AMBASSADOR OF THE QUARTER
Sarah Bernick began serving as part-time
Information Coordinator in May. Sarah, a
native of Portsmouth, is a graduate of
Churchland High School and is currently
attending Tidewater Community College
to pursue a degree in History.
Diane Raihle has been promoted to Senior Account
Executive. Diane joined the Chamber staff in February
2009 as an Account Executive.
Yvonne Johnson joined the Chamber in
April as part-time Information Coordinator.
She is currently attending graduate school
at ODU and served five years in the US Navy.
Yvonne is originally from Arlington, Mass.,
but has lived in Virginia Beach for 10 years.
Dixie Lee Shaw joined the Chamber in March as an
Account Executive in the Membership Department. She
was previously a Training and Development Manager
with Weight Watchers International. Dixie graduated
from Stephens College in Columbia, Mo. with a B.S. in
Education.
In April, Morgan Lang began serving as
the Associate Executive Director for the
Hampton Roads Sports Commission (HRSC),
as well as Director of Sports Development for
the Chamber. Morgan, a native of Westfield,
N.J., received a Bachelor’s Degree from the
College of William & Mary and a Master’s
Degree in Sports Leadership from Virginia
Commonwealth University. Most recently, she served as Director
for the 2010 U.S. Women’s Amateur Championship in Charlotte,
N.C., conducted by the USGA.
In March, Robyn Showanes joined the Chamber as
part-time Communications Coordinator. Originally from
Baltimore, Md., she attended American University in
Washington, DC, where she earned her Bachelor’s
Degree in Communication/Journalism.
Congratulations to Cheri Brinke, who has
been named the Chamber’s Ambassador
of the Quarter. Cheri began volunteering
as an Ambassador in October 2009 and
believes the Chamber is an important part
of the business community. In February,
Cheri was instrumental in the follow-up
efforts for the “Mission Possible” membership
event. Cheri said, “Volunteering for the
Chamber provides me an opportunity to
work with great people I may not otherwise
have the opportunity to meet.” Cheri’s
positive attitude, strong commitment, and
many contributions to the Chamber and its
members, make her an excellent Chamber
Ambassador.

The Ambassador Committee is a diverse
group of 15 volunteers who are dedicated
to making a difference in the Chamber and
the community. Ambassadors are liaisons
between the Chamber and new and existing

Joining the staff in March, Margaret Wilcox is the
part-time Event Coordinator for LEAD Hampton Roads.
A Norfolk native, she attended Norfolk Academy and
received a degree in Hospitality Management from
the University of Mississippi.

he 27th annual Hampton Roads Small Business of the Year (SBOY)
Awards luncheon was held on May 19 at the Holiday Inn Virginia BeachNorfolk Hotel & Conference Center. More than 300 people attended the
event, which took place during National Small Business Week and featured
guest speaker Congressman Scott Rigell. Virginia Eye Consultants, which
experienced nearly a 20% increase in revenue last year, was the
overall winner of the 2011 Hampton Roads Small Business of the Year
Award.
“We so much appreciate this honor,” said Dr. Stephen Scoper, Vice
President of Virginia Eye Consultants. “It really rekindles the fire
and helps us to work even harder than we’re working right now,

State of the City Series Draws Record Crowds
The Chamber held its annual State of the City Series from FebruaryApril. A total of 3,348 people attended the five-part series to listen
to highlights of key business development initiatives, municipal
progress updates, and opportunities in the cities where they live
and work. Each city’s mayor was focused on the future and learning
from the past. A common theme among all the addresses was
communities working together to achieve more. Thank you to series

he reconvened session of the General Assembly took
place on April 6 and addressed many business issues.
The House and Senate approved 66 of the Governor’s 86
proposed amendments during the session.

