HIGHLIGHTS of BCH-ARMM ACCOMPLISHMENT REPORT 2013
JANUARY
1.
FLUVIAL CARAVAN FOR PEACE
BCH represented by Administrative Officer III Birual B. Tuttuh and Kamal
B. Patadon, Media Production Assistant I attended the coordination meeting last
January 24, 2013 at the 6ID Conference Room, Camp Sionco, Awang, D.O.S,
Maguindanao. The agenda included ARMM Convergence initiatives and support
to the on-going peace process between the Government of the Philippines and
the Moro Islamic Liberation Front (GPH-MILF).
A Fluvial Caravan for Peace and Ceremonial Kick-off proposed by the 6th
Infantry Division, Philippine Army (6ID) was implemented last February 11, 2013,
where the BCH led by Birual Tuttuh and Kamal Patadon was tasked to decorate
the boat which represented the ARMM in the said activity in coordination with
BFAR-ARMM.
2.
ARMM H.E.L.P.S. CONVERGENCE LAUNCHING ACTIVITY
The Bureau led by Executive Director Ardan D. Sali attended the
launching of the H.E.L.P.S Convergence held in the Municipality of Tabuan Lasa,
Basilan Province. The Bureau provided entertainment through a cultural
presentation together with the Department of Tourism-ARMM.
FEBRUARY
1.
CEREMONIAL LAUNCHING of the ARMM H.E.L.P.S. CONVERGENCE
PROGRAM
BCH Executive Director Ardan D. Sali attended the ceremonial launching
of the ARMM H.E.L.P.S. Convergence Program in Barangay Bulanting, Lamitan
City last February 6, 2013 and at Barangay Cambog, Al Barka Basilan last
February 7, 2013. The Bureau was grouped among the Education Cluster.
MARCH
1.
TUMAHIK YAKAN WAR DANCE CONTEST
As part of the Bureau’s mandate to preserve the rich culture, arts, heritage
and traditions of the constituents of ARMM, Executive Director Ardan D. Sali
attended the first ever “TUMAHIK” Yakan War Dance Contest held at Plaza
Rizal, Isabela City, Basilan, the activity was held in celebration of the 39th
Founding Anniversary of Basilan to revive and showcase Yakan Culture
especially the performing arts which is critically threatened due to present-day
social change and to help alleviate the economic activities of the tourism industry
in the province.

WOMEN’S MONTH CELEBRATION
March 08, 2013
Community Affairs Officer Dha-rifah S. Kali, BCH Gender and
Development focal staff attended the coordination meeting last March 6, 2013
the kick-off and opening program for the month-long celebration of the 2013
Women’s month was taken-up. All BCH staff actively participated in the parade
together with all ARMM line agencies to signal the beginning of the month-long
celebration.
3.
BANGSAMORO DAY/ BANGSAMORO WEEK of PEACE & SOLIDARITY
The Office of the Regional Governor initiated various activities from March
12-18, 2013 to raise the Bangsamoro Consciousness and Identity in celebration
of Bangsamoro Day and the Bangsamoro Week of PEACE & Solidarity. One of
the highlights of the occasion is the commemoration of the 45th Anniversary of
the Jabidah, a “Turning Point” of the Bangsamoro Consciousness and Struggle in
Mindanao. Executive Director Ardan D. Sali together with all ARMM officials
attended this historical event at Corregidor Island in Bataan.
4.
SEMINAR/FORUM on GENDER & DEVELOPMENT
Birual B. Tuttuh, Administrative Officer III actively participated in a regionwide seminar/forum on Gender and Development (GAD) its relevance and other
issues related to women’s rights and protection and the role of men in GAD. The
forum was organized by the DOT-ARMM in support and observance of Women’s
Month. The participants as a whole gained proper information through sharing of
ideas and learned to appreciate and understand the core values of the GAD
program and at the same time learned how to strengthen our women alongside
the men to become positive contributors and leaders. The event was held last
March 15, 2013 at the ORG conference Hall.

