Welcome Notes
It is a great pleasure to invite you to participate in the 25th Wireless and Optical Communication Conference
(WOCC2016), to share the latest progresses in wireless, photonic and network science, technology and innovations.
WOCC2016 is held in one of the most beautiful cities in China – Chengdu, organized by one of the oldest universities
in China - Southwest Jiaotong University (SWJTU), and scheduled in one of the most charming seasons of the year –
May 21-23.
Initiated by several pioneers from Bell Labs (USA) more than twenty years ago, WOCC has already become one of the
major and prestigious events for the U.S. and the Asia-Pacific community in the field of telecommunications and
networking. Under the theme of “Facing the challenges of bandwidth and data”, there are three symposiums arranged to
cover many hot topics, including wireless symposium, photonics symposium, network and data applications
symposium. Worldwide leading experts will join us to deliver fantastic talks.
As the year 2016 is the 120th anniversary for the ChiaoTung Family of the world, the photonic people from five
ChiaoTung universities (SJTU, XJU, SWJTU, BJTU and NCTU) will join together to celebrate this event during this
conference (Photonics Forum of ChiaoTung Universities). We believe that the WOCC 2016 program will stimulate
interesting discussions and inspire new ideas.
It is an enormous task to organize the conference and it is impossible to succeed without the dedicated efforts of many
supporters and volunteers. We are indebted to the co-chairs of each sub-committee, as well as the whole organization
committee, to organize the sessions which result in the excellent technical program. We also thank staffs and volunteers
from SWJTU.
Chengdu is famous for lots of things (beauty, food, history and life style) in China, and we hope that your participation
will be a productive and rewarding experience. Thank you for your involvement and contribution in making
WOCC2016 a new success!

Dr. Peter Winzer, Bell Labs, Nokia, USA
Peter J. Winzer heads the Optical Transmission Systems and Networks Research Department at
Bell Labs, Nokia, in Holmdel, NJ. He received his Ph.D. in electrical engineering from the
Vienna University of Technology, Austria, in 1998. At Bell Labs since 2000, he has focused on
various aspects of high-bandwidth fiber-optic communication systems. He demonstrated
several high-speed and high-capacity optical transmission records, including the first 100G and
the first 400G electronically multiplexed optical transmission systems and the first field trial of
live 100G video traffic over an existing carrier network. He has widely published and patented
and is actively involved in technical and organizational tasks with the IEEE Photonics Society
and the Optical Society of America (OSA), including Editor-in-Chief for the IEEE/OSA
Journal of Lightwave Technology and Technical Program Chair of the 2014 Optical Fiber
Communications Conference (OFC). Dr. Winzer is a Fellow of the IEEE and the OSA.
Prof. Min Gu, RMIT University, Australian
Prof. Min Gu is a Laureate Fellow of the Australian Research Council. He is a sole author of
two standard reference books and has over 400 publications in nano/biophotonics. He is an
elected Fellow of the Australian Academy of Science as well as the Australian Academy of
Technological Sciences and Engineering. He is also an elected Fellow of the AIP, the OSA, the
SPIE, the InstP, and the IEEE. He was President of the International Society of Optics within
Life Sciences, Vice President of the Bureau of the International Commission for Optics (ICO)
(Chair of the ICO Prize Committee) and a Director of the Board of the Optical Society of
America (Chair of the International Council). He served on the Young Scientist Prize
Committee in Optics of the International Union of Pure and Applied Physics. He was awarded
the Einstein Professorship (CAS, 2010) and the W. H. (Beattie) Steel Medal of the Australian
Optical Society (2011). He was the recipient of the 2014 Ian Wark Medal and Lecture of the
Australian Academy of Science.
Prof. Norman C. Beaulieu, Queen's University, Canada
Norman C. Beaulieu received Ph.D. from the University of British Columbia, Canada. He was
subsequently a Queen's Nation Scholar Professor with Queen's University at Kingston
(Canada), and an Alberta Informatics Circle of Research Excellence (iCORE) and Canada
Research Chair Professor at the University of Alberta, Edmonton, Canada.
He has authored or co-authored over 342 journal papers, and over 428 conference papers. He
was the Editor-in-Chief of the IEEE Transactions on Communications and served on the
editorial board of The Proceedings of the IEEE. He is a Fellow of the Royal Society of
Canada, IEEE, IET, EIC, CAE, and an NSERC E.W.R. Steacie Memorial Fellow. He is the
only person in the world to hold both the IEEE Edwin Howard Armstrong Technical
Achievement Award and the IEEE Reginald Aubrey Fessenden Medal for Technical
Achievement.

