All Clubs Administrators or delegate must enter their own results. The Pennant Administrator will not be entering clubs results. Results can be entered onto the Matrix by your personal login number. Club Administrators may phone or email the Pennant Administrator if there are any problems entering Matrix results. Weekly results sheets and point scores can be printed off from the club admin password and are not to be printed off before 12 noon Monday. This allows the system to be updated from weekend results in matrix order. 4 SQUASH MATRIX – CLUB USERS 1. Help If you have any queries about the competition please contact the Pennant Administrator in the normal way. If you have problems, queries or suggestions about the operation of the Matrix, please contact the Pennant Administrator. 2. Log On Club Users must log on to the Matrix with a club admin user logon. This is different from the MyMatrix logon. The web address is: www.squashmatrix.com/admin Enter your username and password. These are case sensitive. Note that your club name may have been abbreviated for the username, so check the spelling carefully. Click Logon. You cannot change your password yourself – if you forget it or think it has been compromised, please contact the Pennant Administrator. At any time you can log off by simply closing your browser window or by selecting a non-Matrix web page. Any Number of people can share the same Club User Logon – it belongs to the club, not to any individual. 3. Menus You will be presented with a menu of functions. The Matrix functions are under regular development, and we will be introducing new functions from time to time. The currently relevant functions are: Result Sheets Divisional Ladders Teams Contact Report Players Contact Report At any time you can return to these menus by clicking on the word Admin in the top left corner of the screen. As a club user you will only be able to access reports for the specific club for which you are logged on. 4. Navigation When navigating the Matrix screens, always use the blue links or specific buttons. Never use the Back button on your browser - the Matrix system will not know where you are and this may cause errors. When you are using Event-specific functions, make sure you are in the correct Event – if necessary, click on the Event name at the top of the screen and you will see a drop down list at the right hand side. 5. Printing When you request a report for printing, the Matrix generates this as a PDF file, and uses your Adobe PDF Reader to display it. PDF documents are used very widely, and most systems will have a PDF reader installed. If you do not have one, go to www.adobe.com/products/acrobat/readermain.html for a free download. For printed reports, select the menu items with the PDF logo. When the reports are displayed, they include a toolbar with a print icon. This leads to your standard print dialogue. 6. Result Sheets Results sheets are displayed for the current Event only. If you have teams playing in more than one Event (eg Majors and a District), you will need to print them separately for each Event. When you click on Result Sheets, you will be asked to select the round. If you want to print all sheets for the round, leave the selection as All Divisions, or select a specific division. If you want to send messages to your players, you can add them to the sheets by typing them in the Comments box. These will be displayed at the top of each sheet along with any central messages specified by the Pennant Administrator. Click on Display Results Sheets (at right) to display the sheets. To print, click on the relevant print button. 7. Divisional Ladders Divisional Ladders are displayed for the current Event only. When you click on the Divisional Ladders for Event it displays the ladder. Click on the relevant print button. Note that there is a separate report under the Club reports, Club Ladder Report. This shows the ladders for only the divisions in which the club has teams, and gives more detail for the club’s teams. This is also for the current Event only. 8. Contact Reports There are two reports, Teams Contact Report and Players Contact Report, which give the contact details registered for teams and players respectively. The Teams Contact Report is for the current Event only. 5 Due to NSW Government regulations regarding licensed clubs, identification may be required to gain admittance. This mainly concerns young players. At Norths Leagues Club it is preferable to know in advance if anyone under 18 is playing so that alternative access to the Squash Courts can be arranged. This can be done by contacting the team captain. DRESS REQUIREMENTS FOR CLUBS Bulldogs Rugby League Club - North Sydney Leagues - Bondi Waverley – Sharks International Men must wear long slacks or shorts with long socks, shirts (with collar) and suitable footwear (with socks) at all times. Slippers, sandals and training shoes are not considered suitable footwear. Wearing of overalls, T-shirts, squash gear, thongs, etc. is not permissible at any time. South Sydney Juniors Rugby League Club: Licensed club dress regulations apply – Squash clothes are not to be worn while entering or leaving club premises. Bondi Waverley: Players must have showered and changed before they will be admitted to the club room. Killara Golf Club: Men - long slacks, shirts with collar and suitable footwear with socks at all times. Jacket and/or tie are optional. Ladies - smart casual in line with men's requirements. Not allowed are - T shirts, singlets, track suits, squash gear, denim or jeans of any description, shorts, sport shoes, trainers, slippers, sandals or thongs. Sydney Pennant Club Membership Fee: per annum due 1st January 2011: $10 a Court capped at maximum $50. Eg. If a Centre has 3 Clubs participating in Pennant Competition the maximum Membership Fees payable by the Centre on behalf of those Clubs is $50 total. Player Registration Fee: per calendar year: $40 per senior player, $30 per junior player. 