If a student uses another family member’s vehicle during the year, a second decal (full price) or a one-month temporary permit must be purchased. If a student uses a Faculty/Staff member’s vehicle on campus, a student decal must be issued for the vehicle. Student drivers are restricted from using Faculty/Staff parking areas. Only one registered vehicle per student may be present on the campus at any time. Any Faculty/Staff member loaning or giving their parking permit to a student will be subject to disciplinary action and will forfeit their permit with no refund. E. Faculty and staff members will be issued hanging tags. These permits are transferable to other family owned vehicles. Only one registered vehicle per permit may be present on the campus at any time. F. Motorcycles have the same status as automobiles. Owners must abide by the same guidelines concerning registration, parking, and operation on campus. Special decals are available for faculty/staff motorcycles. Students may affix their assigned decal to a motorcycle. Scooters that are not registered with DMV are not considered motor vehicles. These will be treated like bicycles and MUST be registered with Campus Police as such. If you have a scooter that has a DMV registration, it will be considered a vehicle, will be parked in a parking space, and must have a permit. G. Temporary Permits: a. Temporary permits for up to one month may be obtained for $50.00 from the Parking Services Office. Vehicle registration is required at the time of class registration or whenever the vehicle is brought to campus. b. Temporary permits are not intended to enable individuals to delay registering their vehicles. Additional vehicles must have their own decals c. If a vehicle is disabled, the driver must call Parking Services for a 48-hour authorization. This 48-hour authorization allows sufficient time for the vehicle to be repaired, moved, or towed. You must notify the Parking Office to be granted this time. H. Decals: a. Decals are to be displayed on the vehicle’s interior left rear window b. Decals must be secured with their own adhesive. Scotch tape may not be used. c. Student decals are non-transferable to other vehicles. Additional vehicles must have their own decals. If a change of vehicle in the school year is necessary, the student may bring in their old decal to exchange, at no cost, for a decal for the new or different vehicle. Sout h REGISTRATION A. Faculty, staff, commuter students, and resident students (note Freshman Car Policy) are permitted to have vehicles on campus. The University however, canA. The University however, cannot guarantee a parking space on campus, nor is it liable for damages or losses resulting from vandalism of or larceny from any vehicle parked on the campus. B. On-campus parking allocations will be Faculty/Staff, denoted by blue on the parking map; Commuter, denoted by red on the parking map; and Residential, denoted by orange on the parking map. Lancer Park residents will display Lancer Park permits which are only good for Lancer Park parking areas, and in commuter spaces nightly from 5:30pm to 2:30am. Longwood Landings residents will be considered the same as on-campus residential students and must abide by all rules governing campus parking. Longwood Village residents will be considered as commuter students but will have special permits that also allow parking at the Longwood Village community. All vehicles utilizing any campus parking facilities must be registered and display the appropriate permit. All outstanding parking citations must be paid prior to vehicle registration. All student guests must also display a parking permit (guest pass) which is available at no charge from Parking Services and Police Dispatch. C. Since parking regulations are enforced year round, vehicles should be registered prior to the start of the semester. Instructions will be available for on-line registration from the Longwood website. Vehicles may be registered in the following manner: a. All upperclassman student vehicles will be registered using the On-Line Registration process. b. The On-Line process will accept credit and debit cards for decal purchases. c. The student or a member of the student’s immediate family must own the vehicle being registered. Proof of registration must be shown when picking up a parking permit from Parking Services. Students MUST show their Longwood ID card. d. The State requires that parking facilities be self-paying enterprises. All costs, such as maintenance, are to be paid by self-generated funds. The cost of a parking permit is as follows: Resident Students, full academic year *on the main campus $250.00 *at Lancer Park $200.00 Resident Students, per semester *on the main campus $125.00 *at Lancer Park $100.00 Commuter Students, full academic year $250.00 *also Longwood Village Commuter Students, per semester $125.00 *also Longwood Village Graduate Students *Full Year $125.00 *Per Semester $ 75.00 Southside VA Community College Students *Full Year $125.00 *Per Semester $ 62.50 Student Decal Replacement $ 10.00 Summer Sessions $ 50.00 One Month Temporary Permit $ 50.00 Summer Staff Permit $ 50.00 Faculty/Staff Hangtag—will be based on your salary with a base rate of $90 and $2.35 per one thousand of salary