The City of Burnaby is committed to ensuring Burnaby continues to be a
vibrant and resilient community, built on a solid base of economic, social
and environmental sustainability.
With the successful completion of both the Social Sustainability
Strategy and the award-winning Economic Development Strategy, the
City is now developing an Environmental Sustainability Strategy.
Burnaby is already recognized as an environmental leader. The process
to develop the new Environmental Strategy will bring together hundreds
of Burnaby citizens to sharpen and refine our environmental focus in a
way that reflects needs and expectations of Burnaby citizens. The Strategy
will articulate a vision, goals and achievable actions that recognize current
challenges and opportunities, while providing the flexibility to adapt to
changing needs and opportunities.
The Strategy will be developed over two years and will include
opportunities for participation and input from a broad range of community
members, including, for example, stewardship groups, environmental
leaders, non-profits and businesses in an open and inclusive communitybased process. All of these community members will work with a blueribbon steering committee, chaired by Mayor Derek Corrigan, to develop
the strategy. The committee will be appointed by Council in spring 2012.
The development of the Environmental Sustainability Strategy will
be complemented by two other related studies, a Community Energy
and Emissions Plan and a Metrotown District Energy (Pre-Feasibility) Study.
The Community Energy and Emissions Plan will develop a framework to
help reduce energy use and greenhouse gas emissions within the city. The
Metrotown District Energy (Pre-Feasibility) Study will look at the possibilities
in this town centre area for district energy systems that would improve
efficiency and reduce emissions from heating and cooling systems. These
studies will be funded in part by BC Hydro through a partnership agreement.
The Environmental Sustainability Strategy, along with the two energy
initiatives, will complement and support the Social Sustainability and
Economic Development strategies.

25 to 30 years to complete the combined sewer elimination
program.
New Water and Sewer Pumping Stations
Aging water and sewer pumping stations will be upgraded to
meet growth-related demands. Specifically:
• a new $3 million pumping station in North Burnaby will replace the aging Curtis/Duthie station. It will feature a pump design that will reduce operating and maintenance costs. Design and construction is being led by the City with joint funding from SFU and Burnaby Mountain Community Trust.
• a new Gilmore sewage pump station will be completed in 2012 to accommodate population growth in Brentwood Town Centre.

The City of Burnaby is committed to social, environmental
and financial sustainability. Ongoing maintenance of water
and sewer infrastructure is critical to Burnaby’s success in all
of these areas because it ensures environmental and human
health and it allows infrastructure issues to be addressed
when financially prudent, not when a potentially costly
crisis arises due to lack of ongoing attention.
To ensure Burnaby will continue to provide sustainable
utility services and infrastructure, several important projects
are under way.
On October 3, 2011 Burnaby Council celebrated the 15th year
of honouring our City’s Local Heroes in a special ceremony
at City Hall. Local Heroes are community volunteers who
have been nominated because of their significant personal
contributions to our community’s well-being. For more

2011 Sewer and Water Rates
Burnaby City Council has approved a 6% increase in sanitary
sewer rates and a 6% increase in water rates for 2012. The
new rates reflect a Metro Vancouver increase to the supplycost of water, sewer levy charge increases billed to the City
by the Greater Vancouver Sewerage and Drainage District
(GVS/DD) and the replacement of aging infrastructure. The
average cost per household of both services combined is $79
per month.
Water Main Replacement
The City is committed to ongoing replacement of aging
water mains that are at the end of their useful life. Through
the annual replacement program, the City has made good
progress in replacing these aging pipes.

Combined Sewer System Replacement
The combined sewer system that was built in the north
Burnaby and southeast Burnaby areas in the 1950s
conveys both drainage and sewage in the same pipe. This
leads to occasional sewer overflows during heavy rainfall
periods. The City initiated the combined sewer separation
program 12 years ago with the goal of installing separate
storm and sewer pipes. Given the complex nature of the
replacement work, it is estimated that it will take a further

The award-winning City of Burnaby Griffiths Drive pedestrian and cyclist overpass has been
‘brightened up’ with the investment of additional lighting improvements including energy
efficient blue LED and white metal halide lights for night-time use. This overpass provides
an important connection for pedestrians and cyclists between the urban trail network in the
Southpoint-Taylor Park neighbourhood and the walkways leading to Byrne Creek Secondary

The Burnaby Branch of the B.C. Retired Teachers Association (BCRTA), supported by
the City of Burnaby Community Heritage Commission, is working on a book project,
the History of Burnaby Schools: 1892-2012, to celebrate the 120th anniversary of the
Burnaby school system. To help with this project, the Commission is inviting community
members to submit their stories of attending, teaching, or working at Burnaby schools. The
story could be about a favourite or infamous student, a memorable school event, the teacher
that mentored you, or the field trip you’ll never forget. Submit your story today!
Submitted stories should be between 100-200 words, and can be emailed to
[email protected]. While every effort will be made to include all
submitted stories in the final book, all collected stories will be preserved for posterity in the

Single Family Residence
Burnaby’s Animal Control Bylaw requires that dog owners purchase
a licence for their dogs. There is a limit of two dogs per household.
Dog licences may be purchased by using the clip out form below.
You may also purchase a licence at Burnaby City Hall, the Burnaby
Animal Shelter (SPCA) at 3202 Norland Avenue, or at any
participating Burnaby Veterinary Clinics.

Anniversary: The ABC’s of History
The 2012 Utility Statements will be mailed at the
beginning of February. To be eligible for the 5% discount,
the utility charges must be paid by the due date, whether
or not a Utility Statement is received. If you have not
received your 2012 Utility Statement by February 15,
telephone the Tax Office at 604-294-7350. Payments
received AFTER March 15 will not be eligible for the
discount. Unpaid charges are added to 2012 taxes and
will be subject to the same penalties as property taxes.
Property taxes will be due July 4, 2012.
Invasive Plants –
Cut Them Out!
Although garden growth slows down in the fall and winter,
invasive plant management is something City of Burnaby
residents should be mindful of the entire year.
To learn more about identifying, removing and controlling
invasive plants in your garden, attend the City’s “Cut it Out”
workshop series, scheduled for April 2012. Register now
through the City’s Webreg: webreg.city.burnaby.bc.ca
When clearing your garden, be cautious of composting
invasive plant waste. Invasive plant seeds and plant parts
often survive composting and will spread quickly. Make sure
invasive plant waste is bagged separately and disposed of as
garbage.
English Ivy, Common Periwinkle and English Holly are
examples of invasive plant species that stay green and can be
removed all year. In the spring, be watchful of Giant Hogweed
and Knotweed species, with their great heights and distinctive
leaves and flowers. These two species are regional concerns
for personal safety and environmental reasons. Residents are
asked to keep a look out for these plants and remove them
immediately from their yards.