2011 Autumn Pennant Team Registration fee: $170 OR discounted to $140 if paid before the end of Round 4. 2011 Spring Pennant Team Registration fee: $170 OR discounted to $140 if paid before the end of Round 4. Forfeits: $30 per player forfeited, $120 per team, $200 per team for rounds 14 and 15. Forfeits in District Finals and Grand Finals $200 per team. Forfeits in Major Grade Finals and Grand Finals $400 per team. Failure to enter results by Saturday 12 noon: $10 per result up to a maximum of $40. Attendance at referees lectures: (refer By-Law 4.6.4): One team player attending - 14 bonus points. Two or more team players attending - maximum 28 bonus points. Player competing in two districts attendance will be counted towards receiving bonus points for each team. Failure to referee Finals/Grand Finals: $80 per team. Playing of unregistered players: $30 per player. Non attendance of Club at District Annual General Meeting: $80. Falsifying result sheets: $150. Team Withdrawal: $100 per club and $200 per team. Appeals from Disciplinary Decision: $80 (refunded if appeal upheld). Appeals from CDC and Pennant Administrator Decisions: $80 (refunded if appeal upheld). In-House competition setup fee: $50. There is no cost for Results but results will not be entered for unregistered player matches. Players must be Registered Players with NSW Squash to have Results recorded on the MATRIX. Tournament Matrix Result fee: NO COST for NSW Squash sanctioned tournament results. Match Results will not be entered for unregistered player matches .(ie. Opponents result will also not be entered) All costs include GST All fines must be paid before any team in that Club can play in the Final Series. The Competitions Division Committee is referred to as „the CDC‟ and comprises the Chairperson, the Pennant Administrator, the District Delegates and the Referees Delegate. The Pennant Administrator is the person who administers the pennant competition and is referred to as „the Pennant Administrator‟. The Discplinary Tribunal committee is referred to as „the Tribunal‟ and comprises the Tribunal Chairman and the Tribunal Commissioner referred to as „the Commissioner‟. Premier League and Sydney Grades competitions are referred to as „Major Grades‟. Districts comprise North, South, East, West and South-East Divisions and Major Grades, which may be changed at the discretion of the Board. Each district elects a District Delegate and a Grading Committee. The CDC appoints the Major Grade grading committee. The current World Squash Federation Rules of the International Singles Game of Squash are referred to as „the WSF Rules‟. 1.2.3 1.2.4 1.2.5 1.2.6 1.2.7 The Board may waive, change, modify, remove or add any By-Law. The Board may reject any courts as unsuitable for competition play, and such courts shall not be used for competition play until the Board considers them suitable. The Board shall approve all District Delegate and Grading Committee appointments. The Board may at any time delegate or remove any responsibility as they choose, to or from the Pennant Administrator, Chairperson or the Districts. The Board may at any time remove the Pennant Administrator, Pennant Committee, District Delegate, Grading Committee member/s. The Board may reject or remove any registered player or club/s or centre/s from the Pennant Competition. The Board shall appoint the Chairperson of all committees. 1.3 POWERS OF THE CDC 1.3.1 Any question regarding these By-Laws shall be decided by the CDC. 1.3.2 Any NSW Squash Ltd sanctioned tournament shall be under the control of the CDC. 1.3.3 All sanctioned pennant competitions shall be under the control of the CDC. The Pennant Administrator is a committee member of the CDC. 1.3.4 The Pennant Administrator and a District Delegate are responsible for the administration of the District Divisions within the respective districts. 1.3.5 The CDC is responsible for the administration of the Major Grades Competition. 1.2 POWERS OF THE BOARD 1.2.1 General Injuries and blood Clothing Licensed clubs Protective eyewear Pregnancy Alcohol, Gambling & Harassment 25 1.3.6 The CDC, with the approval of the Board, may at any time delegate or remove any responsibility as they choose, to or from the District Delegate/s and the District/s grading committee. 1.3.7 The CDC, with the approval from the Board, may reject or remove any player or club/s or centre/s from the Pennant Competition. 1.3.8 All players registered in the pennant competition shall be under the jurisdiction of the CDC from the commencement of the first rubber or from the scheduled starting time - whichever is the earlier – until 10 minutes after the completion of the final rubber. 1.3.9 The CDC has the power to demand from any club or individual any information regarding the circumstances under which any match has been played. Any club or individual not supplying such information, within the time specified by the CDC, may be barred from taking any further part in the competition until such information is supplied, or for such other period as the CDC decides. 2.1.5 2.1.6 2.1.7 2.1.8 2.1.9 1.3.10 The CDC has the power to give or take away competition points for any reason. 1.3.11 The CDC has the power to order any match to be replayed, either wholly or in part, and to alter or extend the time for playing any match. 