over $20,000. Adjunct Faculty-one semester $ 25.00 Local Vendor (ARAMARK/GCA/PotomacHealthO) $ 90.00 I. d. Hangtags must be displayed per instructions. This includes temporary permits. e. Faculty, staff and students must report any changes to vehicle registration information to the Parking Services Manager as soon as possible (license tag changes, new car, residence change, etc.) Hampden-Sydney College and Southside Virginia Community College students taking classes at Longwood University will only be allowed to park in commuter lots. A Longwood permit must be displayed on these vehicles. PARKING A. Parking zones will be enforced seven days a week, 24 hours a day. Parking is restricted to specific permit zones—Faculty/Staff, Commuter, and Resident Student parking. Parking areas will be identified by signage or paint color on curbs or surfaces. There will be NO LIBERAL PARKING ON WEEKENDS. Everyone must remain in their assigned decal zones at all times. Students must remain in the appropriate decal zones at all times. Visitors must obtain a guest pass and park in the assigned location given when the pass is assigned. **Lancer Park residents may use campus commuter parking areas during the evenings from 5:30pm to 2:30am only, in order to use the Library and other academic buildings or to attend club functions.** Freshman students parking at Lancer Park are not permitted to park on the main campus at any time. B. Town, county, and state laws must be observed when parking on the Longwood University campus. Parking in a Town Municipal Lot by a student or employee in an attempt to avoid purchasing a university parking permit will be punishable by ticketing and/or towing at the owners expense, by the Town of Farmville. C. Parking on the Town of Farmville streets is at the driver’s risk. University parking decals do not authorize parking in the Town of Farmville “Resident Only” parking areas. The Farmville Police patrol these areas and will issue own citations if violations are observed. Longwood parking signs will state “Resident Student Parking”. D. Parking in a fire lane or by a fire hydrant, in a loading zone, or areas where the curbs or bumper stops are painted yellow is strictly prohibited. E. Loading/unloading locations have been designated throughout the campus. Parking in these areas is limited to ten (10) minutes WITH the use of hazard lights. During peak times of check-in and check-out, University Police will be available to provide assistance. Drivers are duly warned that the Town of Farmville may still issue citations for violations on town property during these peak times. Drivers are also warned not to park on street facing the traffic flow. F. Persons requiring the use of handicapped spaces on the campus and/or Town of Farmville streets must receive a permit from the Division of Motor Vehicles. Temporary (5 days only) handicapped permits may be obtained from the Longwood University Office of Disability Services with proper verification. G. Student use of the Brock Commons Garage is restricted at all times. Students will NOT be allowed to park in the garage regardless of time of day, or day of week. H. Freshman (those with less than 25 credit hours of work completed) may not bring a vehicle to the campus. Exceptions to the policy may be granted by the Parking Services Manager based on certain exemption criteria. All requests for exceptions must be made in writing. See the Freshman Motor Vehicle Policy below. I. Students who opt to act as Designated Drivers will be accepting all liability related to such action. Designated Drivers may not park out of their decal zones overnight. GUEST PARKING A. A limited number of visitor parking spaces are available on campus. Students, faculty, and staff of the University may not use visitor spaces at any time as they are not considered visitors to the campus. B. Visitor parking spaces are designated at the Craft Lot for use by PROSPECTIVE STUDENTS AND OFFICIAL UNIVERSITY VISITORS ONLY. Individuals using the Craft Lot must obtain a parking pass from the Admissions Office. C. If a guest is to be on campus anytime during the day, Monday through Friday, the host MUST come to the Parking Services Office when the guest arrives to receive a guest pass for the visitor’s car. Guests of students will be instructed to park in the Vernon Street or Wynne Lots. Failure to register a guest’s car is not grounds for appeal. Remember that all vehicles parking on University property must display a Longwood parking decal or guest pass. D. Guest permits will be required on all guest vehicles on the main campus Monday through 5:00pm Friday. During business hours a guest pass may be obtained from the Parking Services Office in Lancaster Hall. If a guest arrives after business hours, the guest pass may be obtained from the Police Dispatch Office in the lower level of Dorrill Hall. The information required for the permit includes the vehicle license tag number, vehicle description, and the guests address. E. Visitors of students residing at Lancer Park will park in the spaces near the athletic fields on Cormier Drive. (see Lancer Park map). Visitors of students residing at Longwood Village are to park in the areas identified for visitor use. Guests may not park in front of the student