About GPAC
GPAC2013
GPAC (Global Partnership of Asian Colleges) was initiated in 1991 by
Professor Min SangKi, from College of Business Administration of
Seoul National University and Professor Haruo Shimada from
Department of Economy of Keio University. GPAC was proposed to
promote students to become Northeast Asian leaders and to activate
interactions among them. In this year, universities of Japan, Korea,
Taiwan and Israel are joining this event. The host university is Meio
University in Japan.
GPAC is an international academic conference which students from
prominent Asian colleges actively discuss, present and share their own
views on some certain global issues, such as Macro Economics,
International Finance, International Trade, Business Administration,
Environment Economics, Labor Economics of each country. They are
closely related, but are different. Through GPAC, participants may be
able to highly understand the issues with enthusiastic interaction as
they appreciate cultural differences with each other. Students build a
strong friendship among themselves not only discussing about
academic issues, but also having some good time together through
various activities in the program. Each year, there is a new legend for
each participant. We are looking forward to another legend for each
participant in GPAC2013 in OKINAWA.

First of all, on behalf of the student body,
teaching faculty, and administrative
staff of Meio University, I would like to express
my sincere welcome to each and every one of
the students as well as of professors from four
different countries in Asia. We are particularly
happy that both President Haruo Shimada of
Chiba University of Commerce and Professor
Sang-kee Min of Seoul National University
can join us at this
conference held here on our campus for a
period from August 26 through August 30、
because they are the founding fathers of this Global Partnership of Asian
Colleges (GPAC). Without their firmly cemented tie of friendship this
organization could not have existed.
Since we accepted the offer to host the GPAC 2013, we have been working
pretty hard to welcome you and we have been waiting for your arrival here.
At last you have arrived from different countries in Asia. It is a great
pleasure that the representatives of Israel College of Management can
participate in this conference for the first time. In addition we are very
happy that not only the number of the participating colleges and universities
but also that of the participants has grown larger and larger year by year:
this year we have 75 students outside of Okinawa, probably the greatest
number of participants we have ever had.
Taking advantage of this opportunity, I would like to give you a brief
sketch of Okinawa. As you may know, Okinawa/Ryukyu was an independent
kingdom before it was annexed to Japan in 1879. In the 15th and 16th
centuries Ryukyu Kingdom enjoyed what we call the golden age of
international trade and cultural exchange with Korea, China and Southeast
Asian countries. You will find the foreign influence on Ryukyuan cultures. If

you take a look at the Gate of Courtesy to the Main building of Shuri Castle,
for example, you will find that the gate is the synthesis of Chinese and
Japanese architecture. We sincerely hope that you will enjoy your stay here
and your visit will be a memorable one.
The “Reconsideration of Globalization” is a most appropriate theme of the
GPAC 2013: it is a very attractive and controversial issue, indeed. As you live
in the age of globalization now, it is very important for you to discuss such
international and global issues as economy, politics, peace, poverty, health,
tourism and so forth and solve these problems you will face in the years to
come from a global point of view. As we believe the future of Asia depends
upon your generation, we expect you to work together in cooperation with
each other. This conference will be the first step for you to fulfill the great
mission and responsibility as future leaders of Asia. Finally it is to be
expected that the GPAC 2013 will be a great success.

Congratulations for GPAC 2013
in Okinawa! Let me thank
students, professors and the staff
of Meio University for their
earnest efforts to prepare and
organize the GPAC meeting in the
beautiful Japanese southern island,
"Okinawa".
Let me spend a few words to
explain how this GPAC activity
started and developed. It goes back
to the year right after the fall of
Berlin walls. I happened to meet
Professor Min Sang-kee of Seoul
University in an international academic conference held in
Honolulu, Hawaii. With a purpose to provide an opportunity for
young generation of Japan and Korea to understand more with
each other, particularly not to repeat the sad experience of the Cold
War, Prof. Min and I agreed to organize a student academic
conference between the two counties to get together to discuss
things with open mind. We hoped that the young generation to
grab this historic opportunity of "blue sky in the cloud" to start
building a new Asian community for the new era.
After some preparation, the first meeting was held in Seoul by
students of Keio University, where I was teaching then, and Seoul
National University in 1991. The meeting developed since then by
participation of students and professors of many other universities
of different countries such as Taiwan, China, Vietnam, Okinawa to
become a sizable conference of some 150 students of Asian
countries. This year, we even welcome our friends from Israel, a
part of Asia, as an observer.

