Dear Friends
I am happy to greet you at the 4th
Golf Championship in St. Gallen,
Switzerland!
On behalf of the whole EUSA community let me express my appreciation
for having been invited here. I value
the opportunity to share with you the
upcoming emotions of joy and excitement, which all of us expect from
this event. It‘s a pleasure for me to see
that so many young people gathered
here are keen on sport and support the
ideals of fair play, equal opportunities,
volunteering and education through
sport, fostered by EUSA.
19 European Universities Championships to take place this year, the
biggest number ever in EUSA history,
give a great chance for studentathletes to test their skills and feel
a part of European university sport
community.
Being here we all serve a common
goal – uniting cultures through sport
and advertising the power of mind,
body and will. Thus, I want to thank
the Organising Committee and other
communities involved in the hosting
of the Championship for a great job
they have done. I also want to thank
all the Authorities for their support
and contribution to the event.
I’m sure, at this Championship
athletes will perform at their best,
competing in a fair play manner,
respecting the rules and the opponents
and will evoke admiration from the
spectators.
I hope you will enjoy your stay, I hope
you will be satisfied with your results,
I hope you will meet new friends
and bring back home only wonderful
memories.
And I also hope to see you next year
at EUSA European University Games
2016 in Zagreb/Rijeka!

Universities Golf Championship.
I would like to welcome you to our
University. We hope that you will
enjoy your time in Eastern Switzerland
and more importantly, play some
challenging and successful rounds of
golf.
The University of St. Gallen is proud

sport plays an important role in
defining our identity.

Dear Student Golf Players from all
over Europe!
The Swiss University Sports Federation is proud to welcome you in
Switzerland on the Golf course in
St. Gallen/Waldkirch
With the University of St. Gallen
hosting the European University
Championship Golf 2015 we can
assure highest standards which ensure
your best performance. University of
St. Gallen is an experienced organizer
of EUC and just recently in 2011
organized the EUC Tennis.
For more than eighty years, the Swiss
University Sports Federation has been
promoting a balance between body
and mind. Since their beginnings the
local university sports associations
(over 15 of them) have promoted
sports activities both at the amateur
and the elite level. Golf is one of
almost one hundred other sports
offered within Swiss University Sport.
National university teams have been
formed and supported in over 30
disciplines. And „Excellence in body
and mind“ also means for us that we
strive to make it possible for the most
talented students to combine elite
sports and academic studies.
Our Federation regularly hosts
World and European University
Championships in various disciplines.
After these European University Golf
Championships in St. Gallen we will
organize the 2016 World University
Triathlon Championships in the
Lake Geneva region in Nyon and
we are right now ready to hand-in a
bid-dossier for organising the 2021
Winteruniversiade in Lucerne.

On behalf of the tournament
committee I would like to welcome
all of you to St. Gallen. We hope that
you did have a pleasant journey to
Switzerland.
Please find in this brochure all
necessary information regarding
the upcoming week. We hope that
you will spend a wonderful week
here with us, looking at various
perspectives: Your tournament
results, experiences off the golf course,
friendship, weather, food, and many
more. Our volunteer slogan “warm
welcome – here to help – highly
organised” and the statement “great
volunteers make a great tournament”
by technical delegate Rob Macpherson
are not just phrases but our commitment: We will do our best to make this
an unforgettable and highly enjoyable
event for you all!

About the country

Switzerland is a unique and most of
all picturesque country settled in the
heart of Europe. Boarded by Germany,
France, Italy, Austria and Liechtenstein, Switzerland is nowadays very
well known for the majestic Alps and
beautiful lakes, great chocolate and
strong cheese, expensive watches and
the four different languages spoken
within the country. German is by
far the most widely spoken language, apart from French, Italian and
Romansh. Some say Swiss German
is some form of dialect of German,
others argue that is a language on its
own, so far linguists have not come to
a conclusion.
But this is not the only puzzling thing
about Switzerland. Even though the
country is nestled in the middle of
Europe, Switzerland is not part of
the European Union and remains to
this day independent and neutral
in global political decisions (since
1515). The neutrality was possible to
develop because of the inaccessible
mountains which not only created
particular living conditions, but also
provided the area with protection and
a great deal of freedom. The state of
Switzerland as we know it today only
assumed its current form in 1848.
Geographically Switzerland is a harmonious tableau of beautiful images,
a slideshow of epic proportions that
is easy to step into, and travellers
have been seduced ever since the days
of the Grand Tour and Alpinism‘s
Golden Age in the 19th century, and
the birth of winter tourism in the Alps
in the 1930s. From the intoxicating
chink of Verbier glitterati hobnobbing
over Champagne to the reassuring
bell jangle of silky black Val d‘Hérens
cattle being mucked out in the Valais,
Switzerland mixes rural and urban
with astonishing ease, grace and
precision.
So when you ride a little red train
between peak and pine, soak in
mountain spa waters, snowshoe to
your igloo or scamper across medieval
bridges, you will soon see that this
small landlocked country is picture
perfect, with not a hair out of place

