The Silicon Valley Monterey Bay Council proudly serves over 13,000 youth in nearly 500 Cub Scout
packs, Boy Scout troops, Varsity teams, Venture crews, Sea Scout ships, and Explorer posts with
many community chartered partners. The success of the programs that impact so many youth are
due to the dedication of 5,300 adult volunteers and involved parents. The Silicon Valley Monterey
Bay Council supports the activities and health of all the unit programs through year-round activities,
camps, training, and program support. This catalog shares most of what we offer and will guide
your unit in planning a great program for the youth involved.
Our district and council committees strive to set these dates by June 1, to enable our packs, troops,
teams, crews, and ships to plan a unit calendar over the summer. As we all know, however, “stuff”
happens and some dates may be unavoidably rescheduled for a variety of reasons. Normally, about
90 days prior to the start of the event, all the details are confirmed and registration opens. Check
your district website, council website, email group, and council e-newsletter for the most current
information.

“Finding the Fallen”

Boy Scouts and members of the United States Armed Forces are invited to
participate in a nationwide service project to preserve the memories of our fallen
veterans by photographing and logging GPS locations of headstones and markers in
our national cemeteries.
Packs, troops, teams and crews are all invited to participate as volunteers to take
photographs or help organize the local event.
Aspiring Eagle Scouts, as approved by their local council or district, can also apply to
lead the local service project.

TIPS FOR PLANNING AN EXCELLENT SCOUTING PROGRAM IN YOUR UNIT
Plan what to do
 Select activities that will help accomplish your unit’s goals and help youth complete advancement
requirements
 Get all the parents/youth together to brainstorm ideas
 Use Scouting literature such as the Den and Pack Meeting Resource Guide or Troop Program Features,
youth books, and Roundtable resources
 Bring personal calendars, school calendars, and your chartered organization’s calendar to avoid double
booking
 Use this Program Planning Catalog for great local activities
 Get ideas from the youth
 Use the Guide to Safe Scouting (helps you plan what training is needed and which age appropriate
activities are right for your group)
 Brainstorm on large paper or a white board so everyone can see how it all flows together
Fund your Program
 Determine all the expenses throughout the year (registration fees, Boys’ Life subscriptions, annual charter
fee, unit equipment purchases, summer camp/day camp, Camporee, Pinewood Derby, monthly den, pack,
patrol, troop activities, etc.)
 Identify sources of revenue to pay for the expenses (Council Popcorn Sale, Scout-O-Rama card sales,
activity participation fees, monthly dues, etc.)
 Share the budget with all the families
 National budget templates are available for Cub Scouting, Boy Scouting, and Venturing.
Make it Happen
 Ensure enough adults in your unit have the right training for the planned activities.
 Identify who has what responsibility.
 Publish the calendar and share it with every family.
 Make extras for welcoming new families.
 Put it in your personal calendar.
 Refer to the unit calendar at every committee meeting.
 Evaluate monthly so all your families receive the maximum benefit from Scouting.

SPRING & FALL WEEKEND PROGRAMS AT CAMP PICO BLANCO
SEPTEMBER — MAY
We invite you to join us for as many of the Family oriented Campouts as you can! Pico Blanco Scout
Reservation has a full camp program including all program areas -climbing, handicraft, nature, scoutcraft,
shooting sports, and ham radio- a campfire, guided hikes and backpacking trips, and ample time for
recreation and relaxation. Memorial Day and Labor Day weekends are for the entire family – siblings,
grandparents, and friends. The Mom and Me and Dad and Lad weekends are designed for you to enjoy oneon-one time with your cub scout.

SUMMER & FALL WEEKEND PROGRAMS AT CAMP CHESEBROUGH
JULY—OCTOBER
Cub Scout Shoot Out:
Cub Scouts of all ages will enjoy a day of Shooting Sports with their adult partner at Camp Chesebrough. This
fun-filled day will teach safety and proper BB gun and archery shooting techniques. Lunch is served from
noon to 1:00. During your morning or afternoon session, you’ll be able to shoot at either the archery range
or the BB gun range. For more shooting fun, sign up for both morning and afternoon sessions!