housing units which they are visiting. F. Faculty and staff needing guest parking may email their needs to the Parking Reservations Coordinator seven (7) days in advance of the guests arrival. If planning parking for an event, your request must be filed with the Conference and Scheduling Office at the time you make your facility request as parking spaces considered campus resources. Events requiring large numbers of parking spaces or that require you to send invitations should be made known to us at least one month in advance in writing. PARKING VIOLATIONS A. The Parking Services Office/Department of Public Safety is charged with the enforcement of all parking regulations. Parking citations for unregistered (any car not exhibiting a parking permit) or improperly parked vehicles will be issued year round, whenever the University is open, regardless if classes are in session or not. B. Automobiles parked illegally in areas listed below will be issued a parking citation and may be towed at the owner’s expense. Please note that all zones are enforced seven days a week, 24 hours per day. a. Parked outside of decal zone. $ 50.00 b. Parked in Handicap spaces without appropriate tag $125.00 c. Parked in a Prohibited Zone (on the grass, yellow curb, loading zone, blocking normal traffic flow, visitor spaces, reserved spaces, not parked in a space, parked facing traffic flow) $ 50.00 d. Parked in a Fire Lane or by a Hydrant $125.00 e. No decal, Improper decal placement, Expired decal $ 50.00 Friday) excluding holidays. Appeals can be submitted on line from the Parking Services webpage. Forms may also be obtained from the Police Dispatch Center in Dorrill Hall or Parking Services in Lancaster Hall at Cashiering. D. Drivers are expected to pay fines in a timely fashion. Unpaid fines may be referred to the Virginia Department of Taxation and/or to a collection agency. A hold will be placed on the record of any student when he or she has unpaid fines. If the vehicle appears on the campus after the suspension of privileges has occurred, the vehicle may be towed, a $50.00 fine may be assessed, and/or disciplinary action may be taken. Seniors will have a hold placed on their records prior to graduation unless ALL fines have been paid. Flagrant disregard of the parking regulations may result in the revocation of parking privileges. E. If a driver accumulates three or more unpaid parking citations, the driver’s vehicle may be towed at the owner’s expense. Vehicles parked in tow-away zones will be towed. If a driver accumulates five (5) tickets in one semester, his or her privilege to park on the campus may be suspended. Suspension will be for the remainder of the current semester and all of the next. There will be no refunding of the unused parking permit balance in such instances. The Parking Appeals Committee will hear appeals for these suspensions. PARKING CITATION APPEALS COMMITTEE A. The purpose of the Parking Citation Appeals Committee is to review all appealed parking citations and render a final decision. The committee does not create the policy but is charged with the task of enforcing policy. It will also review all appeals for the reinstatement of suspended parking privileges. B. An appeal for each citation issued must be submitted in writing or on-line within five working days of the date on the citation or the right to appeal is forfeited. If an appeal is denied, payment will be due upon receipt of the notification letter. C. Appeal forms are available in the Parking Services Office in Cashiering at Lancaster Hall, the Police Dispatch Office in Dorrill Hall, or from the Longwood Webpage in the parking section. An appeal is based on extenuating circumstances and should not be filed if an individual has clearly failed to observe the University parking rules and regulations. Attachments such as pictures, receipts, or repair and wrecker bills may be included with the appeal if it is felt that evidence will have a bearing on the case. The following are examples of situations not considered acceptable grounds for appeals: 1. Ignorance of Regulations 6. Parking illegally because others are doing the same 2. Running Late 7. Students parking in 2hr Visitor or Handicap spaces for convenience 3. Financial Hardship 8. Bad Weather or Darkness 4. Failure to Receive Ticket 9. Being a Designated Driver parked out of zone 5. Parking illegally for just a few minutes D. Appeals are decided in one of the following ways: Appeal Accepted, Appeal Denied—Fine Reduced, and Appeal Denied. E. Under extenuating circumstances, appeals for having the parking privilege reinstated may be presented to the Parking Appeals Committee. Students must contact the Parking Services Manager for information and deadlines for submitting this type of appeal. POLICE ASSISTANCE A. Motorists requesting assistance from the police for vehicle unlocks or jumpstarts must sign a liability waiver prior to receiving assistance services. B. Owners of inoperative vehicles should contact a service station or garage for assistance and then advise Parking Services and Police if parked in an unauthorized area. If notified of the situation, a 48 hour grace period will be extended for removal or repair. C. Should you require assistance, emergency phones are located on the