Greetings,
One of the highlights of my job as Mayor is visiting with our employees,
learning more about you and your families, and hearing how much
pride you have in serving the citizens of Orange County. You are my
heroes and a constant source of inspiration.
Our employees are on the front lines interacting with the thousands
of citizens, businesses and tourists in Central Florida. Today we are
recognizing some of our most dedicated employees — those who
are celebrating more than 20 years of service to Orange County
Government. I’m honored to stand alongside you as a public servant.
I want to acknowledge and thank you for the outstanding work that
you do for Orange County and our citizens. I am proud to serve our
community with you, and recognize that your passion and work ethic
has a direct impact on our wonderful quality of life and helps to make
our region one of the best places in the world to live, learn, work and
raise a family.

Carol Nosal
Code Enforcement, 30 years
Community, Environmental and Development Services
Carol was born in Buffalo, New York, graduated from Boone High
School, and attended Mid-Florida Tech for blueprint reading.
She was hired by Orange County in 1984 to work at Emergency
Medical Services, and has since worked at Plans Coordination,
Real Estate Management, Office of Management and Budget,
Zoning, and is now a Settlement Coordinator with Code
Enforcement.
Carol has been married to David for 49 years, their children
include: Lisa, David, and Lynn; grandchildren: Tony, Lauren,
David, Felecia, Alysha; Great-grandchildren: Dyson, River and
Audrey. Outside interests include: gardening and traveling.
Carolyn D. McFadden
Building Safety, 30 years
Community, Environmental and Development Services
Carolyn was born in Brooklyn, NY, and graduated from
Orlando Vo-Tech, and Southern College.
She started with Orange County in Building Safety as a
Clerk-Typist, and was promoted to Permit Analyst and Senior
Permit Analyst.
Carolyn has one daughter: Shanese; one son: Eric;
granddaughter: Jillian; and grandson: Eric Jr. She volunteers
with her church: New Covenant Baptist, and back-to-school
and Health Fairs in her neighborhood.

Angeli Williams
Administration Command, 25 years
Corrections
Angeli was born in Sanford, graduated from Seminole
High School and Seminole Community College. Earned a
Bachelor’s and Master’s Degree from Florida State University.
She started with Orange County in 1989 in Community
Corrections’ Work Release Center, and has worked in the
Classifications and Inmate Programs and Support Division.
Angeli is the Aunt/Mother to Markita and grandmother to
Elise Angeli Rina. Outside interests include: Bowling, working
out, cooking, gardening, and spending time with family and
friends; and she volunteers with Good News Jail and Prison
Ministry at the John E. Polk Correctional Facility.
Carl S. Rue
In-Custody Support, 30 years
Corrections
Carl was born in Winter Haven, graduated from Winter Haven
High School, and attended Mid-Florida Technical School for
the Motor Transport Operator Program.He served for 3 years
in the US Army, stationed at Ft. Hood, Texas.
Carl started his career with Corrections at the Juvenile Section
of the Main Facility. Carl was recognized for his response
in handling a major disturbance at the MJB Annex.He is
currently assigned to the Laundry Section.
Carl is married to Pamela, and he has one daughter: Kira;
two grandchildren: Rome J. Perry, and Zaelyn T. Perry. In
his spare time, Carl works with the Mt. Olive A.M.E. Church
and provides catering for them; he also enjoys traveling,
listening to music, chaperoning field trips, family outings, and
spending time with his grandchildren

Karen Wittman
Youth and Family Services, 25 years
Family Services
Karen was born in Johnstown, Pennsylvania, and lived in
Fort Wayne, Indiana.
She was hired by Orange County in 1989 as a Family
Teacher Assistant. Karen has an AA degree in Dietary
Management, BS in Psychology, and a Master’s in
Organizational Management.
Karen has been married to Jeff for 32 years. Outside
interests include: Spending her free time with her husband
and three grandchildren, and she serves as a Board
Member and volunteer with children at her church.
Lauren A. Buckner
County Administration, 35 years
Lauren was born in Pennsauken, NJ, moved to Orlando in
1964, and graduated from Winter Park High School.
She started with Orange County in the Civil Defense
Office of Emergency Services.Lauren has worked in the
Planning Department, the Office of Regional Mobility, and
the County Administrator’s Office. She assisted with the
creation of the working board for the 911 system in 1980.
Lauren has one daughter: Jacqueline; son-in-law: Scott; two
granddaughters: Angel Marie, 15, and Lillian Ann, 6. Her
passion is her grandchildren, and working with the United
Way Campaign. Lauren is involved in the Pine Castle Safe
Communities Preservation Association.

Daniel J. Horan
Operations, 25 years
Fire Rescue
Daniel was born in Detroit, Michigan and served in the U.S.
Army for four years. He obtained his Fire Standards from St.
Petersburg Vo-Tech Institute.
Daniel joined Orange County in 1989, and promoted to
Engineer in 2003. He has received several Unit Citations, and
a Distinguished Service Award. He has served several years
as a Union Steward.
Daniel is married to Kimberly, and they have one daughter:
Lindsay; and one son: Gavin.
Miles W. Carpenter
Operations, 25 years
Fire Rescue
Miles was born at Loring Air Force Base, Maine, and moved
to Central Florida in 1969 after his father died in Vietnam. He
graduated from Winter Park High School and earned his Fire
Standards from Seminole State College.
Miles joined Orange County in 1984, promoted to Engineer
in 1995, and to Lieutenant in 2003. He has worked with the
Transfer Unit for five years, and with Special Operations for
20 years.
Miles has been married to Penny for 30 years, and they
have three children: Brittany, Candice, and Sydney; and two
grandchildren: Trae, and Jayden. In his spare time, Miles
enjoys biking, hiking, and swimming.