Useful informations
Population: Approximately 8 million.
Out of these numbers, around 30 % do
not have a Swiss passport.
Languages: German 65.6 %. 19 of the
country’s 26 cantons are predominantly (Swiss) German-speaking. French
22.8 %. Spoken in the western part of
Switzerland, the ‘Suisse Romande’.
Italian 8.4 %, spoken in the southern
part of Switzerland, the ‘Ticino’.
Raetho-Rumantsch 0.6 %, a Latin based
language spoken only in one canton,
Graubünden.Graubünden also speaks
German and Italian and is the only
trilingual canton in Switzerland.

with the National Council of representatives of people (200 members) and
the Council of States representing the
cantons (46 members), also called the
Federal Assembly. The FA elect the
Federal Council – the collective head
of state, consisting of 7 members.
Geography: 41‘200 km2 with 1484
lakes and 140 glaciers.
Highest point: Dufour Peak: 4‘634 m
Climate: Moderate with no excessive
heat, cold or humidity, seasons are
clearly distinguishable.
Religion: Majority Christians (75 %),
aside from Muslim (4 %), Buddhist
(0.3 %) and Jewish (0.2 %). 11 % with no
religious affiliation.
Economy: High qualified labour force
in micro technology, hi-tech, biotechnology and pharmaceuticals as well as
banking and insurance know-how.
Sustainability & environment: Swiss
citizens are champions when it comes
to recycling – 94 % of old glass and
81 % of PET containers are being
recycled.
Golf Courses: 65 18 hole courses and
some 9 hole courses
Time zone: CET + 1h (because it is still
Summer Time in September)
Currency: Switzerland remains with
the Swiss franc, usually indicated as
CHF. While Switzerland is not part of
the European Union and thus is not
obliged to convert to the Euro, many
prices are nonetheless indicated in
euros so that visitors may compare
prices.
Merchants may accept euros but are
not obliged to do so. Change given
back mostly in Swiss francs.
Expected average temp/weather: The
climate is moderate with no excessive
heat, cold or humidity. From July
to August the daytime temperature
range is 18° to 28° C (65° – 82° F) and
from January to February the range is
-2° to 7° C (28° – 45° F). In spring and
autumn, the daytime temperature
range is 8° to 15° C (46° – 59° F).
Weather to be expected: during
September it can still be warm up to 25
degrees, however, be prepared for rain
and cooler weather/fog as well!
Phone codes: If calling from Switzerland, you need to enter the international country code. For example, for
Germany the international country
code is „+49“, for France „+33“. The
country code is followed by the area
code (without the „0“) as shown in
the following example: „+49 22 112 34
56“. As a rule, the „+“ sign appears if
you press and hold the „0“ key for a
few seconds.
Mobile bands: Swisscom, Salt, Sunrise
Electricity: The voltage in Switzerland, as in most of Europe, is 230V/50
Hz.
Switzerland uses type C (2-pin) and
Type J (3-pin) plugs. (Type C 2-pin
plugs also fit J sockets.)
Insurance: A personal international
health insurance is strongly recommended, a personal travel insurance
including coverage of personal
accident, sickness, loss or damage
to luggage and personal effects and
cancellation charges is advisable.
Drinking water: all tap water is
drinkable – a quality product from
natural resources
WLAN: Free WLAN will be available
at the hotel as well as in the club house
of the Golfpark Waldkirch. Otherwise
you will have to use one of the three
mobile band providers, make sure you
turn off data roaming!

Visa info: Every traveler must have a
valid passport. Visa are required for
a continuous stay of more than three
months. If your stay is shorter than

With its 80’000 inhabitants,
St. Gallen is the largest city in eastern
Switzerland. Situated between Lake
Constance and the Swiss Alps, it is
easily accessible within one hour by
train or car from Zurich as well as
from the airport of Zurich.
A picturesque old town, a diverse
choice of cultural events and excellent
sports facilities: St. Gallen has
everything to offer for young people
who are looking for a charming city
without the relentless hustle and
bustle of an anonymous urban center.
You will find countless fashion shops,
restaurants, cafés, night clubs, bars
plus farmer markets. And if you need
some time to relax there are three
big swimming ponds on a hill above
town. In short, St. Gallen provides a
high quality of life.

