AACC
The importance of community colleges in preparing nurses
and allied health professionals to meet the nation’s need is
strong and growing. The colleges already educate the majority
of these essential health-care workers, and federal laws and
policies are calling for new academic and career pathways. The
goal? A diverse workforce that reflects the nation’s changing
demographics and is prepared to deliver high-value care in an
evolving health-care system.
The Voice of America’s
Community Colleges
To help meet those needs, AACC and its member colleges
have created the Health Professions Education Center (HPEC),
which brings together health providers, businesses, and
workforce leaders to leverage resources to address America’s
health-care challenges. Through collaboration and partnerships,
HPEC supports community colleges in achieving the following:

all 2-year colleges, AACC represents 1,200
colleges serving more than 12 million
students each year, making community
colleges the largest and fastest-growing

allied health programs, while securing for community colleges
a proportionate share of federal funding appropriated for
those purposes.
◾◾ Bolstering existing and building new pathways to support
the career and academic progression necessary for a
well-prepared 21st-century health-care workforce.
◾◾ Building the infrastructure to allow for redesigned and
interdisciplinary curricula to support the nation’s health
system shift to delivering quality, team-based care.
◾◾ Expanding the workforce educated at the graduate level
to meet the nation’s need for faculty while also increasing
access, emphasizing prevention and wellness, and
decreasing cost.
◾◾ Increasing access to and satisfaction with health care across

Facts About…
Registered Nurses (RNs)
Licensed Practical Nurses (LPNs)
◾◾ Associate degree in nursing (ADN) programs educate nearly
57% of RNs.
◾◾ Two-year colleges educate more than 90% of LPNs.
◾◾ Both 2- and 4-year schools of nursing teach the
competencies necessary for successful RN practice, as
measured by RN licensure exam pass rates and shared
workplace roles.
◾◾ Only graduate-level nursing programs provide RNs with the
competencies required for specialty, advanced practice, and
faculty roles.
◾◾ ADN-prepared RNs represent a solid economic and social
investment, since they are more likely to work and reside in
the states where they earn their degrees.
◾◾ Three quarters (74.8%) of RNs in rural settings received their
initial nursing degrees through either an ADN or diploma
program, at 57.2% and 17.6% respectively.
◾◾ Primarily due to shortages of faculty and clinical sites, in
the 2009–2010 academic year ADN programs rejected 46%
of qualified applications, compared with 37% of bachelor
of science in nursing (BSN) programs and 21% of diploma
programs.
◾◾ ADN schools of nursing provide the nation its greatest
nursing workforce diversity, graduating about 71% of Black
and Hispanic RNs.
◾◾ ADN schools have educated nearly 70% of RNs caring for
geriatric and long-term care patients.
◾◾ LPNs held about 753,600 jobs in 2008 with about 25%
employed in hospitals, 28% in nursing care facilities, and
another 12% in physicians’ offices. Others worked for home
health-care and employment services; residential care and
community care facilities for the elderly; outpatient care
centers; and federal, state, and local government agencies.
◾◾ The employment demand for LPNs is expected to grow by 21%
between 2008 and 2018.
◾◾ Driven by an aging population with growing long-term care needs
and a general increase in demand for health-care services,
demand for LPNs will exceed growth in most other occupations.
Allied Health Professionals
◾◾ The allied health professions constitute the majority of the
health-care workforce and include both highly educated
individuals and those with competencies developed through
on-the-job training.
◾◾ Community colleges educate the majority of allied health
professionals.
◾◾ ADN- and BSN-prepared RNs are equally competent to
serve in leadership roles in management or administration
positions at 33.6% and 34.8%, respectively.
◾◾ Allied health careers comprise more than 200 specialty fields
including dental hygiene, dietetics or nutrition, emergency
medical services, health information technology, clinical
laboratory sciences and medical technology, cytotechnology,
occupational therapy, physical therapy, radiologic technology,
nuclear medical technology, rehabilitation counseling,
respiratory therapy, speech-language pathology, and audiology.
◾◾ More than 1 million health-care workers have chosen to
become RNs through ADN programs, making ADN-prepared
RNs the largest cohort of RNs with health occupation
experience prior to becoming nurses.
◾◾ Many allied health professionals educated in 2- and 4-year
programs (e.g., respiratory therapists and radiographers)
pass the same licensure exam and share the same scope of
practice.
◾◾ Nearly 25% (341,025) of ADN-prepared RNs held academic
degrees prior to earning their nursing degrees. Of that
percentage, 42% (142,789) held bachelor’s degrees.
◾◾ Key allied health professions are experiencing workforce
shortages. By 2018, the nation will need additional
radiographers (17%), occupational therapist assistants (30%),
physical therapist assistants (33%), dental hygienists (36.1%),
and home health aides (50.0%).
◾◾ The majority of medical military corps workers (61.1%)
choosing to become RNs have become ADN-prepared RNs.
◾◾ Employers are equally likely to hire ADN- and BSN-prepared
RNs, with 75% of all RNs working in nursing.
◾◾ Hospitals employ comparable numbers of BSN- and ADNprepared RNs at 646,695 and 626,119, respectively.
◾◾ About an equal percentage of ADN- and BSN-prepared RNs
are employed in public or community settings, at 33.7% and
36.4%, respectively.
◾◾ ADN-prepared RNs are an excellent solution to the faculty
shortage, because they are poised to achieve graduate
degrees via approximately 173 RN to master of science in
nursing (RN to MSN) programs.
◾◾ Community colleges in three states (FL, IN, and WA) directly
confer the BSN.