The program that Okinawan friends planned looks productive and
educational . The core program of the conference is 3 days.
Following the pattern of Korea meeting of the previous year, the
program this year contains dense contents of paper presentations
and competition. Paper presentation covers various important
areas of economics. The competition program is planned around
quite challenging questions.
I look forward to listen to sincere, creative and active discussion of
students of Asian universities who have different backgrounds and
experiences to learn together and understand with each other. This
experience, I believe, will be something precious and invaluable for
their future.

towards every participant from the elite
Asian colleges. I greatly enjoy your
creative and brave but deeply pondered
ideas that can be brought up only by the
youth who firmly believe in their
potential to transform the society and
ultimately the world into a better place.
This is an especially important quality
for future leaders of Asian countries to
have. As we can see from the distraught
European countries, where no clear and
easy solution seems to be coming in
hands any time soon to extricate them from their economic and
social malaise, the long cherished western text book solutions may
not be the best answers any more. I believe Asian countries can
find Asian answers that are more effective in solving problems
posed to Asian countries, if not to the globe. Granted, each Asian
country is unique in its own right, and bundling these disparate

countries merely into one group and expecting them to find a
common answer is indeed unwise. The simple fact that we are
sitting together to seek solutions that can change the course of
nations by itself, however, is a big step forward to a bright future. I
thank Meio University for all their effort to host this great meeting.
I hope GPAC 2013 will be a unique opportunity for every one of you
to understand more about each other and to build a sense of
community. Take this opportunity to learn about different cultures
and build friendships with some of the brightest students from the
neighboring countries.

Welcome to GPAC 2013 meeting in the
Meio University, Okinawa, Japan. I would
like to express my gratitude for Professor

Commerce, Professor Ming Son-Kee, Seoul
National University who are funder of this
program and makes an opportunity for us
the brilliant idea of bringing the leader
students from different countries together
for academic and culture exchange.
It is our honor to be second time hosting
the GPAC meeting. It is our pleasure to
welcome all professors, students, and friends from Chiba
University Commerce, Seoul National University, National
Chengchi University, The College of Management – Academic
Studies and Yokohama City University.
“E cha riba cho de”
This phrase is the Okinawan language. When this phrase is
translated into English, “E cha riba cho de” is meaning that once we
meet, we are all brothers and sisters. The E cha riba cho de is the
spirit of Okinawan people welcoming the visitors and hoping the
long term friendship and the expression to aspire to the world wide
peace.
This thought is reflected the Okinawan history which they
enriched the country by the trade with China, Japan, Korea and
South Asia and cultivate their own culture which is Karate,
language, music, dancing, food, dyeing, the mother of pearl craft,
lacquer ware and Awamori distilled liquor that was affected and
influenced on the associating countries the era of independent
kingdom, encountered the last land battle between the Allies and
Japanese Imperial Army and Navy WWⅡ which involved with the

civilian and caused the one of third or fourth of population to lose
the precious life and are forced to detach from Japanese
Administrative rights and governed by the US military high
commissioner from 1945 to 1972.
That is the way the Okinawan people think of the meeting of
visitor is important and great opportunities to discuss, admit and
sublate the difference of positions, respect each other just like
family, cooperate and create the ideal world.
For we are the host college this year, we hope the GPAC is the place
the gathering. The following the phrase of “E cha riba cho de” is
that “Nu hedetinu age, katare ashiba” English meaning is that no
separate wall to discuss, so let’s enjoy talking freely.
We hope this 2013 GPAC gives all participants that kind of place
and chance.

In an era of flattened world, it is more
and more important for young people to
look beyond national boundaries. While
globalization creates winners and losers, it
also facilitates new opportunities for
international cooperation. Getting to know
foreign countries better and building up
friendship with cohorts in different
countries is undoubtedly conducive to this
endeavor. Over the past twenty-two years,
GPAC has successfully provided a
platform for university students from
Asian countries to get together to discuss
issues of common concerns well as to learn to appreciate the
differences among each other.
Students from the Department of International Business, National
Chengchi University have been so privileged to have the
opportunity to take part in this wonderful annual forum initiated
by Professors Haruo Shimada and Sangkee Min. Since our first
participation in 2002, many of our students have considered GPAC
the most memorable event in their college life and kept in touch
with their foreign friends made during the forum.
This year GPAC will take place on the scenic campus of Meio
University in Okinawa, an island rich in cultural heritage and
famous for its residents’ longevity. I believe GPAC 2013 will again
be a feast of new ideas and new perspectives. Let me take this
opportunity to thank everyone who has contributed to make GPAC
2013 possible and congratulate every participant for being able to
enjoy and benefit from this wonderful event.

