REPORT
More than 50 years ago Wayne Pollard, on behalf
of his daughter Carolyn, asked the question...
“What quality of life choices exist for an individual
with a disability?”
He discovered there were little to no options.
Institutional care was the only alternative provided,
warehousing over 5,000 people with disabilities. Wayne, like
many other families at that time, chose to keep his daughter
at home and worked tirelessly to promote her quality of life.
Through his vision of education for persons with disabilities,
he sought other families in the same situation and established a
small school for children with mental retardation in 1953.
The Lake County Educational Society for Retarded Children is established.
Located in the Zion Catholic College, seven children attend classes
taught by two teachers. The needs keep growing and four schools
are added and a program for teens is opened in Round Lake.

A Letter from the Chairman of the Board and interim CEO
To Our Donors and Friends,
Sometimes it’s good to look back. What better time to do so then as we celebrate an important anniversary.
This year, 2013, marks sixty years that NorthPointe Resources has been serving Individuals with Intellectual
and Developmental Disabilities (I/DD) and/or mental illness in the Lake County. Over the years as an
agency we have seen tremendous change and growth. We’ve evolved into a comprehensive service
organization while maintaining the core principles of service and dedication—the foundation upon which
this organization was built. Back in 1953 when a group of parents got together to establish a community
focused, educational option and a better future for their family members, little did they know how their
dream would grow and flourish. These founding fathers of our organization could not have predicted the
important role NorthPointe would play in the lives of so many individuals and their families. They would be
proud to witness our stewardship in action, and the compassionate service and dedication that are standard
operating procedures for NorthPointe Resources.
But it is always important to look ahead. What does the future hold for NorthPointe in these changing
times which include economic uncertainty? On the positive side, an exciting change is a national movement called Employment First. A number of states have already implemented Employment First policies
and practices and we are is in the process of determining how to execute this initiative. To NorthPointe,
economic uncertainty means recognizing the trends and the limitations of government funding, and that
we must begin to expand and grow our funding resources to survive—but more importantly to thrive.
We will be exploring diversification, setting clear priorities, using data effectively, and relying on the input
and expertise of stakeholders to make sure we’re making the most effective decisions and devising the best
strategies. We plan to work hard to engage a wider network of partners who can help to bring diverse
perspectives to the work we’re doing together. As we address these important issues, we will be guided
first and foremost by how this work contributes to our overarching goal of helping improve the lives of
the people we serve. In the end, that is the reason why we’re here.
At this time we want to thank everyone who has helped in NorthPointe’s success. With the knowledge
that change is inevitable NorthPointe stands ready to move forward. We look forward to working with
you to build an even better future for the people we serve.

We are driven by our mission to be the premier agency
serving individuals with intellectual and developmental
disabilities (I/DD)and mental health issues:
We are accredited by the Commission on Accreditation
of Rehabilitation Facilities (CARF).
We collaborate with: The Chicago Botanical Gardens; Arts
of Life; Partners for Progress and the YMCA. We partner
with: The University of Illinois Rehabilitation Research and
Training Center on Aging with a Developmental Disability
and Rosalind Franklin University.
We are a recognized leader by state agencies: Awarded the
much coveted Caregiver Connection Grant (serving Lake
County) six years in a row.
Our SERVICES
Business Division
The Business Division partners with businesses throughout
the community to provide training and paid employment
opportunities for individuals in the Killian WorkCenter.

usiness Resources offers solutions for a variety of companies seeking fulfillment, packaging, shrink-wrapping and
heat sealing services.

arehousing offers storage, delivery and full service
warehousing for business and the community

Legislation is passed mandating public education through age 21 for the
disabled. Lake County starts special education classes, gradually absorbing
our students. Programs expand and a pre-school for children with special
needs is opened. In 1965, we move to the Rosenwald Cottage in Bowen
Park, Waukegan and remain there for 16 years. The agency’s name
is changed to “Lake County Society for the Retarded.”
Our SERVICES
Development Division
The Development Division is responsible for increasing revenue and
awareness through fundraising, events, corporate giving, community
and family donations; volunteer recruitment and management and
gift in-kind donations.
Marketing Division
The Marketing Division is responsible for marketing strategies, brand
consistency and exposure. They collaborate with all of the departments
within the agency, to develop and produce materials that correctly
reflect our mission and the agency.
Residential Division
The Residential Division offers a variety of residential services
ranging from continuous 24/7 care to intermittent support through
the Community Integrated Living Arrangement (CILA) program.
Depending on their needs, CILA residents live in community-based
group homes or independently in apartments. Living arrangments are
structured to promote community integration and residents are
offered support to develop independence and daily living skills.
Vocational Division
The Vocational Division provides a wide range of services and programs that emphasize
individual growth, health, and well-being, as well as successful community participation.
•Adult Day Service’s CHOICE Program offers six-week classes on a variety
of subjects matters including; health and fitness, creative arts, computer
skills, business training, humanities and Life Skill education.
• Employment Resource Services (ER) participants are assisted in acquiring
and maintaining employment in the community.
• Home Based Services offer support for families throughout Lake County
in accessing and acquiring government supported services within their homes.
• Caregiver Connections offers support for caregivers and parents of children
up to five years of age experiencing social and emotional adjustment issues.

In 1975, NorthPointe opens a second location in the old Zion
Roller Rink. Sheltered Workshop services continued to grow in
response to the work-training needs. Because of the growth,
a new location with double the space was found, and we move
to the (old) Warwick building in Zion.

The Eunice Kennedy Shriver National Institute of Child Health and Human
Development awarded a $1,000,000 grant in which NorthPointe is a partner.
“HeathMatters” launches nationwide. A year later, NorthPointe is chosen to
receive a grant to implement diabetes awareness for children across Illinois.
