Higher education seeks 10 percent increase in Oklahoma funding
The Oklahoma State Regents for Higher Education unanimously approved a budget request for the 2016 fiscal year that seeks an
additional $98.7 million. Chancellor Glen Johnson said the increase is needed to make college accessible to more Oklahomans and
prepare them for the jobs of the future. (The Oklahoman and Tulsa World By Kathryn McNutt - 11/7/2014)
Higher education officials are asking the Legislature and governor to restore their state appropriation to the prerecession
level.
The Oklahoma State Regents for Higher Education on Thursday unanimously approved a budget request for the 2016 fiscal
year that seeks nearly 10 percent more than the current budget.
The additional $98.7 million is needed to make college accessible to more Oklahomans and prepare them for the jobs of the
future, Chancellor Glen Johnson said.
The increase would raise the higher education budget to $1.086 billion, slightly more than the fiscal year 2008 appropriation.
“We are in the midst of significantly changing times in higher education. This reflects our ability not to just react to the
changing times, but quite frankly to have a game plan that addresses the needs of our citizens,” Johnson said.
The new money is budgeted in four areas, with the majority — $88.3 million — requested for the Complete College
America initiative launched by Gov. Mary Fallin three years ago.
The goal is to increase the number of career credentials and college degrees conferred by 1,700 each year for 12 years. That
goal was surpassed with an increase of 2,945 in year one and 3,577 in year two.
“This clearly is our top priority,” Johnson said.
A Georgetown University study shows that 67 percent of jobs in Oklahoma in 2020 will require a certificate or degree, and
37 percent will require an associate degree, bachelor’s degree or higher, Johnson said.
“There’s going to have to be an investment of additional resources in higher education” to maintain the success of Complete
College America and meet workforce needs, he said.
Funding increases also are requested for the concurrent enrollment program that lets students begin earning college credit
while still in high school, $1.2 million; initiatives in the areas of science, mathematics, engineering and technology, $500,000;
and debt service on a 2010 bond refinancing, $8.7 million.
“I think it’s a conservative budget. It’s a budget that benefits the students and the state of Oklahoma,” said Regent Jay Helm,
of Tulsa.
“It addresses the priority needs of our collective institutions,” said Larry Rice, president of Rogers State University, who
addressed the Regents as chair of the Council of Presidents. “It’s responsible and very fundable.”
The presidents for Oklahoma State University and the University of Oklahoma both addressed the Regents via video.
“It is so important in these times that we invest in education. Benefits from a college degree are so important in moving our
state forward,” OSU President Burns Hargis said.
“We’re still operating in this state with $100 million less for higher education than we had in 2008,” OU President David
Boren said. “It’s impossible to keep up the quality that we need and operate on less and less each year as our uncontrolled costs
keep going up every single year — utilities, health care and other costs.”
Boren said state leaders should try to restore the budget to the 2008 level. “It is the effort to invest in the next generation, our
most precious asset,” he said. “It’s investment time in Oklahoma.”

Bell and Rodriguez earn NOC player of the week honors
Mavericks Head Men’s Soccer Coach Michael DuRoy announces the Northern Oklahoma College men’s soccer player of
the week, and Head Women’s Coach Josh Smith announces the women’s player of the week.
The women's player of the week is Thirley Rodriguez, a freshman from Forney, Texas; and men’s player of the week is
Patrick Bell, a sophomore from Muskogee.
“Thirley has been a huge part of our midfield all season. Her scrappy, physical play as well as her willingness to never quit
was a key to our success in the regional tournament,” Smith said.
“Patrick played every minute in the Mavericks championship run through the Region 2 Tournament. He led the defense that
allowed just one goal in the two games,” DuRoy said.
The NOC men and women competed in the Region II Tournament at Miami, Okla. last weekend and both teams secured the
regional championship title. The men defeated Eastern 3-1 and shut out NEO in the championship game 2-0. The women beat
Rose State 3-1 Saturday and went on to defeat Eastern 4-0 in the Sunday championship match.
The teams will now move on to compete in the district playoffs. The NOC women will host the tournament in Tonkawa
Nov. 8 and 9. The Lady Mavs will play Navarro College at 11 a.m.
Saturday and Eastern will take on the Region 5 champ. The Saturday
winners will compete Sunday at 1:30 p.m. for the district championship
and advance to nationals.
The NOC men will travel to Topeka, Kan. and take on Coffeyville,
Kan. at 1:30 p.m., Nov. 6. Hill College will compete against the Region
6 winner at 11 a.m. Nov. 6. Thursday’s winners will automatically
qualify for nationals since the first and second place teams from district
will advance. The championship game will be played Nov. 7.
The district champs will go on to compete in the national
tournaments scheduled for Nov. 17-22; the women will play at
Melbourne Fla. and the men at Prescott, Ariz.

