PX10_MU_GEN_INTL.indd 1 5/28/10 2:38 PM ppma matters I don't want British industry to 'miss the boat' [to China] Regular readers of this column will know that I frequently eulogise about both the threats and more significantly, the opportunities that are spawned from the now infamous growth in the Chinese economy. Out of consideration for those with little interest in this subject I try to moderate this pre-occupation but having just returned from this yearʼs Shanghai-based Propak China exhibition and witnessed an even greater ʻpost-recessionʼ surge in this astonishing economy I feel almost duty-bound to remind readers of the importance of developing a strategy for this region. Use of the term ʻrecessionʼ in China is actually a misnomer as when the UK was declining at minus two percent GDP and that great western economic icon, Germany, was shrinking at almost minus four percent, China continued to steam ahead at over six percent growth. Rather amusingly, at that time, the Chinese authorities actually feared social unrest if after two decades of double digit growth they actually had to announce a figure as low as six percent. Her Majestyʼs Government would probably announce an annual holiday if the UK economy ever achieved six percent growth in GDP! But if the rate of change in this fascinating country is so great, so indeed, is the way in which western companies need to adapt their approach. Just four or five years ago there were opportunities to supply low cost, less sophisticated products and services into a customer base hungry for almost any western products and services. ʻWesternʼ, as a brand, was a good enough reason to buy. However, now the quality of domestically produced products and services has increased so much that it is no longer enough to offer basic products. In most sectors, the simple locally produced products are more than fit-for-purpose and are available at much lower prices than the west could provide. Now the Chinese appetite is for sophisticated turn-key solutions and high value system integration services where they are still lagging behind the west. If ever there was a time for the UK to major on our often claimed talent to innovate and provide leading edge products, it is now. And with an economy awash with cash from Chinaʼs new found wealth, there are customers willing to pay a very handsome sum for these solutions. There is no doubt, it is nothing less than Luddite to fail to explore the opportunities that abound in modern day China. Linx is a registered trademark of Linx Printing Technologies Ltd. news Sustainable innovation must be the way forward “Machinery manufacturers should look to innovate where they can with sustainability in mind, so they donʼt lose out,” says Dave Turvey, operations director at The Kerrygold Company. “When sourcing new machinery, sustainability and our impact on the environment is a key part of our decisionmaking process,” he says. Turvey reckons that sustainability isnʼt going to go away; in fact he believes green and ethical credentials are becoming the rule rather than the exception. “Manufacturing is a key part of the supply chain that can have a positive impact on a productʼs sustainability credentials,” he says. Turvey was talking exclusively to Machinery Update about how Kerrygoldʼs factory in Leek, Staffordshire Dave Turvey, operations director at The Kerrygold Company had performed in the last twelve months. Last May, the company opened its new £30 million cheese packing plant which was billed as one of Europeʼs most environmentally friendly dairy facilities. As part of this, Turvey says Kerrygold “is working to make sustainability part of our culture to ensure across all of our business practices we interrogate our impact on the environment, respond to customer needs and innovate accordingly. “A year ago the industry pondered the impact of the recession on the green push, but it has been plain to see that sustainability makes commercial as well as environmental sense,” he continues. “As a customer focused business, packing over three million packs of cheese per week for retailersʼ own label, we recognise the importance of anticipating their needs of which sustainability and our impact on the environment are key.” See The Kerrygold Company story on pages 30-31. Bosch profits from Asian growth Bosch Packaging Technology says it has been able to stand its ground in the global market place despite the economic downturn and is profiting from the dynamic developments in the emerging markets. At Boschʼs Chinese location in Hangzhou, the company has doubled its production capacity and extended the production area to 9,000sq m. From this location, the company primarily serves the demand for cost effective products which are developed and manufactured locally. However, there is also a rising demand for complex, high performance installations which are produced with the support of its European plants. BUSINESS BRIEFS Italian group IMA and Forum has signed an investment agreement for IMA to buy a majority stake in struggling Bologna-based packaging company GIMA. IMA is looking for positive trading from 2011 once the company has been integrated into the Group. “Considering our strong interest in certain projects that are being developed by GIMA, our agreement with Forum will allow us to expand IMAʼs presence in niche markets of the food sector,” says Alberto Vacchi, IMAʼs chairman and managing director. More than 1,300 exhibitors involved in packaging materials, supplies, and packaging equipment will greet visitors. www.fachpack.de