Founded in 1898, we have become
a center of excellence through our
practice-oriented approach, international flair and integrative view of
studies.
The University of St. Gallen (HSG)
was founded as a business academy in
1898 – in the heyday of the St. Gallen
embroidery industry and is nowadays
a School of Management, Economics,
Law, Social Sciences and International
Affairs. The first lectures were held in
1899. The practice-oriented approach
and integrative view have characterised the education we offer since
those early days. Today, we are one of
Europe’s leading business schools and
are EQUIS and AACSB accredited.
Professional training and

In 2001, we introduced Bachelor’s and
Master’s degree courses across the
board and fundamentally reformed
the education we offer. Since then, we
no longer focus just on professional
training but also on character building.
At our university, you can complete

Accommodation and Hotel

Everybody will be located at the Hotel
Säntispark (4****). Breakfast will be at
the hotel, lunch at the golf course and
dinner at the hotel or other organized
venues.
All transport from and to the Golf
course will be organized and scheduled accordingly.
The Hotel Säntispark offers each
guest a variety of leisure activities.
Included in the participation fee are
the world of pools with water fun
parks, the extensive sauna facilities
and the fitness center. With extra costs:
Luxurious spa, bowling, tabletop
football, table tennis, etc.

Credit card
When you check in, the hotel will ask
for a credit card to guarantee extra
charges as hotel incidentals (e.g.
phone, loundry, additional drinks at

will need the informations also to pay
the costs in case of willful damage or
vandalism.
WLAN
Free WLAN will be available at the
hotel as well as in the club house of
the Golfpark Waldkirch.
Laundry
There are laundry bags in each room
in case you need to wash your clothes.
Clothes will be washed overnight,
costs are CHF 5.– for a Shirt and
CHF 8.– for a pair of pants.

Arrival
Arrival in Switzerland (airport of Zurich) by flight:
Transportation to St. Gallen will be provided by bus or
train. As you exit the arrival zone, you will be greeted
and guided by our volunteers who are dressed as in the
picture shown.
The journey from Zurich Airport to St. Gallen will be a
convenient 1hr ride – any further information will be
given to you upon meeting with our volunteers.
Arrival in Switzerland by train
Use the train to the railway Station „St. Gallen Hauptbahnhof“ – please stay on the arrival platform. You will be
greeted by our volunteers (see picture above).

Accreditation

The accreditation center will be at the Hotel Säntispark.
Accreditation will be open upon team arrivals.
The head of delegation of each team (or deputy) will be
the only person required to appear at the administration
check. Other team members may be requested to attend to
clarify documentation or eligibility. For large delegations
a second person is recommended for carrying the
welcome packages for each team member.
– Receiving the welcome package for each player
– Registration for the Am-Am Tournament on Tuesday
– Optional registration for the guided city tour on
Friday evening (free of charge)
All teams MUST be accredited (and their team composition confirmed) by 17.00 on the evening before the first
competition day (Tuesday eve).
Each head of delegation should bring with:
– All passports of the delegation
– All certificates of academic eligibility
– Fund of the appropriate daily allowances
– EUSA Fee (Euro 30.– per person, if not paid in advance)
– Mobile numbers of delegation members
The accreditation progress should not take more than
15 minutes and will comprise:
– ID and eligibility check
– Payment of any outstanding money
– Confirmation of photographic ID
– Accreditation sign off
– EUSA sign off
– Issuing of Athlete Accreditation (must be worn at all
times in the hotel and carried at all times on transports)

The opening ceremony will take place on Tuesday,
15th September at 20.30 at the University of St. Gallen.
The ceremony will consist of the parade of teams,
anthems (EUSA and Swiss), welcome speeches and
performances of local artists.
Teams are asked to be smartly dressed in matching team
uniforms.
Closing and award ceremony
The closing ceremony as well as the award giving will be
on Saturday, 19th of September at 18.30 at the club house
of the Golfpark. A gala dinner is organised and players
are kindly asked to dress accordingly.
The official closing party with live DJ will follow after,
also at the Golfpark Waldkirch.

Guided city tour of St. Gallen
It’s easy to find the way from the Hotel
Säntispark to the City Center. The bus
is just in front of the hotel, take bus no
7 direction Neudorf and exit where
you like.
The bus leaves approximately all
10 minutes. It takes you directly to the
railway station of St. Gallen (in around
20 minutes) or to the Marktplatz
(which is even more in the city center,
23 minutes bus drive).
Way back: From the same two stations, directly to the Hotel Säntispark,
bus line no 7, direction Abtwil.
The last bus back leaves from Marktplatz at 00.25 and from the railway
station at 00.30.
The costs for a one way ticket is
CHF 2.90.
On Friday evening there’s a guided
city tour through St. Gallen to show
you the highlights of this beautiful
Swiss town.

Both the Swiss and the Scots lay claim
to the development of early stick and
ball games that may have been the
precursor of modern day golf. Bored
shepherds hitting stones into rabbit
burrows are a long way from the beautiful surroundings, challenging layout
and fantastic facilities that today greet
you – the players – in these EUSA
European Championships.

and the University of St. Gallen, have

Overview: On behalf of the European University Sports

Competition Venue
Golf course: The championship will be held at the
Golfpark Waldkirch. It is a 36 holes course and has a huge
practice area: Wide driving range with 40 covered mat
places and targets (40 grass places), pitching, chipping
and putting area, and a 3 holes practice course (Par 3).
Restaurant, Pro Shop, and Golf School are located within
the Golfpark.