1.3.12 The CDC has the power to impose penalties for any breach of the By-Laws. 1.3.13 The CDC may cite any centre/club or registered player or individual regarding any breach of the ByLaws. 1.3.14 In exceptional circumstances and in the interests of fair play and acting in the spirit of the game and not bringing the game into disrepute, the CDC, with the approval of the Board may decide on matters falling outside the scope of these By-Laws. 2.2 APPEALS FROM DISCIPLINARY TRIBUNAL DECISIONS 2.2.1 2.2.2 2.2.3 2.0 COMPLAINTS and APPEALS 2.2.4 2.1 COMPLAINTS OF MISCONDUCT 2.1.1 2.1.2 2.1.3 2.1.4 A Disciplinary Code of Procedure (“Code”) has been adopted by the Board which prescribes the procedure that must be followed in respect of any complaint of misconduct against a player. The procedure for lodging either a Complaint of Misconduct (Form 1); Reply (Form 4) and/or Witness Statement/s (Form 5) is available on the NSW Squash website www.nswsquash.com.au (Sydney Pennant link). A complaint may be only be made by a player who was a player, referee or marker involved in or was an official of NSW Squash who was a witness to the alleged misconduct. The complainant may stipulate that the complaint is made on behalf of or with the support of a particular team and/or club. A complaint must be made on the form prescribed by the Code (Form 1 “Complaint of Misconduct”). This form may be downloaded from the NSW Squash website. The form contains notes to assist in the completion of the form. A complaint must be received by the Commissioner within seven (7) days of the date upon which the misconduct is alleged to have occurred or within such further period as may be agreed to by the Commissioner. Complaints of Misconduct shall be forwarded to The Commissioner c/- NSW Squash Limited, PO Box 211, Thornleigh NSW 2120 or email [email protected] The Code sets out the procedure whereby the player who is the subject of a complaint of misconduct can reply to the allegations made against him. The Commissioner shall determine whether to charge a player with misconduct and refer such charge to the Disciplinary Tribunal for hearing. The Commissioner has the power to require any player or official of a club to attend a hearing of a complaint of misconduct by the Disciplinary Tribunal. The Disciplinary Tribunal may recommend to the CDC that a rubber or match should be replayed, either wholly or in part, or to reallocate points for a rubber or match. A player under suspension is not permitted, subject to By-Law 2.2.4, to play in any competition conducted by or under the auspices of NSW Squash or by any association affiliated with NSW Squash or in any competition which the holder of the competition has agreed to recognize the suspensions imposed by NSW Squash. 2.2.5 Any appeal from a decision of the Disciplinary Tribunal to the Appeals Committee must be lodged within seven (7) days of the decision of the Disciplinary Tribunal. The Chairman of the Disciplinary Tribunal shall advise a player of his rights and the procedure that must be followed if the player wishes to lodge an appeal. An appeal must be accompanied by a fee of $80. If the appeal is upheld, the fee shall be refunded. If an appeal is lodged, a player who has been suspended by the Disciplinary Tribunal may take part in matches until the appeal is heard. Should the appeal not be upheld, the decision of the Disciplinary Tribunal shall be enforced as from the date of the decision of the Appeals Committee. No appeal shall be made against the leniency of the decision of the Disciplinary Tribunal, without the leave of the Board. 2.3 COMPLAINTS ON MATTERS OTHER THAN MISCONDUCT 2.3.1 On receipt of a complaint regarding a breach of the By-Laws (except for By-Law 2) the Chairperson CDC shall decide if the complaint has merit. A subcommittee comprising the Pennant Administrator, Chairperson and one (1) District Delegate shall rule on the complaint. Complaints must be lodged within seven (7) days which the complaint regarding the breach is alleged to have occurred or within such further period as may be agreed to by the Chairperson CDC. 26 2.4 APPEALS ON CDC ADMINISTRATOR DECISIONS 2.4.1 2.4.2 2.4.3 * AND PENNANT Unless an appeal is lodged in writing on the prescribed form*, with the NSW Squash Ltd office within seven (7) days from the notification of the decision of the CDC/Pennant Administrator, the decision shall be enforced. Any appeals against a decision of the Pennant Administrator shall be directed to the Chairperson with a fee of $80. If the appeal is upheld the fee will be refunded. All appeals must be supported by reasons the decision of the Pennant Administrator was thought to be incorrect. If the Chairperson considers the appeal to have merit, a sub-committee consisting of the Chairperson and two (2) District Delegates will hear the appeal. Their decision shall be final. Any appeals against a decision of the CDC shall be directed to the Board on the prescribed form* with a fee of $80. If the appeal is upheld the fee will be refunded. All appeals must be supported by reasons the decision of the CDC was thought to be incorrect. If the Board considers the appeal to have merit, a sub-committee consisting of two (2) Board members will hear the appeal, provided none is the subject of the appeal. Their decision shall be final. The prescribed Appeals Form is available on the www.nswsquash.com.au website (Sydney Pennant link). 3.0 PENNANT COMPETITION All matches shall be played under the WSF Rules. 