Angela Broom, whilst a divisional manager of Freyssinet S.A. (Pty) Ltd., was instrumental in the development and marketing of the internationally acknowledged “ROAD PATCH” which was launched in 1986. A management buyout of the roads division by Angela in 1993 heralded the birth of the company in its present form. Angela has served for two years as chairman of the Central Region of the Southern African Bitumen Association and has served on it’s National Council for three years. She is a founder member of the Southern Africa Society for Asphalt Technology on whose National Council she served for three years including two years as chairman for its central region. Angela serves on both the council and executive committee for the Institute of Municipal Engineering of Southern Africa (IMESA) and on the council for the Southern African Road Federation (SARF). Angela is currently the Managing Director of AJ Broom Road Products (Pty) Ltd and takes an active interest in the industry and its clients. AND 13h00 - 16h00
Session 2 : Exploring How The System Of Intergovernmental Relations Can Eliminate Interdepartmental Fragmentation In Government
Current responsibility for road safety enforcement is fragmented, with 465 local authorities and 83 provincial stations in South Africa applying a variety of different rules. The workshop will engage participants in Commissions to explore:
• The legislative and policy environment for intergovernmental relations - how intergovernmental relations should work in practice
• The planning cycle across the three spheres of government
• The current strategies of role-players and proposals for new approaches
• Integrative strategies and skills
• Networking and communicating with partners • New directions in road safety – guidelines for intergovernmental best practices
By attending this workshop you will:
• Discuss the functions of different government departments for improved service delivery in road safety
• Establish the main constraints to achieving intergovernmental coordination and integration
• Discuss how the system of intergovernmental relations can foster improved policy implementation in road safety across the three spheres of government

• Develop guidelines on how to use integrated planning to promote coordinated road safety
• Develop plans to ensure that strategies that will improve intergovernmental and stakeholder communication and consultation practices

With previous experience in infrastructure development and public administration, Sheila hopes to bring to the workshop a clearer understanding of how a cooperative and coordinated system of governance is critical to the success of critical national programmes such as road safety. An Overview Of Road Carnage Statistics And The Current Road Safety Situation In Africa According to the Global Road Safety Partnership, 80% of the accidents in the world occur in Africa, despite the fact that only 40% of the world’s vehicles are found in developing countries in Africa. In South Africa road accidents cost R38 billion per year. Owing to inflationary and other economic factors, these figures are set to increase yearly if no action is taken.

Why the question of political will? The Minister of Transport is on record in posing the question as to the number of accidents and consequent fatalities at intersections and the whereabouts of traffic officers at these scenes of carnage. Yet everyday we hear of more and more fatalities but there seems to be less action being taken against this type of offender.

With the 2010 Soccer World Cup drawing closer, there is a greater focus on the capacity of South African transport systems to handle the influx of participants and spectators who are expected to visit the country. The challenge is in ensuring that these systems are managed efficiently to ensure safe travel for all. Last year, IQPC’s 2nd Annual Road Safety event attracted several delegates from across Southern Africa to discuss the latest developments in traffic safety and to come up with solutions to address current challenges. Extensive research with road safety professionals has shown that there is a need for proactive contributions from all parties involved in road safety.