Practice Area
The Golfpark Waldkirch provides a
great practice area and a wide driving
range with 42 covered mat places
and several distance targets (70 grass
places), a chipping, pitching and 3
putting areas plus a short practice
course (3 x Par 3). Pro Shop and Golf
School are located within the Golfpark
as well.
All players have free access to the
practice ground throughout the Championship, range balls will be provided
daily and unlimited.
Practice
Upon arrival on Monday September
14th there are no additional green fees
to be paid; all green fees for the week
as well as the Am-Am tournament on
Tuesday are included in the participation fee. If you wish to have a practice
round, please make the reservation
for a tee-time at the Golfpark upon
arrival. In courtesy to other players we
ask you to play one ball only during
the practice round, a few additional
putts on the greens are allowed.
The practice area is open daily from
Monday to Saturday.
Am-Am Tournament
This provides the sponsors of this
Championship with the opportunity
to meet Europe’s up-coming Golf elite
golfers. The Am-Am Tournament – to
be held on Tuesday September 15th –
will provide players an opportunity
to play the course in competition
conditions. The OC expects all players
to participate in this tournament
as part of their pre-competition
practice; and each delegation is asked
to indicate any exceptions to this at
registration. Team coaches/managers
also are welcome to participate and
can indicate a willingness to play at
registration. Form of play: four ball –
two scores to count (stblf) followed
by small ceremony with finger food.
Teeoff around 11.00 (more detailed
information will be given to you upon
registration for the Am-Am).
Additional information
Please note that it takes about 10
minutes from the club house to the
first t of the yellow course!
Be aware of the electric fences off the
course, as the course is embedded into
agricultural farmland.
The area is known for ticks which
carry the bacteria responsible for a
form of meningitis – whether a vaccine
is necessary is up to you. We advise
you to check your body parts for ticks
after each round. Insect repellent and/
or long pants are advisable.
As the course comes with slopes
which could be wet due to rain/fog
spikes in good condition are advisable
(metal spikes are not allowed).

Championship
Bodies and Committees
On behalf of EUSA, the following
boards are described in their composition and responsibilities:
– Supervision, control and arbitration
committee (SCAC)
– Technical committee (TC)
– Organising committee (OC)
– General technical meeting (GTM
SCAC
The OC shall set up a SCAC for each
Championship which shall consist of
(REG 2.1):
– the technical delegate of EUSA and
their assistant (if appointed), for the
sport concerned
– the representative of the NUSA
– the representative of the OC,
– the member of EUSA Medical or
Technical Commission (if
appointed).
The SCAC is responsible for (REG 2.4):
– the supervision and smooth
running of the event
– the interpretation of EUSA
regulations
– settling any dispute which does not
concern any other committee or jury
– examining and dealing with any
complaints or protests of a
non-technical nature
– taking emergency sanctions against
participants (teams or individuals)
who violate the regulations of
the event
– the appointment of additional
committees and allocation of
responsibilities which might be
required by rules of the concerned
ESF/ISF or by necessities of the
event
– supervising the organisation of the
formal ceremonies
– deciding any other matters not
covered in these regulations.
Decisions will be taken by a simple
majority of those present and voting.
In case of equality of votes, the
chairperson shall have a casting vote
(REG 2.2). All decisions taken by the
SCAC at the time of the event are final
(REG 2.10).
The SCAC also shall supervise the
following terms of participation
(REG 2.7):
– the authenticity of entries
– the academic status of the
competitors (according to REG 1.4);
the SCAC may appoint special
If a person, who has been refused
a competitor’s accreditation card,
attempts to compete by means of
fraud, he/she will be excluded from
the event and the EUSA EC will
consider if this exclusion should apply
also to all future sporting events of
EUSA. Should this fraud be attempted
in a team competition, the team may
also be excluded from the event and
any earlier results in the current event
will be cancelled. A report will be
forwarded to the respective NUSA,
University and a reprimand will be
addressed to the team and/or the
individual and the NUSA of their
country.
If the officials of a delegation deliberately misinform the SCAC about
the eligibility of a competitor(s), the
team of the sport concerned will be
excluded from further participation
in the current event: such fraud could
be grounds for the termination of that
country’s membership of EUSA (REG
2.9).
SCAC meeting
The supervision, control and arbitration committee (SCAC) will meet on
Monday, September 14 at 18.00 in the
Hotel Säntispark at the room “Zürich”.
The chairperson of SCAC will invite
the following people (REG 2.1, EUSA
rules and regulations)
REG 2.1.1 the representative of EUSA ,
who shall be the Chair,
REG 2.1.2 the technical delegate of
EUSA and their assistant (if appointed), for the sport concerned,
REG 2.1.3 the representative of the
NUSA ,
REG 2.1.4 the representative of the
OC,
REG 2.1.5 the member of EUSA
Medical or Technical Commission (if
appointed).
General technical meeting
The general technical meeting will
take place on September 15th at 18.30
at the University of St. Gallen, room
01-110 (main building, ground floor).
Following persons must join the
General Technical meeting:
A representative of each University
competing in the Championship
(normally the designated Head of
Delegation).