Warnings issued on out-of-date standards Many machine manufacturers may be inadvertently relying on out-of-date standards to demonstrate compliance with the Machinery Directive, warn compliance consultants Laidler Associates. Only standards harmonised with the current Machinery Directive 2006/42/EC, which came into force at the end of December 2009, can now be used to demonstrate compliance. Many companies, however, are continuing to reference superseded standards that were harmonised with the previous, and now obsolete, Machinery Directive. “In some cases, the changes made to standards to bring them into line with the new Directive are minor,” says Paul Laidler, managing director of Laidler Associates, “but in other cases, much more extensive and significant changes have been made. This applies, for example, to EN ISO 12100-1 and EN ISO 12001-2, two very important Type A standards governing the design of all machines. “Irrespective of how much a New Machinery Directive Seminar Are you ready for the changeovers that the New Machinery Directive will require? It will take place on Thursday September 16 2010 at the Marriott Hotel, Northampton T: +44 (0) 20 8773 8111 E: [email protected] standard has changed, however, it is essential to reference the appropriate version, otherwise it is impossible to be certain that the requirements of the Directive have been met,” points out Laidler. “This means that no Declaration of Conformity can be issued and no CE marking can be applied to the machine in question, and in these circumstances, the machine cannot legally be sold or traded in the EU.” The situation is further complicated because some important standards have not yet been harmonised with the current Machinery Directive. One example is EN 60204-1, which covers safety requirements for electrical equipment of machines. Where no harmonised standard is available, machine builders must make their own judgement about whether the existing standard can be relied upon to show compliance with the Directive, or whether some alternative method must be used. “The situation relating to standards and the Machinery Directive is far from ideal as itʼs complicated, itʼs confusing and itʼs changing all the time,” says Laidler. “Machine suppliers that want to be sure of their ground and confident in applying the CE marking will therefore benefit greatly by seeking expert advice.” T: 0333 123 7777 www.laidler.co.uk New editor for Machinery Update The Processing & Packaging Machinery Association (PPMA) has appointed experienced packaging journalist Gail Hunt as editor of Machinery Update. She was formerly editor of Packaging News and has been freelancing across several trade titles, including Machinery Update, for the last ten or so years. Hunt takes on the role this issue from Mary Murphy who has developed the editorial content over the last few years 8 to measure up to readersʼ expectations for information that covers all things machinery with an intelligent twist. “Some readers might remember me as Gail Underwood from my days on Packaging News where I was trained by Machinery Updateʼs founding editor Mike Maddox,” says Hunt. “I look forward to reestablishing contacts that I first met during this time and also learn more about the latest MACHINERY UP DAT E: J ULY/A UG US T 2 01 0 technologies in the machinery sector,” she says. The report, which was produced by the Institute for Manufacturing at the University of Cambridge for the Food and Drink Federation (FDF), confirms that the sector is the countryʼs biggest and most resilient manufacturing industry, having weathered the recession better than any other sector. As part of its research, the Institute for Manufacturing conducted a survey among FDF members and found that twothirds had more than 75% of It’s time for a system change! That confidence is backed up by government data showing that while manufacturing business expenditure dropped by almost 25% in the past year, investment by food and drink manufacturers actually rose by 7.2% over the same period. Melanie Leech, FDFʼs director general, said: “As government builds the strategy for economic recovery, this report provides a timely reminder of the important financial, strategic and social contribution of the UKʼs biggest manufacturing sector. “Our confidence in the future prospects for our industry is also good news for suppliers to the food and drink sector – from the farmers growing our key ingredients to those who make the equipment we use in our factories,” she says. w w w .m a c h in e r y upd ate .co .uk news Spectacular robot sales This yearʼs first quarter sales figures for robots has seen growth for the first time in five years. And growth not only continued, but accelerated into the second quarter where the half year total was 55% higher than in 2009. These spectacular figures come from quarterly sales stats compiled by the British Automation and Robot Association (BARA) and are better than all previous years back to 2006. “The UK has traditionally been slow to automate which has been reflected in the declining sales figures over the past four years,” says BARA president Mike Wilson. “But total sales in the first half of 2010 were Mike Wilson is president of BARA almost the same as the first half of 2006 which is encouraging going forward.” The figures reveal major changes in the sectors buying robots and the applications for which they are being used. Comparing 2006 and 2010 stats shows there has been a huge fall in arc welding sales which is reflected in significantly reduced