2012 Annual Report Celebrate Educate Empower Korean American Community Services 2 Korean American Community Services Annual Report 012 About KACS Korean American Community Services (KACS) was founded in 1972 by a group of concerned Korean Americans who met to discuss solutions to the acute problems that Korean immigrants were experiencing upon arrival in the United States. Our mission is to serve Korean Americans and others who are in need of social, psychological, educational or economic support, and to provide assistance in the immigration and acculturation process, thus to encourage them to live dignified and meaningful lives. KACS currently serves more than 7,000 clients per year through comprehensive services across the life cycle, including: Head Start Child Care After-School Program Culturally sensitive family and individual counseling Crisis intervention Public health screening and education Citizenship and other immigration assistance Employment counseling and placement Senior counseling and housing management Pro bono legal clinic Low income taxpayer clinic Financial education Arts and cultural programs English as a second language and civic classes Computer education School social work Youth community technology programs 2 Greetings Words of Acknowledgment Greetings We are extremely privileged to lead the oldest, largest, and most comprehensive social service agency in the Midwest that targets services to Korean Americans and other immigrants. For 40 years, Korean American Community Services (KACS) has been expanding and responding to the changing needs of the community in the greater Chicago area. KACS is constantly striving to create new programs and service delivery methods to help us best serve the community. During fiscal year 2012, we expanded our Northwest Center in Prospect Heights, including the recruitment of a part-time nurse practitioner; demand for our IT classes has significantly increased as exemplified by our growing enrollment numbers and expansion of space into four classrooms; there has been substantial growth in women’s programming, such as family counseling, women’s financial literacy, domestic violence prevention, breast and cervical cancer screening, and girls get digital; and we graduated our second cohort of senior Silver Giving Circle volunteers who have been trained to provide public benefits assistance to community members. As we celebrate our forty year milestone, we must recognize our supporters for making our work possible. We are so grateful to the foundations, corporations, government sources, and individuals who contribute resources to the community. We are excited to see what the next forty years have in store for us, and hope you’ll continue with us on our journey! Changhwan Lee, President Inchul Choi, Executive Director 3 2 Korean American Community Services Annual Report 012 Early Childhood Center 4 E arly Childhood Center Early Childhood Center The KACS Early Childhood Center is a place that treasures and nourishes our community’s most precious resource: our children. Founded in 1979, KACS ECC is accredited to the highest level by the National Association for the Education of Young Children (NAEYC). The program offers a toddler program for children 2 years old, a preschool program for children ages 3 to 5, as well as an afterschool program for children ages 6 to 12 years old. Children come from various backgrounds, and as a result, the rich cultural performances presented by the children during the Culture Show in May are always a delight to watch. Other annual events include the Preschool graduation in August and a Christmas presentation and party. KACS ECC ensures that all children’s needs are met and is also responsive to the needs of the entire family, providing counseling, health and nutrition screenings, and parent education workshops. KACS ECC combines learning with play, with daily lessons prepared that include field trips, excursions to beautiful Horner Park, arts and crafts, and a miscellany of other activities designed to provide a supportive, enriching learning environment for children from diverse backgrounds. KACS ECC provides a safe, respectful, warm place for children to learn and play. The center strives to offer guidance, support, and a multitude of varied opportunities that contribute to the healthy development of young people. 5 2 Korean American Community Services Annual Report 012 Department of Community Education 6 D epartment of Community Education and Support Department of Community Education IDepartment of Community Education provides assistance to our community members with: Computer skills trainings KACS’ Community Technology Center (CTC) serves over about 1,200 low-income and immigrant populations that face numerous barriers to computer access and require substantial technology training a year. Public access to the CTC is free of charge including printing, internet access, and technical support from the CTC staff. In view of the technology training, KACS has enhanced our programs with the Internet and Computing Core Certification (IC3) since January of 2009 – which is crucial but lacking in our target community. IC3 is a very first certification course to enable low-income and/or immigrant populations to receive the necessary computer training for their better marketability. KACS has supported Benchmark and Mentor, online training tools for students to identify digital literacy levels and develop effective self-paced training along with free classes taught in English. KACS has four high-tech computer labs, connected to the Internet and printers. ESL/Civics/Korean classes KACS offers various language classes including English, Korean, and Spanish. The mission of ESL/Civics/Citizenship classes is to reduce barriers for predominantly immigrants and low income families with limited English proficiency to achieve equal opportunity and further improve their quality of life. Our citizenship classes provide immigrants not only languages skills but also practical information and confidence which they need to navigate U.S. society and eventually improve the quality of their lives. Currently we offer four levels of ESL/Civics classes: basic (level I and level II) and intermediate (level III and level IV). The curriculum at all levels combines practical English language skills with content about U.S. institutions, rights, and civics, such as: becoming a citizen, finding a job, communicating on the job, finding housing, understanding the school system, using transportation, accessing health care, understanding U.S. government, basic U.S. history, and others. Cultural Arts We provide Root East, Root West, multi-disciplinary arts and cultural programming targeting the underserved population in arts including the Korean American community in the Chicago metropolitan area. Programming includes workshops in various visual arts, performances, and exhibitions of contemporary and traditional art forms in multiple media, summer youth art camp, language classes such as Korean and Spanish. KACS views arts as a vital component of a vibrant, healthy community and culture through languages as tools to empower and enrich cultural competency. 7 2 Korean American Community Services Annual Report 012 Citizenship, Immigration and Legal Services 8 K ACS CULTURAL ARTS: ROOT EAST/ROOT WEST Citizenship, Immigration and Legal Services KACS department of citizenship, immigration and legal service are currently running three programs. 1. Citizenship and Immigration Service: This program assists many immigrants at varying stages of the immigration process, providing wide array of application services from family invitation to citizenship. The program provides free citizenship application service and low-cost immigration services to clients who cannot afford private services from immigration attorneys. As a BIA recognized agency, we also provide legal advocacy before USCIS for clients in need of legal representation. 2. Pro Bono Legal information clinic: In partnership with the Korean American Bar Association of Chicago, licensed attorneys will provide free legal consultation on a wide range of issues that clients bring and give them general legal information and direction. The Pro Bono Legal clinic opens every first Thursday of the month at KACS Chicago main office. 3. Low Income Taxpayer Clinic (LITC): This program is a far-reaching community campaign to educate taxpayers who speak English as a second language (ESL) by utilizing various economic, social and cultural networks and resources. The campaign activities focus on reaching out to low-income families and people with limited English proficiency through workshops, media outreach, and distribution of information materials 9 2 Korean American Community Services Annual Report 012 Workforce 10 C ommunity Health Workforce KACS’ Workforce Services department helps community members and unemployed workers to find and keep jobs and achieve a livable wage. Our services include job counseling, training, placement and retention. We also provide referrals to other programs offered by KACS that might be beneficial to you and your family, which may include ESL, computer classes, sewing classes, weatherization training, family counseling, citizenship assistance, and applying for public benefits. Our staff are available to assist you in 3 different languages: English, Korean, and Spanish. Job Fairs Korean American Community Services is proud to host regular job fairs for all interested job seekers. We host our job fairs annually. Anywhere from 10 to 20 employers join us to recruit you for jobs in transportation, communications, warehousing, retail, homecare, and much more. Also on site are various Chicago Community Colleges and training institutes ready to provide you with the education and training you need to become a marketable employee. This is a free event to both job seekers and employers. Please bring multiple copies of your resume and cover letter, or sign up for our resume writing workshop before the job fair. Job Counseling We provide comprehensive job counseling services for those who are looking for specialized trainings, educational options, unemployment compensation information, worker rights information, displaced worker benefits, and social service referrals for those with social barriers to employment retention. We also help you with resume and cover letter writing, interviewing skills, and local job market information. Workshops We offer employment workshops to help you better understand the employment process so as to find and maintain better jobs. Employment workshops cover such topics as completing employment applications, resume & cover letter writing, interview skills and mock interviews. 11 2 Korean American Community Services Annual Report 012 Community Health 12 S enior Services and Public Benefits Community Health The goal of health services is to help not only uninsured and underinsured individuals to access appropriate health care services, but also promotes and protects the health of our community through providing information & referral, screenings, health outreach & educational workshops, and health fair. 1) Health Screening Center Our goal is to provide affordable preventive care and chronic disease management services at free or low cost with less complex administrative procedures. 2) Breast and Cervical Cancer Early Detection (B&C) Project To increase the awareness of breast and cervical cancer and screening rates of Korean American women living in the suburban metropolitan Chicago area, Breast and Cervical Cancer Early Detection Project provides outreach, education, free screening, information and referral, and case management for those who need additional screenings and treatment. 3) Annual Health Fair Since 1977, our health fair has offered free checkups in the following areas: internal medicine, podiatry, allergy, pediatrics, obstetrics and gynecology, and dentistry. Moreover, the event provided consultations with pharmacists, free medications, and various screenings and lab tests at a discount. 