Prof. Jiandong Li, Xidian University, China
Jiandong Li received Ph.D. degree in Communications Engineering from Xidian University,
Xi'an, China, in 1982, 1985 and 1991 respectively. He is currently the Vice President of the
university and vice director of the academic committee of State Key Laboratory of Integrated
Service Networks. He was a visiting professor to the Department of Electrical and Computer
Engineering at Cornell University from 2002-2003. His major research interests include
mobile communications and information systems, cognitive radio and signal processing. He
served as the General Vice Chair for ChinaCom 2009 and TPC Chair of IEEE ICCC 2013. He
was awarded as Distinguished Young Scholar from NSFC and ChangJiang Chair Professor
from Ministry of Education, China, respectively.
Prof. Xueguang Qiao, Northwest University, China
Xueguang Qiao received B.E. and Ph.D. degree from Xi'an Jiaotong University and Xi'an
Institute of Optics and Precision Mechanics of CAS, respectively. He was the President of
Northwest University (2008-2015) and Xi'an Shiyou University. He has been a visiting scholar
at Massachusetts Institute of Technology (MIT) from 1999 to 2000. Currently he is the chair
of several academic committees of national or provincial key labs. His major research topics
include fiber sensors, optical metrology in the oil industry. He and his team won the national
“May 1st” medal in 2008, National second-rank prize of innovation in 2007 and 2014. He was
the PI of more than 20 national projects, and has published more than 200 papers with more
than ten issued patents.

Prof. Jianping Yao, University of Ottawa, Canada
Jianping Yao is a Distinguished University Professor and University Research Chair in the
School of Electrical Engineering and Computer Science, University of Ottawa, Canada. With
over 510 refereed publications, Professor Yao has pioneered various developments in
Microwave Photonics, including photonic-assisted microwave signal and microwave arbitrary
waveform generation, microwave signal processing, photonic integrated circuits for ultra-fast
signal processing, and fiber-wireless communications.
Professor Yao was an IEEE Distinguished Microwave Lecturer for 2012-2015. He is a Fellow
of the IEEE, the Optical Society of America, and the Canadian Academy of Engineering.
Prof. Guifang Li, University of Central Florida, USA
Guifang Li is a Professor of Optics and Electrical & Computer Engineering and Physics at the
University of Central Florida. He received his Ph.D. degree in Electrical Engineering from the
University of Wisconsin at Madison. His research interests include optical communications
and networking, RF photonics and all-optical signal processing. He is the recipient of the NSF
CAREER award, the Office of Naval Research Young Investigator award, the UCF Research
Incentive Award and the UCF Innovator Award.
He is a fellow of the National Academy of Inventors, IEEE, SPIE, and the OSA. He served as
an associate editor for Optical Networks, Chinese Optics Letters, and IEEE Photonics
Technology Letters. He currently serves as a Deputy Editor for Optics Express.

