DECA CONNECTS
The Competitive Events to the Classroom
Vision 2012
By 2012 DECA will offer a comprehensive competitive events program fully aligned with the national curriculum
standards in the career clusters of Business Management and Administration Finance, Hospitality, and Marketing.
The realignment will be accomplished by using a systematic implementation strategy based on the
comprehensive competitive events framework adopted by the DECA Inc. Board of Directors in April of 2008.
Designing the Comprehensive Competitve Events Framework
The comprehensive competitive events framework was developed by a blue ribbon commission
of leaders in career and technical education. The framework creates a strategic vision for
transforming the competitive events program to offer competitive events at each of the four
tiers (Business Administration Core, Cluster Core, Pathway, and Career Specialties).
Six curriculum planning levels within each tier:
1. Prerequisite
4. Supervisor
2. Career Sustaining
5. Manager
3. Specialist
6. Owner
Specific components of the Comprehensive Competitive Events Framework include:
1. The specific academic and technical content to be addressed by competitive events at each tier,
2. Competitive event models (individual series events, case studies, business plans, research reports,
etc.) appropriate for each tier,
3. Integration of comprehensive exams at each tier, thereby reducing the number of unique comprehensive exams making and them easier to manage,
4. A formula for determining the number of events in each cluster based on student career interest,
5. An analysis of current event offerings to identify the possible changes that will be necessary to
implement the framework and
6. An implementation schedule to complete the transition in three years.
Academic and Technical Content
The National Curriculum Standards for Business Management and Administration, Finance, Hospitality, and
Marketing will be the source for the specific academic and technical content used in DECA’s competitive events
at each tier. The standards for Business Management and Administration, Finance, and Marketing were developed by MarkED as part of the States Career Cluster Project led by the National Association of State Directors of
Career and Technical Education (NASDCTEc). The Hospitality Standards are currently under development.
All standards are based on input from business and industry. The standards are organized into four tiers based
on levels of specificity. Each tier identifies content by instructional area, performance elements and performance indicators. Curriculum planning levels (prerequisite, career-sustaining, specialist, supervisor, manager,
and owner) are also identified for each performance indicator.
Alignment with Course of Study
By aligning the competitive events with the four tiers in the National Curriculum Standards, the competitive events framework will allow teachers to integrate competitive events into typical sequences
of instruction and course offerings for each career cluster.

Comprehensive Competitive Events Framework
The comprehensive competitive events framework is designed to be a planning tool for revising and
restructuring the competitive events program over the 2009 to 2012 period. The implementation of
changes in the competitive events program will be phased in during this time period by the board of
directors based on additional input from competitive events committees addressing each aspect of the
framework. The framework will guide but not dictate the process.
The chart below reflects the projected competitive event models and content area of event that constitute
the framework.

Two competitive events for each cluster that are based on the Business Administration Core plus
a limited number of performance indicators relating to career awareness in each cluster. The
performance indicators would be drawn from the Prerequisite (PQ) + Career-Sustaining (CS) +
Specialist (SP) curriculum planning levels. To focus the events on first-year students, we recommend that the scope of the events advance from district to state/provincial to national.
The district and state/provincial events would focus on Prerequisite (PQ) + Career-sustaining (CS) with the national events including both of these levels plus Specialist (SP).
Four events (one in each cluster) would use a new model of competition that uses a
comprehensive exam and one career interview. The interview would involve questioning by a businessperson covering career awareness in the specific cluster and the
Business Administration Core skills. These events would be in the following content
areas:

Four events would involve the same performance indicators but would be structured
similarly to DECA’s Quiz Bowl. Two to three students would form a team and compete
against other teams in their cluster.

There are 19 identified career pathways in the four clusters under consideration. The ultimate goal is to
offer competitive events in each pathway. Some of the pathways may not have sufficient enrollment to
justify competitive events at the pathway level for high school students. Other pathways can be addressed by competitive events that can apply to multiple pathways. DECA also has a history of multiple
competitive event models at the pathway level. Taking all of those variables into consideration, the
framework recommends the following:
The pathway events should be offered using the Series Event format and the Prerequisite (PQ)
+Career-Sustaining (CS) +Specialist (SP) curriculum planning levels. The competitive event models and content area are examples and should be reviewed in the context of the states’ implementation to make sure they align with the overall curriculum model.

The competitive events framework to this point has focused high school events on the Prerequisite (PQ) +Career-Sustaining (CS) +Specialist (SP) curriculum planning levels excluding
most supervisory, management and owner levels. While this is a realistic approach for most
students, there is interest in and application for events that explore clusters and pathways
using management higher-level performance indicators. Examples include Business
Plans, Business Research and chapter projects. The committee believes these events offer students an opportunity to apply and extend their classroom training. The following competitive event models and content area are recommended in this catagory:
