The budget will have been passed and in effect! National Night-Out is this month, Tuesday, October 4th. This is a great time to meet our police officers and staff, as well as your neighbors. At the end of this month is Halloween. The Fire Department is setting up a Haunted House at City Hall in the Fire Bay. Bring the family as it is a lot of fun. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve. Fall Brush Pick-Up (Re-cap): This service for the community should be complete or very close to completion by the time you receive this Newsletter. We hope those that needed this service were able to take advantage of it. We are fortunate in Windcrest in that we do not have limits and that Republic Services allows us to divide the city into Sections so we can time this service out for everyone’s convenience as close to schedule as possible. We appreciate everyone’s patience if your pick-up was delayed. It will all be picked up. Again, we appreciate everyone’s cooperation. It is a great service, and we have another one scheduled for the Spring time. We will release those dates in the near future. Thank you to Republic Services! Mayor Town Hall (Re-cap): I enjoyed meeting those that attended my Town Hall, an informal meeting to discuss the budget. I hope those that attended found it worthwhile. I plan to have another one next year as well. Thanks to all those that attended and thank you to the Windcrest Golf Course for providing a fun environment. The Windcrest Golf Course is open to the public and they also have a restaurant and full bar. I encourage everyone to go by and check out the facility, and also to try to shop and be customers of all the businesses in Windcrest. Trunk or Treat/Haunted House in the Fire Bay, October 31st: This is a very fun event. I encourage everyone to attend. I especially encourage you to attend the Haunted House in the Fire Bay. Wow – the Volunteer Firefighters started this tradition several years ago. It has been a huge success. Please thank these brave Firefighters for all they do. They not only protect us, but they do so much for the community, especially the children. They take time out of their day to help others. If you wish to support their efforts in any way, please contact the new Fire Chief at 210-655-0022. Budget Summary: For the fifth year in a row, we will see a reduction in the City’s residential property tax rate. The tax rate was reduced approximately 7%. Note that at the time I am writing this article, the budget has not been finalized yet, so things can change. Also note, I will be sending out a special mail piece regarding the budget once it is passed and finalized. With regards to infrastructure and amenities, we are systematically catching up on items that in the past were neglected. It has proven to encourage folks to invest in their homes and to use licensed contractors. It does not look like the Council will be reducing your garbage bill this year. To do this costs the city’s general fund approximately $100,000. The Council wants to direct this money into infrastructure. Note, the Council did vote to increase the commercial garbage fee by 20%. This increase will not have an adverse effect on Economic Development. We still have one of the lowest rates for commercial in Bexar County. This will generate approximately $120,000 in new revenue for our city. This year the money is specifically earmarked for alley repair and maintenance. Our employees will see a raise and receive a stipend, as well as keeping their excellent health benefits status quo. You will see approximately $1,000,000 invested in the streets, over $250,000 in parks and over $200,000 invested in other amenities and infrastructure. We were also able to meet virtually every request from staff. We are still doing all of this with cash and incurring no debt. We are virtually debt free coupled with sales tax revenue increasing approximately 6%-7% each year! No city in Bexar County has come close to matching our fiscal record. Again, we have done all of this while still investing in our community, adding assets with regards to Public Safety – Police, Fire and First Responders, and maintaining, adding and improving our streets, parks and common areas. By the time you receive this Newsletter, the final budget will be passed and adopted. Please go on to the city website and view the Budget at your leisure. Women’s Club Presents the 2016 Windcrest Light-Up & Save the Dates: We want to keep reminding everyone that this year’s theme is "LET’S SAFARI!" It is time to start thinking about decorating ideas. I have received quite a few comments on the theme and people are excited. I believe this year’s Light-Up will be the grandest ever. Some save the dates: December 2 Deadline to enter the Contests, December 6 Judging, December 10 Light-Up, January 5, 2017 the Award Ceremony at Takas Park Civic Center. Let’s make this LightUp the best ever! Economic Development: It is an exciting time with many more deals to close in the coming months. Here is some of the latest exciting news. Behind the IN-N-Out Burger and Pollo Tropical there will be a new hotel! It will be a Holiday Inn Express. Ground has been broken. We hope to see this new hotel completed within the next 6 months. Additionally, many businesses are leasing the light industrial and warehouse spaces being developed on Eisenhauer Road. This is bringing hundreds of more jobs based here in Windcrest. The new Whataburger on the I-35 access road next to Buffalo Wild Wings is under construction and should be open within the next 120 days. Also, two new restaurants have committed to Windcrest. We will be making those announcements in the very near future. It is estimated that these new businesses will be bringing in over $750,000 of added tax revenue to our city per year! We are close to announcing several other deals. We will see a lot of new amenities for our city and our residents soon. Thanks for all the hard work of the administration and staff. Elections: Early Voting & Election Day, November 8th at Takas Park Civic Center: There will be an election for three Windcrest City Council Positions and two Water Board positions. It is in November at the same time and on the same ballot as the State, County and National races and issues. Early Voting for the polling places for WINDCREST voting precincts 4050, 4051, 4107, 4192, and 4195 for early voting for the November 8, 2016 election will be at the Windcrest Takas Park and the hours are currently scheduled as follows: Interesting Sports News: Windcrest has always been known as the home of some super golfers. This year, the Greater San Antonio (GSA) Men’s Senior Championship was won