Family Camp:
Come join us for a weekend of family camping near the coast in the beautiful California redwoods of Santa
Cruz & Santa Clara Counties. Archery, climbing wall, nature hikes, campfires, games, sports, and FUN! Great
food, starting with cracker barrel Friday night, breakfast, lunch, and dinner on Saturday and Sunday.
The entire family may attend these weekends, not just Scouts and parents. Bring along grandparents, older

CUB SCOUT DAY CAMPS
JUNE-JULY
Day Camp is truly the best part of a Cub Scout’s summer. Day Camp is a five-day experience for Wolf, Bear,
and Webelos Cub Scouts (boys who are entering grades 2 – 5 in the Fall). Some camps also have a Tiger Cub
program and sibling “tot-lots”. Each camp offers a variety of activities, such as crafts, games, archery, BB
guns, sports, and Scout skills. They also offer Cub Scouts opportunities to earn belt loops and pins that they
can only earn during an organized camp. Camps typically run from 9 AM to 4 PM. Parent involvement is a
key component to these programs and each camp requires some adult involvement. The camps are located
throughout the four counties of the council.
Twilight Camp is very similar to Day Camp except that it happens between 4:30 – 8:30 in the evening.
Twilight Camp offers many of your Cub’s favorite activities and advancement opportunities, but at a more
convenient hour for parent participation. This camp promises to be a new and wonderful experience for you
and your son. Twilight Camps are open to all Scouts who will be entering grades 1 through 5 in the Fall. That
means that Tiger Cub Scouts can go to Twilight Camp with their adult partner!

CUB SCOUT RESIDENT CAMPS
JUNE
Have you graduated the third grade and are now ready for the adventure of a three-night overnight
campout at Camp Chesebrough in the beautiful Santa Cruz Mountains? We have an exciting program for
you including archery, BB guns, nature, climbing the rock wall, crafts, songs, skits, STEM, campfires, and
more. Food is lovingly prepared in the kitchen and served on the patio by the Valley Foundation Lodge.

Pinewood Derby—no doubt one of the highlights of Cub Scouts. Every district hosts a pinewood derby to

The largest Scouting event of the year with over 5,000 participants is held on the Saturday before Mother’s
Day at History Park. This excellent showcase of Scouting is open to the public and shows off much of what
Scouting has to offer. Our best packs, troops, teams, crews, and posts host a “booth” where they
showcase their awesome program with hands-on, fun activities and demonstrations for Scouting families to
enjoy. Visit for the day, or better, participate with a booth. Some of the activities include:


COASTAL CLEANUP DAY
SEPTEMBER 17, 2016 AND SEPTEMBER 16, 2017
California Coastal Cleanup Day, an annual beach and inland waterway cleanup, is the state's largest volunteer
event. State-wide, volunteers remove more than 1.2 million pounds of trash and recyclables from our
beaches, lakes, and waterways annually. When combined with the International Coastal Cleanup organized
by Ocean Conservancy and taking place on the same day, California Coastal Cleanup Day becomes part of one
of the largest volunteer events in the world. Save the date and schedule your unit’s participation along the

COYOTE CREEK CYCLING CLASSIC
SECOND SATURDAY OF OCTOBER
Every year, the Silicon Valley Monterey Bay Council holds a family fun ride for youth and adults of all ages.
This event provides families the opportunity to participate in a 12-, 25-, or 50-mile bike ride along the
Coyote Creek bicycle trail. All riders start and finish from Model Airplane Skypark. After your morning ride,
you will receive your Coyote Creek Cycling t-shirt, patch, and a lunch. This event is open to people of all
ages and encourages you to get active and keep a healthy lifestyle.

MOUNTAIN MAN RENDEZVOUS – CAMP PICO BLANCO
Have you ever started a fire with flint and steel? Done leather branding? Shot an authentic black powder
rifle? Do you know how to throw a tomahawk & knife? Do you know what a trading blanket or Capote is?
Can you talk Mountain Man lingo? We want you to come to the Rendezvous prepared to experience what
camping was like in the early 1800’s. Make your camp as authentic as possible. You will be competing as
Troops and as individuals. This event is well known for its great prizes. We look forward to seeing you
there!

SHOOTING SPORTS/SCHOLASTIC PISTOL PROGRAM – CAMP PICO BLANCO
Participants will enjoy multiple shooting experiences including shotgun, rifle, archery, and primitive
(tomahawk throw).
In order to participate in the Pistol Program, Scouts must be at least 14 years of age. Pistol participants will
be trained using the NRA First Steps Program, a 4-hour commitment that includes classroom training and
range activity supervised by certified NRA instructors. Scouts who participate in the Pistol Program will be
limited to one rotation through the other shooting programs (rifle, shotgun, archery, primitive).

