Lois has a complaint that snow plow
did damage to landscaping this
winter. Has a bill for $100 for repairs

JS called Matt to discuss Grady Rd
this year.
Karen had several questions re: RID
RESPONSE
JS recommended against removing them.
Suggested that before removing them, we
consider reducing their assessment.
JS headed to Big Sky on 5/23 to meet with
Karen.
Discussed costs, process, schedule &
options.
JS will talk with Tom Fehrer about
replacing.
EP contacted NPK Turf Services to
suspend service to this RID. Confirmation
rec’d 5/19/2014.
JS returned call. April asked about
improvements this year and if the overlay
was still scheduled for 2018. We
discussed improvement schedule and
cash in hand. She said there were very
happy with the last crack sealing done.
Contractor was great.
JS called Kevin Townsend and asked if he
would call Lois and confirm that he has
done so by calling M-M.
Gave him Sime Construction contact for a
quote. Plan on gravel addition in 2015-16.
JS talked to Garrett about RID creation
status and options. They are thinking
asphalt needs replacing soon and overlay
in the coming years.

John had general input on snow
removal yr 2013/14. Thought the
contractor was very responsive but
could have done a better job. Left
some berms in driveways. He just
wanted us to know. Also mailbox was
damaged.
EP: Mike called to state that the
snow plow contractor seemed to
have done a “pretty unsatisfactory
job” this season. Trees and border
markers were knocked down. He
was wondering if any other
homeowners had called to complain.

JS: Lois informed me that snow plow
damaged her yard/garden area. She
wants to know how we would remedy
the situation. She had a $100 bill for
repairs.
JS called to tell him that he looked at
TTR roads. There is some patching
needed.

contractor) to ask if he has yet repaired
mailbox (left message)
JS aware and has been in touch with
contactor (Tri-State Excavating).
JS called Kevin Townsend to discuss, but
only got his voice mail.
Tom agreed with the issue. JS told him
we would mark the patches and get it
done. Estimating +/- 200 SY needed @
+/- $8-10,000.
5/1/2014: JS sent the report as requested
to Susan. Also called to discuss the
reports. Susan said she would look it over
and let us know if she needed anything
else. She thought they would need an
updated inspection this year.
JS: 4/30 0730 returned call. Many
questions. Readied documents pertaining
to 2006 assessment verification and 2012
assessment schedule. Wanted to know if
Good Medicine Way was city or county.

Would also like to change snow plow
contractors. List of contractors provided.
JS: answered questions and explained
schedule
JS prepared est cost info assessment
schedule for Bonded RID w/ maintenance
district.
JS Called Dick and left message. High
Country did the crack sealing work in
2012. Also talked about some patching
that should be done.
JS: Told her no, only the road improved
was included in the RID. She was ok w
that fact and said the HOA for Spanish
Peaks would cover ditch maintenance on
other roads in the subdivision.
EP: investigation revealed no invoice had
been received. I asked Sandy to mail
another copy ASAP and MM would submit
to county on arrival.
EP: CLM for Townsend. He was up there
about two hours after Ms. Rose’s call.
EP: talked with Kevin Townsend. He went
back a second time and cleared the
remaining snow, indicating that the
mailboxes were clear. Notified Chris.
JS: Information was given to Al on the
process.

The roads have not been plowed well
enough. Slush had turned to ice.
EP: I spoke with John at Sleepy Hollow
and passed on the message. He said he
could go out again …I told him it was his
call.
EP: I called John at Sleepy Hollow. He
wasn’t aware it had snowed in town –
thought it was all rain. He said he would
send a truck out. I called Mrs. Jacobs to
let her know.
3/7 EP: I called Kevin at Townsend and let
him know. He said he was already
planning to come through with the plow
today.
There is too much slush on the
roads. When it freezes, the ruts are
terrible. Service has been much
better in the past.
Mail box was knocked over a month
ago; it still hasn’t been fixed Says
she called then, but never received a
call back. Also stated it was knocked
over again.
Shared concerns below.
Same complaint as Betty below.
Plow reburied their mailboxes last
night at 8:00 p.m., after they dug
them out during the day. Impeding
mail and newspaper delivery.
Requested call back after 2:00 p.m.
4/30/2014: JS called & left message with
info and ask if contractor had repaired the
mailbox.
Because it’s been a heavy snowfall winter,
along with unusually warm weather, it’s
been challenging. He did return to plow
the slush as he had been requested.
Acknowledged he could slow down, but a
slower pace would not throw the slush far
enough. He’s happy to go out again, but
wants to be sensitive about their budget.
EP Called back at 5:00 p.m. to let her
know I would be contacting Morrison
tomorrow. Will call back again. Returned
call on 3/6. Told her contractor was doing
the best he could; that I conveyed her
concerns and he would do whatever they

David Morrison.
JS: called Kevin Townsend. Kevin said he
would get on it around 10:00 a.m. when
the ice/snow softens up a little. Called HP
back and let him know.
JS: Called Dave with request.
JS: Discussed issue with contractor. Chris
will call Paula to discuss. Tree was in r/w.
It looked in poor shape.
EP told him he should receive it within a
week or so. If not, contact MM again.
Emailed Justine for an update – she is out
of the office until 3/12.
EP spoke with JS. Amend contract. 3/3
spoke with Sue; she thought another $600
(3x plow) should be adequate. Will f/u with
JS to amend contract.
Called Kevin to inform him of Issues, let
Marsha know this.
County assessor reports additional lots.
Additional lots that are subdivided can’t be
assessed in current year.