PRO 4.1 The GTM is called by the
SCAC Chair at least one day prior to
the start of the event.
Invited are: the members of the
SCAC, EUSA representative(s),
Representative(s) of the OC, the EFS /
ISF representative (if nominated), the
heads of delegations or an authorised
representative (maximum two persons
per team), referees and sport officials
(if needed).
PRO 4.3 The GTM, after welcome
message of SCAC Chair, is divided in
three parts:

Technical Committee
The SCAC shall set up a TC for the
championship, which shall consist of:
– the technical delegate of EUSA,
who shall be the chairperson
(Rob Macpherson)
– the event manager of the OC with
OC representatives (Daniel Studer
with Christina Marquart and
Stefan Gort)
– the Championship referees (Roger
Volken and Hans-Jürg Künzi)
The TC has responsibility for all technical matters relating to the running
of the event; and the application of the
Championship Rules and the Rules of
Golf.
Clarification of the Championship
Rules – general or specific – should
not be obtained from parties other
than members of the TC.
Any subsequent misapplication of
the Championship Rules will be the
responsibility of the individual player
and may result in disqualification.
During the Championship, players in
dispute of the rules will be required
to seek immediate resolution from
on-course referees before continuing
play (whenever possible). The decision
of a referee is final.
Where on—course resolution is not
possible (i.e. where accessing a referee
would cause considerable delay),
players will be required to play two
balls and bring the dispute to the
attention of a TC member prior to the
signing of the card and the submission
of the score.
Any technical protest (i.e. course playability) must reach the TD through
either a referee or through an OC
member, according to the regulations
laid down in the Technical Regulations
(protest fee is Euro 50.–).
If required, and at the request of a
TC member, the TD can convene a
special meeting of the TC to resolve
any decision reaching beyond an
individual circumstance – as long as
the final decision is in accordance to
the relevant regulations of the R&A
and EUSA.
Any decision taken by the TC is final
and will be reported immediately to
the Head of Delegation of the University concerned.
REG 1.4.3 Competitors shall not
be younger than 17 and older than
30 year (by formula: Event Year –
competitor’s (year of birth = age):
Students born in years 1985 – 1998.
Delegation
The delegation will consist of minimum three (3) and maximum five (5)
men’s athletes, a minimum of two (2)
and maximum of three (3) women’s
athletes and a minimum of one (1) and
maximum of four (4) officials. A Head
of the Delegation must be appointed.
Playing scheme
The format of the tournament will be
decided by SCAC taking into consideration the number of teams entered.
Rules
The organization of the EUC Golf shall
be based on the most recent technical
regulations of the Royal and Ancient
Golf Club of St Andrews (The Rules of
Golf, 2012-15), taking into account any
specific competition rules and local
rules as appropriate.
Eligibility
According to REG 1.4. the following
may participate:
REG 1.4.1 Students who are officially
registered for and pursuing a course
of study at a university or similar
institute whose status as an institution
of higher education is recognized by
the appropriate national authority of
their country; Students shall confirm
their status with completed, signed
and sealed EUSA Certificate of
Academic Eligibility (according to the
REG 7.16.2).
REG 1.4.2 Former students of the
institutions mentioned in 1.4.1 who
obtained their academic degree or
diploma in the academic year preceding the event.
Draw
The draw for the first two days of the
Championship will be conducted prior
to the event by the Technical Delegate
in the presence of a EUSA Representative taking into account EUSA Golf
international rankings and handicaps.
The draw will be published one week
in advance of competition.
All teams are required to confirm their
player/team composition at the time
of accreditation, whereupon a revised
and final draw will be issued.
Uniforms
Each team will be expected to be in
identical university colours/uniform as
appropriate for regular golf competition. Where the host club has specific
dress requirements, these too will be
adhered to by all players and officials.
Financial obligations
Each team has to pay fees defined in
EUC Regulations by the specified date.
The deposit must be paid on EUSA
request. Participation fee is Euro
65.–/person/day, EUSA entry fee is
Euro 30.–.

