REGULAR BUSINESS:
1. Existing Business Report – Shaun Sappenfield
Existing Business Manager, Shaun Sappenfield, gave a brief history of the Incentive Task
Force Committee, formed in 2008, emphasizing its purpose. He reported that of the potential
expansion projects identified in 2011, four companies (Modern Litho-Print, Scholastic Inc.,
DeLong’s Inc. and RR Donnelley) have or are expanding. He listed the financial investment,
number of jobs created, and incentives applied for each of the projects. Total financial
investment for the four companies is $6M and new jobs created total 200.
Mr. Sappenfield noted 5 additional potential expansion projects which, if they come to
fruition, will represent $97.5M new investment and 216+ new jobs.
There was discussion about various incentives, the definition of an enhanced enterprise zone
and its uses, and how potential business expansions are identified, and net job growth in the
community

2. Transform JC Membership Survey Report – Randy Allen
President/CEO Randy Allen presented results from the Transform JC Survey. Of the 1,800

the election on Feb. 7th. President Allen’s presentation included a breakdown of the votes,
reasons listed for voting yes or no, demographic information provided by the respondents,
and levels of support for the various projects. He also reported on the phone survey made to
voters.
There was a great deal of discussion about the survey results and Chairman Scruggs’