CAMP HI-SIERRA BOY SCOUT SUMMER CAMP
SUMMER 2017
The highlight for many Boy Scouts is summer camp and Camp Hi-Sierra offers a variety of fun and
challenging outdoor activities.
Camp Hi-Sierra is a 7-day 6-night Boy Scout camp located in the Sierra Nevada Mountains offering
exciting and extensive Scouting opportunities for boys. Fun and exciting programs include climbing,
biking, disc golf, boating, polar bear swim, shooting sports, and overnight trips to the Clavey River. And,
there’s a rich offering of merit badges, advancement to First Class (Trail to Eagle program), and Adult
Leader training for adults.

CAMP PICO BLANCO BOY SCOUT SUMMER CAMP
SUMMER 2017
Located on the south fork of the Little Sur River in Monterey County, this rugged wilderness invites
campers and backpackers under the shadow of Mount Pico Blanco. Traveling the 16 miles from Highway
1 is like going back in time. Surrounded by the Los Padres National Forest and the entrance to the
Ventana Wilderness Area, enjoy the abundant rich diversity of plant and wildlife. The camp is open yearround. Focus, Create, and Preserve is the motto at Camp Pico Blanco. Besides the typical merit badges
and advancement offerings found at many Scout camps, you’ll find movie making, photography, welding,
and an emphasis on conservation (a STEM program not offered anywhere else in the BSA, with Leave No
Trace and Tread Lightly).

ORDER OF THE ARROW—THE SAKLAN LODGE
The Order of the Arrow is the national honor society of the Boy Scouts. The program allows a Scout’s peers
to recognize him for his outstanding efforts to live up to the ideals of the Scout Oath and Law. The Order of
the Arrow is based on American Indian tradition and is dedicated to the ideal of cheerful service which
provides Scouts opportunities to learn more about leadership skills and volunteerism. If you and/or your unit

The SAKLAN were a Native American tribe in the northern California Bay Area. The totem for the lodge is the
banana slug. The 2016 duly elected Lodge Chief is Evan Kirkham who is supported by Dan Krent, the Lodge

VENTURING
Venture Crews in the Silicon Valley Monterey Bay Council are invited to participate in our Venturing
forums. This group meets monthly to discuss mutually beneficial programs and ideas for Venturing youth
throughout the council.
Meetings are held on the 1st Tuesday of each month from 7:30 -9:00 pm at the Council Service Center in
San Jose. “Odd” months are planned by the Venturing Officers Association youth and “even” months are
planned by the adult advisors.
A number of activities for all crews are planned and coordinated through the Venturing Officers

RECHARTERING
DUE DECEMBER 2
Rechartering is essential to Scouting operations and the continued growth of our program. Toward the end
of each calendar year, every unit renews its charter. Charter renewal information is distributed to every unit
by the commissioner staff in October. During the months of October and November, the unit recharter
processor (designated by the committee chair) reviews and updates the roster, collects annual dues from
families, completes online charter renewal, obtains appropriate signatures and forms and submits charter
renewal by December 2.
FALL RECRUITMENT DRIVE
FALL
Families are looking for programs to join within the first 2-3 weeks that school begins. The Fall Recruitment
Drive will be focused on having joining night opportunities within the first three weeks that school
begins. Unit commissioners and district membership teams will work with unit leaders over the summer to
coordinate a neighborhood based plan so that every boy and his family has an opportunity to join Scouting.
Tips for Success:
 Meet with your unit commissioner and district executive over the summer to develop your unit’s fall
recruitment plan
 Recruit one or two unit “ambassadors” to help welcome new families into your unit.
This will help place
Scouts into Dens/Patrols and make sure new leaders are encouraged to get trained as a leader or
member of your unit’s committee.
 Have your unit ambassadors attend the fall kick off and “how to” orientations in July or August
 Spend time this summer with leaders and parents to plan your “Ideal Year of Scouting” so new and
returning families know what excitement will be coming their way. This will also help you plan your
popcorn sales goal as a unit and per family.

SPRING RECRUITMENT
APRIL-MAY
Give families a chance to check out Scouting with summer programs by recruiting in the Spring. This is an
especially a great time for packs to start the Tiger den for next fall by conducting a Kindergarten recruiting.
Schedule one or more fun joining events for new families and promote at schools in the community with
flyers, yard signs and word of mouth. Check with your district membership team and district executive for
support, training, and materials.

JOURNEY TO EXCELLENCE (JTE)
ALL YEAR
Journey to Excellence is the BSA’s performance recognition program designed to measure the performance
of our units, districts, and councils. It encourages excellence in providing a quality program at all levels of
BSA. Scouters can use the JTE program to help them plan and run a better program for the youth we serve.
Criteria includes leader training, camping attendance, advancement, and planning.