campus, at Lancer Park, Longwood Village, and Longwood Landings. These phones ring into the Police Dispatch Office and may be used when requesting assistance from University Police or to request an escort. D. The University Police will provide an escort from parking lots to student residence halls at night on an “as available’ basis. Use of the Student Safety Organization is encouraged. (SSO members do not respond to off campus locations.) Residents of Lancer Park are encouraged to review the shuttle bus schedule for transportation to and from campus. E. The Longwood University Police Department is open seven days a week, 24 hours per day. Their office is located in the lower level of Dorrill Hall. FRESHMAN MOTOR VEHICLE POLICY Freshmen living in residence halls will not be permitted to bring motor vehicles to campus OR to Farmville and vicinity. Upperclassmen students are not permitted to register cars for Freshmen. Students who bring unauthorized motor vehicles to campus or to Farmville and vicinity are subject to sanction under Longwood University’s conduct standards. Requests for exceptions to this policy should be made to the Parking Services Manager. These requests must be made in writing. Consideration will be given to requests based on the following: 1. Employment essential to university enrollment. 2. Medical, dental, or mental condition of the student which requires consistent professional consultation. 3. Out of State Residency 4. Family Emergency 5. Active Duty with the National Guard/Military. All requests for exemption must be supported with verified documentation from employers, medical personnel, etc. Permissions for exemption must be granted PRIOR to the arrival of the vehicle on the campus. There is a limited number of requests that can be accommodated. Parking Fees will be determined by the length of parking needs. **Please note that taking a course at Hampden-Sydney College or requests based on community service work are NOT exemptions to the Freshman Motor Vehicle Policy.** Parking for freshmen with car privileges will be located at Lancer Park. Freshmen students will lose their parking rights if three or more citations are issued to the vehicle in the academic year. Permit fees will not be refunded. Car privilege will not be issued on the grounds of parental convenience. 2016-2017 Freshman Admissions Incentive participants will be assigned parking at Lancer Park and may not park on the main campus. SPECIAL EVENT POLICY The University reserves the right to restrict parking in various parking lots for certain special events, activities, and conditions. These events include but are not restricted to: Opening of the School Year, Family Weekend, Oktoberfest Weekend, Spring Weekend, and Commencement. Students will be contacted by email when this policy is in effect. INCLEMENT WEATHER POLICY During times when snowfall or ice accumulation is predicted for the Farmville area, parking will be restricted from campus streets, faculty/staff lots, and commuter lots so that the removal process can be completed. Students must move their vehicles to resident student parking lots. Failure to remove vehicles from these areas will result in parking citations and/or towing. Students having visitors on the campus must make sure that those vehicles also comply with this policy. Students will be contacted by email when this policy is in effect. Revised 5/26/16. FREQUENTLY ASKED PARKING RELATED QUESTIONS 1. I am a Freshman resident student. I want to have my car at school for a few days. What do I do? Who do I contact? Freshman students residing on campus are restricted from having a vehicle at Longwood. In some instances, a Freshman may be granted permission to have a car however the student must have a valid reason for such a request. The Parking Services Manager will review the student’s written request and will render a decision. A written permission letter will be issued to applicants with accepted situations. Most permission’s are granted on a temporary basis with a specific timeframe. Parking for a Freshman with permission to have a car at school will be located at the playing fields at Lancer Park. You can contact the Parking Manager, Mrs. Rice, at this address: [email protected] 2. I am scared to go to my vehicle alone at night or to walk back to my dorm alone when I return to school late. Can Campus Police help me? Each lot has an emergency phone located near the entrance. This phone rings directly into the Longwood University Police Station. Tell the Dispatcher that you would like an escort back to the campus as you are alone. Give a brief description and location of your car. Return to the vehicle and lock your doors. When the police vehicle arrives, you may exit your car. Also, the Student Safety Organization will be happy to walk with any student to locations on campus. Please note that this service is provided when possible and that the dispatcher will advise you if an escort is unavailable. 