The $7.5 million that was eliminated from the state’s
2012 budget to contribute to the Oceana land acquisition
program was restored. The program, passed in 2006,
stated that $15 million a year, or $7.5 million split between
Virginia Beach and the state, would be spent to prevent
new development around the Oceana jet base and to roll
back existing development. Concerns arose at the initial
meeting of the General Assembly when the state did not
allocate its portion of the funding for the program. Concerted
efforts were made in March by City officials, the Navy,
and the Chamber to help restore the money. Virginia
Beach City Manager, James Spore, wrote a letter to
Mayor Will Sessoms recognizing Ira Agricola, Senior Vice
President at the Hampton Roads Chamber of Commerce, for
“the behind the scenes work that he did with several
special groups of legislators.” The Chamber is pleased to
have played a role in this tremendous accomplishment
for Virginia Beach, as well as for the Hampton Roads region.
Governor McDonnell’s veto of legislation that annually
expands the cap on medical malpractice awards was
overridden by the legislature. The legislation was drafted
in concert with trial lawyers, physicians, and hospitals.
Approved amendments of the Autism Mandate now require
state licensure of treatment providers and independent
reviews of treatment. However, there is concern that the
$35,000 cap on the maximum annual benefit may not
stand up to a federal court challenge.
The legislature also sustained two vetoes on environmental
bills, including one that made it a civil penalty for people
who failed to report certain water withdrawal information
to the Commonwealth. Lawmakers also sustained the
Governor’s veto on a bill that would have raised fines
imposed by the Department of Environmental Quality to
$15,000 for a second offense and $30,000 for a third offense.
As expected, the Virginia House of Delegates approved
a redistricting bill on an 86-8 vote. With Hampton Roads
losing House and Senate seats to higher growth regions,
like Northern Virginia, several Delegates from Hampton
Roads voted against the measure. Opponents included
Delegate Paula Miller and Delegate Robin Abbot who
will be in “combined” districts with incumbents. The
Senate is expected to add their bill to the House bill to
limit the Governor’s ability to amend the plan.

The Commonwealth’s Secretary of Transportation Sean Connaughton spoke at
the Chamber’s Regional Board of Directors meeting in April. Hampton Roads
was allocated a $1.5 billion budget for transportation this year during the General
Assembly. Key areas to get attention in the next few years will be the Midtown
Tunnel, U.S. Route 460, and the Dominion Boulevard expansion. Connaughton
encouraged the business community to voice its support of the Transportation
Infrastructure Finance and Innovation Act (TIFIA) loan program to help keep the
Midtown and Downtown tunnel tolls under $2

Chamber Hosts Senator Mark Warner

he Chamber hosted a luncheon on April 29 to give business leaders
the opportunity to have one-on-one dialogue with Congressman
Scott Rigell. Nearly 100 business leaders attended the event at the
Norfolk Waterside Marriott.

Congressman Rigell shared his perspectives on job creation, the country’s
budget, healthcare, and other topics of interest to the business community.
“Those in Washington don’t understand the burden on small business
owners,” Rigell said. “I believe in smarter, lighter regulations that
protect us.”

for the division.

EAD Hampton Roads (LHR), the leadership program of the
Chamber, celebrated the graduation of its 23rd class on May
20 at the Norfolk Yacht and Country Club. The 56 business and
community leaders from throughout the region committed themselves
to stay actively engaged as LHR graduates, serving our communities
and seeking regional solutions to our challenges. They join the more
than 1,250 other graduates working and serving in the region. Greg

Sustainable Resources Campaign
in Full Gear
he Chamber's value is stronger than ever and more businesses
are in need of the benefits, programs, and services the Chamber
offers. Annual campaign volunteers enlist new Chamber members,
generate program and event sponsorships, sell advertising in our
publications, and raise awareness of the Chamber’s mission
throughout the region.

The Chamber’s Sync757 young professionals group, and
the Urban League of Hampton Roads Young Professionals,
teamed up on April 19 to host “Happy Hour with a Purpose”
with special guest Senator Mark Warner (pictured far
left). Nearly 80 young professionals gathered in Norfolk
at Harbor Park to meet and dialogue with Senator Warner,
network, and watch the Tides baseball game. Senator
Warner threw out the first pitch. Sync757, the “voice” for
emerging leaders, was established in 2005 and has
grown to more than 500 members
The annual SRC campaign kicked off April 28 at American Indoor
Karting in Virginia Beach and hasn’t made a pit stop since! Last
year, corporate and board teams raised more than $711,000. The
goal in 2011 is to raise $750,000! As of May 24, campaign
volunteers have raised $432,434 or 57.66% of our goal!
Nearly 150 business leaders attended the Chamber’s
“Brunch & Budget with Senator Mark Warner” on May
16 at the Norfolk Waterside Marriott. Senator Warner
spoke about reducing the budget deficit and waste
through reforms in government programs and spending.
He discussed his co-leadership of a bipartisan group of
Senators labeled the "Gang of Six," which aims to cut
the federal deficit by $4 trillion in the next 10 years,
ensure social security solvency, sharply reduce tax rates,
and preserve the ability to invest in America’s priorities.