SERVICE PROJECTS AND GOOD TURNS
One of Scouting’s foundational principles is “doing a good turn daily.” Scouts at all levels of our program
participate in good turns and service projects. Some of these are for a rank advancement, the most famous
being the Eagle Scout project. Others are being good citizens or environmental programs to make our
neighborhoods and communities better places to live.
As part of the Journey to Excellence report, sharing your service project and logging it into the national
toolbox is important. The council uses this to let the community know of our service to others. Nationally,
the statistics are important as we identify trends.
Do you know about Messengers of Peace? It’s relatively new and a way to put a dot on a map with your

Do you know about Scouting for Food? It’s been a project of the BSA for decades. Held in November each
year in our council, Scouts drop off door hangers the 2nd Saturday of November and return the 3rd Saturday
of November, taking the bags of food to local food banks.

The Silicon Valley Monterey Bay Council raises nearly $5 million annually to support our 13,000 youth and
5,300 volunteers. The national council provides no funding locally. In fact, 100% of your membership and
registration fees go directly to the national council to fund the program development and delivery
throughout Boy Scouts of America. $1 million of our annual budget comes from individuals, families, and
the community in an annual giving campaign called “Friends of Scouting” or FOS.
Annually, every pack, troop, team, and crew participates in the Friends of Scouting Campaign to support the
delivery and promotion of Scouting. A member of the district FOS team will visit your unit for a presentation
at a unit meeting, court of honor or Blue & Gold dinner to give every family an opportunity to participate
with a donation to the Friends of Scouting Campaign.
 Select an FOS coordinator to help manage the campaign within your unit.
 Submit the date of when you want your presentation to happen to the District FOS Chair.

COMMISSIONER’S CHALLENGE
ALL YEAR
The Commissioner’s Challenge Award is an SVMBC-specific award that was created to recognize
outstanding units. Completing Commissioner’s Challenge entitles the unit to receive FREE cloth badges,
e.g. rank and merit badges, at no cost for an entire year!
This award requires achievement above and beyond the JTE award and is a challenge for many units to
achieve. A unit must meet all the JTE objectives in the Bronze category. There are a number of other
criteria that must be completed as well including providing a district or council volunteer, participating in
Scout-O-Rama and Popcorn sales and completing recharter on time.

SCOUT-O-RAMA KICK-OFF & ADVENTURE CARD SALES
FEBURARY 25, 2017
The biggest show of Scouting all year is Scout-O-Rama on May 13, 2017 at History Park at the south end of
Kelley Park in San Jose. Scouts can participate with a booth at the event and by selling adventure cards in
the two months leading up to the big day. Adventure cards sell for $10 with units keeping $3 for each card
sold. Scouts can also earn sales incentive prizes. The card has discounts and deals at many local shops,
stores, restaurants, and activity centers and is also a family admission ticket to the Scout-O-Rama.
Adventure card sales and booth signups kick off on Saturday, February 25, 2017 at History Park at the south
end of Kelley Park in San Jose at 10:00 am. Pick up adventure cards for the fundraiser and stake your claim
for your unit’s booth space.

AUGUST-NOVEMBER
Popcorn! Every year, Scouts hit the streets selling popcorn in front of grocery stores, in their
neighborhood, and to friends and family. Scouts set popcorn goals to support their chosen activities for
the year, to fund community service and leadership projects, to attend summer camp, or to travel to
destinations near and far. 70% of sales support local Scouting (up to 38% directly to Scout units and

UNIVERSITY OF SCOUTING
March 4, 2017
Each year, the council conducts the “University of Scouting,” starting with registration at 8 AM, welcoming
words at 8:30, and then a series of 50 minute sessions on special interest topics. For those with Cub Scoutaged youth, you’ll find suggestions on where to take the Cub Scouts on field trips, how to conduct derbies
(rocket, pinewood, regatta), magic to spice up meetings and ceremonies, and so much more. Similarly, for
Boy Scout leaders and parents, your advancement chair will find information on Internet advancement, the
Trail to Eagle, ideas for service projects; Camping chairs will get “where to go,” backpacking, snow
camping, and hints on the latest gear and gadgets to make camping fun. Lunch is provided. Registration
will start about 60-90 days prior to the course.

BEAR PAW – COLD WEATHER CAMPING:
Cold Weather Camping training teaches youth and leaders how to be warm and safe in the outdoors. There
are a number of essential topics presented in this day long session. The Boy Scout troops get to practice what
they’ve learned at our winter camping experience held on President’s Day weekend in February where
attendees camp for two nights in the snow, or cold weather.