3.1 ENTRIES 3.1.1 3.1.2 3.1.3 3.1.4 3.1.5 3.1.6 3.1.7 A fee as determined by the CDC shall be charged for each team and each player, and shall be paid to NSW Squash Ltd office at the time of entry. Late entries may be accepted at the discretion of the Pennant Administrator. Refer Fees and Fine schedule for Team registration fee and discount if paid by Round 4. No refund of registration, affiliation or entry fees will be made, except for overpayment. No club will be accepted for any competition unless it has paid all outstanding fees, fines, (e.g. forfeits, late results) from any previous competition, or any other monies owed to NSW Squash. No centre/club/player will be accepted for any competition unless all outstanding fees, fines, (e.g. forfeits, late results) from any previous competition/s, or any other monies owed to NSW Squash. False information submitted by any club or player could result in the disqualification of the player and or club concerned. All clubs shall notify the Pennant Administrator of the night and time of commencement of play for home matches for each of their teams when entries are submitted. The nights and times will be published in the Competition Draw. The commencing time shall not be before 7.00 pm or later than 8.00 pm. Women‟s and men‟s teams may only alternate in the Competition Draw if there is an odd number of both women‟s and men‟s teams within a club. 3.1.9 Each team must have a captain, whose name, contact numbers and email address shall be shown on the entry form. If a team captain withdraws from a team, another captain must be appointed and his/her name, contact numbers and email address must be forwarded to the Pennant Administrator within seven (7) days of the appointment. 3.1.10 The CDC reserves the right to accept or reject any entry from an individual, team, club or centre. 3.1.11 Team entries must include complete player information of: name, contact numbers and email address, especially in regards to Team Captain/s. 3.1.8 3.2 REGISTRATIONS 3.2.1 Only registered players who are financial members of a club which is affiliated with NSW Squash Ltd, are eligible to compete in the pennant competition. A registered player means a player who is financial by paying the annual player registration fee of $40 to NSW Squash. 3.2.2 The CDC reserves the right to accept or reject any entry from an individual, team or club. 3.2.3 Players must obtain a financial clearance from their previous club before registering with another club. A financial clearance requires players to have fully paid all previous pennant entry fees plus any NSW Squash sanctioned tournament fees. 3.2.4 No player will be accepted for any competition unless all outstanding fees, fines, (e.g. forfeits, late results) from any previous competition/s, or any other monies owed to NSW Squash. 3.2.5 No unregistered player shall play in any match. If a team plays an unregistered player at No. 4 position then the team will receive no points for that rubber. If the team plays an unregistered player at positions 1, 2 or 3, the team will receive no points for those rubbers, and will receive no points for any rubber or rubbers played in a lower position. The points will be awarded to the opposing team. Further penalties may be imposed at the discretion of the CDC. 3.2.6 No player shall be eligible to play before the CDC has accepted his/her nomination. 3.2.7 No club shall have any claim upon the services of a player unless that player has indicated in writing that he/she is available for that club. 3.2.8 No player, having been nominated to play for any club, shall be allowed to transfer to another club between the date of such nomination and the completion of the competition for which he/she is nominated, unless both the original club and the Pennant Administrator agree. 3.2.9 A player may play for more than one club but only if the clubs are in different Sydney Districts. 3.2.10 The player registered with two (2) clubs will only pay one registered player fee for the first or original club. 3.2.11 Women players may play in the District Men‟s competition and there is no limit to the number of women playing on the night 27 3.2.12 Men players may play in the District Women‟s competition, but a maximum of 2 men only per women‟s team per round applies. These men may only be registered from #2 position down. Ladies teams must have minimum of 2 ladies playing on the night. 3.2.13 No player can register in a Major Grade team and a District team. Please note: To be eligible to play in the Final and Grand Final, players must play the amount of qualifying matches for that team they are playing in (refer By-Law 4.8). 3.5 REGRADING 3.5.1 The CDC and/or Pennant Administrator have the power to accept, alter or reject any requested changes to the order of merit. Refer By-Law 4.1.12 Player Matrix Adjustment Request. 3.3 LATE REGISTRATIONS 3.3.1 3.3.2 3.3.3 3.3.4 3.3.5 New players may be registered at any time. A registration will not be accepted if it makes the team stronger than the strongest team in the grade, or if the registration would have resulted in the team being promoted to a higher grade at the time of grading. Registrations must be confirmed in writing to the Pennant Administrator and must contain the player‟s full name (and former name if any), details of past performances, and must indicate his/her correct order within the team. Failure to do so will result in the new player being deregistered immediately and any points earned by that player will be awarded to the opposing team. The Club Administrator must sign all correspondence. Late player registration must include complete player information of: name, contact numbers and email address, especially in regards to Team Captain/s. The Pennant Administrator has the power to accept or reject late registrations, and to decide the order of merit of late registrations within a team. If no objection is received from the Pennant Administrator within seven (7) days, Club Administrators can accept the Pennant Administrator has approved the new registration. It is the responsibility of Team Captains/Club Administrators to contact the Pennant Administrator in writing (fax/email) if there is any doubt as to the acceptance of the registration. 