William Shieh received the M.S. degree in electrical engineering and the Ph.D. degree in physics
from the University of Southern California, Los Angles, in 1994 and 1996, respectively. Since
2004, he has been with University of Melbourne, Australia. His current research interests include
OFDM techniques in both wireless and optical communications, few-mode fibers for optical
communications and sensing, coherent optical communication systems, and optical packet
switching. He has published more than 200 journal and conference papers, and 9 issued US
patents. He has been awarded Australian Future Fellowship (2011-2014). He is a fellow of both
IEEE and Optical Society of America (OSA).
Prof. Li-Chun Wang, National Chiao-Tung University
Li-Chun Wang received Ph. D. degrees from the Georgia Institute of Technology in 1996. From
1996 to 2000, he was with AT&T Laboratories. Since August 2000, he has joined the Department
of ECE of National Chiao Tung University in Taiwan and is the current Chairman. His research
interests are in the areas of cross-layer optimization for heterogeneous wireless systems, datacentric radio resource management, and software defined mobile networks. He has published
over 200 papers and holds 16 US patents. He won the Distinguished Research Award of National
Science Council (Taiwan, 2012). He is a Fellow of IEEE.
Prof. Ran Tao, Beijing Institute of Technology, China
Ran Tao received Ph.D. degrees from Harbin Institute of Technology in 1993. He has been a
Chief Professor of the Creative Research Groups of the National Natural Science Foundation of
China since 2014. He is currently the Vice Chair of IEEE China Council. He is also the Vice
Chair of the International Union of Radio Science (URSI) China Council. He was a recipient of
the first prize of science and technology progress in 2006, 2007, respectively, and the first prize
of natural science in 2013, both awarded by the Ministry of Education. He was a recipient of
National Science Foundation of China for Distinguished Young Scholars in 2006, and a
Distinguished Professor of Changjiang Scholars Program in 2009.
Prof. Werner Rosenkranz, University of Kiel, Germany
Werner Rosenkranz received the Ph.D. from the University of Erlangen-Nurnberg. He was with
Philips and Lucent Technologies in Nuremberg, Germany for eight years. In 1997 he became
Professor and the Chair for Communications in the Department of Engineering of the University
of Kiel, Germany. His main research activities are transmission-aspects in very high-speed
digital communication systems. He is author or co-author of more than 250 publications. Prof.
Rosenkranz is a Senior Member of IEEE, a Fellow of the OSA, and member of VDE and ITG.
Dr. Chongjin Xie, Alibaba Group, USA
Chongjin Xie received Ph.D. degrees from BUPT in 1999. He worked at Chalmers University of
Technology as a post-doctor from 1999 to 2001, joined Bell Laboratories in 2001 and became a
DMTS in 2013. He joined Alibaba Group in 2014 as a senior director and chief optical network
architect in Ali Infrastructure Service. Dr. Xie has authored and co-authored more than 200
papers, two book chapters and one book in print. He is an associate editor of Journal of
Lightwave Technology and a Fellow of OSA.