Hello, Okinawa! It is a great pleasure for
me to be a part of GPAC 2013 held at
Meio University. I am very much looking
forward to hearing the lively discussions
and presentations on timely and topical
issues. I am sure everyone has been
working hard to prepare for this GPAC,
just as our students have here at CUC.
My thanks go to Professor Sang-Kee Min
of SNU and President Haruo Shimada of
CUC for conceiving nearly 20 years ago
the brilliant idea of bringing students
from different countries together for
academic and cultural exchange. I cannot think of a better way to
prepare our students to be good Asian neighbors, global citizens,
and above all, effective communicators.
GPAC is a great learning experience, not just for the students
taking center stage, presenting on the various topics, but also for
many more who are working backstage, making sure the day-to-day
operations run smoothly. So my thanks to everyone at Meio who is
contributing in different ways to make GPAC 2013 possible, and my
best wishes for the continuing success of GPAC for many years to

Established in 1927, National Chengchi University (NCCU) is noted for its
humanities and social sciences disciplines and currently housing 9 colleges, including
liberal arts, science, social sciences, law, commerce, foreign languages & literature,
communication, international affairs and education; 33 departments, 2 BA modules,
and 48 graduate institutes, with 32 graduate institutes offering PhD programs, 16
on-the-job master’s programs, and 5 English-taught degree programs. NCCU also has
an affiliated high school, an experimental elementary school and kindergarten, by
which NCCU forms a consistent and articulated education system beginning at the
pre-school level and continuing all the way to the Ph. D program. There are more than
15000 students, 600 full-time teachers and 40 research fellows at NCCU.

Chiba University of Commerce was established by Dr. Ryukichi Endo for the
purpose of cultivating individuals who have high – level business and communication
skill . CUC always endeavors to provide innovative and progressive educational
approach to students. The mission of CUC is “Evolving University, Chiba University of
Commerce”.
Chiba University of Commerce is composed of three big faculties, Faculty of Commerce
and Economics, Faculty of Policy Informatics and Faculty of Service Innovation. In
addition to this undergraduate studies course, CUC provides intensified courses of
studies such as MA, MBA, PH.D programs concerning Commerce, Economics etc. High

The College of Management – Academic Studies (COMAS)

The College of Management – Academic Studies (COMAS) was established in
response to needs that began to emerge in Israel’s higher education system in the 1970s.
The system, dominated by seven universities, was essentially rejecting many young
people with high potential, forcing them to study abroad to earn a degree. Higher
education was in a sense elitist, and confined to a relatively small segment of the
population.
Founded in 1978, COMAS was the first non-subsidized, non-profit academic institution
in Israel to be recognized and certified by Israel’s Council for Higher Education.
Following a vigorous campaign, in 1986 COMAS was granted authorization to award a
BA degree in Business Administration and Accounting.
With about 12,000 students and 40,000 alumni, COMAS is now the largest college in
Israel, and has become a dynamic, innovative and driving force in Israel’s higher
education. The College offers Bachelor and Master degrees in Business Administration,
Law, Media, Economics, Organizational Development and Consulting, Computer
Science, Behavioral Sciences, Family Studies, Interior Design and Psychology.

In 1994, Meio University began as the sole privately managed university in
Okinawa, established with public funds by Okinawa Prefecture as well as the 12
northern towns and villages which have the city of Nago as their center. In 2010, Meio
was reborn as a public university. However, from its very inception Meio has always
espoused its founding spirit, “peace, freedom, progress.”
On the basis of these three main pillars, peace, freedom and progress, this university
proclaims in its educational goals that it will cultivate capable individuals who can be
active in the community of nations. For this purpose we have taken as a founding ideal
of education the cultivating of capable individuals who, expressing themselves with an
open mind and understanding problems from an international perspective, know how to
solve just such problems. It is precisely on account of our objective to nurture

General Manager
First of all, on behalf of Meio university,
I would like to express our sincere
gratitude to the professor Sang-kee Min
of SNU and president Haruo Shimada of
CUC, the founder of GPAC and many
other honorable professors.
GPAC was started in 1991 on the
purpose of making Asian leaders
through not only discussing and sharing each other's views of
global economic issues but also building strong friendship.
Actually I had understood how valuable this conference is by
attending GPAC2012 in SNU, Republic of Korea. So I am very
proud of preparing this amazing annual conference as a
general manager this year.
Same as past 3 years, we will have not only paper
presentation seminar but also competition seminar that
students will discuss and share the ideas on the purpose of
making the creative solution as a team for each topic under
the theme of Reconsidering of Globalization. The world is
becoming globalized year by year and thus completely isolated
economic system and politics don’t exist now 2013. So I mean
everything is more or less related by global economics. But I
think nobody is able to define and explain obviously what the
globalization is.
At the last, I would like to appreciate all participants from
CUC, SNU, NCCU, COLMAN and our staff contributed