FORUM on the IMPORTANCE of DA’WAH

The Commission on Higher Education-ARMM in partnership with the
Bureau celebrated Women’s Month with the theme “Kababaihan: Gabay sa
Pagtahak saTuwid na Daan “through a Forum on “The Importance of Da’wah”
The half day program tackled issues and reminded and enlightened the
participants on their roles and responsibilities which helped them reassess and
reflect on their proper zone of duties. Director I for Technical and Operations
Zorayda S. Musur and Executive Assistant designate Sahara K. Ali and Dha-rifah
S. Kali, BCH GAD focal Person played important roles to assure the success of
the conduct of the activity in close coordination with Hadja Nora L. Rasuman
supervising Education Program Specialist and GAD Focal Person-CHED-ARMM.
The said forum was held last March 25, 2013 at the Las Hermanas
Restaurant, Cotabato City with the theme: Kababaihan Ayon sa Sunnah ng Nabi
Muhammad s.a.w.:Gabay sa Matuwid na Landas.” The gathering was attended
by representatives from various ARMM line agencies.
6.
“WORKSHOP on ISLAM, GENDER & the CODE of MUSLIM PERSONAL
LAWS”
Executive Director Ardan D. Sali participated in the “Workshop on Islam,
Gender and the Code of Muslim Personal Laws conducted last March 26-28,
2013 at El Bajada Hotel, Davao City. The 3 day workshop was organized by Nisa
Haqq Fi Bangsamoro, Incorporated, composed of Muslim women NGO leaders
advocating for women’s rights in the context of Islam and culture.
7.
FORUM on WOMEN’S MONTH SOCIAL RESPONSIBILITY
In support of the 2013 National Women’s Month Celebration, the Bureau
on Cultural Heritage in cooperation with the Regional Ports Management
Authority conducted a Forum on Women’s Social Responsibility last March 27,
2013 at the Pagana Pavillion, Cotabato City.
BCH Staff, Sahara K. Ali actively participated in the conduct of the
program as emcee together with Dha-rifah S. Kali and the other women in
government service in order to ensure women’s active role in promoting
transparency, accountability and good governance.

ORIENTATION/FEEDBACKING & INITIAL ASSESSMENT WORKSHOP
ARMM H.E.L.P.S CONVERGENCE
on
Executive Director Ardan D. Sali& Admin Officer III Birual B. Tuttuh
attended an Orientation/ Feed backing and Initial Assessment Workshop on
ARMM H.E.L.P.S Convergence last April 29-30, 2013 held at the Apo View
Hotel, Davao City. The agenda included the Bureau’s report containing the
services rendered and its commitments during the launching of the ARMM
H.E.L.P.S. Convergence in the priority pilot areas including the programs and
projects implemented or still to be implemented in the pilot areas. Related to this,
Executive Director Sali proposed to provide indigenous musical instruments to
target areas and monitor the conduct of trainings of on Kulintang playing in an
effort to promote and preserve the use of our indigenous instruments and
develop future artists in the region
2.
16th ARMM REGIONAL QUR’AN READING COMPETITION
In connection with the mandate of the Bureau on the preservation of the
rich Islamic Cultural Heritage of the autonomous region, the 16 th ARMM Regional
Qur’an Qur’an Reading Competition was held last April 25, 2013 at the Sharif
Kabunsuan Cultural Complex, Cotabato City. The competition spearheaded by
the Office of the Regional Governor is one of the major programs of the Bureau
on Cultural Heritage.
Ustadz Mohammad Nadhir Asgar, Jr. of Marawi City bagged the 1 st prize
in the male category while Rahima M. Omar also from Marawi City bagged the 1 st
prize in the female category. They will represent the autonomous region in the
39th National Qur’an Reading Competition at the U.P. Film Center, Diliman,
Quezon City on May 25, 2013.