Protest
Live scoring
During the Championships, all
protests have to be submitted to the
OC, Technical Delegate and/or Chair
of the SCAC by the Head of Delegationor their deputy in writing. It is the
responsibility of the OC to forward
all protests immediately to the Chair
of the SCAC or TD, depending on the
protest issue.
Each protest must be accompanied by
a deposit in the amount of fifty (50)
EUR which will be returned only if
the protest is considered to be justified
(see more in REG 6.6). Unjustified
protest fee is kept by EUSA (REG 2.6).
A life scoring device will be provided
for the whole Championship. It is
optional, and one device per flight
only. In case of differences in strokes
between scoring device and scoring
card, only the amount of strokes on
the signed score card counts.
Scoring area
Players must complete the control and
signing of the score cards within 15
minutes after finishing on the last hole
in the scoring area.

Technical Regulations
1. The organisation of the EUC Golf
shall be based on the most recent
technical regulations of the Royal
and Ancient Golf Club of St Andrews
(The Rules of Golf, 2012-15), taking
into account any specific competition
rules and local rules as appropriate.
In matters of dispute, the English
language version of The Rules of Golf
and Decisions on the Rules of Golf,
2014-15 will be used.
2. The following competitions will be
held:
– Men’s individual (72 Holes –
strokeplay), maximum of 90 players
– Women’s individual (72 Holes –
strokeplay), maximum of 54 players
– Men’s team (72 Holes – strokeplay),
maximum of 20 teams; 3 scores
from 5
– Women’s team (72 Holes –
strokeplay), maximum of 20 teams;
2 scores from 3
3. The Championship will last four
days. This will be preceded by, at least,
one official practice day. The General
Technical Meeting, where the presence
of each Head of the Delegation is
obligatory, will be held one day prior
to the start of the competition.
4. Each delegation will consist of
minimum three (3) and maximum five
(5) men’s athletes, a minimum of two
(2) and maximum of three (3) women’s
athletes and a minimum of one (1) and
maximum of four (4) officials. A Head
of the Delegation must be appointed.
5. The format of the tournament will
be decided by SCAC taking into
consideration the number of teams
entered.
6. The draw for the tournament will
be done in the presence of a EUSA
Representative taking into account
EUSA Golf, international rankings and
handicaps.
7. Each team has to pay fees defined in
EUC Regulations by the specified date.
The deposit must be paid on EUSA
request.

In the event of a tie, the winner will
be the competitor with the lowest last
18 holes; then last 9; last 6; last 3; and
last 1. If competitors are still tied at
this point, the Individual Golf Medal
will be shared. The medal winners
in each event must attend the Medal

8. Each team will be expected to be in
identical university colours/uniform as
appropriate for regular golf competition. Where the host club has specific
dress requirements, these too will be
adhered to by all players and officials.
6. A maximum of 144 golfers per
Championship event (including a
maximum of 54 women). If more than
144 entries are received, places will be
allocated according to exact handicap.
Doping Control
Team
Doping controls may be conducted
with any player/official at any time
during the EUGC, following the
principles and regulations set out in
the WADA code.
Further information about doping
procedure and timing expectations
will be given during the Technical
Meeting.
1. For the Men’s competition, the three
lowest x 18 hole gross scores (from
five) from each individual round will
be accumulated to count towards the
team total.
2. For the Women’s competition, the
two lowest x 18 hole gross scores
(from three) from each individual
round will be accumulated to count
towards the team total.
Competition Format
Individual
1. The EUGC shall be governed in
accordance with EUSA Regulations
and the Rules of Golf as approved by
R&A Rules Ltd and with local rules as
approved by the Technical Committee.
2. Competitors – both male and female
– will compete in 4 x 18-hole strokeplay rounds. All competitors will
receive a Diploma of Participation.
3. Proof of handicap will be required
in order for entries to be accepted.
4. Placings at all events are based on
Scratch Gross Scores.
5. The winner will be the competitor