4.0 MATCHES 4.1 COMPETITION PLAY 4.1.1 4.1.2 4.1.3 4.1.4 4.1.5 3.4 GRADING 3.4.1 3.4.2 3.4.3 3.4.4 The CDC has the right to decide the number of grades/divisions and sections into which the competition shall be divided. The CDC has the right to decide the grading of each team. No appeal shall be made against the grading of teams, or the competition draw. Clubs must list all members of each team in their order of merit on the entry form (as per the players Matrix rating as well as considering the form of any new player not having a Matrix rating). If two (or more) teams are graded in the same section of a grade/division contrary to the club‟s requested grading, changes in team personnel may be allowed at the discretion of the Pennant Administrator prior to the commencement of competition. 4.1.6 4.1.7 4.1.8 The home club shall be responsible for all court hire. At the beginning of each match, the home team shall provide one new ball as approved by NSW Squash Limited. Should the ball break or otherwise be replaced in accordance with the WSF Rules, the home team will supply a further ball as approved by NSW Squash Limited. Unless By-Law 4.5 applies, all four rubbers shall be played on the same day/ night and no alteration shall be made to the venues, dates or times set down for matches unless with the previous consent of the Pennant Administrator. If a change is requested, it is the responsibility of both team Captains to contact the Pennant Administrator. Failure to make such contact may result in both teams receiving no points for that match. The CDC may impose a further penalty. All players from the beginning of the season will be placed in matrix order. Players will then play in order of matrix each week shown on result sheets on the night. If previous week‟s results are not in by the time the sheets are printed, then players play in the order of matrix that is on the sheet (refer By-Law 4.9 Results – penalties apply for Results not received correctly). (refer By-Law 4.1.11 Playing in Matrix order). Four (4) players from each team shall compete in a match and each player shall play a rubber against one of the opposing team. In each match the No. 1 player from each team will play each other, the No. 2 players will play each other, and so on. A player shall only play in a rubber provided that immediately prior to the commencement of the rubber the player reasonably believes he/she will be physically capable of completing the rubber. In all matches other than finals and grand finals, the visiting team shall decide which players shall play the first and third rubbers, and the home team shall decide which players shall play the second and fourth rubbers. When a rubber is in progress and one player leads by 2 games (i.e. 2-1 or 2-0), the appropriate captain (refer By-Law 4.1.7) must advise which number players are to go on next, and the nominated players must be ready to start their rubber as soon as the court is vacant, and if not ready within 10 minutes then By-Law 4.4.7 shall apply. 28 4.1.9 In home and away matches each team shall provide a marker or referee alternately for each rubber. The home team shall provide the referee of the first rubber and the visiting team shall provide the marker. The marker or referee provided by each team shall be a registered member of the team (or a reserve player as provided in By-Law 4.3) unless both captains agree otherwise. The referee assumes control of the match when both players have commenced the warm up. 4.1.10 During a match a player shall not receive any electronic assistance from outside the court. Any player doing so shall forfeit the rubber and could also face suspension for deliberately breaking the WSF Rules. 4.1.11 If a team has not played in the correct matrix order of merit, it shall receive no points for all rubbers played out of order. Those points shall be awarded to the opposing team. 4.1.12 PLAYER MATRIX ADJUSTMENT REQUEST: The initial Rating on the Matrix table is only applied to a player once at the start of their playing life. Consideration may be given to a player‟s Matrix adjustment if any of the following conditions apply: (i) coming back after a long break, or (ii) after injury and that causes their current rating to no longer be reflective of their playing ability, or (iii) a Junior player commencing Senior Pennant, or (iv) depending on results that would qualify the player‟s adjustment. Club Administrators are required to complete the Matrix Adjustment Request Form available on the www.nswsquash.com.au website (Sydney Pennant link) and forward to the Pennant Administrator for consideration and processing. 4.2 SCORING 4.2.1 Each pennant competition rubber is the best of 5 games, using the Point-A-Rally (PAR) scoring system. 4.2.2 Premier Grade Men will use the PAR to 11 point scoring system. 4.2.3 State Grade Men and all District Divisions will use PAR to 15 point scoring system. The player who scores 15 points first wins the game except that if the score reaches 14-all, the game continues until one player leads by two points. 