sales (66%) to automotive component suppliers. The largest growth areas are food and drink – with 172% growth since 2006 - and pharmaceutical, medical and healthcare which registered nearly 200% growth in the same period. As Wilson says, these are now major sectors for robot applications in the UK and it will be interesting to see if this trend continues throughout the rest of this year and beyond. Tempering the excitement over these sales figures is that the UK still lags well behind most of its major competitors in this area of automation. Proving carbon emission reduction just got easier Organisations participating in the CRC Energy Efficiency Scheme now have more ways to showcase their commitment to cutting carbon emissions. UK administrator of the CRC, The Environment Agency has approved the Certified Emissions Measurement And Reduction Scheme (CEMARS) as counting towards the CRC Early Action Metric. Previously only the Carbon Trust Standard was recognised as counting towards the metric, which rewards organisations who voluntarily take steps to better manage their energy use before joining CRC. The decision to approve CEMARS follows consultation with businesses, the public sector and a wide range of environmental groups and means CRC participants now have a choice of scheme and an alternative route for gaining credit for any earlier efforts to cut carbon. CEMARS is the first Carbon Trust Equivalent Scheme to be approved by the Environment Agency, but others are currently being considered. All equivalent schemes will be rigorously assessed and must meet a range of requirements, including demonstrating annual carbon savings. Andrew Hitchings, CRC project executive at the Environment Agency, says: “CRC is a great opportunity for businesses and organisations to show what they have already achieved in reducing carbon emissions. Expanding the early action matrix will make it simpler for participants.” www.environment-agency.gov.uk IN BRIEF Chamber of Commerce UK Trade & Investment has helped RNA Automation double its sales to the US. The company joined UKTIʼs Overseas Introduction Service which gives planning and ongoing support to succeed overseas, including a bespoke report. This report was invaluable to the company which has just taken on three trainee engineers to deal with the resulting increase in demand. A top loading case packer with integrating vision-based tracking and a 6-axis delta robot to load standup pouches will be launched at Emballage in Paris (November 22-25) by Cermex. The company says this new development is in line with the booming market for stand-up pouches across the world. Linx can now produce made-to-order inks at its St Ives HQ M AC H I N E R Y U PD AT E : JU LY/A U GU S T 2 010 11 new machinery A new angle to detect contaminants in fluids FluidCheK x-ray inspection system has been developed by Mettler Toledo Safeline to meet the needs of packers and manufacturers of beverages and other liquids for efficient detection of contaminants in fluids. Billed as “a significant breakthrough in the detection of contaminants in fluids”, the system is equipped with imagescanning software and employs x-ray beams at an angle for total quality control. It can detect dense contaminants including glass, metal, stone, plastics such as Teflon and rubbers such as Viton. It inspects glass bottles and jars, metal cans and plastics bottles as well as containers with a domed base. This approach is effective because contaminants are usually denser than the surrounding liquid, so they will always sink to the bottom. The advantage of this is that the x-ray generator can be moved much closer to the product, reducing the distance the x-ray beam must travel to the detector. This increases the quality of x-ray image and, as the beam inspects the container base at an angle, blind spots are prevented. This integrated system is geared to frequent and quick format changeovers and comprises a blister and a cartoner module. Head of marketing at Uhlmann Oliver Naucke says the machine “offers a remarkable priceperformance ratio based on reliable Uhlmann quality.” Changeovers can be completed by one person in 20 minutes and the unit is said to offer excellent payback options. Also, the format area has a maximum blister size of 95 x 145mm and a carton format of up to 115 x 90 x 150mm to allow a wide range of applications to be handled. Up to 300 blisters and 150 cartons a minute can be produced on this servodriven line which is barely 8m long. The transfer of blisters to the cartoner module is direct and dispenses with the need for any format parts. The manual filling of the counting magazine is also unnecessary as the line only requires 12 small format parts in total. With an output of up to 1,000 sachets a minute, the system “efficiently and reliably delivers high quality pouches”. It can also be customised. Capable of handling the entire dosing and packaging process while meeting pharmaceutical industry standards, the RNx ensures product quality through gentle handling. With its dosing module, the RNx offers the options of auger fillers for difficult flowing powders and granulates or a tipping filler for free flowing products. The medium speed B100FF machines feature PLC control and have the ability to handle a wide variety of pack sizes. The combined output of the two wrappers enables 70 packs a minute to be produced, 35 from each machine; a pre-printed branded tear tape is also applied. The company worked with local ME trade partner Packmatic, based in Johannesburg, on the specifications