Prof. Jianjun He, Zhejiang University, China
Jian-Jun He received Ph.D. degree from the University of Paris VI, France, in 1989. He then worked
on semiconductor optoelectronic devices in university, government laboratory and private industry
in Canada for seventeen years. He joined Zhejiang University as a Changjiang Chair Professor in
2006. He has published over 200 scientific papers and holds 20 US patents. He is currently a
Steering Committee member of CLEO-PR, and a Topical Editor of Optics Letters. He is a Fellow of
the OSA and a Senior Member of IEEE.
Prof. Jianping Chen, Shanghai Jiaotong University, China
Jianping Chen received Ph.D. degree from Shanghai Jiaotong University in 1993. He served as
Department Chair (06-11). He has published >100 journal papers and has >20 awarded patents. He
is the chief scientist of the National Basic Research Program (also known as 973 Program). He
served as an area associate editor for IEEE Journal on Selected Areas in Communications and acted
as the General Co-Chair or TPC Co-Chair for several conferences (e.g. ICCSC, ACP).
Prof. Yikai Su, Shanghai Jiaotong University, China
Yikai Su received Ph.D. degree EE from Northwestern University, USA in 2001. He worked at Bell
Laboratories before he joined the Shanghai Jiaotong University in 2004. He has over 200
publications including more than 40 invited papers. He served as associate/topical/guest editor of
APL Photonics, Photonics Research, Optics Letters, IEEE JSTQE etc. He was co-chair or TPC
member of many international conferences including CLEO, ECOC, OFC, and etc. He was awarded
as Distinguished Young Researcher from NSFC and ChangJiang Chair Professor from Ministry of
Education, China.
Prof. Hsuan-Jung Su, National Taiwan University
Hsuan-Jung Su received Ph.D. degree from University of Maryland, College Park in 1999. He has
been with Bell Labs until joining the National Taiwan University in 2003. He is the Technical
Affairs Committee Vice Chair of the IEEE ComSoc Asia-Pacific Board. He was the Co-Chair and
TPCs of many conferences, including ICASSP'09, VTC'10-Spring, WPMC'12, GreenCom'14 and
WOCC'15. He is an Area Editor of the Physical Communication journal. Dr. Su received the Central
Bell Labs Teamwork Award (2002) and the Bell Labs President's Gold Award (2003).
Prof. Kai-Ming Feng, National Tsinghua University
Kai-Ming Feng received Ph.D. degree in electrical engineering from the University of Southern
California in 1999. In 2000, he participated in the foundation of Phaethon Communications, Inc. in
Fremont. In 2003, he joined National Tsinghua University. He is a professor in Institute of
Communications Engineering, Institute of Photonics Technology and Department of EE and is
currently the director of the Institute of Communications Engineering.
Prof. Ju Han Lee, University of Seoul, Korea
Ju Han Lee received Ph.D. degree from the ORC in 2003. He worked the Photonics Research
Center at KIST until 2007. He was a RCAST fellow at the University of Tokyo (04-05) and a
visiting scholar of IPAS at University of Adelaide (13-14). He is an author or coauthor of more than
280 papers. He has served as a TPC member for various conferences such as OFC, OECC, CLEOPR, etc.

Prof. Chunmin Zhang, Xi'an Jiaotong University, China
Chunmin Zhang is the director of Institute of Space Optics at XJTU. He is heavily involved in various
photonics/optics related societies of China as the council member, as well as the editorial member of
several journals (e.g. Modern Physics, Acta Optica Sinica, etc). He was awarded Special Allowance by
the State Council in 2015. He has authored more than 150 papers and 8 books.
Prof. Fengping Yan, Beijing Jiaotong University, China
Fengping Yan is the vice-director of Optical Wave Technology Institute of BJTU and Key Lab of AllOptical Network and Modern Communication Networks (MOE). He was the PI of more than 20
national projects, has published more than 110 papers and three textbooks. He won the Yi-Sheng Mao
Beijing Youth Science & Technology Award in 2004.
Prof. Li Pei, Beijing Jiaotong University, China
Li Pei has been a leader of more than 10 projects in China, include Hi-Tech research and Development
Program of China, New Century Excellent Talents Project of Ministry of Education, and so on. She has
(co)authored 3 books and a more than 200 papers, and more than 100 patents and software copyrights.

Jianyong (James) Sun, Centec Networks Co. Ltd.
James Sun has 20+ years experience in networking system architecture, ASIC design and management.

Prof. Yang Yang, Shanghai Inst. Microsystem and Info. Tech. (SIMIT), CAS
Yang Yang received PhD from Chinese University of Hong Kong in 2002. He is serving as the Director
of CAS Key Lab. of Wireless Sensor Network and Communication, and the Director of Shanghai
Research Center for Wireless Communications (WiCO). He has been with UCL and Brunel University
(UK) before that. He has co-edited a book and co-authored more than 100 papers. He has been serving

Prof. Xin (Jessica) Jiang, City University of New York (CUNY), USA
Xin Jiang received PhD from Tsinghua University and continued postdoctoral at University of Southern
California. She is an associate professor at CUNY. She has worked in R&Ds and product developments
of several high-tech companies and has gained significant working experience in both academic and
industrial fields.
Prof. Hongya Ge, New Jersey Institute of Technology (NJIT), USA
Hongya Ge received Ph.D. from University of Rhode Island in 1994. She is an associate professor at