4.2.4 For NSW Squash tournament matches, the PAR to 11 point scoring system will apply. 4.2.5 For all matches played during the competition the following point system will apply: 6 pts for 3-0 win 2 pts for 2-3 loss 5 pts for 3-1 win 1 pt for 1-3 loss 4 pts for 3-2 win 0 pts for 0-3 loss Plus an additional 4 points to the winning team. 4.2.6 A winning team is the team which at the end of four rubbers has won: (i) the most rubbers. If rubbers are equal; (ii) the most games. If games are equal; (iii) the most points. If points are equal; (iv) the match will be deemed to be drawn. 4.3 DISTRICT DIVISION RESERVES (refer 4.10.6 for Major Grade Reserves Rule) 4.3.1 A district player may not play more than seven (7) matches in a higher and/or lower grade without penalty. If that player then plays eight (8) or more matches, that player and the team will receive no points for that rubber. Those points will be awarded to the opposing team. 4.3.2 In District Divisions a player may play a position up as well as their own e.g. No. 4 can play at No. 3, No. 3 can also play at No 2 and No 2 can play at No. 1. A higher player can not play lower e.g. No. 2 can not play No. 3 etc, This applies only to District Division, not Major Grades and is only permitted for round matches, not for final or grand final matches. 4.3.3 District Division Matrix Reserve rule: Teams may get a reserve that has the SAME matrix or LESS from ANY team from any club to replace your unavailable player. Reserves must play in matrix order within the team. E.g. If your No. 1 with a matrix of 160.38 is out on the night you may find a reserve to replace him with 160.38 or LESS to play at No. 1 or if your No. 3 has a bigger matrix than your reserve then this player moves up and the reserve plays at No 3. This allows teams to use the matrix to find the reserve player. This rule applies to Round matches only. (refer ByLaw 4.3.5 for Final and Grand Final Reserve requests) 4.3.4 If a registered player has not played four (4) matches by Round 10 then a reserve cannot replace this player. 4.3.5 DISTRICT DIVISION FINAL AND GRAND FINAL RESERVE RULE: The reserve‟s matrix must be equal to or lower than the number four registered player in the team and also must have an equal to or lower matrix than the lowest ranked player for the match. The reserve will come in at the lowest position in right matrix order so the team is not strengthened. All reserves for both the Final and Grand Final matches must be requested in writing and approved by the Pennant Administrator. 4.4 FORFEITS 4.4.1 4.4.2 4.4.3 Each of the four rubbers in a match must either be played or forfeited. A player may not concede a rubber except through injury sustained during a rubber or a personal emergency necessitating leaving the venue. In District Divisions after a rubber has commenced, a player must not stop playing in that rubber and play a rubber in any other position. This will be treated as a forfeit for all the rubbers concerned. For all forfeits, the points are awarded to the opposing team and a penalty as decided by the CDC will be determined for each rubber forfeited. If any team gives a full team forfeit, all rubbers, games and points shall be awarded to the opposing team. 29 Where a forfeit occurs, “forfeit” is to be written on the result sheet instead of the name of the player who forfeited, and the opposing player is to be recorded as winning the match. If a player‟s name is written on the result sheet this is a statement that the player played that match. Any falsification of a result will incur a severe penalty as decided by the CDC. A player claiming a forfeit must be present at the court ready and capable of playing (refer By-Law 4.1.6) otherwise it will be considered that both players have forfeited. 4.4.5 Any team with excessive forfeits may be asked by the CDC to justify why that team should not be withdrawn from the competition. Any team withdrawn may be fined by the CDC (in addition to any fines already incurred). 4.4.6 Any team withdrawing or being withdrawn from the competition shall create a BYE within that grade. The Committee may readjust points already scored against this team. 4.4.7 If play in a match has not commenced within 10 minutes of the specified starting time as stated in the Competition Draw, the team at fault may lose the nominated rubber. Ten (10) minutes shall be allowed after each rubber for the next rubber to commence. If play does not commence at the end of this time, the defaulting team may lose a further rubber or rubbers as nominated by the opposing team captain. It is the opposing team captain who decides whether to claim a forfeit. 4.4.8 Forfeit(s) before the commencement of a match: (i) if before a match commences, a team forfeits a rubber, the team must forfeit firstly at the No. 4 position and the remaining players must move up and play in the correct order; (ii) if more than one rubber is forfeited, the team must forfeit at No. 4 position first, No. 3 position next, and so on (refer By-Law 4.3.2 to avoid forfeits). 4.4.9 Forfeit(s) after the commencement of a match: (i) if after a match has commenced, a team forfeits at the No. 4 position then the team will score no points for that rubber; (ii) if after a match has commenced, a team forfeits a rubber or rubbers at positions No. 1, 2 or 3 then the team will score no points for the rubber or rubbers forfeited at positions No. 1, 2 or 3 and in addition will score no points for the rubber played at No. 4 position. The penalty forfeit at No. 4 position does not apply if the player or players who have been forfeited subsequently arrive at the courts prepared and capable of playing (refer ByLaw 4.1.6) before play in the last rubber has ceased and the forfeit fine will not be imposed. However the forfeited player is not permitted to then play the match. 