required. “Purchasing two of the wrappers gives us flexibility for peaks and troughs in production,” explains Jeremiah Makhomu, operations executive, Entyce Beverages. “And as the machines can operate at between 30 and 50 packs a minute, this will enable us to expand production capacity in future.” The machines are currently used to overwrap hinge lid cartons of tea with dimensions of 145 x 139 x 75mm with a tuck and fold end seal. Indeed, the Article Number Association (now known as GS1) had been pointing this out for very much longer and the ISO requirements themselves quite clearly state that all companies printing their own bar codes – which includes the print & apply process – verify the results, ensuring an acceptable image is created for worldwide use. Yet, according to Wilson Clark, UK general manager of case and pallet labelling company Logopak, a worrying minority of print & apply labelling machine users still rely on scanning alone to check that bar codes are printed correctly. “Itʼs easy, but very dangerous to assume that if a bar code scans correctly on your production line, it will read correctly at every point through the distribution chain,” he says. So what are the differences between bar code scanning and full bar code verification? And how has confusion come about? According to Clark there was a period in the development of bar coding equipment when many suppliers of the systems were themselves unclear. “In the early days, a number of essentially decorative labelling equipment suppliers put print & apply machines together using proprietary print engines that could print an acceptable bar code, given the correct programming. This could www.mac h ine r yu p d at e . co . u k then be checked easily with a scanner on the labelling machine and so the myth of full quality control through point-ofapplication scanning was born. “That myth still lives on in some quarters, conveniently some cynics might say, since validation costs more than scanning. These standards are compatible with those from ANSI (the American National Standards Institute). This allows the verifier to give the code the CEN or ANSI grading demanded by retailers and laid down by GS1 to ensure that a bar code can be read by different scanners in different circumstances along the chain. “The CEN or ANSI grading is unique,” points out Clark. “There is no way of reaching this grading through any other route or such things as an ʻANSI equivalentʼ, a quite misleading term that surfaces from time to time.” Since much more processing time is needed, a bar code verifier takes about 10-20 seconds to assess a label, making it impossible to carry out verification on line. Smart machinery designers are now putting these issues at the centre of their product development programmes as total life cycle analysis starts to look at how products are made and physically packed, and not just the packaging materials involved in this process. Indeed, sustainability issues were being addressed in machinery design and construction at interpack two years ago, and not just by finding ways to use recycled or eco friendly materials. Factors such as energy and water consumption were coming to the fore then as well as smaller footprints for equipment. And even if project engineers are not www.mac h ine r yu p d at e . co . u k asking about sustainability issues today, they will be very soon. According to research launched earlier this year, over one in five brand managers and product designers reported that their companies were planning a major environmental initiative for the year ahead. And at product level, 40% said they plan to implement a product innovation designed to improve environmental performance over the next 12 months. Just 2% said green packaging had become less important in the recession. Indeed, the green trend appears to be accelerating, despite the economic downturn. For instance, 39% said they are more committed to the environment than they were a year ago. But itʼs not just the commercial folk looking for marketing kudos from eco friendly packs as quite often, itʼs just plain good business sense to use less material, use less energy or use less water. After all, it saves money. Of course price, quality and service is still key in most selling negotiations but cost reduction and sustainability improvements often go hand in hand, especially for larger blue chip companies. And letʼs not forget other key drivers such as the packaging waste regulations as well as the Carbon Reduction Commitment scheme (CRC) administered in the UK by The Environment Agency. When the dust settles from this recession, the companies still standing will be the ones looking forward, anticipating customer wants and needs in the coming years. Sustainability is not a crazy fad that weʼre all going to wake up from with a hangover. Itʼs here to stay, and the next few pages will show how it is being tackled throughout the machinery sector as well as by its customers. For many SMEs, the economic meltdown and the restrictions on credit have been all consuming and so it is understandable that ʻsave the planetʼ may have moved down their business agendas. But is it really a matter of having one or the other? And can anyone afford to ignore sustainability issues even if economic times are tough? Eco policies Guy Levy, managing director at Ilapak says environmental issues can also form part of purchasing decisions today especially with companies that have published environmental policies in place. “Some of our larger customers do ask what our policies are