he Chamber hosted a luncheon on April 29 to give business leaders
the opportunity to have one-on-one dialogue with Congressman
Scott Rigell. Nearly 100 business leaders attended the event at the
Norfolk Waterside Marriott.

Congressman Rigell shared his perspectives on job creation, the country’s
budget, healthcare, and other topics of interest to the business community.
“Those in Washington don’t understand the burden on small business
owners,” Rigell said. “I believe in smarter, lighter regulations that

20 at the Norfolk Yacht and Country Club. The 56 business and
community leaders from throughout the region committed themselves
to stay actively engaged as LHR graduates, serving our communities
and seeking regional solutions to our challenges. They join the more
than 1,250 other graduates working and serving in the region. Greg

Sustainable Resources Campaign

he Chamber's value is stronger than ever and more businesses
are in need of the benefits, programs, and services the Chamber
offers. Annual campaign volunteers enlist new Chamber members,
generate program and event sponsorships, sell advertising in our
publications, and raise awareness of the Chamber’s mission
throughout the region.

The Chamber’s Sync757 young professionals group, and
the Urban League of Hampton Roads Young Professionals,
teamed up on April 19 to host “Happy Hour with a Purpose”
with special guest Senator Mark Warner (pictured far
left). Nearly 80 young professionals gathered in Norfolk
at Harbor Park to meet and dialogue with Senator Warner,
network, and watch the Tides baseball game. Senator
Warner threw out the first pitch. Sync757, the “voice” for
emerging leaders, was established in 2005 and has
grown to more than 500 members
The annual SRC campaign kicked off April 28 at American Indoor
Karting in Virginia Beach and hasn’t made a pit stop since! Last
year, corporate and board teams raised more than $711,000. The
goal in 2011 is to raise $750,000! As of May 24, campaign
volunteers have raised $432,434 or 57.66% of our goal!
Nearly 150 business leaders attended the Chamber’s
“Brunch & Budget with Senator Mark Warner” on May
16 at the Norfolk Waterside Marriott. Senator Warner
spoke about reducing the budget deficit and waste
through reforms in government programs and spending.
He discussed his co-leadership of a bipartisan group of
Senators labeled the "Gang of Six," which aims to cut
the federal deficit by $4 trillion in the next 10 years,
ensure social security solvency, sharply reduce tax rates,
and preserve the ability to invest in America’s priorities.

AMBASSADOR OF THE QUARTER
Sarah Bernick began serving as part-time
Information Coordinator in May. Sarah, a
native of Portsmouth, is a graduate of
Churchland High School and is currently
attending Tidewater Community College
to pursue a degree in History.
Diane Raihle has been promoted to Senior Account
Executive. Diane joined the Chamber staff in February
2009 as an Account Executive.
Yvonne Johnson joined the Chamber in
April as part-time Information Coordinator.
She is currently attending graduate school
at ODU and served five years in the US Navy.
Yvonne is originally from Arlington, Mass.,
but has lived in Virginia Beach for 10 years.
Dixie Lee Shaw joined the Chamber in March as an
Account Executive in the Membership Department. She
was previously a Training and Development Manager
with Weight Watchers International. Dixie graduated
from Stephens College in Columbia, Mo. with a B.S. in
Education.
In April, Morgan Lang began serving as
the Associate Executive Director for the
Hampton Roads Sports Commission (HRSC),
as well as Director of Sports Development for
the Chamber. Morgan, a native of Westfield,
N.J., received a Bachelor’s Degree from the
College of William & Mary and a Master’s
Degree in Sports Leadership from Virginia
Commonwealth University. Most recently, she served as Director
for the 2010 U.S. Women’s Amateur Championship in Charlotte,
N.C., conducted by the USGA.
In March, Robyn Showanes joined the Chamber as
part-time Communications Coordinator. Originally from
Baltimore, Md., she attended American University in
Washington, DC, where she earned her Bachelor’s
Degree in Communication/Journalism.
Congratulations to Cheri Brinke, who has
been named the Chamber’s Ambassador
of the Quarter. Cheri began volunteering
as an Ambassador in October 2009 and
believes the Chamber is an important part
of the business community. In February,
Cheri was instrumental in the follow-up
efforts for the “Mission Possible” membership
event. Cheri said, “Volunteering for the
Chamber provides me an opportunity to
work with great people I may not otherwise
have the opportunity to meet.” Cheri’s
positive attitude, strong commitment, and
many contributions to the Chamber and its
members, make her an excellent Chamber
Ambassador.