4.4.10 Forfeits shall result in severe penalties as decided by the CDC. Refer NSW Squash Fees and Fines Schedule. (refer By-Law 4.3.2 to avoid forfeits). 4.4.4 4.5 DELAYED MATCHES 4.5.1 4.5.2 4.5.3 4.5.4 Completed rubbers shall not be replayed and results shall stand (unless By-Law 1.3.11 applies). If after a rubber has commenced it is necessary to transfer that rubber to a different court on the same day or on a different day, the score shall stand. In case of a power failure, every effort should be made to complete the match on the night. Postponed matches must be played within three rounds of the match postponed. 4.6 MARKING AND REFEREEING 4.6.1 4.6.2 4.6.3 4.6.4 4.6.5 All matches must be marked and refereed in accordance with the WSF Rules of Squash. Players are not permitted to request a change of referee or marker (WSF Rule 15.5). The Referees Chairperson may arrange for a referee to be assessed on any match. Both team captains must be advised beforehand. Club Administrators/Court operators must be advised if a captain cannot be contacted. Attendance at referees lectures: One team player attending - 14 bonus points. Two or more team players attending - maximum 28 bonus points. A player competing in two districts attendance will be counted towards receiving bonus points for each team. (qualified referees welcome but not required to attend – bonus points apply). If the behaviour of any spectator, official, manager or coach is disruptive to the continuity of play, the Referee shall suspend play until the disruption has ceased. If necessary, play should be suspended until the offending person has left the court area (WSF Rule 20.2.3). 4.7 FINALS AND GRAND FINALS 4.7.1 4.7.2 4.7.3 Any club which has teams participating in the competition shall make its courts available for any play-off, final or grand final, at no cost. Venues, days and times will be decided by the Pennant Administrator and shall not be changed without prior permission of the Pennant Administrator, or a fine of $100 per team shall be imposed, and the match may be declared void. If teams from the same club are playing each other, the Pennant Administrator may give permission to change the venue to their home court. Referees shall be appointed by the Pennant Administrator. Failure to fulfil refereeing duties shall result in severe penalties as decided by the CDC. 30 4.7.4 4.7.5 4.7.6 4.7.7 4.7.8 The 3 teams in each grade/division with the greatest number of premiership points at the end of the home and away matches, shall play finals matches. The team finishing first goes directly to the Grand Final and plays the winner of the Final (the teams that finished second and third). If two or more teams are equal on points for third position (or any other position), and it is necessary to decide which of those teams shall play in any final match, the positions of those teams shall be determined by means of a count back by comparing the record of each team in terms of the criteria listed below (the criteria to be applied successively until a decision is reached) so the team with the highest position in the competition shall be the team which, in descending order: (i) has won the most matches (a tied match being counted as a half a win); (ii) has won the most rubbers; (iii) has won the most games; (iv) has won the most points; (v) has lost the least rubbers; (vi) has lost the least games; (vii) has lost the least points. In final or grand final matches the team captains shall toss a coin and the team losing the toss shall be deemed to be the home club, and the provisions of By-Law 4.1.7 shall apply regarding the order in which rubbers are played. Any drawn final match must be replayed. The Pennant Administrator will decide the venue (as in By-Law 4.7.2). A drawn grand final may be replayed, or joint winners may be declared if both team captains agree. All rubbers that have commenced must be completed. The player refusing to complete the match will forfeit Matrix points. Both teams to provide one approved new ball, to be used alternatively, unless both captains agree to share the cost of a single ball. 4.8 ELIGIBILITY FOR FINALS AND GRAND FINALS 4.8.1 4.8.2 4.8.3 4.8.4 Any player who has played with the team at least 6 times during the competition and is a registered member in the team shall be eligible. (Exception Premier Grade Men, refer By-Law 4.10.7) Byes – only one (1) bye will count as a match played. Any team wishing to play a reserve in the Final or Grand Final must refer to By-Law 4.3.5 for District Divisions and By-Law 4.10.8 for Major Grades. When a player plays 2 matches in the same team on any given match night, only 1 match will be counted towards qualification. 4.9 RESULTS 4.9.1 4.9.2 4.9.3 Team captains must notify their Club Administrator if results have not been recorded for the Matrix system to be effective. 4.10 MAJOR GRADES 4.10.1 Matches shall commence no earlier than 7.00 pm and no later than 8.00 pm Monday to Friday. The first rubber must be nominated 10 minutes before the scheduled starting time. 4.10.2 Scoring: Premier Grade Mens matches are played under the PAR to 11 point scoring system. Sydney 1 Men‟s Pennant Grade is played under the PAR to 15 point scoring system. For NSW Squash tournament matches, the PAR to 11 point scoring system will apply. 4.10.3 All Captains and players contacts details inclusive of Mobile number and Email addresses must be submitted with teams registration and included in the Matrix system. 