in this area,” he explains. “Before the start of the recession, the main environmental focus our customers discussed with us was changing to Ilapak’s new Carrera 4000 incorporates energy saving features such as the use of energy recuperation systems in the motor drives biodegradable and compostable films,” he continued, “now the environmental focus has all been about packaging waste reduction.” Specifically, projects looking at the removal of trays from products such as tomatoes, citrus fruit and other fresh produce as well as chicken, sausages and other foodstuffs. “These types of projects appear to have come on stronger because of the cost savings offered,” he explains. Sustainable R&D Domino’s C-Series plus range has low power consumption, while the C6000 AS plus outercase coder has been designed to reduce end of line complexity 28 MACHINERY UP DAT E: J ULY /A UG US T 2 01 0 Ilapak is a company that has spent time understanding sustainability at a group level and its R&D programme concentrates on bringing operating costs per pack to the lowest level including energy and material consumption. “At the heart of our development process is to ensure a machine runs as long as possible for as little as possible,” says Levy. “A low total cost of ownership is consistent with being sustainable. “Driving out inefficiencies and waste is environmentally sensible but also makes sense commercially,” he says. And strategic product director at Domino Printing Sciences Lee Metters agrees. “Anything that improves sustainability is also good for your back pocket,” he argues. Metters says that blue chip companies ask for environmental credentials as part of the buying process today and that there has been an increase in questionnaires relating to sustainable issues. “Itʼs definitely not true that the recession has made sustainability go away,” he says. As a global company, Domino faces extra challenges in terms of NPD as often, what is ʻenvironmentally friendlyʼ in one country is not in another. “The challenge with sustainability is that everyone has different views but this will change over time and we will see more convergence,” he says. Domino has seen a steady increase in customer demand for sustainable options which is reflected in its long term w w w .m a c hin e r y upd ate .co .uk special feature sustainability elements of the machine but also the hidden side of what it means to be sustainable, ie whether the equipment offers reduced solvent consumption which also offers value and saves money. “Sustainable issues seem to be on customersʼ wish lists but it is probably not the first priority if you are battling against insolvency,” he says. “We donʼt make a fuss about our ecocredentials, instead concentrating on reducing factory costs while delivering benefits in terms of reduced solvent consumption.” In April, Proseal launched a seal force system that increases the effectiveness of the sealing process while at the same time achieving a dramatic reduction in air consumption compared with traditional high speed tray sealing machinery. The Linx 7300 Solver ‘thinks as it inks’ to reduce solvent consumption by up to 40% development and business plans. “People expect improvements but donʼt want to pay for them,” he says. “But it has to be part of the overall offer.” Major issues for the company include ink consumption; energy consumption and safety. Reformulating inks to remove unpleasant materials from them brings its own challenges and can lead to increased energy consumption if dryers have to be used for water based options. “There is no global trend on this at present which is part of the challenge,” says Metters. Reducing waste across the supply chain is a goal set for every supplier and Metters believes delaying customisation of packaging until later in the chain offers benefits in terms of sustainability. Saving resources Sustainability is definitely part of Ishidaʼs development plans as it believes efficient production lines save money as well as resources. Torsten Giese, marketing manager, PR and exhibitions at Ishida says that designers at the company always look at material usage and energy consumption as part of the process as well as overall sustainable efficiencies. Currently, it is the larger companies that have the eco programmes in place but Giese believes smaller companies will have to catch up in this area, especially in fresh food where waste is an issue. He predicts that food waste will be a big issue at the next interpack and manufacturers should www.mac h ine r yu p d at e . co . u k instead address this in developing new machinery now. And Giese is quick to point out that incremental steps in machinery design can make a big difference across an entire plantʼs performance. For instance, Ishidaʼs top range of weighers offers energy savings of 30% due to increased control of the feeder vibration. Monitor efficiencies And then thereʼs the bag makers which can switch to sleep mode when not in use as well as the Eco-display units which show how much power and materials are being used to monitor overall line efficiencies. One of the developmental challenges identified by Giese is making equipment run at the same efficiency levels as today, with ʻeco-filmsʼ in the future. Speaking at the opening ceremony last May, managing director Carl Ravenhall said the plant represented a significant achievement in becoming GMP EHEDG IP68 Zone 2/22 ‘best in class’ in the dairy sector. “The new factory helps us to consolidate our position as the UK’s largest retail supplier of cheese, sets a