3. My friend from home is visiting me. How do I register their car? If you have a guest on campus anytime Monday through Friday from 8:15am to 5:00pm, you will need to come to Parking Services in the Cashiering Office to obtain a visitors parking permit. You will be asked to fill out an application form that requires the name, address, and phone number of the visitor; the student host/hostess name and local address;; a description of the vehicle; the vehicle’s license tag number. We will also ask for a local phone number. Visitor passes must be displayed in the vehicles while they are parked on campus. Guests of resident students will be assigned parking in the Vernon Street or Wynne Lots. If your guest arrives after hours or on weekends, please go to the Police Dispatch Center for assistance. This office is open 24 hours daily, 7 days weekly. Your guest must be present when the permit is issued. 4. I parked outside of my decal zone overnight. When I returned to the vehicle the next morning, it would not start. What do I do? If your vehicle is disabled and you are parked in the wrong area, call Longwood Police or the Parking Services Office (email us at [email protected]) immediately and inform them of your trouble. You will have 48 hours to repair or remove the vehicle from the lot. Remember to call the office each day to give a progress report!! If you do not contact us, you will not receive the grace period! 5. I locked the keys in my car off campus. Will Longwood Police be able to help me? Sorry, no. If your car is at an off campus location, you are outside of our jurisdiction. Longwood Police can assist you with vehicle unlocks if your car is on Longwood property, to include Lancer Park, Longwood Landings, and Longwood Village. You will be asked to sign a liability waiver releasing the officer from responsibility should the lock system be damaged. Remember he is helping you at your request! Please note that in some of the newer model cars, especially those with side impact air bags, we may decline to make an unlock attempt. In such cases you will be referred to contact AAA (if you are a member) or a locksmith. 6. I have a non-emergency doctor, dentist, or optometrist appointment. Will Longwood Police take me to that office? NO. All scheduled, non-emergency appointments are the responsibility of the student and likewise it is his or her responsibility to arrange transportation to them. All emergency medical transports will be referred to the Prince Edward Rescue Squad. Contact them at 434-392-6973 to receive information about their Squad Care Program! 7. I am the Designated Driver for my sorority. Where can I park my car while I am acting in this capacity? If you are the Designated Driver, you must display a sign on your dashboard identifying your vehicle as such. This sign must also list the name of your organization, the date of the event you are attending, and the timeframe of the function. You may park in loading zone during the timeframe listed for the event. After the event is over, the vehicle must be returned to the appro- priate decal zone. You will not be allowed to park overnight in a prohibited or reserved area, or improper decal zone. It is not recommended to loan your car to another student to perform designated driving duty 8. I have been injured and am using crutches to get around campus. Can I get permission to park in the Handicap space until I mend? If you have a disability, you will need to contact the, Director of Disability Services for a medical parking permit. Permits are only good for seven days. The phone number to call is 395-2392. Persons with permanent disabilities may apply at DMV for a handicap parking placard. 9. My parents are coming to visit me. Can I get a Guest Pass for them to use? Yes. Come to Parking Services in the Cashiers Office to obtain a pass for your parents. Be certain you know the dates of their visit. There is no fee for this pass. 10. I need a jump start. Who do I call? The Longwood Police will assist students with this service after the regular business day has ended. The Facilities Management Dept. will help you during business hours. Call the garage at 395-2899. Please note that Longwood Police are not mechanics and will not attempt to make any repairs to disabled vehicles nor will they change flat tires. 11. I am a Junior but my sister/brother is an incoming Freshman. My parents are allowing us to use a car at school. How do we register the car? In this situation, the upperclassman student will be responsible for the vehicle. It will be registered in the upperclassman's name and all tickets will be posted to that individual. The freshman is not to use the car unless necessity requires it. 12. I lost my decal. How do I get it replaced? Do I have to pay for it again? Report the lost decal to the Parking Services office immediately. You will be able to replace the lost decal free of charge if you have your original receipt. If you do not have the original receipt, you will have to pay a $10.00 replacement fee at Cashiering and show that receipt to obtain the new permit. 13. I drive a soft-top Jeep and the vehicle does not have a bumper. What do I do about decal placement? A situation like this requires special instructions. Contact the Parking Services Manager to discuss decal placement. 14. My car broke down while I was at home. I had to drive my parents car back to school. This car does not have a decal. I will have the car for a week. Do I have to buy a new decal? Students may be issued one free one-week permit per semester. If the vehicle is needed for longer than one week you will need a one month temporary permit at the cost of $50.00. Special circumstances may be taken into consideration by the Parking Services Manager. 15. What violations of the Parking Regulations would result in Honor or Judicial Board Charges? a) Furnishing a Freshman with an upperclassman decal. b) Being a Resident Student but obtaining a Commuter decal. c) Giving false information when registering your vehicle.. d) Being guilty of taking a decal belonging to another person and putting it on your vehicle; to include finding a lost permit and not turning it in to Police but using it as your own. e) Moving your decal to a vehicle not registered to that permit number. (Sharing your decal with friends or putting it on another vehicle that is not registered as yours.) f ) Having your vehicle at school as a Freshman student without obtaining written permission from the University for this privilege. There are other violations that could result in Honor Charges however this listing should give you an idea. 16. Who is allowed to park in the Brock Commons Garage? The parking garage is for the Faculty and Staff to use Monday through Friday and whenever they need to report to work on weekends. It is also to be used by persons attending special events and activities on the campus. Students however, are restricted from parking in the garage at all times. This includes evening hours and weekends. 17. I live at Lancer Park and have a Lancer Park decal on my car. Can I park my car on the main campus? Sorry, no. Lancer Park residents must keep their vehicles in the parking area at Lancer Park. It is strongly encouraged that students make use of the shuttle bus service rather than moving their cars. This service operates on a regular schedule. See the schedule posted on our website. (Student athletes in Division 1 sports residing at Lancer Park are exceptions to this rule.) Freshman parkers at Lancer Park are NOT permitted to park on the main campus at any time. Students with Lancer Park permits WILL be allowed to park in Commuter spaces at night between 5:30pm and 2:30am in order to use campus resources or attend club functions. 18. I am a resident student living at Longwood Landings. Where do I park? Living at Longwood Landings is the same as living in a residence hall on the main campus. You will be assigned a resident student parking permit and will be allowed to park in any resident student parking lots. There are two lots immediately in the area of Landings, the South Lot by Putney Street; and the Virginia Street Lot at the rear of the complex. In addition, students may use the Vernon Street Lot. Please avoid parking in the retail space of Midtown Square as these spaces are not controlled by the University and towing is likely to occur. 19. I am a resident at Longwood Village. Where do I park? As a resident student located at Longwood Village, you will be considered as a commuter in relation to your parking assignment on campus. You will purchase and receive a commuter decal and park in the appropriate commuter areas. 20. I heard from other students that you can park anywhere on weekends, is this correct? No. . Liberal parking at night and on weekends is not allowed. Students will be required to remain in the decal zone appropriate for the decal displayed on their car. Visitors will need guest passes and will be assigned parking locations. Decal zones as well as prohibited zones such as 10 minute loading zones, handicap spaces, 2 hour visitor spaces, etc. will continue to be enforced 24 hours a day, seven days a week as usual. 21. How can I contact Parking Services if I need assistance or have questions? Where can I find the on-line registration for obtaining a permit? Go to the myLongwood site and click on the Campus Life tab. Scroll to the bottom of the page and you will see the vehicle registration section on the left side. Follow the instructions on each screen. Payments can be made by credit card using this system or you can simply reserve the permit to pay in person at Cashiering. 23. I decided not to buy a decal as I live within walking distance to campus. Can I park my car in a visitor space on those times I do drive over? NO! The rules are very specific in terms of what the visitor spaces are for. The 2 hour visitor spaces may not be used by any student, employee, or faculty member at any time. These spaces are for true visitors to the campus. Just because you did not get a permit does not exempt you from the rules. You would need to come in for a temporary permit or call in to report your presence on campus. As you live off campus, you would be considered a commuter student. 