingly, and make sure it is still readable if printed in black and white. Add a Reference List at the end of the Assessment Criteria. This will allow you to insert references, where appropriate, throughout all 5 criteria. Ensure the reference style used is consistent and formatted so it is easy to read. Assessment Criteria 8 University of Saskatchewan JELF #32109 RESEARCH OR TECHNOLOGY DEVELOPMENT (typically 8 pages) Criterion standard: The proposed research or technology development is of high quality and originality, and meets international standards. It will create knowledge or develop technology leading to innovation. Each of the following must be addressed: 1. Describe the proposed research or technology development program and its innovative aspect. 2. Explain why it is important to pursue the proposed research or technology program at this time. 3. Explain how the proposed research or technology development program complements or differs from comparable programs being conducted nationally and/or internationally. FOR THE UofS DRAFT APPLICATION: Write this as an Executive Summary, for multi-disciplinary reviewers, which addresses #1-3 above. Be sure to provide: - Objectives/hypotheses (innovation should be evident) - Outline the methodology - Describe the infrastructure (what, why, how) - Expected outcomes (benefits to society/Canada) FOR THE UofS FULL APPLICATION and FINAL SUBMISSION: Expand the Draft version, using more technical detail while ensuring that it is still accessible to multi-disciplinary reviewers. Address comments provided by the UofS review committees. - RESEARCH FOCUS: what you will do, why it is important, how the infrastructure will facilitate the research - INNOVATIVE: why is it innovative or novel (be aware of outside world), how will it revolutionize current thinking, implications for society beyond commercialization - RELEVANCE: complements or differs from comparable research and tech development elsewhere - TIMELINESS: why is it important to get this infrastructure now, how will you make a difference in the field Tips: It is important to include references, to indicate your knowledge of the background literature and lend support to any claims you make. Be cautious using technical jargon. Remember a multidisciplinary committee will be part of the review process. Assessment Criteria 9 University of Saskatchewan JELF #32109 RESEARCHERS (typically 3 pages) Criterion standard: Compared to researchers at the same stage in their career, the candidate(s) demonstrates excellence and leadership. The candidate has the necessary expertise and relevant collaborations in place to successfully conduct the research or technology development program proposed. FOR THE UofS DRAFT APPLICATION: Each of the following must be addressed: 1. Describe the expertise and ability of the candidate(s) to lead the proposed research or technology development program. 2. Describe the technical expertise of the candidate(s) to make the best use of the requested infrastructure. 3. Describe the existing collaborations and partnerships essential to the success of the research or technology development program. Tips: Demonstrate your expertise, highlight your creativity and leadership, and explain how this will lead to excellence, how you will use the infrastructure. If new faculty, establish your independence from previous supervised research (PhD or PDF). For team applications, explain why the infrastructure is important for the co-applicants and why the co-applicants are important for the research (i.e. the sum is greater than the parts). Assessment Criteria 10 University of Saskatchewan JELF #32109 NEED FOR THE INFRASTRUCTURE (typically 2 pages) Criterion standard: The infrastructure is necessary and appropriate to conduct the research or technology development program. In cases where the infrastructure will not be fully used by the candidate(s), the institution has developed plans to maximize its utilization within and/or outside the institution. FOR THE UofS DRAFT APPLICATION: Each of the following must be addressed: 1. Describe the requested infrastructure and how it will enable the proposed research or technology development program. 2. Explain how the infrastructure will be fully utilized by the candidate(s) and other users (if applicable). - It is expected that the primary applicants will use the infrastructure 85% - 90% of the time. Other users will have an opportunity to use the infrastructure when it is not in use. ‐ A management plan is thus necessary: ‐ Who is Responsible?: for the infrastructure, training, setting priority of access, ‐ Security of equipment: provide infrastructure location and control of access ‐ Indicate that the University, College or Department procedures for equipment management and health and safety policies/guidelines will be followed. ‐ If significant data generation is anticipated, a data management plan should be included. 3. Identify similar infrastructure available within the institution, the region and the country. - Within the University (broader region if appropriate), address: duplication, accessibility, availability, sharing, obsolescence (focus on the shortcomings such as reliability or capabilities instead of the age of the equipment), special features needed, contamination, etc. 4. Describe the value added of an additional award in cases where a candidate has previously received a CFI award (JELF, NOF, CRC Infrastructure Fund, or Career Award). Tips: Why is this infrastructure appropriate for the proposed research and why the research cannot be supported with existing infrastructure. What is unique about how you will use the infrastructure or what is unique about the requested combination of infrastructure. While other users (in addition to the applicants) may use the infrastructure, the proposed research program must justify the acquisition of the proposed infrastructure. Do not confuse this section with the Budget Justification in the Financial Module: o The Need for the Infrastructure criterion discusses why/how the infrastructure is necessary to enable the research. o The Budget Justification discusses the specific infrastructure attributes necessary to accomplish the research. Assessment Criteria 11 University of Saskatchewan JELF #32109 TRAINING OF HIGHLY QUALIFIED PERSONNEL (HQP) (typically 1 page) Criterion standard: The infrastructure requested will create or enrich an environment promoting the attraction of high-quality trainees. This environment will help impart new high-level skills to HQP and adequately prepare them for research and other careers. FOR THE UofS DRAFT APPLICATION: Each of the following must be addressed: 1. Describe