About JAPAN
GPAC2013
Japan is located in the east of Asia. Since the land is stretched to the
north and south, a sense of seasons differs in each area. Japan has the
beautiful four seasons; we can see unique differences of nature and
climate, and receive blessings of nature. Japan is surrounded by the sea.
There are rich in seafood abundantly. Sushi efficiently has been one of
the most popular Japanese food with many kinds of seafood. In recent
year, Japanese food has been growing in popularity and attracting
attentions. Some restaurants which offer Japanese dishes such as sushi
are increasing in foreign countries. In addition, Japan is famous as an
origin country of “Otaku” culture, “anime” and “cosplay” came to be
known as a universal language. The Otaku culture was origin in
Akihabara (in Tokyo). There is the latest in the Otaku culture. A
karaoke and the judo also are origin in Japan.

About OKINAWA
Okinawa is located in the southwest of Japan and consisted of several
islands which are surrounded the main island of Okinawa. It has some
unique characteristics.
At first, it’s climate. For its location, Okinawa is the tropical climate
which keeps around 17℃-29℃, the mild temperature throughout a year.
The second characteristic is the nature in Okinawa.
Many coral reefs are inhabited in the sea around Okinawa. Coral reefs
exist in the only clean ocean and it makes one of big characteristics of
Okinawa.
Okinawa is famous in Japan as a resort area for those two reasons, so
that many tourists visit here every year.
Northern area of Okinawa has rich in green area which is called “Yanbaru”.
There is a Yanbarukuina’s habitat (Gallirallus Okinawa). Yanbarukuina is
one of the endangered animals nowadays.
The third characteristic is the peculiar culture in Okinawa. There are
Okinawan food culture, the view of religion and dialect. Okinawan food
culture is under the influence of trade with a variety of countries (China,
Southeast Asia, the mainland Japan) at Ryukyu kingdom era and America
at after the Second World War. For example, Taco-rice is arranged Tacos
from South American food. Now, it is popular among local people and is
more popular with tourist as Okinawan food.
Another unique thing about Okinawan culture is the prospect on religion
which is very unlike with the mainland Japan prospect.
The prospect on religion such as nature worship and ancestor worship are
assembled together with one. It is still practiced by many Okinawan people,
and many religions events such as “Shi-mi” and “Gunguxwatiumati” are
held in a year.
“Ha-ri” is held for Good harvest for fishermen, and “Eisa” is held for

welcoming ancestral spirits who come back to this world, according to their
belief. These religious events have been taken place from old days in
Okinawa and they have been enjoyed as an entertainment for festivals
today by people in Okinawa.
The peculiar dialect in Okinawa is also another unique characteristic. For
instance, “Haisai” is greeting word in Okinawa, while “Konnichiwa” in the
mainland Japan. And “Icharibacyo-de” means “we are brothers (sisters) as
we meet even once”. It shows sincere heart and friendliness of Okinawan
people and expresses strong bonds of friendship.

Bits-of-knowledge in Okinawa

Okinawa has peculiar characteristic in such as climate, living things,
etc. Since it indicates briefly that I want you to know in advance, please
read in advance and come. Temperature and humidity in August of
Okinawa is about 25～35 ℃ with about 60～75 ℃ humidity.
1. Dress
A short-sleeved shirt or a tank top is recommended. Since sunlight is
strong, let's prepare Japanese desperation measure goods, such as a
parka, sunglasses, sun-block cream, and a parasol.
2. Heatstroke
Okinawa Prefecture is [that temperature is high and] humid, and is in
the environment easily suffered from heatstroke. In order to prevent
heatstroke, let's wear the good dress of brisk hydration, or breathability
and ventilation nature.
3. Toast
In Okinawa Prefecture, it is sometimes often suddenly hit by the rain
for the first time in heavy rain (toast) depending on time. Although it
stops immediately, since rain vigor is frightful, if rain comes little by
little, let's shelter under a place with a roof from the rain. An umbrella
can be purchased also there.
4. Hub Jellyfish
It is dangerous if stabbed by hub jellyfish.
If stabbed, will become sharp pain, and it
becomes a welt, or brings about strong itchiness. Breathing difficulty
may be caused rarely. In bubble and 12 hours, a necrosis
is caused in 6 hours. As a measure, let's swim in a beach with a
network, and be made to wear a thin rush guard. If stabbed, let's ask
for help immediately, without writing. If it writes, damage will spread.
If vinegar is covered fully, a feeler is removed and there is a pain when
stabbed, the emergency measure that ice and cold water cool is needed.