WOOD BADGE
Wood Badge is the culmination of basic leader training for all adult leaders in Scouting - from

S.T.E.M. (Science Technology Engineering & Math) IN SCOUTING
The BSA has a series of awards Scouts can earn that are based on science, technology, engineering, and
math. The NOVA and SUPERNOVA Awards program incorporates learning with cool activities and exposure
to these topics for Cub Scouts, Boy Scouts, and Venturers. The hope is that the requirements and activities
for earning these awards stimulates interest in STEM-related fields and shows how they apply to everyday
living and the world around them. Counselors and mentors help bring this engaging, contemporary, and fun
program to life for youth members. New NOVA awards are being developed and added to the program.

SHOOTING SPORTS
All shooting sports are done under qualified supervision and using the strict guidelines of the Boy Scouts of
America safety policies. Cub Scouts can enjoy shooting BB guns, archery, and sling shots. Boy Scouts can
shoot shot guns, .22 caliber rifles, .22 caliber pistols (age 14+) and archery. Venturers can shoot pistols and
rifles in a variety of calibers.

HORNADAY AWARDS and CONSERVATION
The Boy Scouts of America has long been a proponent of conservation. Camping, hiking, and respect for the
outdoors are an integral part of the Scouting heritage. Many of the requirements for advancement from
Tenderfoot through Eagle Scout rank call for an increasing awareness and understanding of the natural
sciences. Many former Scouts have become leaders in conserving our environment and protecting it from
abuse. Right now Scouts are learning about environmental problems and actively working to make a
difference.
The fundamental purpose of the Hornaday Awards program is to encourage learning by the participants and
to increase public awareness about natural resource conservation. Understanding and practicing sound
stewardship of natural resources and environmental protection strengthens Scouting's emphasis on
respecting the outdoors. The goal of this awards program is to encourage and recognize truly outstanding
efforts undertaken by Scouting units, Scouts and Venturers, adult Scouters, and other individuals,
corporations, and institutions that have contributed significantly to natural resource conservation and
environmental protection.
There are a variety of Hornaday Awards which are available and are presented to units, youth, adults, and
organizations.

COUNCIL ANNUAL RECOGNITION DINNER

In 2017, this annual event will be held in Monterey, CA. We are still confirming date and venue – February
11th is a tentative date. At the event, we will recognize Eagle Scouts, top Venturing awards, and Silver
Beaver recipients with a reception, dinner, keynote speaker, and awards ceremony. The Silver Beaver
award is the highest recognition for volunteer service at the council level and the Eagle Scout award is the
highest a young man can earn in the Scouting program and a true mark of a leader. The Annual Dinner is
our opportunity to thank and recognize our Scouting volunteers for their dedicated service to our
programs.

DISTRICT ORGANIZATION
The Silicon Valley Monterey Bay Council is divided into seven geographical areas, known at districts. Each
district serves youth programs, including Cub Scouts, Boy Scouts, Varsity Scouts, and Venturing. In
addition, our Exploring program serves the entire council.
Each district has a Key 3, composed of the District Chair, District Commissioner, and District Executive. The
District Chairman and Commissioner are volunteer positions while the District Executive is a paid, full-time,
commissioned professional with the Boy Scouts of America. District Chairs are also members of the board
of directors of the council and represent their district’s interests to the governing body of the council.
The District Chairmen each have help from their District Committees, teams of volunteers responsible for
finance, membership, and program support to units within each district. The District Committee meets
monthly under the direction of the District Chair and delivers a variety of programs during the year. This
includes activities, outdoor programs, training, advancement, membership, and fundraising.
District Commissioners have help from their Commissioner Staff, a team of volunteers responsible for the
“health” of the Cub Scout Packs, Boy Scout Troops, Varsity Teams, and Venture Crews. The commissioner
staff meets monthly and is responsible for hosting the monthly Roundtable meetings for all unit leaders.
COYOTE CREEK DISTRICT
Coyote Creek District serves the City of Milpitas south into East San Jose in the communities of Alum Rock,
Berryessa, Evergreen, Silver Creek and west to Monterey Highway including a good portion of downtown

CAREER EXPLORING
The Exploring program is a subsidiary of the Boy Scouts of America. Exploring offers hands-on experiences
for youth ages 14 - 20 in a career field of their choice. In these co-ed programs, young men and women
gain leadership experience while working alongside professionals. Career fields currently represented in
Silicon Valley Monterey Bay Council are Law Enforcement, Fire Services, Aviation, Medical, Engineering,
and Science. With youth interest and business support, Exploring can be implemented in any career field.
