CITY OF SAFETY HARBOR LEISURE SERVICES Leisure Services RECREATION • The skate park remained very popular in 2006 with 287 passes sold, Safety Harbor Residents purchased 125 of the total passes sold. • Staff received a grant award of $118,000 from the Florida Recreation Development Assistance Program to help fund the Safety Harbor City Park Basketball Court and Shelter Project. • The Recreation Division hosted over 697 Kids at Sunshine Play Camp, 283 at Totally Teens Camp, 811 for various Part Day Camps and an average weekly attendance of 147 children took advantage of the City’s Supervised Playground program. • Over 386 Safety Harbor Seniors were “on-the-go” participating in over 36 one-tank field trips to new places for great adventures. • Fitness classes reached an all time high with 460 participants getting into shape in one of the 62+ fitness classes offered at the recreation centers and city parks! • The Recreation Division planned monthly preschool events. The seven events entertained and educated 683 pre-school students. Leisure Services • • The Recreation Division organized the 2006 North Pinellas Flag Football League, comprised of 26 teams and 300 athletes. This year two teams from Safety Harbor won their divisions and one team came in second place. Over 70 runners and 100 spectators took part in the Inaugural Home Quad City Track Meet at the Middle School track on May 3. • • • • • The SHARP and BAMS programs attended the Wildlife Nature Show at Marshall Street Park Nature Experience hosted by the Rigsby staff on April 26. The Recreation Division and the Safety Harbor Sheriff’s Youth Ranch have partnered to offer recreational opportunities on the ranch site one night a week. The partnership has been very beneficial for staff and the ranch. The Recreation Division hosted the season kickoff for the new Florida Premier Power Soccer League, featuring teams from around the state of Florida. The athletes, potential coaches, and spectators attended the all day event in August. The City of Safety Harbor was home to the first ever Power Soccer OLYMPIC tryouts. The Community Center was packed for three days as athletes from around the country participated in rigorous drills and tough scrimmages. Resident Danny Gorman and Tampa resident Elio Navarro made the team and will represent the USA in 2007. The first annual Ian Tilmann Foundation skate contest took place on October 21st. There were approximately 75 contestants in four age divisions. The event was a great success. Leisure Services • • • • Recreation Staff prepared and presented “Community Building through Playgrounds and Nature” at the Florida Recreation and Parks Association Annual State Conference. The program highlighted Safety Harbor’s Supervised Playgrounds and the Marshall Street Park Nature Experience. The staff had a large state-wide audience that was very impressed with our local program. Recreation Staff held focus group sessions with camp participants to gain insight on what kids look for in a playground. Feedback from these meetings ensured that the New City Park Boundless Playground would include climbing features, which ranked as the highest priority amongst the children. WOW! Cave exploring in Florida; Teen Explorers squeezed through cracks and crawled on their bellies while Spelunking through the sink hole caves of the Withlacoochee State Forest. Leisure Services management & supervisors attended a team building training session at the Trinity YMCA. The training concentrated on leadership and team building. Staff overcame fears on the high ropes course, built trust on the low ropes course, and worked together as a team to achieve common goals during the entire session. • The Recreation Division staff spearheaded the Freedom Fundraiser during 2006. Staff, Teens, and patrons raised money and collected donations for care packages which were sent to the overseas troops during the holidays. Leisure Services MARINA • Leisure Services Staff began to work with Marina boat slip renters as the replacement Decking Project began in November. The project is progressing ahead of schedule and is expected to be completed in February 2007. • The Inaugural Boat Day was quite a success. Various organizations gathered at the Marina to offer in formation and educational sessions on safe boating, sailing, kayaking, Florida wildlife, and coastline security. Many visitors had the opportunity to climb aboard one of the largest sailboats in the municipal marina owned by a Safety Harbor Boat Club member. Boat club members moved vessels to the parkside b o a r d w a l k , so visitors got an up-close view of the various types of boats docked nearby. • Parks and Building Maintenance staff cleared rocks and loose debris from the pier and seawall area at the Marina. As a result, the area is much more inviting for kayak launchers. Leisure Services PARKS & BUILDING MAINTENANCE • The Parks and Building Maintenance Division completed the Fire Station 53 Fitness Center project. Work included new carpet, paint, ceiling tile and water fountain. • The P&BM Division received approval from Southwest Florida Water Management District to remove ten dead slash pine trees and piles of loose debris from Marshall Street Park wetland areas. Four garbage truck loads of debris were removed from the site. • Staff completed the 2nd Avenue North Brick Street project by installing four live oaks in the City right of way. • Building Maintenance staff coordinated the installation of the new polyurethane roof at City Hall. • In conjunction with a local Eagle Scout project, staff and volunteers removed invasive potato vines, debris, trimmed back brush, installed tree identification signs, built and installed owl nesting boxes and planted a Chickasaw Plum Tree at Marshall Street park. • • Parks Staff completed a re-sodding project at the Gazebo in July and the Rigsby Recreation Center in November. Parks staff coordinated the completion of the 9th Avenue beautification project. In conjunction, the staff installed drip irrigation bags on the trees to provide effective deep water saturation and reduce the man hours spent watering the trees. Leisure Services • Installed hurricane shutters for Public Works, Rigsby Center, Parks and Building Maintenance and Fire Station 53. • City of Safety