Awards luncheon was held on May 19 at the Holiday Inn Virginia BeachNorfolk Hotel & Conference Center. More than 300 people attended the
event, which took place during National Small Business Week and featured
guest speaker Congressman Scott Rigell. Virginia Eye Consultants, which
experienced nearly a 20% increase in revenue last year, was the
overall winner of the 2011 Hampton Roads Small Business of the Year
Award.

State of the City Series Draws Record Crowds
The Chamber held its annual State of the City Series from FebruaryApril. A total of 3,348 people attended the five-part series to listen
to highlights of key business development initiatives, municipal
progress updates, and opportunities in the cities where they live
and work. Each city’s mayor was focused on the future and learning
from the past. A common theme among all the addresses was
communities working together to achieve more. Thank you to series

he reconvened session of the General Assembly took
place on April 6 and addressed many business issues.
The House and Senate approved 66 of the Governor’s 86
proposed amendments during the session.

The $7.5 million that was eliminated from the state’s
2012 budget to contribute to the Oceana land acquisition
program was restored. The program, passed in 2006,
stated that $15 million a year, or $7.5 million split between
Virginia Beach and the state, would be spent to prevent
new development around the Oceana jet base and to roll
back existing development. Concerns arose at the initial
meeting of the General Assembly when the state did not
allocate its portion of the funding for the program. Concerted
efforts were made in March by City officials, the Navy,
and the Chamber to help restore the money. Virginia
Beach City Manager, James Spore, wrote a letter to
Mayor Will Sessoms recognizing Ira Agricola, Senior Vice
President at the Hampton Roads Chamber of Commerce, for
“the behind the scenes work that he did with several
special groups of legislators.” The Chamber is pleased to
have played a role in this tremendous accomplishment
for Virginia Beach, as well as for the Hampton Roads region.
Governor McDonnell’s veto of legislation that annually
expands the cap on medical malpractice awards was
overridden by the legislature. The legislation was drafted
in concert with trial lawyers, physicians, and hospitals.
Approved amendments of the Autism Mandate now require
state licensure of treatment providers and independent
reviews of treatment. However, there is concern that the
$35,000 cap on the maximum annual benefit may not
stand up to a federal court challenge.
The legislature also sustained two vetoes on environmental
bills, including one that made it a civil penalty for people
who failed to report certain water withdrawal information
to the Commonwealth. Lawmakers also sustained the
Governor’s veto on a bill that would have raised fines
imposed by the Department of Environmental Quality to
$15,000 for a second offense and $30,000 for a third offense.
As expected, the Virginia House of Delegates approved
a redistricting bill on an 86-8 vote. With Hampton Roads
losing House and Senate seats to higher growth regions,
like Northern Virginia, several Delegates from Hampton
Roads voted against the measure. Opponents included
Delegate Paula Miller and Delegate Robin Abbot who
will be in “combined” districts with incumbents. The
Senate is expected to add their bill to the House bill to
limit the Governor’s ability to amend the plan.

The Commonwealth’s Secretary of Transportation Sean Connaughton spoke at
the Chamber’s Regional Board of Directors meeting in April. Hampton Roads
was allocated a $1.5 billion budget for transportation this year during the General
Assembly. Key areas to get attention in the next few years will be the Midtown
Tunnel, U.S. Route 460, and the Dominion Boulevard expansion. Connaughton
encouraged the business community to voice its support of the Transportation
Infrastructure Finance and Innovation Act (TIFIA) loan program to help keep the
Midtown and Downtown tunnel tolls under $2
