LAURAYA President, Bicol University • Climate Change and the Philippines • Vulnerability of Bicol Region and Albay to Climate Change • Bicol University - LGU Collaborative Response to Climate Change The Philippines is considered one of the most disaster-prone countries in the world. Being an archipelago country, it is in the receiving end of the effects of global warming with its threats of sea level rise, strong rains and typhoons of calamity proportion which has brought substantial threats to the natural ecosystems as well as the economic and social development of the country which worsen the poverty problem of the Philippines. The Bicol region where Albay province is located suffers the brunt of tropical storms and cyclones which annually hit the country, with destructive winds, heavy rainfall and storm surges. Thus, Bicol University challenges itself to provide Science and Technology- based solution to the problems brought about by climate change. Enhancement • Rewards Sytem • Ensuring sustainability of climate change adaptation response through institution building. CIRCA is a consortium between the provincial government of Albay, DENR-EMB 5 and BU. • The Bicol University will build up database and conduct applied research on climate change impacts, practices, and adaptation options in Bicol Region. • It will enhance Academic Programs on Climate Change Adaptation to increase awareness of the youth to the dangers of climate change. The Center will collaborate and develop curricular materials that can be integrated into existing academic programs. • The Sagumayon River Management Council was established with various agencies such as Bicol University, DENR-EMB V, CHEVRON, ENRO and different LGUs. • It will Rehabilitate the Sagumayon River as an eco-tourist attraction in the Province of Albay showcasing a society that works as one for a balanced ecosystem towards the improvement of life for succeeding generations. BCARRD-led , PCAMRD funded S&T Support to Climate Change Adaptation Coconut-based S&T interventions for the Rehabilation of based Coco-based S&T – based Rehabilitation of Albay (PCAARC, BU, CSSAC, LGU-Ligao, farmer cooperators) • Component 1. HIGH VALUE VEGETABLES AS INTERCROP AND IN PROTECTIVE CULTURE WITH NATIVE CHICKEN PRODUCTION TO REHABILITATE TYPHOON DEVASTATED COCOBASED FARMS • Component 2. Utilization of coco-coir in rehabilitating lahar-laden farms. • Fertilization to enhance recovery of typhoon-damaged coconut palms • Conservation of typhoon-resilient coconut varieties • The consortium is one of the participants to a PCARRD-led National Program for Sustainable Upland Farming Through the Establishment of “Barangay Sagip Saka” (Conservation Farming Villages - CFVs), program. • The program aims to establish a model conservation forest village in Ligao City, Albay. Specifically, it is projected to enhance adoption of sloping land management (SLM) technologies through productivity and farm efficiency. BCARRD-led , PCAMRD funded S&T Support to Climate Change Adaptation • Enhancing Research Utilization for Sweetpotato Livelihood Among Households in Albay Through Sweet potato Production and Utilization (LGU Albay, VSU, TAC, DA, DepED, LGU Tiwi, Ligao, Tabaco, BU) Sweet potato will be marketed as a typhoon-resilient crop and a super (healthy) food. S & T-Based Rehabilitation of the AFNR Sector for Disaster Resilient Livelihoods (DENR-ERDS V, BU, PSU, DENR-MGBV, PAG-ASA V, Philvocs V, LGUs: Albay, Daraga, Camalig, Guinobatan, Malinao, Legazpi City • Project Component 1: Stabilization Strategies for Riverbank and Floodplain Areas in Albay (DENR-ERDS) • Project Component 2: Geo-hazard Mapping and Risk Management for the Rehabilitation of Calamity Stricken AFNR Sectors of LGU Albay (MGBDENR) • Project Component 3: Socio-economic and Ecological Impact Assessment of Calamity-Stricken Community-based Mangrove Rehabilitation Project in Malinao, Albay (PSU, BUTC, DENR-ERDS) • Project Component 4: Piloting of the Enhanced Potting Preparation (EPP) Technology for Household Food Security and Livelihood in Relocation Sites BUCAF • Project Component 5: Integrated R & D Project for Typhoon Damaged Karagomio Stands in Albay (DENR-ERDS) BUCAF has been conducting a seasonlong training on organic farming and protective culture for vegetables in Dona Mercedes, Guinobatan, Albay. BUCAF is also putting into operation the Mt. Masaraga Community-Based watershed and Biodiversity Conservation and Management and Sus-tainable Upland Agricultural extension projects in Herrera, Ligao City. BCARRD-led , PCAMRD funded S&T Support to Climate Change Adaptation • Climate Impact & Adaptation in the Coastal Environment – Coastal Vulnerability Assessment – Biochronology analysis in scallops ( Use of scallops in determining the impact of climate changes to temperature through the analysis of oxygen isotope in shell calcite) • International R&D Collaboration (Bicol University Tabaco Campus, Graduate School of Kuroshio Science, Kochi University, National Sun Yat-sen University, Kaoshiung, Taiwan, ROC) on the socio-economic development and status of resources in the countries covered by the Kuroshio Triangle0 Capability Building Program for Health Emergency and Disaster Risk Management •Emergency Supplemental Feeding Program •Emergency Paramedic Training Unit •Cooking Demo and Preparation of Nutri-Pak •Relief Operations in Rapu-Rapu •Livelihood Skills Training such as Herbal Soap Making, Carpentry, Hollow Blocks Making and Preparation of Meals made of Nutri-Pak and others. Programs are intended for and responsive to the needs of the community for people empowerment and self-reliance like programs for transfer of technology and know-how and dissemination of research outputs. The Architectural Development of the Bicol University is refocusing to community architecture with emphasis with the designs that withstand strong typhoons.