José P. Gainza
Operations, 25 years
Fire Rescue
José was born in Coral Gables, Florida, graduated from Archbishop
Curley Notre-Dame High School, and attended the University of
Florida for two years.
He joined the U.S. Navy where he served as a Corpsman, was a
member of the Medical Mobile Augmentation Response Team in
the Persian Gulf, and served on the following ships: USS Okinawa,
USS Guadalcanal, and USS Saipan. José was hired in 1989 as a
Firefighter/EMT, and obtained his Paramedic certification in 1991.
He was one of the first EMS Field Supervisors, promoted to LT in
1998; graduated Cum Laude with a degree in Public Administration;
promoted to Battalion Chief in 2006; Assistant Chief in 2013.
José is married to Laurie, and they have four children: Tom, JP, Nick,
and Ellery. He is an avid soccer fan, and has played in the Adult
Soccer League for 25 years.
David A. Rathbun
Planning and Technical Support, 25 years
Fire Rescue
David was born in Ft. Lauderdale, and moved to Orlando in 1988.
He graduated from South Plantation High School, the University
of Phoenix, and Barry University with a Masters in Public
Administration. David served in the U.S. Navy for four years.
Hired in 1989 as a fire fighter with Orange County, and promoted
to Lieutenant in 2000, Battalion Chief in 2001, Assistant Chief in
2008, and Division Chief in 2009. David developed the first fire
apparatus replacement plan. He coordinated the logistics section
for the Field Operations Center during the 2004 hurricanes.
He is married to Michele and they have two children: Alan,
and Jonathan; three step-children: Sean, Kaci, and Tori; two
grandchildren: Julian and Scarlett. David’s hobbies include:
fishing, camping, snow skiing, and the Minnesota Vikings.

Mark V. Massaro
Public Works, 30 years
Mark was born in Totawa, NJ, and lived in Ft. Wayne, IN before
moving to Orlando in 1984. He has a BS in Engineering from
Indiana Institute of Technology, and a Master’s from Indiana
University.
Mark started his career with Orange County as an Engineer
II, and has been promoted to Senior Design Engineer, Traffic
Manager Engineer, Roads & Drainage Manager, Deputy Director,
and is now the Director of Public Works. He has received
numerous individual, and has served on many committees and
organizations throughout his career.
Mark is the lead for the annual Pasta with a Purpose Luncheon
fund raiser for Great Oaks Village, going into their fifth year.
He has been married to Wanda for 35 years, and they have
three children: Scott, Jennifer, and Vincent; three grandchildren:
Joseph, Troy, and Colette. Mark enjoys fishing, sailing, camping,
and all outdoor activities. He travels extensively to Europe,
Australia, New Zealand, and Ireland is forthcoming.
Alex Roberts
Customer Service, 25 years
Utilities
Alex was born in Newark, NJ, the fourth of 13 children, and
relocated to Miami in 1977, then to Orlando in 1988. He
attended Miami-Dade College and majored in Architectural
Engineering.
Alex started with Orange County in 1988, and become a
permanent employee in 1989 as a Meter Reader II. In 2005, he
was promoted to Senior Meter Reader.
Alex has one daughter: Kimah; studied Martial Arts, enjoys
cooking shows, and taking things apart, and putting back
together again.

Klell D. Hollar
Field Services, 25 years
Utilities
Klell was born and raised in Orlando, graduated from
Oak Ridge High School. He started as a Trades Helper
with Orange County in 1989, and is now a Maintenance
Coordinator.
Klell is involved with many church activities, coaches
softball, and youth soccer. He helps with the annual
“Hooked on Fishing, not on Drugs” Program.
He has two children: Christopher, 20; and Sheyenne, 10.
Klell enjoys tournament fishing, hunting, and helping to
keep teens off the street.
John C. Groen
Field Services, 30 years
Utilities
John was born in Winter Park, graduated from Colonial High
School, and has attended numerous trade schools and
certification programs.
He completed the Supervisory Development Series
Program. John has been awarded many personal and team
recognition awards and Letters of Appreciation. He has
been promoted several times, and is currently serving as a
Operations Specialist. John represented Orange County in
the statewide competition: “Operations Challenge” within
the Wastewater Industry.
He is married to Diana, and they have three daughters:
Stacey, Kalyn, and Tiffany; two grandchildren: Skyler,
and Raylan, with another on the way. John enjoys grilling,
reading, and spending time with his family.

James L. Buys
Facilities Management, 25 years
Administrative Services
Jim was born in Seoul, South Korea, and moved to Central
Florida in 1972. He graduated from Seminole Community
College, and hired by Orange County in 1988 as a Trades
Helper.
Jim has received several promotions, including HVAC
technician, special services coordinator, and is currently the
District Maintenance Coordinator for the West District. He
assisted with the “Ride United” fund raiser for United Way.
Jim is the proud father of two girls: Ashley, 19; and Amanda,
23. He is an avid golfer, and a fan of the Atlanta Braves and
Orlando Magic.
Alfred F. Tumin, Jr.
Fleet Management, 35 years
Administrative Services
Fred was born in Bethesda, Maryland; graduated from Walter
Johnson High School; attended Montgomery College; and
received an AS degree from Brevard Community College.
He has worked in Fleet Management his entire career.
Fred was elected Secretary/Treasurer for Local 517; and
is currently a Delegate to the Southeast Laborers District
Console and Executive Board member. Fred is a Quality
Control Inspector.
He has been married to Lynda for 32 years, and they have
two daughters: Kristin, and Mary Beth. Fred collects stamps
and coins.