new benchmark for process efficiency and hygiene standards, and provides additional capacity to support the future growth of the business,” he said at the time. In creating the new facility, the company also took the opportunity to consider its impact on the environment. It set about incorporating ‘green’ technology where it could which resulted in a 15% reduction in its carbon footprint last May. “This has not only made us greener, but it has also helped improve efficiency,” said Ravenhall. One year on, Machinery Update has talked to Kerrygold and found that the plant has reduced gas use by 44%, reduced electricity use by 9% and has now reduced its carbon footprint by 17%. It has also used 43.5% less water a year than the previous facility due to an improved wash down system, improved boilers (non steam) and an integrated process chilled water system. For example, the company is currently working on increasing its recycling capabilities in waste streams such as cheese residue, films and shrink wrap which equates to about 18% of all the general waste at the site. “Recycling this material will reduce our waste plastic which means we are not only reducing our impact on the environment, but also helping the business become more efficient financially,” explains Turvey. “When sourcing new machinery, sustainability and our impact on the environment is a key part of our decision making process, alongside efficiency, reliability and cost saving,” says Turvey. The website also offers other free resources. www.ukiva.org M AC H I N E R Y U PD AT E : JU LY/A U GU S T 2 010 37 regulations Practical approach makes PUWER work in practice Meeting the requirements of the Provision and Use of Work Equipment Regulations (PUWER) can sometimes seem like an almost impossible task. “But, if a logical and realistic approach is adopted, it doesnʼt have to be daunting,” says Paul Laidler, managing director at Laidler Associates Thereʼs no denying that PUWER is very wide ranging as essentially, anything that falls under the Health & Safety at Work Act 1974 is covered by PUWER 98, the current version of the regulations. Itʼs also important to note that, unlike CE marking which is effectively a one-off “stamp of approval”, PUWER assessment is an ongoing process. The assessment must be repeated at appropriate intervals, and it always refers to the latest standards and not, for example, to the standards that may have been applicable when a machine was first brought into service. At first glance, PUWER may not seem too challenging but, says Laidler, as ever, the devil is in the detail. Fortunately, for most of the regulations, machine users can construct a simple checklist to determine what, if anything, needs to be done to ensure compliance. As an example, consider Regulation 11, which relates to dangerous parts of machinery. Part of the checklist might include these questions: • • •• • 38 32 Is there access to dangerous parts of machinery? Are all guards securely held in place? Are the interlocks working? Are the interlocks of the correct type? Can the guarding be bypassed or disabled? All of these questions have simple yes/no answers and, where an answer shows that there is no associated hazard, for example, if the answer to the first question is “no” or the answer to the second question is “yes” then no further action is needed. If, however, the answer shows that a potential hazard exists, then itʼs necessary to carry out a risk assessment and to follow it up by implementing and recording appropriate control measures. Handling PUWER assessments in this way is, at least in principle, relatively straightforward, but there are still a few issues to be tackled. Where do the checklists come from, for example, and how can users be sure that all the necessary areas have been covered? How can the results be conveniently recorded so that they can be readily produced on demand? And finally, whatʼs the best way of dealing with all of the action points that will almost inevitably be generated? The answer to the first three questions is to use a software package that has been specifically developed and designed to aid PUWER compliance, such as the mCom package from Laidler Associates. This will have built into it all of the checklists needed for most users, and the suppliers of the best packages will be happy to augment these checklists as necessary to deal with special requirements from customers. Well designed software will MACHINERY UP DAT E: J ULY /A UG US T 2 01 0 also make it impossible to miss any of the areas that need to be covered. If a question is left unanswered, it will be impossible to proceed, and if a risk assessment and action details are required, the software will not allow the PUWER assessment to be completed until the appropriate information is provided. Although good software will guide the user through the PUWER assessment process and ensure that nothing is missed, it can never relieve the user of the responsibility for making the ultimate decision about what is and what is not acceptable. If the plant doesnʼt comply with PUWER a pragmatic approach is needed, although there are some types of noncompliance where an immediate plant shutdown may be the only possible course of action. Missing guards, for example, and other obviously dangerous conditions fall into this category. In reality, most of the PUWER infringements are likely to be of a much more minor nature. This doesnʼt of course mean that they can be ignored, but it does mean that they can be prioritised and dealt with over a period of time.