how the infrastructure will enhance the current training environment for HQP in this area. 2. Describe how the infrastructure will better prepare HQP for research and other careers. Tips and questions: What higher level of expertise will HQP acquire compared to current HQP in industry, academia, public sector, etc? In what types of careers will the HQP gain a leading edge? How will the infrastructure enhance student enrollment in the department and how will the training experience be enhanced? Include numbers of grad and undergraduate students, PDFs, technicians, etc. Trainees become future innovators; what careers will be trained beyond research and academia (how will the workforce in Canada be improved)? Assessment Criteria 12 University of Saskatchewan JELF #32109 BENEFITS TO CANADIANS (typically 1 page) Criterion standard: The research or technology development program has the potential to lead to tangible benefits for society, health, the economy and/or the environment. There are measures in place to transfer the research results and outputs of the technology development to potential end users in a timely manner. FOR THE UofS DRAFT APPLICATION: Each of the following must be addressed: 1. Beyond the creation of new knowledge and the training of HQP, describe the expected benefits to Canadians and why they are significant. 2. Identify potential end users of the research or technology development results and describe the plans for knowledge mobilization and/or technology transfer. FOR THE UofS FULL APPLICATION and FINAL SUBMISSION: Polish and address comments provided by the UofS review committees. Tips: Be realistic in your timeframe, scope and benefits. Benefits may include: o improved policies and general practice o technology development o highly qualified personnel (what sectors?) o improved quality of life o knowledge of interest to specific industries, sectors of society Provide statistics to demonstrate the breadth of benefit o i.e. # of disease sufferers, $10 billion industry, % of market, numbers of people, industries, etc. impacted Provide references to support those statistics, and for other claims that are made. LOF project module Date printed: 2013-10-28 14 Financial resources for operation and maintenance: Budget Summary and Funding Sources Tables FOR THE UofS DRAFT APPLICATION: This is a 5‐year plan provided to CFI for information. This budget is separate from the infrastructure budget. Include the following points: Outline all costs of operating and maintaining the infrastructure and the sources of funding that will ensure the optimal use of the infrastructure, including internal personnel Types of costs to include: repair services and parts; IT maintenance, upgrades, bug‐fixes; personnel costs (technicians); consumable supplies; service contracts etc. Resources to cover costs can include extended warranties, research grants, Department or College resource, CFI‐IOF etc. FOR THE UofS FULL APPLICATION and FINAL SUBMISSION: Polish and address comments provided by the UofS review committees. Tips: Include all costs associated with O&M including costs that will be funded outside of your own sources e.g., college/department funded technicians, etc. Only include supplies that are for the operation and maintenance of the infrastructure. Research supplies are not to be included. Include all sources of funding including funds outside of your own sources Annual costs typically increase incrementally over the 5‐years. Recommend using the inflation rate to increase costs each year. If yours do not increase, explain why. Costs must be equivalent to funding sources for each year Infrastructure Operating Fund (IOF) ‐‐ description and calculation CFI provides the university with an additional 30% of the CFI contribution to the capital project for eligible expenses related to operation and maintenance of CFI funded infrastructure. The UofS will provide 75% of that towards eligible operating and maintenance expenses of the infrastructure proposed in this project. It is intended to help universities strengthen research activities in which the CFI has made past investments or to participate in research in an area in which the CFI has not previously invested. This proposal: X enhances research capacity in an area in which the CFI has made past investments; enhances research capacity in an area in which the CFI has not previously invested; This will be completed by the Institution. Inform your Programs Specialist about former CFI awards that this proposal may build upon. Discuss the Sustainability of your project with your Associate Dean Research or equivalent and Department head. Criterion standard: The institution has made, and will continue to make tangible and significant commitments in support of this area of strategic priority leading to the attraction and/or retention of key personnel. The proposed infrastructure will be effectively operated and maintained for its useful life. FOR THE UofS DRAFT: Use the following headings (or similar): 1. The importance of the proposed project to the institution Identify the appropriate Research Theme(s) from the UofS Strategic Research Plan located at http://www.usask.ca/research/research_services/crc.php#SP. Signature areas can be mentioned within the context of the Research Themes. Note that CFI provides the UofS Strategic Research Plan to their reviewers, and instructs them to look for the fit with the Research Themes. Outline the tangible contributions the institution has made or will make in support of this established area of strategic priority (eg. # new hires, CRCs, investment in infrastructure such as new buildings). 2. Operating and maintenance costs: needs of the infrastructure over its useful life Provide the narrative for the financial operations & maintenance budget summary table in the project module, explaining how the amounts were determined. HINT: It is helpful to organize your narrative using the relevant expense headings from the Operations & Maintenance budget summary table. Then, go beyond the 5 years and discuss the needs over the useful life of the infrastructure. 3. Operations and maintenance costs: sources of support Provide the narrative for the financial operations & maintenance funding sources table in the project module. If user fees are a source of funding, explain how that amount was determined. Present a contingency plan if any of this support becomes unavailable. Include the following statements: o “The University will provide up to 75% of the CFI’s IOF allocation attributed to this project to cover eligible expenses. The coverage is extended to those spaces occupied by a CFI infrastructure project.” 4.