Prof. Jie Zhang, Beijing University of Posts & Telecommunications, China
Jie Zhang received Ph.D. degree from BUPT in 1998 and currently is the deputy director of the
National Key Lab of Information Photonics & Optical Communications. He has published more than
200 papers including 8 conference PDP papers (e.g. OFC/OECC/ACP) and has more than 30 issued
patents. He has won two National Innovation Awards (2010/2012).
Prof. Yejun He, Shenzhen University, China
Yejun He is the Director of Shenzhen Key Lab. of Antennas and Propagation. He received Ph.D. degree
from HUST in 2005. He has been with HK PolyU., CUHK, UWaterloo and GeorgiaTech. He has
published >90 papers and held over 13 patents. He is an Associate Editor of Security and
Communication Networks journal and served as TPC for various conferences (IEEE GLOBECOM,

Prof. Changyuan Yu, Hong Kong Polytechnic University, China
Changyuan YU received Ph.D. degree from University of Southern California in 2005. He has been
with National Univ. of Singapore and A*STAR until 2015. He is an associate professor at HK PolyU.
He has authored/co-authored 6 book chapters and over 260 papers (46 invited). He has served as TPC
for 50+ international conferences (including OFC, SPPcom, etc.).
Dr. Bo Zhang, Juniper Networks Inc., USA
Bo Zhang received Ph.D. degree from University of Southern California in 2008, and he is currently the
project lead and member of technical staff in the optical hardware department at Juniper Networks in
Sunnyvale, CA. Before joining Juniper in 2011, He was with Opnext Subsystems (formerly Stratalight
Communications) in Los Gatos, CA. He has over 30 publications and several US patents.
Prof. Yun-Feng Xiao, Peking University, China
Yun-Feng Xiao received Ph.D. degree from USTC in 2007. After a postdoctoral research at Washington
Univ. in St. Louis, he joined PKU in 2009, and was promoted to a tenured professor in 2014. He has
authored or co-authored more than 100 journal papers with over 2000 citations, and has delivered over
50 invited talks. He is the winner of NSFC Outstanding Youth Fund.
Prof. Mugen Peng, Beijing University of Posts & Telecommunications, China
Mugen Peng received Ph.D. degree from BUPT in 2005. He has published over 260 papers. Dr. Peng
was a recipient of the 2014 IEEE ComSoc AP Outstanding Young Researcher Award, and six best paper
awards. He is on the Editorial Board of the IEEE Comm. Mag., IEEE ACCESS, IET Communications
etc. He is a fellow of IET and the winner of NSFC Outstanding Youth Fund.
Prof. Wei Chen, Tsinghua University, China
Wei Chen received Ph.D. degree from Tsinghua University in 2007. He is a full professor, deputy
department head and University council member. He is the recipient of the 2010 IEEE ComSoc Asia
Pacific Board Best Young Researcher Award and the 2009 IEEE Marconi Prize Paper Award. He is the
Champion of the First National Young Faculty Teaching Competition. He is the winner of NSFC

Lingyang Song received his Ph.D. degree from the University of York in 2007. He is the co-author of

Guangxiang Fang is currently Chief planner of optical transport product line in Huawei Technologies
Co., Ltd. He has 18 years Optical &WDM R&D work experience in Huawei. He is currently in charge

transmission, multi-service metro transport, mobile front haul etc.
Dr. Jinlong Wei, ADVA Optical Networking SE, Germany
Jinlong Wei is a Marie Curie research fellow and senior engineer. He received Ph.D. degree from
Bangor University in 2011 and worked as a research associate in Cambridge University until 2014. He
has authored or co-authored more than 90 papers, including several invited and holds several
US/Europe patents.
Dr. Meng Pang, Max-Planck Institute for Science of Light (MPL), Germany
Meng Pang obtained Ph.D. degree from Hong Kong Polytechnic Univ. in 2011. He then worked as a
postdoc at University of Ottawa until 2013. Currently he is a postdoc fellow in Russell's division of
MPL. He has published more than 10 papers as the first-author on the leading journals (e.g. Optica, OE,
OL, etc.).
Dr. Zizheng Cao, Eindhoven University of Technology, the Netherlands
Zizheng Cao received Ph.D degree from Eindhoven University of Technology in 2015. He has
published 17 first-author journal articles, including two invited paper in IEEE/OSA JLT and IEEE JQE.
He is one recipient of Graduate Student Fellowship of IEEE Photonics Society in 2014.