24. I see there are several two hour parking spaces on the campus. Is it okay for me to park there if I do not park longer than the time posted? Sorry, no. These are visitor parking spaces. Students, faculty, and staff may not park in a two hour space at any time. Doing so will result in a parking ticket. Revised 4/19/16 Need A Ride Home??? Many new students have concerns about transportation during their first year at Longwood but there are campus resources that can help! Take advantage of the “Ride Board” located in the Post Office on the ground floor of the Lankford Student Union. Here, students’ can post needs for a ride or call an upper-class student who has posted their willingness to have a rider tag along! Also, Longwood provides shuttle service before and after Fall Break, Thanksgiving Break and Spring Break for those needing assistance. Shuttles run from campus to the Franconia-Springfield Metro Station in Northern Virginia and from campus to the Thomas Nelson Community College in Hampton with a brief stop in Richmond. Stops at Richmond International Airport may be arranged. There is a $30 roundtrip fee for shuttle service and sign up occurs just before breaks in the Student Union Office. CARPOOL PLAN FOR LONGWOOD UNIVERSITY FACULTY AND STAFF 1. A Carpool will consist of 2 to 4 persons who agree to travel to and from work together in one vehicle. 2. Members of the carpool must be identified and one member of the group will be designated the carpool manager for that group. The carpool participation form will be completed by the carpool manager and submitted to the Parking Services Office. 3. Each member of the carpool will give to the Parking Services Office the vehicle information for one car per person to be used with the carpool permit as the group members rotate driving. This information will be part of the carpool participation form. 4. The carpool will receive one parking permit at a discounted flat rate, the cost to be divided amongst the group members. This flat rate will be $100.00. This fee will be paid at the Cashiering Office in Lancaster Hall. 5. Each member of the carpool will be given 12 temporary use punch permits. These will be used by the individuals on those days in which they are unable to carpool due to outside obligations. However, the employee can decide how and when to use them. The pass will require that the month and day be punched from the pass to validate it for the day it is used. 6. The carpool vehicle will continue to park in Faculty/Staff parking zones. 7. The carpool manager is responsible for informing the Parking Services Office of any change in the carpool participants. Should a member drop out of the program, they will return to a salary based parking fee and will receive their own permit. If they require payroll deduction, the appropriate paperwork will be required. Should a new member join, this information must be submitted so that the payroll deduction will cease for that person. It will be the decision of the group how to handle the new member’s portion of the permit cost. Approved by Parking Advisory Committee 6/28/11. Walk Smart Walk Smart, Know the Law and Safe Practices Walk the Line Pedestrians are not allowed to walk on roadways when sidewalks are available. If there is no sidewalk, pedestrians are required to stay to the extreme left edge of the road and walk facing the oncoming traffic. Sidewalks Pedestrians have the right of way on sidewalks. Sidewalks are constructed to keep pedestrians safe. Bicyclists should ride more slowly and be more alert on sidewalks — particularly when approaching a pedestrian. When passing a pedestrian when on a sidewalk, the bicyclist preferably should be traveling no faster than the pedestrian. The bicyclist should give an audible warning such as “bike on your left!,” and wait for the pedestrian to move over. Motorists should look for pedestrians and bicyclists, and yield to them when turning across sidewalks. When crossing a sidewalk, motorists should scan enough of the sidewalk to see higher-speed bicyclists. Even though they have the right of way on sidewalks, pedestrians can avoid crashes by paying attention to motor vehicle and bicycle traffic. Pedestrians should make eye contact with motorists and bicyclists to be sure to be seen when crossing streets, sidewalks, crosswalks, paths, and driveways. Crosswalks Pedestrians are required by law to cross at crosswalks whenever possible. Crosswalks may be marked or painted on the street. In addition, crosswalks occur wherever sidewalks meet the street and where streets intersect. This type of crosswalk is called an “unmarked crosswalk” in the Code of Virginia. Crossing at crosswalks allows pedestrians to cross in locations where motorists expect them. However, crashes often occur at intersections, so motorists and pedestrians must be alert. Scan and Cross Before crossing, stop, look LEFT-RIGHT-LEFT (and over the shoulder) for approaching and turning traffic. Many people cross streets in midblock locations. In some locations this is both legal and safer than other locations. Pedestrians crossing midblock should use high levels of watchfulness and care, since many motorists may not be looking for them. Especially in urban areas, motorists expect pedestrians to cross at crosswalks, and pedestrians should expect motorists and bicyclists to watch out for them. Slow down! Don’t rush or speed. Motorist speeding is a major factor in crashes with pedestrians. Stepping in front of moving vehicles is another major cause. Take the time to keep yourself and others safe. Cycling Laws Bicycles have the same rights and responsibilities as motor vehicles when ridden on the road in Virginia. • Follow rules that apply to motor vehicles • Obey all traffic signs, signals, lights, and markings • Ride on the right, with traffic • Unless the travel lane is too narrow to share with a motor