◾◾ Many community college LPN programs encourage graduates
to earn the associate degree in nursing by completing a second
year of nursing study—referred to as 1+1 programs.
◾◾ Moving to a technologically advanced health-care system
is dramatically increasing the need for highly skilled health
information technology (HIT) experts to support the nation’s
transition to electronic health records (EHRs). The HIT
profession is expected to grow 20% by 2018.The federal
government has invested in community colleges to rapidly
build a qualified workforce to ensure the adoption of EHRs,
information exchange across health-care providers and public
health authorities, and the redesign of workflows within healthcare settings.

Colleges Are…
Key to protecting the nation’s health
As the predominant educator of both the nation’s nursing
and allied health professions workforces, community
colleges are essential to ensuring the quality and availability
of healthcare. The colleges provide accessible, affordable
education to millions of health care professionals in every
state. Without associate degree program graduates, our
communities would face an immeasurable health-care crisis,
making patient care and safety virtually impossible.
Essential to the nation’s emergency preparedness
Community colleges are central to the nation’s security
and safety. They educate the majority of America’s first
responders and have rapidly responded to policymakers’
directives about the education necessary to keep America
healthy and secure—from agroterrorism or bioterrorism
incident management to airport and rail security to casualty/
fatality management and disaster relief. Furthermore,
community colleges have been a catalyst to invigorate
community analysis of homeland security issues and are
attuned to new and emerging security needs.
Responding to calls for a larger and a moreeducated public health workforce
The United States will experience a shortage of 250,000
public health workers (one third of the workforce needed) by
2020, and federal policymakers have called for an increased
community college role to deliver a more educated and
larger public health workforce. Healthy People 2020—the
Department of Health and Human Services doctrine setting
national health goals—calls for an increase in the proportion
of 2-year colleges offering public health or related associate
degrees and/or certificates. The Patient Protection and
Affordable Care Act (health-care reform) has emphasized
the need for health-care professionals capable of providing
wellness and preventive care and of caring for patients in
community and public settings. Community colleges are
working to build partnerships to leverage the community
college infrastructure and experience to create new academic
progression and career entry pathways in public health.