Executive Director ArdanSali expressed his appreciation and gratitude to
the Hon. Regional Governor Mujiv S. Hataman for his full support which made
the conduct of the event a resounding success.
MAY
1.
39th NATIONAL QUR’AN READING COMPETITION
It has been the tradition in ARMM that for 16 years now the Bureau was
tasked as part of its mandate to preserve and promote the culture and traditions
of Muslim constituents. It is through five (5) component provinces and two (2)
cities of the autonomous region get a chance to win and compete in the National

Qur’an Reading Competition conducted by the National Commission on Muslim
Filipinos and to the International Competition in various Muslim countries.
The auspicious event which was held last May 25, 2013 at the U.P. Film
Center, Diliman, Quezon City was graced by the newly-elected Hon. Regional
Governor Mujiv S. Hataman and his wife the newly elected AMIN Party list
Representative, Congresswoman Djalia T. Hataman. The ARMM delegation was
headed
by

Director
Ardan
D.
Sali.
The
representatives/contestants from Marawi City Ustadz Mohammad Nadhir Asgar,
Jr. and female defending champion Ustadza Suraida Ampatua, Al-hadja both
placed got the third on the said event.
JULY
1.
GROUND BEAUTIFICATION
To welcome the coming of the Holy Month of Ramadhan the Bureau was
tasked to adorn the ARMM Compound with the usual colorful traditional pandalas
in order to highlight the auspicious occasion.
2.
IFTAR (Food for Breaking the Fast)
The BCH turn to serve IFTAR to Fasting believers was held last July 30,
2012, at the Blue Mosque, ARMM Compound, Cotabato City.
AUGUST
1.
ADOPT a MOSQUE
In the spirit of the Holy Month of Ramadhan, one of the activities
undertaken by every line agency was the “Adopt a Mosque” program. The
Bureau allocated Php 10,000.00 for the Masjid located in Sultan Kudarat
Maguindanao with Loren B. Mastura, Development Management Officer I as
coordinator. The office provided materials for the improvement of facilities such
as window glass replacement, curtain for the partition of male and female
worshippers, amplifier for sound system, wall clock, ceiling fan and rugs to
maintain cleanliness. The Imam of the said mosque was a very grateful for the
assistance given by the BCH through the grace of Allah s.w.t.

NIGHT of GENEROSITY

In partnership with the Regional Board of Investments (RBOI) and the
Regional Commission on Bangsamoro Women (RCBW) the Bureau conducted a
Night of Generosity last August 2, 2013 at the Ramadhan Trade Fair. Ustadz
Faisal Dacungan, guest lecturer gave an inspiring Muhadara and Quiz bee
followed based on his lecture, an Adhan exhibition and Raffle draw kept the
crowd entertained.
3.
KULINTANG COMPETITION
In connection with the Bureau’s mandate to preserve and promote the
propagation of our local musical instruments, a Kulintang Competition was held
last August 5, 2013 at the SKCC Complex, ARMM Compound, Cotabato City. A

total of 14 Kulintang ensemble groups participated in said activity, the first prize
winner, Palabuni-bunian sa Maguindanao received Php 20,000 cash, the second
prize Datu Odin Sinsuat Community Ensemble received 15,000 and the third
prize winner Mapadtadem Group got Php 10,000. Intermission number was
rendered by Director I for Technical and Operations Datu Khominie C. Bansuan.
4.
ARMM CHILDREN’s NIGHT
Children’s Qur’an Reading Competition – the Bureau conducted Qur’an Reading
Competitions for Children every Fridays of the Holy Month of Ramadhan – A total of 32
male and female children participated in said program, name of male winner and name
of female winner won the First prize, Muhamiden Jasmer (Male winner), Aina Mardia
Hadjinor, (female winner), Morsidin Manguda (male), Bainor Manguda (female) won the
second prize, Norhan Maula (male), NorjanaLiungan (female) placed third. Awarding of
prizes was held last August 7, 2013 at the Ramadhan Trade Fair. Other highlights of the
activity were Qur’an Reading Exhibitions by 2012 Regional and National Qur’an