Harbor was re-certified as a Tree City USA for the year 2006. This certification marks the 19th year that Safety Harbor has been certified. • Building Maintenance staff completed phase four of the downtown bench replacement project, replacing five new park benches. • Parks Maintenance staff facilitated the five-year mangrove trimming project in the Spring along South Bayshore Linear Park, the Safety Harbor Museum and the Marina. SPECIAL EVENTS • • • City-wide special events in Safety Harbor continued to show growth this year. The Easter Eggstravaganza, the July 4th Celebration, and the Wine Festival, all showed healthy increases in attendance, and several first-time events were well received. The Martin Luther King Junior Celebration Committee conducted the 2nd Annual Martin Luther King Jr. Celebration on Sat., Jan. 14, 2006. Staff, along with the Florida Festivals and Events Association (FFEA) and the Florida Parks and Recreation Association (FRPA) held a sponsorship seminar in Safety Harbor on Fri., Jan. 20th. 147 delegates attended the seminar and enjoyed lunch and the Lunchtime Concert Series at the Gazebo. Leisure Services • • • The 1st Annual Bloom n’ Garden Festival was held on March 18th with 25 vendors and one event sponsor. The Marshall Street Park “Nature Experience” distributed free lady bugs in decorated boxes as a program promotion; and the Teen Advisory Board (TAB) worked with the Parks Division to grow natural herbs to sell as a fundraiser. Safety Harbor celebrated America’s birthday in grand style at the Marina. Special Events organized a momentous July 4th Celebration event with entertainment, a family area, food & drink vendors, and a spectacular fireworks show. The 1st Annual Harborween, held on October 28th, was a huge success! A great team effort was made by each Division in the Leisure Services Department along with many sponsors and volunteers. There were hundreds of happy goblin snatchers during the Ghost Hunts and the line for all of the activities never seemed to end! Leisure Services • Starting in October 2006, the Downtown Council teamed up with City staff to produce the 3rd Friday events. The committee expanded this monthly event by closing off six blocks of Main Street to encourage event participants to wander around downtown more freely. • The 1st Annual Freedom Walk was coordinated by the staff and the Patriotic Committee. The event was held on September 11, 2006, and had close to 250 people attend the event, including our new Governor Charlie Crist. • The 5th Annual Safety Harbor Wine Festival donated $36,765.40 to five local charities and civic organizations that provide necessary services in Safety Harbor. • Over 105 entries rambled down our Main Street in the annual Holiday Parade. “Let Freedom Ring” had thousands turn out to await the arrival of Mr. and Mrs. Claus. LEISURE SERVICES SUMMARY SHEET The Leisure Services Department encompasses four divisions; Recreation, Parks, Marina, and Building Maintenance. Presently, there are 31 full time equivalent positions within the Leisure Services Department. The department has been in a growth period having built 1 recreation center, five major parks, and a skate park in the past ten years. The Building Maintenance Division performs or coordinates necessary repairs/maintenance to City facilities both inside and outside. It performs regular janitorial duties to assigned City office areas. Performs minor related carpentry/ electrical/construction projects necessary for City operations. Also providing support services for special events conducted by the Recreation Division at various times during the year and provides manpower to Parks Division when necessary. The Parks Division provides regular outdoor maintenance of City Leisure Service facilities and other assigned city owned areas, provides for specialized needs of recreation programs or other qualified groups, maintains flower beds and other planting areas that lend an aesthetic appearance for the City, provides support services for special events which are conducted or coordinated by the Recreation/Special Event Division during the year and assists the Building Maintenance Division when necessary. Safety Harbor has maintained the certification “Tree City USA” for over 19 years. General Recreation encompasses programs, classes and rental opportunities offered at the Community Center, Rigsby Center or one of the City park facilities. Recreation provides special events at various times of the year that encourage community spirit; schedules and coordinates individuals, groups or organizations that utilize recreation and park facilities. In addition Recreation Administration oversees the Marina daily operations. CITY FACILITIES The Safety Harbor Community Center re-opened its doors in November 2003 after new renovations and additions. It now consists of an Art Room, Meeting Room, Teen Room, Multi-Purpose Room, 2 Gymnasiums/Auditoriums, Kitchen and Offices. This is also home to our Skate Park, Recreation Administration offices and Marina operations. The Rigsby Recreation Center is located in downtown Safety Harbor and can be divided into several classrooms. The center also includes an office and a kitchen. The Rigsby Center offers programs for all ages, pre-school through senior citizens. The staff is also responsible for 2 supervised playgrounds. Parks- The city operates 9 parks including : Daisy Douglas Park, Baranoff Park, John Wilson Park (Gazebo), Marshall St. Park, Mease Park, North City Park, Safety Harbor Park, Safety Harbor Marina, Safety Harbor Middle School Track. 2 Supervised Playgrounds are offered from North City Park and Daisy Douglas Park. Supervised Playgrounds are open after school and provide FREE activities for neighborhood children and families. The city has a joint agreement with Pinellas County schools for use of the Track, Fields and Basketball Courts at Safety Harbor Middle School. Our department also has storage located at this facility. Marina The municipal Marina currently houses 44 wet slips opposite the Veterans Memorial Park on Old Tampa Bay. Each wet slip includes fresh water and electric. The boat slips range in size from 13’ x 25’ being the smallest to 16’ x35’ being the largest. No fishing or cast netting is permitted within the boat basin.