Challenged to meet the nation’s demand for nurses
and allied health professionals
Both 2- and 4-year health professions programs face many
challenges. A common problem is shortages of faculty in
classroom and clinical settings; clinical sites where students
learn to care for patients; and classrooms, lab spaces,
and equipment. Decreased state funding exacerbates
these challenges as community colleges are more reliant
on state funding and state-level budget reductions have
disproportionately affected the colleges’ ability to overcome
barriers to meeting community need. In 2007–2008, about
14% of community college budgets comprised federal funds,
compared with 36% in state funds. In addition, most federal
capacity-building funding is directed to bachelor’s-level programs.
Increasing the diversity of the nation’s health
professions workforce
Tapping the talent of the diverse community college
student enrollment can strengthen national goals targeted
at increasing health-care workforce diversity. Community
college students constitute the following percentages
of all U.S. undergraduates: 43%, Native American: 55%,
Asian/Pacific Islander: 45%, Black: 44%, and Hispanic:
52%. Community colleges have provided America its
greatest nursing workforce diversity, educating the following
percentages of minority RNs: Non-Hispanic, Black: 52.6%;
Hispanic, all races: 55.3%; Non-Hispanic, American Indian/
Alaska Native: 65.9%; Non-Hispanic, Native Hawaiian/Pacific
Islander: 46.3%; and Non-Hispanic, multiracial: 55.4%.
Responding to critical need for faculty, nurse
practitioners, specialists, and other graduateprepared nurses
In response to Carnegie Foundation and Institute of
Medicine recommendations and health-care reform goals
calling for a more-educated nursing workforce, community
colleges have made increasing the number of RNs who
achieve graduate-level nursing degrees a high priority.
Specifically, community colleges are working to bolster the
academic progression of ADN-prepared RNs to the nation’s
existing 173 RN to MSN programs that prepare RNs for
faculty and primary care provider roles. Data underscore
the importance of bolstering this pathway: After becoming
RNs, nurses typically achieve a single additional nursing
degree. The majority of ADN-prepared RNs who earn second
nursing degrees attain BSNs, which do not expand the
competencies of RNs.

Providing nurses to care for the increasingly
aged U.S. population
to Rapidly and Cost-Effectively Reduce
Shortages of Health-Care Workers,
Ensure Patient Safety, and Meet
Health System Change Projections
ADN-prepared RNs have demonstrated their commitment
to caring for geriatric and long-term care patients—more
than twice as many ADN- than BSN-prepared RNs are
employed in nursing home or extended-care facilities,
at 52.7% (71,426) and 24.8% (33,576), respectively. As
the U.S. population ages, the nation will grow to need an
additional 260,000 RNs by 2025, and by 2018 will see
employment increases for LPNs (21%) as well as many
allied health professionals.
Recruiting students to health professions programs
and providing academic and career pathways to
current workers.
In July 2010, with a U.S. Department of Labor grant, AACC
began working with its partners to build the nation’s Virtual
Career Network-Healthcare to recruit people for the healthcare professions as well as to enable current health-care
workers to progress academically and within their careers.
In 2012, VCN-Healthcare will be accessible on the Internet,
offering a step-by-step online process designed to assist with
determining whether a health-care career is an appropriate
choice and enabling those choosing a health-care career to
map their futures.
What can
Congress do?
Direct a proportionate share of federal support
to nursing programs at community colleges.
Community colleges educate the majority of RNs and do so
more cost-effectively and efficiently. An ADN student at a
public community college pays $6,120 in tuition and fees
compared with costs of $10,528–$21,960 to earn a BSN
at a public 4-year college. Generally, the BSN requires at
least 120 credit hours and the ADN requires 71.5 credit
hours. Despite their savings and efficiencies, community
college schools of nursing receive only a fraction— just
2% in 2010—of the Public Health Service Act Title VIII
Nursing Workforce Development program funding to support
undergraduate nursing. In plain terms, in FY 2010 ADN
programs received 1 out of every 40 nursing-related Title
VIII grant investments.
Make community colleges eligible for participation
in federally funded programs targeted at
increasing RN program enrollments to bolster
the nursing workforce.
While community colleges experience the greatest demand
for RN program admissions, the federally funded Nurse
Education, Practice, Quality and Retention funding for the
purpose of expanding enrollments exclusively supports
expansion of BSN programs.

