The most recent music licensing hearings in June centered on several key issues: • Creating a long overdue performance right for artists and record labels when their recordings are played over terrestrial FM radio • Correcting the loophole that certain digital radio services say allows them to use recordings made before 1972 for free, forever • Establishing a fair market value rate standard for sound recordings across all digital platforms • Reviewing the rules and rate standards used to determine what songwriters are paid 1 www.soundexchange.com SoundExchange President and CEO Michael Huppe laid out the case for addressing these issues in his testimony before the House Judiciary Committee on June 25, 2014. Huppe shared what he believes should be the guiding principle for legislators considering music licensing reform: “All creators should receive fair pay, on all platforms, whenever their music is used.” In the course of the recent music licensing hearings, Members of the House Judiciary Committee came together around the notion of dealing with many of these issues in a comprehensive legislation. Rep. Jerrold Nadler (D-NY) expressed interest in pursuing such a bill, and SoundExchange looks forward to working with him to see where common ground can be found. Already this year, SoundExchange has taken up Project72, a campaign focused on ensuring fair pay to artists who recorded before 1972. Legislation on this subject has growing support in the House thanks to sponsors Rep. George Holding (R-NC) and Rep. John Conyers (D-MI), Ranking Member of the full Judiciary Committee. The bill also has the support of Rep. Howard Coble (R-NC), the Chairman of the Intellectual Property Subcommittee. The music licensing debate will continue to be a focus of the House Judiciary Committee through the end of the Congress in December, and SoundExchange looks forward to representing the interests of the entire recording industry as the debate moves forward. ICYMI: Video Debut! As part of Project72, which SoundByte first covered in May, SoundExchange asked Washington, D.C.- and New York City-based artists what music means to them, and which legendary artists inspired their work. Their responses revealed just how important music is to our culture and history. From Donovan to Miles Davis, the work of artists who recorded before 1972 resonates in a big way with both musicians and fans, and influences the music of today. To move music forward, it’s vital that all music, regardless of when it was recorded, is respected. Don’t just take SoundExchange’s word for it. SoundExchange has a lot of amazing members. Lorde — a recipient of the 2014 SoundExchange PULSE Award — is one of them. “I am so grateful to have the support of SoundExchange! Thank you for all the hard work and dedication you have shown me and so many other emerging artists.” If you aren’t a member yet, what are you waiting for? Photo Credit: Charles Howells On Top of The Chevin If you were to travel nearby Otley, a small town in Yorkshire, Northern England, you might find yourself looking upon a large hill that overlooks the town called “The Chevin.” And if you were to travel into the town itself, you might be lucky enough to happen upon an up and coming rock band also called “The Chevin.” No, it’s not a coincidence. The band, which is made up of Coyle Girelli (vocals, guitar, piano), Mat Steel (guitar), Jon Langford Coyle Girelli of The Chevin (bass), and Mal Taylor (drums), came together in 2010 took its name from that very hill that overlooks the town. According to the group, “the [name] was staring us in the face the whole time.” So exactly how did the quartet come together? Well it’s actually simpler than you might think. The four members all hail from Otley and according to the band, “It’s a pretty small town so if you play music, you tend to gravitate towards each other.” After forming, the band took their act on tour around Britain in mid-2011 to promote the release of Champion EP. They opened for groups including White Lies, The Airborne Toxic, and Pigeon Detectives. Following this tour, they caught the eye of SO Recordings in London and signed a record deal. They released their first full length album, Borderland throughout the United Kingdom and the United States in September 2012. 3 www.soundexchange.com | July 31, 2014 The band recognizes the ever changing nature of the music industry and the importance of organizations like SoundExchange. Says the group, “The Internet already feels like the center of the new musical universe and so having someone keeping track of some of the new revenue streams it has created is obviously important.” As for what’s next, The Chevin is currently working on a brand new album. Following its release, they’ll be hitting the road again to promote the new music. And they for one are excited: “[We’re] looking forward to heading out there and seeing our fans again.” For more on the band, check out their website here.