Reading Competition Champion Ustadza Suraida A. Ampatua, Al-hadja and 1994-1995
National Qur’an Reading Competition Champion Ustadz Ahmad Musa Panday.
The afternoon activity was followed by the Children’s Night which was done in
partnership with the ANAK Mindanao Party List (AMIN). The program for the night
included parlor games, storytelling, Quiz Bee, and the crowd was entertained by no less
than the Director I for Technical & Operations Datu Khominie C. Bansuan with his
rendition of Islamic-inspired songs. Raffle draws were also enjoyed by the crowd with
prizes coming from various ARMM line agencies such as ORVG-ARMM, among others.
5.
SUPPORT to the GANDINGAN DANCE TROUPE during the KADAYAWAN
FESTIVAL
During the 2013 Kadayawan Festival of Davao City, the Bureau supported
the MSU Gandingan Cultural Dance Troupe of Maguindanao through moral and
financial assistance. The MSU Gandingan represented the ARMM region and
won 4th place in the ethnic dance competition because of its authentic research
on the Teduray tribe of Maguindanao. Accompanying the group was the
Executive Director himself Mr. Ardan D. Sali of BCH (seen in the center) to
formally show support.Kadayawan Festival is an annual event of Davao City to
celebrate life, thanks giving for the gifts of nature, the wealth of culture, the
bounties of harvest and serenity of living. Just like another festival found in
ARMM that everyone especially Bangsamoro must be proud of.
6.
PREPARATION on the International PERFORMANCE & PHILIPPINE CIVIL
SERVICE CELEBRATION.
Since, the bureau upholds the promotion of Culture of the ARMM, the
office acted as a bridge with regard the invitation of the University Sains Malaysia
WEEK OF PEACE Festival in search for qualified, suitable performers. The office
identified the Magui Moro Master Artists as the most qualified international
performer from Simuay, Sultan Kudarat, Maguindanao because of their highly
qualified credentials and international experience and exposure. In preparation of
the International performance in Malaysia and Civil Service celebration activities,
the bureau conducted a rigid lobbying for financial support and assistance from
regional office, and also sought assistance from partner agencies in the Civil
Service in the assigned events like Cheer dance Competition and Videoke
Singing Competition.

SEPTEMBER
1.
BANGSAMORO ARTISTRY PROMOTES MINDANAO PEACE In Malaysia
Penang, Malaysia – Before the outbreak of the Zamboanga issue
involving a clash between the opposing sides of government and MNLF, the
Bangsamoro artistry namely the Magui Moro Master Artist (MMMA) with the
support of the Regional Governor through Bureau on Cultural Heritage (BCH)
ARMM performed at University Sains Malaysia Week of Peace and Mindanao
cultureto entertain the Filipino community living and working in the country.
September 11, 2013 Cultural Night Presentation of Bangsamoro and
Filipino Artistry, is an invitation of Ambassador Eduardo Malaya of the Philippine
Embassy in Malaysia and REPUSM (Research Education of University Sains
Malaysia) encouraging that Peace is our Culture and we must give it a chance for
us to experience the economic development and social progress in the
community.
The MMMA gave a triumphant performance avowed and affirmed by the
Filipino and Malaysia community. They were impressed of the dance history,
movements and video presentation about ARMM dissimilar of what they had in
mind and portrayed in the news. According to Executive Director Ardan D. Sali
of BCH ARMM who represented the Regional Governor Mujiv Hataman said,
“Timely with the invitation of the Philippine Embassy and REPUSM on its week of
Peace Festival, the ARMM government has the opportunity to express the
reflection
of
ARMM
towards
peace
and
synergy
he
said.
Furthermore “May this significant occasion serve like a seed that we shall
nourish together so that it will grow into a more sharing of cultural presentations.
The event is not only a fulfilment of the vision of our mandate, the Bureau on

Cultural Heritage of ARMM to preserve our cultures and tradition but it is also a
day which we will forever treasure in our hearts for giving us the golden
opportunity to show case them in your lovely place, Penang of Malaysia.” he
further said.
Appropriately, Ambassador Eduardo Malaya give details in the event, “We
are staging Philippine Cultural Night in Penang to promote the culture of peace in
two countries (Philippine and Malaysia). It is Penang’s turn to experience why, as
our tourism slogan goes, it’s more fun in the Philippines.” he said in his privileged
speech.
An opportunity to the ARMM government to build linkages and depict
colorful, functional dances operative to its place. Further to give entertainment to
our new heroes who are in one another longing to our country and their
families.This is a call for all Bangsamoro to give peace a chance because peace
is our culture.