holes e.g. player 4 for men; player

apply to all EUC golf events.
Note:
These Local Rules replace any Local
Rules published by a host club (e.g. on
a club’s score card or displayed on a
notice board).
Unless otherwise specified or the
breach is covered by a Rule of Golf,
Penalty for breach of a local rule: Two
strokes.
1. Out of Bounds (Rule 27–1)
Beyond any wall, fence, hedge or line
of white stakes defining the boundary
of the course. On or beyond any white
line defining the boundary of the
course. (A ball is out of bounds when
all of it lies on or beyond such a line).
Note:
i. Where out of bounds is defined by
a fence or line of white stakes, the
line joining the nearest inside points
atground level of such stakes or any
inside fence posts (excluding angled
supports) defines the boundary. A
ball is out of bounds when all of it lies
beyond such a line.
ii. Objects defining out of bounds
are not obstructions; therefore relief
without penalty from them is not
available.
2. Water Hazards, including
Lateral Water Hazards (Rule 26)
Water hazards are identified by yellow
stakes.
Lateral water hazards are identified by
red stakes.
When both stakes and lines are used,
the stakes identify the hazard and the
lines define the hazard margin. N.B.
Not all water hazards may be marked
by stakes.
Note:
i. A ball is in a water hazard when it
lies in or any part of it touches the
water hazard, including any stakes or
line that defines the hazard.
ii. Stakes defining the margin of a
water hazard are obstructions.
iii. Relief without penalty is not available from immovable obstructions or
abnormal ground conditions when the
ball lies in a water hazard.
iv. Retaining artificial walls and pilings
surrounding/bordering water hazards
are immovable obstructions.
v. Where there are dropping zones
for water hazards, a ball may be
played under Rule 26 or a ball may be
dropped in the dropping zone nearest
to where the original ball last crossed
the margin of the hazard under
penalty of one stroke.
3. Ground Under Repair
(Rule 25–1)
Any area encircled by a blue or white
line.
Any area of damaged ground that is
considered by an official rule to be
abnormal. Free drop.
4. Immovable Obstructions (Rule
24–2) include:
All artificially surfaced roads and
paths on the course, including those
covered with wood chips.
All other paths and tracks are integral
parts of the course.
White lined areas adjoining any
immovable obstruction are part of the
obstruction and not ground under
repair.
Stone-filled drainage ditches or
channels.
Sleepers or wooden boards within
bunkers.
Advertising/Sponsorship boards may
be considered temporary immovable
obstructions – App. 1 Part B Specimen
Rule no. 7 of Rules of Golf applies (see
pages 131-3).
5.Trees
Trees which are staked or wired are
immovable obstructions (Rule 24–2b).
6. Immovable Obstructions
Close to Putting Green
Relief from interference by an immovable obstruction may be obtained
under Rule 24-2. In addition, if a ball
lies off the putting green but not in a
hazard and an immovable obstruction
on or within two club-lengths of
the putting green and within two
club-lengths of the ball intervenes on
the line of play between the ball and
the hole; the player may take relief as
follows:
The ball must be lifted and dropped
at the nearest point to where the ball
lay that (a) is not nearer the hole, (b)
avoids intervention and (c) is not in a
hazard or on a putting green. The ball
may be cleaned when lifted.
Relief under this Local Rule is also
available if the player’s ball lies on
the putting green and an immovable
obstruction within two club-lengths
of the putting green intervenes on his
line of putt. The player may take relief
as follows:
The ball must be lifted and placed at
the nearest point to where the ball
lay that (a) is not nearer the hole, (b)
avoids intervention and (c) is not in a
hazard.
The ball may be cleaned when lifted.
7. Stones (not shells) in Bunkers
Stones are movable obstructions (Rule
24–1 applies).
8. Wrong Greens (Rule 25–3)
Practice/temporary putting or pitching
greens on the course must be treated
as wrong greens.
9. Relief for Embedded Ball
Rule 25-2 provides relief, without
penalty, for a ball embedded in its own
pitch-mark in any closely mown area
through the green.
In addition: Through the green, a ball
that is embedded in its own pitch

mark in the ground, may be lifted
without penalty, cleaned and dropped
as near as possible to where the ball
lay but not nearer the hole. The ball
when dropped must first strike a part
of the course through the green.
Exceptions:
1 A player may not take relief under
this Local Rule if the ball is embedded
in sand in an area that is not closely
mown.
2 A player may not take relief under
this Local Rule if interference by
anything otherthan the condition
covered by this Local Rule makes the
stroke clearly impracticable.
10. Bunker Faces
A bunker face which consists of
stacked turf is not part of the bunker
and is not deemed to be a “closely
mown area” (Rule 25–2: Embedded
ball).
A grass covered bunker face, not
consisting of stacked turf, is likewise
not part of the bunker.
11. Distance-Measuring Devices
(Rule 14–3 and Appendix iv, page
162)
In all EUSA events, a player may
obtain distance information by using
a device that measures distance only.
If, during a stipulated round, a player
uses a distance-measuring device that
is designed to gauge or measure other
conditions that might affect his play
(e.g. gradient, wind speed, temperature, etc.), the player is in breach of
Rule 14–3, for which the penalty is
disqualification, regardless of whether
any such additional function is
actually used.
Note:
a. Trolleys with a distance-measuring
capability: May be used provided
any other features, which are nonconforming, are disabled (e.g. ‘taped
up’or switched off).
b. Multi-functional devices such as
mobile phones with a distance-measuring application may not be used,
unless the application is restricted to
“distance only” and the device does
not have any other “non-conforming”
features or applications.(Because of
problems over whether a particular
phone conforms to the Local Rule and,
therefore, to protect players from the
risk of disqualification, EUSA strongly
recommends that mobile phones are
not used as measuring devices.)

If a ball strikes a power line or power
pole, the stroke is cancelled and the
player MUST re-play a ball from

Walking/searching for ball in the
out-of-bounds area to the left of
the third fairway (black course) is

4. Caddies
Caddies are not allowed in EUSA
events.

5. Coaches (Rule 8 Note)
Each team may have a designated
coach (who will be suitably identified).
Coaches are permitted to give advice,
however, for EUSA competitions, they
are not permitted to:
– Caddy for any of their players
(see 4 above)
– Indicate the line of play on the
Putting Green
6. Practice (Rule 7)
Stroke play: Rule 7–1b applies.