by Windcrest resident John Pierce. The GSA Super Senior Men’s Championship was also won by a Windcrest resident – Mike Arnold. Both of these men are highly decorated amateur players and represent Windcrest! Congratulations to those two for this huge accomplishment. It is an oasis for all kinds of God’s creatures. We have carefully chosen the trees, bushes, and flowers which encourage populations of various insects, lizards, birds, and occasional wildlife. Veterans and active-duty military not in uniform can now render the military-style hand salute during the playing of the national anthem, thanks to changes in federal law that took effect this month. “The military salute is a unique gesture of respect that marks those who have served in our nation’s armed forces,” said Secretary of Veterans Affairs Dr. James B. Peake. “This provision allows the application of that honor in all events involving our nation’s flag.” Fostering a balance between predators and prey, we enjoy a mosquito free backyard. For those mosquitoes which escape their predators, we also have a bug zapper with ½ acre coverage. The new provision improves upon a little known change in federal law last year that authorized veterans to render the military-style hand salute during the raising, lowering or passing of the flag, but it did not address salutes during the national anthem. Last year’s provision also applied to members of the armed forces while not in uniform. One of the biggest predators of mosquitoes is the dragonfly. For hundreds of years, dragonflies have been referred to as “mosquito hawks.” They consume mosquitoes all hours of the day, from dawn to dusk. The National Wildlife Federation touts them as dangerous beauties because they are voracious predators and their appetite is bottomless! Traditionally, members of the nation’s veterans service organizations have rendered the hand-salute during the national anthem and at events involving the national flag while wearing their organization’s official head-gear. The most recent change, authorizing hand-salutes during the national anthem by veterans and out-of-uniform military personnel, was sponsored by Sen. Jim Inhofe of Oklahoma, an Army veteran. It was included in the Defense Authorization Act of 2009, which President Bush signed on Oct. 14. While dragonflies are great for mosquito abatement, they are also very colorful and interesting to watch. We have observed colors of purple, blue, green, yellow, and orange. They are aerial acrobats which provide quite a show with their darting and flitting. The earlier provision authorizing hand-salutes for veterans and out-ofuniform military personnel during the raising, lowering or passing of the flag, was contained in the National Defense Authorization Act of 2008, which took effect Jan. 28, 2008. Matt Vandenberg [email protected] Last month during one of our budget meetings I had mentioned that we should purchase a New Van for Animal Control. A Van that has AC front and in the rear. I hope that this will happen. Recently questions have arisen about the continued viability of a Volunteer Fire Department in Windcrest. While some have suggested that it is improper to raise this issue, I disagree. We always owe it to residents to explore all possibilities to ensure their continued safety. However, the manner in which we discuss important issues facing the city says a lot about us as a community. Do we present sincere questions, consider alternatives, acknowledge positives and negatives and invite a broad discussion? Or, do we criticize and demean in hopes that we can make something look so unattractive that any alternative will seem more appealing no matter the cost? The former of these options is what democracy is designed to foster. The latter leads to undesirable legislative outcomes. I welcome an open discussion about the future of firefighting in Windcrest, but only if the discussion is founded upon respect for those who literally put their lives on the line to protect people and property within our fair city. While we need to make whatever decision is best for the community, I fully expect that thoughtful consideration of the feasible alternatives will demonstrate that a volunteer fire department is a safe and economically sound course for Windcrest for the years ahead and that a change is needed not in the nature of the department, but rather in the form of increased support that we as a community provide to it. It has been a busy month for the City of Windcrest EDC! A ribbon cutting was held in September for our newest business Halfen USA. This construction technology leader recently opened its doors at 4965 Eisenhauer Road, and we are excited for its future here in Windcrest! Below is a picture from the ribbon cutting on September 7th. As far as other construction news goes, the City’s second Whataburger is moving along on schedule. Ground has also been broken for the Holiday Inn Express located behind Pollo Tropical. These will both be great additions to the City of Windcrest’s already successful business district! Founded in 1976, the Windcrest Citizens Patrol will be celebrating its historic 40th anniversary of service to the community. The organization would like to create a roster of past volunteers along with their present addresses and phone numbers. We appreciate the time and talent they dedicated to the organization and to the community as well as the commitment they evidenced by their participation. To help create this roster, please call one of the WCP Team Captains named on the back page of the newsletter. The list will help us plan for the October 20th social event marking this iconic Anniversary. If your branches are lower than 13 feet 6 inches, please measure and trim them accordingly. The Fire Department will be happy to know their trucks can pass through our streets safely as well as eliminating a traffic hazard for motorists. Plenty of rain has fallen this season; your efforts in keeping up with your lawn care are appreciated. Some contractors have been found to be working without permits; ask the contractor for their permit before starting work on your property. If the contractor says they don’t need one, ask us! Contractor signs can only be posted when they are physically working on your property. Whenever the contractor goes home so does the sign and when they return to work their sign can go back up. Political season is here! If you are placing signs on private properties, please get permission from the property owner before placing a sign on their property. For guidance on what size is allowed as well as where and when they can be posted, refer to the city ordinance in Chapter 109.