2013 PEACE MONTH - Lahat ay PEACE-SIBLE!
A celebration of the International Peace Day. The OPAPP hosted a Peace
Concert gathering patriotic Filipinos uniting as one, pursuing that we are a nation
praying for Peace. ARMM's very own DATU KHOMEINI, declared by the
President Aquino as one of the a National Peace Ambassador and the Director I
of Bureau on Cultural Heritage-ARMM, was one of the supportive performers
rocking the audience with his 'Kapayapaan' and other famous Moro songs.
Inclining all listeners to be part of the movement that "I am for PEACE!"
The event was in close collaboration with various civil society organizations
(CSOs) who came in solidarity in calling for PEACE in the country particularly the
end of crisis in Zamboanga.
As part of the office's initiative to promote the culture of peace in all parts
of the Philippines. Let us all say "Lahat ay Peace.sible! Peace-sibletalaga wag
mag-alinlangan dahil ito ay maaring mangyari basta lahat tayo ay magkaisa sa
isang diwang kapayapaan!

Represented ARMM during the National Establishing Community Museum
Workshop

This is an invitation of ZERO IN, a five-museum consortium, with the
support from UNESCO to a Four-day workshop on Establishing Community
Museums to BCH. It is a workshop designed for cultural institutions, local
government units, non-government organization and other institutions interested
in setting up a local museum. Parallel to this, Executive Director Ardan D. Sali
represented the ARMM during the insightful lectures on museum management
best practices, participative and interactive hands-on exercises and exposure trip
to Museums that can be applied to the region. He shared the issues and
concerns that the region is facing incline to cultural preservation. After the said
workshop he shared the materials to the office.
OCTOBER
4.
CONCERT for a CAUSE “Alay sa Zamboanga”
The Bureau organized and staged a fundraising activity dubbed as
“Concert for a Cause Alay sa Zamboanga featuring BCH Director for Technical
and Operations King of Moro Songs Datu Khomeini C. Bansuan together with the
United Bangsamoro Artists. The event was held at the Cotabato City State
Polytechnic College Gymanasium last October 2013, the victims of the
Zamboanga City stand-off were the recipients of the proceeds from the sale of
tickets.

5.
SEMESTRAL TRAINING/ WORKSHOP
PANGALAY & KUNTAO for CHILDREN.

An activity in relation to the promotion of ARMM’s indigenous dances,
musical instruments and martial arts was held at the SKCC lobby and Stage by
20 enrollees aged -12 years old. Lessons were held by respective resource
persons namely; Musalik Kabunto for Kulintang Music, Ms. Manal Sugadul for
Pangalay Dance, and Mr. Tanhar for the Kuntao Martial Arts.
6.
Mural Painting
BCH Executive Director Ardan D. Sali represented the office as one of the
judges during the Mural Painting Competition sponsored by the 6 th Civil Military
Operations (Kasangga) Battalion last October 23, 2013 at the Kampilan Mini
Park, Camp Siongco, Awang, D.O.S., Maguindanao.

Diwang Sagisag Competition
Executive Director Ardan D. Sali, Sahara K. Ali, & Kamal Patadon
attended the Diwang Sagisag Competition held last November 26, 2013 at the
Estosan Garden Hotel, Cotabato City, Executive Director Sali acted as one of the
Judges together with other judges from the National Commission on Culture and
Arts as leading agency of the said program and the Department of Education in
line with the Dep-Ed- NCCA program on culture education.
NOVEMBER
1.
Cultural Parade