4) Building Better Bones Project The program provide outreach, education, risk assessment and bone density screening for osteoporosis for moderate to high-risk women over 40. To increase women’s knowledge of osteoporosis and its prevention, we conduct osteoporosis awareness campaigns using Korean radio, television and print media. 5) Heart to Heart This program is designed to provid to local Korean and Latino communities culturally competent in-language education about heart disease risk factors and preventive behavioral changes, and providing free blood screenings and referrals to follow-up care to uninsured and underinsured women. 6) Hepatitis B Education & Vaccination Program In order to identify individuals and families at risk for Hepatitis-B infection and increase the knowledge of Hepatitis-b and its prevention, in collaboration with Asian Health Coalition of Illinois, free vaccinations and culturally appropriate education workshops have been provided. 13 2 Korean American Community Services Annual Report 012 Senior Services and Public Benefits The Department of Senior Services and Public Benefits is committed to improving the quality of life and maintaining the dignity of older adults and immigrant families through support, education, empowerment and advocacy. Silver Wing volunteer program The goal of the Silver Giving Circle program is to empower the Korean American community by building Korean seniors’ leadership capacity, creating a circle of trained volunteers who can help their peers understand and access safety net resources. 14 W ellness Senior Services and Public Benefits Continuing Education Workshops Our Continuing Education Program helps to plan and manage individual growth so that older adults may lead vigorous and active lives through a variety of programs that are suitable and engaging for seniors. Topics: Retirement planning, Medicare workshop, Public benefits 101, housing, How to utilize Housing and Senior Services, prescription drug insurance counseling, etc Housing Resource Center We advocate for affordable housing and a suitable living environment for low to moderate income households. Information and referrals are provided through workshops and individual case management. Public Health Services We provide a variety of public health services to ensure that seniors can lead active and healthy lives, which include dementia prevention educational workshops, prevention and education of falling down and falling injuries, disease prevention and health awareness education, nutrition counseling, etc. • Step-By-Step: Fall prevention program • Wellness Club: Health literacy program Public Benefits Programs We provide comprehensive case management, translation/ interpretation, and information/ referral services for those who have Language and cultural barriers in accessing to public benefits and services of local, State, and Federal government. • Social Security Benefits, Social Security Disability Insurance (SSDI) , Survivors Benefits , Supplemental Security Income (SSI), Medicare, Medicare Savings Program ,Medicare Prescription Drug Plan , Medicare Prescription Extra Help , Medicaid, Medicaid Spenddown Program, Food Stamps, Low Income Household Energy Assistance Program (LIHEAP), Circuit Breaker, All Kids, WIC, Weatherization KARE (Korean-American Alzheimer’s Research and Education) Korean American Community Services (KACS) and the Cognitive Neurology and Alzheimer’s Disease Center (CNADC) of Northwestern University’s Feinberg School of Medicine are trying to implement a research project exploring the knowledge, perceptions, and awareness of AD and AD-related services among Korean Americans. 15 2 Korean American Community Services Annual Report 012 Wellness Crisis Intervention Services Crisis Intervention (also referred to as “emergency services”) is an intensive, short-term way to help people cope with and overcome serious personal crises. • Short-term individual and family counseling • Emergency food and cash assistance 16 A bout KACS Wellness Domestic Violence Prevention & Family Support (DVPFS) KACS’ Domestic Violence Program works to eliminate domestic violence and assist victims to break the cycle of abuse in their families and in their lives. The DVPFS include the following services: • Counseling and Emotional Support • Evaluating options with victims • Safety Planning • Developing coping skills to recover from the abuse Violent Crime Victim Assistance (VCVA) The Violent Crime Victim Assistance (VCVA) program is dedicated to: developing and improving activities and services that promote the recognition of rights, needs, and interests of crime victims in Illinois; providing victims with information, counseling, assistance, advocacy, and educating the public about victim services, including financial compensation. Immigrant Family Wellness Program (IFW) The ultimate goal of the IFW Program is to increase the healthy social and emotional functioning of low-income immigrant and refugee individuals and families by providing a variety of therapeutic interventions to assist clients in overcoming difficulties or crisis situations and improving their quality of life as they transition to a new country. School-based Counseling Services for Children/Adolescents School-based Counseling Services is a program which helps students discover their greatness and reach high levels of academic and social functioning by providing individual and group counseling within the school walls. Parenting Education Our parent education program reinforces parental practices that promote development and provide alternatives to practices which are harmful or nonproductive. With parenting education we aim to help parents to develop consistently secure, stable, and healthy relationships with their children. We conduct an eight-week parenting education group. Substance Abuse Screening/Early Intervention (The Asian American Substance Abuse Intervention Initiative) Since 2009, KACS has worked towards improving the capacity to screen and provide early intervention along with treatment services in a linguistically and culturally sensitive manner.