Hitching Post is the land owner in
which a tree blocks the sight distance
on to sourdough.
Matt asked what was included in the
RID & what roads are included in the
snow removal.
We will order signs and replace the
missing signs.
He said he forgot to check but will get back
if not done.
Called contractor, will take care of
temporarily and once snow melts,
permanently.
Called to let Kevin Townsend know 2x

Dave took note and said they would be
more careful to minimize the berm.
Discussed solution for long term. Thought
should wait until spring to be completed
right. Called Dawn and left message.
Talk to contractor and see if can improve
the issue.

We checked the snow plow exhibits & RID
creation documents as well as the tax

assessment was only 395 sch 1-11

I explained that it was scheduled when the
RID was created so we could overlay in
2018
I went out on site to review issue. Marked
area to patch. Called Apex to look at and
give price.
She agreed with the reduction and was in
favor of the decrease
Explained that RIDs were going to be
overlaid in the next week. They were OK
with explanation
I explained the tax notice and what if was
for.
I explained that the RID does not include
driveways or driveway culverts
I explained RID issues. He seemed to be
generally OK but still a little concerned

control was completed. Jill was very
happy with work done by TruGreen.
Said they coordinated with her
multiple times. Timing was better
this time with work completed earlier
in the year.

requested that they paint the first
section of cross walks. Four (4) total.

The RID maintenance program experienced some challenges during the period from 1990 to
2008 in regard to the rising cost of construction, with significant relief realized for the last five
years. Labor costs in the construction industry also increased dramatically over the period of
2005-2008, and have leveled off over the past five years. As a result, we should start to see
future assessments increasing at a lower percentage rate per year.
The price of asphalt in place in the 80s ranged from $22/ton to $26/ton. In the 90s, the price
range was from $26/ton to $31/ton. The average annual increase in asphalt prices was
approximately 2% from 1980 to 2000. The price of asphalt in 2000 was $31/ton and in 2005
$37/ton, an annual increase of 3.5%. The price of asphalt in 2006 was approximately $45/ton, or
a 21% increase over 2005 prices. An increase from 2006 asphalt prices for 2007 and 2008
ranged from 8% to 12%, or an average of $50 to $53/ton. Asphalt price increases from 2008 to
2009 were in the range of 0-2% or $53-$54/ton (the price of asphalt ranged from $55-58/ton
from 2010-2012). The average cost of asphalt in our 2011 RID overlay projects was $56/ton.
Four RIDs received an overlay in 2013 in which the average asphalt price was $55/ton. We
anticipate that the price of asphalt will begin to increase in the coming years at a rate of 3 to 4 %
per year. Morrison Maierle Inc, the County Commissioners, and staff evaluated a number of
options to maintain road improvements, that would decrease costs.
In 2007, roads within two RIDs were improved with a chip seal. In 2012, roads within Outlaw
Subdivision were improved successfully with a chip seal. The cost was significantly lower than
an overlay in both these examples. Generally the surface treatment was a success from a
technical standpoint with last year’s chip seal in Outlaw Subdivision. This year we will seal coat
vs overlay parking lots in the Meadows RID. We also anticipate chip sealing Ousel Falls RID
395 in the future, which the improvements costs will be considerably less than an overlay.
Below we have summarized four surface treatment options and their associated costs.
Option 1. 1-1/2 inch pavement depth – 3/4 inch aggregate

Recommendation
Morrison-Maierle, Inc. recommends that we budget for Option #1 for roads which require added
pavement strength and Option 4 if the road section has adequate strength and has significant
pavement surface expansion cracking. This would meet our objective to minimize increased
costs of maintenance while providing the optimum pavement surface and long term results.
Roads within two RIDs, (Sourdough Ridge and Middle Creek Subdivision) were overlaid in
2006 with a 1¼ inch depth dense graded asphalt mat. The results were acceptable, but the
overlay had some problems. The most significant problem was found in the surface texture,
which had an occasional tear. The tear in the surface was a result of a thin mat being placed over
a regular road surface. The tears occurred in the high points of the road surface, which had
minor ruts. Due to this issue, we are recommending that overlays in the future are completed
with a 1½ inch depth. We are continuing to evaluate the use of chip seals. Roads within three
RIDs were maintained in 2007 & 2012 by placing a chip seal coat. We will continue to consider
this option when funds are limited, the road section is stable, and the residents are receptive to
using a chip seal and are informed on the advantages & disadvantages.
We recommended in 2006 that we suspend or significantly reduce the crack sealing program. In
2008 the crack sealing program was re-implemented. At this time we continue to recommend
crack sealing due to the fact that the cost to seal cracks has decreased to the point that the
benefits can be justified relative to the cost. We have also had numerous requests to seal the
cracks in the roads by home owners. At this time we are scheduling nearly all roads within RIDs
to have cracks sealed every three years.