The Bureau as Chairman of the Committee on Cultural Presentation
actively participated in the Kick-off program of the 24th ARMM Anniversary
Celebration last November 7, 2013. All ARMM Employees wore their respective
traditional attire during the parade and the office conceptualized an ensemble
where the children trained recently during the semestral training workshop joined
the entourage while playing the sarunay, the BCH family truly deserved to win
the P25,000 cash awarded as Best in Cultural Attire in the Cultural Parade.
2.
Won 1st Place during the 1st ARMM Peace Quiz Bee
The BCH office represented by Manal J. Sugadol and Sahara K. Ali won
1 place during theconduct of the 1st ARMM Peace Quiz Bee last November 23,
2013 at the Friendship Hall, Jica Building, ORG Compound, Cotabato City
organized by the CDO-BYA. The quiz bee is in line with the Pakaradjaan Activity
of ARMM challenging the employees’ background knowledge about their
government. Questions on leadership, governance, culture and education were
the topics enclose in the activity.

1.
December 9, 2013 Training Workshop on Facilitation Skills for Young Moro
Leaders
This is an invitation from the CDO-BYA and ADA to BCH Executive
Director Ardan D. Sali to be the resource speaker discussing the Culture of the
Bangsamoro during the Training Workshop on Facilitation Skills for Young Moro
Leaders as one of their input in the said program at Cecilles Catering and
Pension House, Porcentro Tumage, Zamboanga City. He participated too on the
Youth Peace Forum on December 6, 2013 in Tawi-tawi.

2.
December 10, 2013 Educational Forum: tribute to Sheikh Makhdum and
Shariff kabunsuan
In connection with the 24th ARMM ANNIVERSARY dubbed this year as
PAKARAJAAN sa ARMM, the Bureau in partnership with the Mindanao State
University, Maguindanao and the Regional Legislative Assembly conducted an
Educational Forum last December 10, 2013 as a tribute to noble arab
personalities – Sheikh Karimul Makhdum and Shariff kabunsuan who played a
significant role in the culture development of the autonomous region. Guest
lecture were Director Nafeesur- Rahman E. Suhod of the bureau in Madaris
Education- ARMM who tackled the topic on the “Life and Mission of Sheikh
Karimul Makhdum”and Ustadz Mohammad Said Otano, member Imam Council
of the Phil. With the subject “Di Byuwangen sa Agama” ”Huwag isantabi ang
Relihiyong Islam” towards the end program was highlighted by an open forum
which was actively participants by the students and a question and answer
portion where students received prizes by the correct answer taken from the
lecture. The activity was attended by more than 500 high school and college
student included the faculty member. Both gave left inspiring words to the youth.
3.
Closing Activity Pakaradjaan sa ARMM – Peace Concert
As part of the culmination of activities celebrating the 24 th ARMM
Anniversary, Director Datu Khomeini C. Bansuan staged a Peace Concert last
December 19, 2013 at the SKCC, ARMM Compound, Cotabato City. The activity
included the awarding of prizes for the Sports Festival.

Shariff Kabunsuan Day- “Re-Affirmation of Tabunaway & Mamalu

Sounds of Kulintang and Exhibition of Kulintang playing was facilitated by the
Bureau through Ustadz Cultural Affairs Officer & Datu Kamal B. Patadon, Media
Production Specialist during the program on the “Re Affirmation of Tabunaway and
Mamalu on the occasion of Shariff Kabunsuan Day last December 19, 2013 held at the
Tantawan Mini Park, P.C. Hill, Cotabato City. It was attended by prominent members of
the Moro National Liberation Front. (MNLF) and the International Monitoring Team (IMT)
including Gen. Gapuz, organizers of the activities appreciated success of the program
with the participation of the Bureau.

December 27, 2013- Cultural Workshop 2013 Closing Ceremony
Anent with the semestral cultural workshop conducted during the school’s
semestral break on October 28- November 4, 2013 whose participants were
interested elementary students coming from different schools. They were trained
on Kulintang music and Kuntao: Martial Arts. During the closing ceremony,
chosen students were awarded and recognized as Most Active Participant, Most
Discipline, Leadership Awardee and Outstanding student. This is part of the
cultural development and promotion program of the office hooked on its
mandates and objective. One of their cultural involvement showcasing their
learning was during the Kick off Cultural Parade of ARMM anniversary who
grabbed the award as BEST CULTURAL PARADE.