vehicle, stay as far to the right as safely possible or use the shoulder • Ride no more than two bicyclists side-by-side • Ride single-file when moving slower than motor vehicle traffic • Obey signs that restrict riding on Interstate highways and on limited access roads • Yield to pedestrians • Call to pedestrians when approaching from behind and to pass • Use hand signals for turns and stops • When turning, use motor vehicle turn lanes • Keep one hand on the handlebars when carrying articles • Don’t carry adults on bicycles not built for more than one • Carry children securely in special seats or trailers • Don’t wear earphones in both ears • Use white headlamps visible from 500 feet when bicycling between sunset and sunrise • Use rear reflectors at night; if using roads with speed limits of 35 mph or more, use a red taillight visible from 600 feet • Be sure brakes work properly • Stop when involved in a crash that involves injury or damage • Report name & other pertinent information to police or others involved in a crash • Report property accidents to police within 24 hours • Obey local ordinances for riding on sidewalks, wearing helmets, and having a bicycle license Bicycle Registration at Longwood Beginning in August 2013, Longwood Police Department is requiring that all bicycles, mopeds or scooters (vehicles that do not require registration through DMV) that are brought to the campus be registered. The campus includes Lancer Park, Longwood Landings, and Longwood Village. This process will be handled through the Parking Services Office at no cost to the customer. Located in your parking booklet you will find the registration form to complete for your bicycle. Once you have completed the form you can contact the Parking Office (434395-2660) to set up a time to bring the vehicle over for processing. Periodically the parking and police departments will host bike fairs. This is also a time when you can register your bicycle as well as receive important information regarding cycling and biking equipment. Please remember to bring a good lock with you and to keep your bike secured to any of the bike racks located throughout the campus. If a student uses another family member’s vehicle during the year, a second decal (full price) or a one-month temporary permit must be purchased. If a student uses a Faculty/Staff member’s vehicle on campus, a student decal must be issued for the vehicle. Student drivers are restricted from using Faculty/Staff parking areas. Only one registered vehicle per student may be present on the campus at any time. Any Faculty/Staff member loaning or giving their parking permit to a student will be subject to disciplinary action and will forfeit their permit with no refund. E. Faculty and staff members will be issued hanging tags. These permits are transferable to other family owned vehicles. Only one registered vehicle per permit may be present on the campus at any time. F. Motorcycles have the same status as automobiles. Owners must abide by the same guidelines concerning registration, parking, and operation on campus. Special decals are available for faculty/staff motorcycles. Students may affix their assigned decal to a motorcycle. Scooters that are not registered with DMV are not considered motor vehicles. These will be treated like bicycles and MUST be registered with Campus Police as such. If you have a scooter that has a DMV registration, it will be considered a vehicle, will be parked in a parking space, and must have a permit. G. Temporary Permits: a. Temporary permits for up to one month may be obtained for $50.00 from the Parking Services Office. Vehicle registration is required at the time of class registration or whenever the vehicle is brought to campus. b. Temporary permits are not intended to enable individuals to delay registering their vehicles. Additional vehicles must have their own decals c. If a vehicle is disabled, the driver must call Parking Services for a 48-hour authorization. This 48-hour authorization allows sufficient time for the vehicle to be repaired, moved, or towed. You must notify the Parking Office to be granted this time. H. Decals: a. Decals are to be displayed on the vehicle’s interior left rear window b. Decals must be secured with their own adhesive. Scotch tape may not be used. c. Student decals are non-transferable to other vehicles. Additional vehicles must have their own decals. If a change of vehicle in the school year is necessary, the student may bring in their old decal to exchange, at no cost, for a decal for the new or different vehicle. Sout h REGISTRATION A. Longwood Village residents will be considered as commuter students but will have special permits that also allow parking at the Longwood Village community. All vehicles utilizing any campus parking facilities must be registered and display the appropriate permit. All outstanding parking citations must be paid prior to vehicle registration. All student guests must also display a parking permit (guest pass) which is available at no charge from Parking Services and Police Dispatch. C. Since parking regulations are enforced year round, vehicles should be registered prior to the start of the semester. Instructions will be available for on-line registration from the Longwood website.
