We need a new sidewalk
along the park side of Gerritsen

this tree lifted it up several inches,
making a trip hazard.
In dozens of places, the sidewalk is badly cracked or missing
concrete. Many of the cracks,
from Florence to the water,
formed when the guardrail was
installed years ago. Weathering,
tree roots, and normal wear and
tear has caused more cracking.
The sidewalk is the property of
the Parks Dept. We are happy to
have worked with them to get the
sidewalk repaired at Channel and
Gerritsen Ave., but it is time for a
full repair of the entire sidewalk.

Gerritsen Beach Needs A New Park

We need a new park. Not just any park, but a multi-million dollar park, accessible for seniors and handicapped individuals, complete with lighting, bathroom facilities (just ask any parent who has had to search for a
bathroom for their child), functional water fountains, a track, adequate parking facilities, reconstructed surfaces
on the basketball courts and softball fields, and other controlled recreational activities on the land where so
many have played for generations. The new park should have a safe, nearly indestructible aesthetic design. The
planning of this park should encompass areas south of Avenue U, including the complete reconstruction of P.S.
277 Park, the open fields and other areas to provide higher quality recreation, within a safe, friendly environment.
In our park, there are only facilities for softball, baseball, handball, paddleball and soccer; and they are
poor to mediocre quality, at best. For years, the quality of those facilities having been failing. The recreational
needs of our community far outweigh the current design of our park. We see children playing basketball, hockey and wiffle ball in the streets, mixed in with cars riding by at 40 miles an hour. We also see children leaving
Gerritsen Beach to participate in sports programs in other communities because they are not available in Gerritsen Beach.
Hundreds of children competitively ride mountain bikes in the community, yet there is no established
location in our parkland where they can ride. Instead, they make ramps in the street where cars wiz past. There
is a need for an established location.
There is no established location for horseshoes, volleyball, shuffleboard, or a place that people with pets can
congregate, or family barbeque pits, or benches with shade for the seniors to come together and socialize.
Many Gerritsen Beach residents that we have spoken are happy that the Parks Department has been giving some attention to the fields. However, the main issue is that the parklands have been receiving a band aide,
and definitely have not been properly addressing our community’s vast needs.
In April 1998, we reported that the Parks Department contracted to reconstruct the open field along Gerritsen Avenue from Channel Avenue just past Everett Avenue. The scope of the contract entailed the reconstruction of the three baseball diamonds with new clay and new sod for one soccer field.
Improper planning has resulted in a poorly reconstructed field. Even after $300,000 was pumped into reconstruction, the baseball fields still overlap the soccer fields. Men and young children play two entirely different games sharing the same field. If the soccer fields were extended another 50 feet toward the water, this
would cure this potential hazard.
The reconstruction of the fields has not alleviated All Terrain Vehicles (ATV’s) and motorcycles from entering areas where the children play. The reconstruction plans did not call for enclosure of the fields to prevent
ATVs from entering into the field area. When the new sod was laid, the ATVs rode over the sod and ripped it
apart. The result is many patches of uneven exposed soil and no grass.
Any vehicle can come onto the fields should they penetrate the existing guardrail that surrounds the park
area. Since laws regulating ATV’s are not strong, and enforcement has been inconsistent, securing the fields
may be the best course of action, until ATV users take responsibility to ride safely and responsibly.
Why don’t we have a new multi-million dollar park, when so many other areas in New York City have been
receiving them? Most likely, the answer lies in the old adage “The squeaky wheel gets the oil.”
Gerritsen Beach is split into two different Community Boards. The residents of Gerritsen Beach are located
in Community Board 15, which we have some representation. We have never had adequate representation for a
multi-million dollar park in Community Board 18, where the parkland is located. If our community acted in a
unified voice and had adequate representation and rapport with Community Board 18, we could have received better improvements in our recent reconstruction projects.
How can we accomplish a goal of a multi-million dollar park, complete with all of our community needs
addressed? First, we need to continually educate our community’s residents about how a park reconstruction is
accomplished. Second, we need to continually educate our elected officials and the Parks Department of our
comprehensive needs. Third, it has to be universally supported by the community.
Here is a basic outline how reconstruction can come about: The Parks Department will communicate with

politicians about specific geographical areas that need attention. The politicians decide what project needs the
most attention. When specific parks are chosen, Parks Design will make a proposal to the Community Board
(in our case, CB 18). CB 18 will reject or approve a plan through their Park’s Committee. Historically, they
never reject. They may make modifications, but never reject. It is at this stage local community groups can get
involved in the modification process.
It must be noted that the CB approval or modification is nonbinding. Parks could still go with their intended
plan, but generally work with the CB for needed modifications within the limits of funding. Once CB 18 approves it, the politicians provide funding through the budgetary process.
Once the approved budget is accepted by the legislature, Parks rushes to get the project complete. Parks is
normally the first agency to get cut in the case of emergency budgetary cuts. After this step, the contract goes to
bid and work is eventually started.
An important point must be made here. Even after the CB approves and the project is put into the budget, a
project could still be cut. The quicker it gets underway, the less chance it will have to get cut.
The system is obviously not perfect. It is understandable, but not acceptable, why Gerritsen Beach does
not get its due say in these matters.
Since the division of our community among Community Board lines, Gerritsen Beach has been inherently
getting little attention to our park. In the last several years, we have been taking a lead in trying to change this.
Gerritsen Beach residents are becoming more educated to the processes of how to get our fair share of tax dollars. We are opening up effective channels of communication with our elected representatives and governmental agencies. They are starting to understand our needs more and more.
This is our community’s backyard. Some improvements are going in the direction of taking away recreation and forcing minimally supported change. We need the opportunity for our children to have a safe place to
play and have fun. There are some simple solutions to fix the problems. The communities that are the users of
the park have to be involved to the planning and implementation stages to make sure our American culture is
not negatively affected.
We already paid for a new park in our taxes. Now our community has to take that one last step and demand
that our tax dollars be better spent on our needs. We deserve it.