So Do NOC Soccer Men
MIAMI, Okla. — The Northern Oklahoma College men’s soccer team escaped an upset bid by Northeastern Oklahoma A&M
Sunday to win 3-2 and earn the Oklahoma Collegiate Athletic Conference Tournament championship.
With the victory, the Mavericks advance to the District Tournament which will be played in Topeka, Kan., Thursday and Friday.
Against NEO, the Mavericks scored first despite the Norse having controlled the play much of the early portion of the game.
The score came when Brad Bennions crossed the ball in to Theo Ostas, who headed the ball back across the goal to Andy Ochoa
who headed the ball into the net.
Late in the first half, NOC’s Tyler Hall dribbled into the box and his shot was blocked by a Norseman defeated to the top of the
box.
Edgar Delgadillo blasted a one-touch shot into the top of the net to put Northern ahead 2-0.
With only 23 second left in the first half, NEO scored a goal to make the score 2-1 and then early in the second half scored again to
tie.
Theo Ostas brought down a ball in the NEO box and laid it off to Anthony Walker, who ripped a shot past the goalkeeper to score
the winning goal with seven minutes left on the clock.
Saturday, the Mavs trailed 1-0 at one point, but came back to defeat Eastern Oklahoma State 3-1. Delgadillo scored the first goal
on an assist from Brad Bennions. The second goal was an own goal with an errant kick by an Eastern player putting the ball in the net.
The final goal was scored by Ostas on an assist from Delgadillo.
In the District Tournament at Topeka, the Mavericks will play Coffeyville (Kan.) at 1:30 p.m. Thursday. The winner of that match
automatically will qualify for the National Tournament as the first and second-place teams from the Topeka District will advance.
Coach Michael DuRoy was named the Oklahoma Collegiate Athletic Conference coach of the year. NOC team members who were
honored included Rikardo Oldham, player of the year; Tyler Hall, Kody Gardnerl and Edgar Delgadillo.

terrorist attack on the United States to President George W. Bush, who was seated in a Florida classroom at the time. He then
led a government-wide reorganization to best allocate resources to deal with the aftermath of 9/11 and the new terrorist
environment.
Currently Executive Director in the Office of the Provost at Texas A&M University, Card served in senior government
roles under three U.S. Presidents, most notably as Deputy Assistant to the President and Director of Intergovernmental Affairs
for Ronald Reagan; as 11th Secretary of Transportation under George H.W. Bush; and as Chief of Staff for George W. Bush,

policies and appointments of Cabinet Secretaries and senior officials throughout the
government.

Pacific Corporation and Lorillard Inc., Global Advisory Board of Alexander Proudfoot and
the Advisory Board of the U.S. Chamber of Commerce. He has received many honorary
degrees and awards, including the 2002 Distinguished Alumni Award from the University of
South Carolina.

Engineering. He also attended the U.S. Merchant Marine Academy and the John F. Kennedy
School of Government at Harvard University. From 1965-1967 he served in the U.S. Navy.
Card got his start in politics as an elected official in Holbrook and then as Member of the
Massachusetts House of Representatives (1975-1983).
Former Oklahoma State Regent for Higher Education Carl Renfro and the late Carolyn
Renfro established the Carl and Carolyn Renfro Endowed Lectureship Program with a gift in
2006 to provide support for cultivating and enhancing the cultural and community enrichment
offerings to northern Oklahoma on the Tonkawa campus and in the Ponca City area.

Hodges Art Exhibit on display now
A sense of his soul, an exhibit by award-winning
photographer Dennis Hodges, opens Monday, Oct. 20
in the Eleanor Hays Art Gallery of the Kinzer
Performing Arts Center at Northern Oklahoma College
Tonkawa. Within this exhibit is another group of
works titled “Eyedentity.”
Gallery director Audrey Schmitz invited the public
is invited to the artist’s reception hosted by the NOC
Art Department from 5 to 7 p.m. Tuesday, Oct.21 in
the gallery. Admission is free, and refreshments will
be served. At 6 p.m. the artist will speak about his
work.
"A sense of his soul has been a project of mine over
the past four years as elections moved through Central
and Eastern European countries,” Hodges says. “U.S.
President George W. Bush, after his first meeting with
Russian President Vladimir Putin, remarked that he
‘looked the man in the eye… [and] was able to get a
sense of his soul.’” According to Hodges, “Eyes
express the truth of what a person feels, thinks or
believes. The focus only on eyes [in the exhibit] strips
away any cultural identification…thereby making all
subjects in this work equal in the eyes of the viewer.”
Hodges photographed the series in an attempt to
give viewers a glimpse into the mind of the politicians
that run today’s countries by focusing only on their
eyes in the portraits from their political posters.
"Eyedentity" takes the series forward as it juxtaposes
unaltered eyes next to eyes vandalized by passersby.
This identity alteration prevents the viewer from
looking the candidates in the eye as originally
intended. The question this series asks is whether these
changes consequently affect our perception of these
individuals.
The photographer’s works have been exhibited
throughout the United States and internationally,
including shows in Argentina, Australia and Russia.
“My photography reflects how I view the world: as
one huge creative playground where I try to capture
bits and pieces to share with others,” he says.

Dennis Hodges’ series “Eyedentity” contrasts the
eyes of candidates shown on Central European
election posters before and after the images were
vandalized. The question this series asks is
whether these changes consequently affect the
viewer’s perception of the candidates. The “Eyedentity” series is a part of Hodges’ exhibit A sense of his soul Oct. 20 through
Dec. 8 in the Eleanor Hays Art Gallery on the Northern Oklahoma College Tonkawa campus. The artist will speak at 6 p.m.
Oct. 21 in the gallery.

Online tutoring available
An email was sent out to all NOC students to announce the availability of tutor.com, the online tutoring service NOC
subscribed to beginning in the fall 2014 semester. If you are interested in viewing a video for faculty, describing how the
service works, you can go to the following link: https://www.youtube.com/watch?v=Xi5yckIodOo
NOC employees may run across students who are struggling in their classes and could help them by sharing the availability
of this service, linked through students’ Blackboard page. In addition to the online tutoring service, students can access
schedules for on-site tutoring through the “Tutoring” page on the NOC Website (under “Student” link). Peer tutors are still
being hired in some areas and schedules are being posted as they are finalized.
If you are a faculty member and have not yet made the tool link to tutor.com available on your Blackboard pages, you may
want to do so as soon as possible so that all students can access this service.