7.Tees
Unless otherwise directed Males play
from white tee markers and Females
from blue tee markers.
8.Transportation
The specimen Condition in the Rules
of Golf (page 142) is in effect. Players
must not ride on any form of transportation during a stipulated round
unless authorised by the Technical
Committee.

9. Score Card
Players will be given their score cards
of each day upon arrival at starting
tee (t1, t10). A player’s score card is
deemed officially returned to the
Organising Committee when he/she
has left the recording scoring area.
Note:
Players must promptly return to the
scoring area on time. Any card not
returned within 15 minutes of the
end of play will be regarded as a “No
Return”.

Etiquette for play and practice
rounds
The following regulations, together
with any additions or amendments
published at the course, will apply to
all EUSA events, including practice
days.
1. Dress Code
Players must comply with the dress
code of the club hosting the event.
Players must wear team uniforms
at all times on the course and in the
clubhouse.
Players must carry their athletes
identification card at all times on the
course; and must wear it at all time in
the clubhouse, for transportation and
in the athletes village.
10. Result of the Competition
2. General Behaviour
When the final results are published
online and/or placed on the official
notice board the results of the Championship shall be deemed to have been
officially announced.
During the course of the championship (including practice days) players
may not misbehave by, for example,
swearing, spitting, abusing others,
throwing clubs or purposely damaging the golf course, clubhouse or
other club property, or act in a manner
which otherwise might bring the game
and EUSA into disrepute.
11. Adverse Weather
If it becomes impossible to complete
the EUGC in accordance with the
conditions thereo because of
adverse weather conditions, or other
circumstances which in the opinion
of the Technical Committee make it
impossible or impractical to do so,
the Technical Committee shall be
empowered to vary such conditions to
the extent necessary to achieve a result
within the time available.
In the event of the EUGC being

As a courtesy to all competitors,
during practice one ball only may be
played during practice rounds, with
the following exceptions: If a ball is
lost or is hit into a hazard (excluding
bunkers)
If a player misses the green with
his approach shot to the green, one
additional shot may be played
Where the Rules of Golf apply (e.g.
provisional ball)
In addition, players may practice
putting (chipping and/or bunker
play) on the immediate completion
of a hole during the practice round,
provided play is not unduly delayed
and all surfaces are made good for the
following group.
5. Mobile ‘Phones (or similar)
These may not be used on the course
(including on practice days) by players
for making/sending or receiving calls
or texts except in cases of emergency
or requesting a referee. In consideration to other players, the use of
iPods, cameras, or any other electronic
equipment is restricted to the practice
day only. The use of recording
equipment is not permittedduring the
EUGC tournament days.
If a serious breach of the above
Regulations occurs, or where there
are repetitive breaches, a player may
be disqualified under Rule 33–7 for a
serious breach of etiquette and/or may
be barred from entering or playing in
future EUSA events for such period as
the SCAC Committee may decide.
3.Trolleys
Self-powered trolleys are permitted for
EUSA events (although not electronically powered trolleys).
Trolleys must not be taken onto tees or
between a greenside bunker and the
green and/or onto fringes of greens.
SAFETY ADVICE FOR
DANGEROUS SITUATIONS
If you consider that an immediate dangerous situation is likely to occur due
to inclement weather conditions – you
are responsible for your own actions
and safety. Do not wait to be told the
EUC Golf 2015 – General Handbook

situation is dangerous – use your own
judgment and common sense.
In the event of a dangerous situation
occurring, EUSA Officials will signal
a suspension of play for a dangerous
situation with one long note of
klaxons. That is the signal for everyone to evacuate the course.
If it is not possible to give sufficient
warning to clear the course before
an electrical storm, anyone affected
should comply with the following
advice. This advice is designed to
assist. It is not an instruction or a
Condition of Competition.
EUSA is not liable for any injury or
damage caused by following this
advice.
When the warning klaxon is sounded
to suspend play for a dangerous
situation:
– Keep as low as possible and, if
necessary, crouch in the nearest
bunker or other low point on the
golf course
– Remove any headgear which may
have metal in or on it
– Remove any other obvious metal
items e.g. pins, jewellery
– Do not stand under overhead
power lines
– Do not shelter under trees or on
high ground
– Do not take cover in wooden or
metallic shelters, unless the shelter
is fully enclosed, properly earthed
and designated for such a purpose
– Do not exit the course by walking
under trees if at all possible
– Do not use a mobile ‘phone
– Do not put up your umbrella under
any circumstances
– Do not stand near or carry your
golf clubs, they act as a magnet to
lightning. If leaving the course, you
are strongly advised to leave them
behind