SOFTBALL AND LUNCH FOR THE TEENAGERS

The 61st Precinct Youth Officers, working with the Police Athletic League, are
organizing up to four softball teams for teenagers, ages 12 through 17. They will be
playing in newly renovated park on Avenue X and Bedford Avenue.
The last registration will take place at the park on July 7th, from 11:00 a.m. to
2:00 p.m. Approximately 12 games will be played on Tuesdays and Thursdays, at
11:00 a.m., which includes pre-game practice sessions and possible advancement to
the Brooklyn South Tournament.
The Teenagers are expected to bring gloves.
All other supplies will be provided, including lunch. This is a bargain!

Recreation in the Waterways...Active or Passive?

Recreation...since the beginning of recorded time, humans have spent some portion of their time in the
pursuit of pleasure, and as mankind has evolved so have the forms or recreation.
Water based recreation has been a part of the culture the citizens of the city of New York and specifically the
residents of Brooklyn, since the founding of the first villages in the 1600's.
As the population grew and technology expanded, the forms of recreation also grew. Boating on the New
York waterways, which was once strictly sail and oar powered, gave way to steam engines, and eventually internal combustion engines. As engines became smaller and with eventual development of the outboard engine, motor boating for recreation and all the various water based forms of recreation (water skiing, water boarding, etc.)
became more and more popular. Today, it is difficult to find a resident of a shore side community who has not at
one time or another spent some time in a powered vessel. Indeed, much of the water side work of the Friends is
conducted from the decks of powered vessels.
Today, there is a movement afoot to prevent powered vessels from operating in the back estuaries such
as Gerritsen Creek. This movement comes from with in the working of a number of government agencies who
are attempting to apply a blanket ruling. We at the Friends have heard that some of the basis of this movement
originates from complaints about the lack of enforcement on no wake zones. (See a future article about wake
zones in this publication). We have also heard that some of the anti-power vessel movement is being fueled by
extremist in the natural side of the world (Sierra Club and Audubon type organizations). The Parks Department
is attempting to claim jurisdiction rights over the waterways, and imposing their rules and mandates. It appears
that the entity that prefers human powered vessels (canoes and kayaks), over powered vessels, is attempting to
claim a water body for exclusive use. We offer the opinion that this is illegal.
The Friends of Marine Park - Gerritsen Creek is a park organization. The land on all sides of the Gerritsen Creek is park land (including the golf course), therefore, our interest. Indeed, the Friends are heavily involved in many issues in Jamaica Bay, as will directly affect what goes on the back creeks. We are about people,
not just the birds and bees. Passive recreation, a.k.a. canoeing, bird watching, etc., are not the only form of recreation known to mankind. We strongly applaud the actions of Dave Reynolds and the Gerritsen Beach Ski
Team.
We believe that there is room for all forms of recreation in our waterways. Communication is the most
effective method of eliminating stereotypes on both sides of the issue. The Board of Directors of the Friends of
Marine Park - Gerritsen Creek have issued instructions that we assist in promoting recreation in the park and
creek...including waterskiing. We do firmly believe that mandatory boating safety classes for everyone (power
boats, Personal Water Craft, and people powered vessels alike) on the water will make for a safer waterway. Forums to promote the exchange of ideas and enhance communication between various groups have proven to be
extremely effective. To this end, the Friends will act as non partisan host for this forum and will work with all
groups and all sides of the issue to develop a comfortable medium and more importantly help people to enjoy
the waterway.

I have been leasing the ground floor of a two family house for the past seven years. Originally, I was
given a two year lease, but it has never been renewed, and I have simply been paying rent monthly
without a lease. The rent has increased twice during that time. My landlord is selling the house, and
wants me to vacate the apartment. Since my original lease ran from January 1 to December 31, do I
have until the end of the year to get out?
A:
Once your lease expired, you became a month to month tenant. The original lease term has no bearing
on your rights in this matter. As a month to month tenant, your landlord is obligated to give you thirty
days notice to move. If you have not moved by that time, he/she can take you to court as a holdover.
If you can show the court you have been making a serious effort to find a new apartment, the court will
give you more time to find somewhere to live. The court will be reasonable, but only if you can prove
good faith.

Q: I have decided to hire an outside Web designer to create a Web site for my
business. What are the best methods to find potential candidates for the

A: The best way to find a Web site designer/developer, as with finding any other type of professional services,
is through a personal recommendation, preferably from someone who has already done business with
them. Web site designers/developers are also plentiful to find on the Web; from your favorite search engine, use keywords such as "web designer", "web developer", or "internet consultant"along with additional keywords to further narrow the search. For example, if you would prefer a designer in your local area,