Make advancing ADN-prepared RNs to master’s
level nursing programs a key strategy in proposals
to strengthen and stabilize the nursing workforce,
including to address the faculty shortage.
What can state
legislatures do?
Ensure that state regulations and laws recognize the
single scope of practice that exists for all RNs.
Without additions to the nursing faculty and primary care
workforces, the nation cannot meet the health-care needs
of its citizenry. Approximately 173 graduate-level nursing
programs enroll and educate ADN-prepared RNs to serve in
faculty, primary care provider and other advanced nursing
roles. Nearly 21% of ADN-prepared RNs continue their
education to attain a second nursing degree but most
only attain a BSN, which does not prepare nurses for
responsibilities beyond the RN level.
For more than 50 years, ADN-prepared RNs have
demonstrated their competencies by passing the RN
licensure exam, and they do so with pass rates comparable
to those of their BSN-prepared counterparts. Federal data
demonstrate that ADN- and BSN-prepared RNs serve
at about the same percentage in leadership roles in
management or administration positions and in public or
community settings. Furthermore, employers are equally
likely to hire ADN- and BSN-prepared RNs, and employment
in hospitals does not vary significantly by the type of
degrees RNs hold.
Strengthen the efforts of federally funded national
health-care workforce advisory groups through
community college participation.
Provide state funding to community colleges to
increase the number of graduates by expanding
health program capacity.
Community colleges are the predominant resource ensuring
the development of a diverse health-care workforce in all
communities of our nation, including those in rural and urban
areas that traditionally are underserved. Moreover, these
professionals are the engines of the nation’s largest industrial
complex, the health-care industry, generating the leading
share of the U.S. gross domestic product at 17.3% in 2009.
Absent community college experts serving on national healthcare workforce groups, a bias in a group’s expertise could be
created. Such a void diminishes each commission’s potential
in assessing whether the demand for health-care workers is
being met.
State support constitutes a significantly higher percentage
of community college budgets than it does for the budgets
of 4-year institutions. Community colleges are turning
qualified students away from health professions programs,
a trend likely to continue as tuitions increase at 4-year
institutions, shortages of faculty grow, and the nation’s
demand increases.
Include ADN-prepared RNs—poised and eligible for
direct enrollment in graduate nursing programs—in
efforts to expand the nursing faculty and nurse
practitioner workforces.
The nation’s need for nursing faculty and nurse practitioners
(primary care providers) could be met if just a fraction of
the 21% of ADN-prepared RNs who opt to attain a second
nursing degree graduated from the nation’s existing 173 RN
to MSN programs.
Make community colleges eligible for participation
in all state-funded programs enabling nursing and
allied health program expansions.
Community colleges provide the most efficient and costeffective means of educating high-quality nurses and allied
health professionals.

What can hospitals
and other healthcare providers do?
Facilitate nurses and allied health professionals
serving as faculty in classroom and clinical settings
and provide clinical sites and other resources
to support community college nursing and allied
health programs.
Partnerships focused on removing barriers, including lack of
clinical education facilities and preceptors (clinical faculty)
and faculty for classroom teaching, are key to community
colleges’ ability to increase nursing and allied health
program enrollments and graduations.
Ensure that RNs graduating from all program types
are equally valued.
While different types of institutions educate RNs, all RNs
share a single scope of practice and preparation.
Encourage RNs to adopt lifelong learning to advance
academically in graduate-level programs that provide
skills beyond the RN-level.
Nursing programs must have nursing faculty to ensure the
availability of RNs to meet each community’s health-care
needs. RNs must be encouraged to and supported in achieving
graduate-level education through RN to MSN programs where
competencies are expanding beyond the RN level.

Partner with community colleges to secure
funding to grow the nation’s health professions
workforce.
Congress has provided federal programs to allow
hospitals to partner with colleges to address health-care
workforce challenges. Similar investments from state
and foundation entities are supporting partnerships to
address local and state health-care workforce needs.
Share board representation: Serve on community
college boards and ensure that community
college representatives serve on hospital boards.
By working together, community colleges, hospitals and
health-care organizations can develop and implement
community solutions.
Recruit high school students and others into
health-care careers.
Collaborate with community colleges to increase
awareness in secondary schools of the nursing and
allied health professions.
Share your data about current employees and
projected need.
Community colleges are poised to meet local workforce
needs, which require data to support program planning.