Lei Zhou is the senior technical leader and in charge of the oDSP PON in Advanced PON Research

and OECC, et al.
Prof. Wei Li, Institute of Semiconductors, CAS, China
Wei Li received his Ph.D. degree from CAS in 2010. He is currently a full professor with interests in
microwave photonics. He won a Humboldt Research Fellowship from the Alexander von Humboldt
Foundation, Germany (2011-2012).
Prof. Xihua Zou, Southwest Jiaotong University, China
Xihua Zou received Ph.D. degree from SWJTU in 2009. He is a Humboldt Research Fellow (20142015). He has published more than 50 papers as the first/corresponding author in the fields of
microwave photonics, optical communications and devices. He serves as the associate editor of IEEE
Journal of Quantum Electronics since 2015.

Southwest Jiaotong University
The year of 2016 is the 120th anniversary of Chiao-Tung Universities
(there are five family members of Chiao-Tung University, including
Shanghai, Xi'an, Hsinchu, Beijing and Southwest-Chengdu). Southwest
Jiaotong University (SWJTU) was found in 1896. It was originally named
Imperial Chinese Railway College, and later Tangshan Jiaotong University,
Tangshan Railway Institute, and so on. It is one of the earliest universities
in China, and is known as “the Cradle for the Chinese Railway Engineers”
and “East Cornell”. For more than a century, the university has taken on
the responsibility of revitalization through education, while holding tight to
the belief of “imparting cultural heritage to the industry of traffic and
transportation”, promoting the spirit of “cultivating talents for the
rejuvenation of Chinese nation, persevering in the betterment of individual
merits”, adhering to the tradition of “Conscientious in Studies and
Stringent at Qualification”, and cultivating more than 300,000 students.
Among the talents cultivated by SWJTU, there are 57 CAS and CAE
academicians, the recipients of the “Merit Medal for Two Bombs and One
Satellite”, outstanding academic talents and engineering experts, officials

famous experts, professors and scholars, who have made great

Chengdu City
Chengdu is the capital of “Heavenly State”, habitat of giant
pandas and city of cotton-rose hibiscus. Located in the west of
Sichuan Basin and in the center of Chengdu Plain, Chengdu
covers a total area of 12.3 thousand square kilometers (4749
square miles) with a population of over 11 million. Benefiting
from Dujianyan Irrigation Project which was constructed in 256
B. C., Sichuan province is reputed as “Tian Fu Zhi Guo”,
literally a place richly endowed with natural resources. Chengdu,
as the capital, is extremely productive. The Min and Tuo Rivers,
two branches of the Yangtze River, connected to forty other rivers, supply an irrigation area of more than 700 square
kilometers. Consisting of abundant mineral resources, the land is extremely fertile.
The history of Chengdu can be traced back 2,400 when the first emperor built his capital here and named the city.
Through thousands of years its original name has been kept and its position as the capital ad as the significant center of
politics, commerce and military of the Sichuan area (once called Shu) has remained unchanged. Since the Han (206
B.C.-220) and Tang (618-907) Dynasties when its handicraft industry flourished, Chengdu has been famous for its
brocades and embroideries. Shu embroideries still enjoy a high reputation for their bright colors and delicate designs,
ranking among the four main embroideries in China. Chengdu was the place where the bronze culture, where the
earliest paper currency, Jiaozi (not the dumpling!), was first printed. It is listed among the first 24 state-approved
historical and cultural cities and owns 23 states and provincial cultural relic units.

feature, historic places of interest such as Thatched Cottage of
Du Fu. Wuhou Memorial Temple and Wenshu Monastery, etc,
natural beauty abounds in surrounding areas such as in the

Center, supports the world's only giant panda breeding and