4.10.4 Interstate players who are financial members of their State of Territory may be registered in the Major Grades, with the permission of the Pennant Administrator before registration. 4.10.5 In Major Grades a player may play in one rubber only in the same match. 4.10.6 Reserves for Major Grades may be taken from grades above or below as long as the matrix rating is equal or below the player they are replacing. Major Grade Players cannot play across teams. This rule applies to Round matches only. (refer ByLaw 4.10.8 for Final and Grand Final Reserve requests). 4.10.7 To be eligible to play in Final and Grand Finals a player must have played eight (8) matches for Men‟s Premier and six (6) matches for Sydney 1 Men‟s Grades. 4.10.8 For Final and Grand Final matches, only original registered team members are eligible unless written authorisation is obtained from the Pennant Administrator. All reserves for both the Final and Grand Final matches must be requested in writing and approved by the Pennant Administrator. The reserve‟s matrix must be equal to or lower than the lowest qualified registered player in the team. The reserve will come in at the lowest position in right matrix order so the team is not strengthened. 4.10.9 In all Mens Premier League Final and Grand Final matches the No 1 players shall play the second rubber. The winner of the toss shall decide who plays first and the loser of the toss shall decide who plays third. Penalties apply for results not received correctly. Refer NSW Squash Fees and Fines Schedule. Club Administrators must enter the current week‟s results on www.squashmatrix.com by Saturday 12 noon AND NOT print the next round result sheets off in advance before Monday 12 noon. 31 5.0 GENERAL 5.1 INJURIES AND BLOOD 5.1.1 All playing equipment and gear is the responsibility of the individual players. An injury resulting from the loss of control of playing equipment shall result in the match being awarded to the injured player (WSF Rule 16.3.3.3). 5.1.2 Where an injury is accidentally contributed to or accidentally caused by the opponent, the injured player is allowed one hour to recover and such additional time as the time schedule of the competition permits (WSF rule 16.3.1.2). If the injured player is then unable to continue play, the match shall be awarded to the opponent. The score at the conclusion of the rally in which the injury occurred shall stand. Note: The time schedule of the competition means until all other rubbers of the match have been completed. 5.1.3 Where there is any visible bleeding a player shall leave the court and shall not resume play until the bleeding is stopped, the wound is covered and any bloodstained clothing has been changed. The bleeding player is allowed such time as is reasonable and necessary and is available on the time schedule of the competition. If the injured player is then unable to continue play, the match shall be awarded to the opponent (WSF Rule 16.1). Note: The time schedule of the competition means until all other rubbers of the match have been completed. 5.4 PROTECTIVE EYEWEAR 5.4.1 5.4.2 5.4.2 Due to the nature of the game, NSW Squash Ltd recommends that all players wear approved protective eyewear. It is compulsory for all players eligible to play in junior events (19 years and under) to wear approved protective eyewear in all NSW Squash Ltd sanctioned events, including tournaments. Failure to do so will result in the player/s being disqualified. It is compulsory for all players to wear approved protective eyewear in all NSW Squash Ltd sanctioned doubles events, including doubles tournaments. Failure to do so will result in the player/s being disqualified. 5.5 PREGNANCY 5.5.1 A pregnant player may participate in the pennant competition at her own risk. However, due to the nature of the game, NSW Squash Limited recommends the pregnant player seek medical advice before participating in any match. No responsibility shall be accepted by NSW Squash, the venue operator and/or venue owner, the match officials or the opponent, for any pregnancy related injury, which occurs in a match or as a direct result of participation in a match. 5.2 CLOTHING 5.2.1 Clothing shall be neat and appropriate to the game of squash. The soles of footwear must not mark the court. 5.6 ALCOHOL, GAMBLING & HARASSMENT 5.6.1 5.6.2 5.3 LICENSED CLUBS 5.2.1 Visiting teams playing at licensed clubs must advise the home team captain 72 hours in advance, of any player who does not conform to licensed club regulations as set out in the Competition Handbook (e.g. age). If a visiting player is refused admittance on the grounds of clothing and/ or age, then that player shall lose the rubber, and points will be awarded to the opposing team. 5.6.3 NSW Squash encourages the responsible service of alcohol to and for all players. No player is permitted to play or referee a match while intoxicated. Harassment as defined under the NSW Squash Members & Child protection Policies is an offence and will not be tolerated. 32 WORLD SQUASH SINGLES RULES 2009 Appendix 1 – Guidelines on Rules interpretations INTRODUCTION The over-riding principle governing the Rules of Squash and their interpretation is to allow a fair result to each match. This requires that the Referee implement the rules fairly for both players throughout the match. The Guidelines should be read in conjunction with the Rules and have been approved by the World Squash Federation. G1. If a player drops a racket without colliding with the opponent, the Referee shall allow the rally to continue under most circumstances. It is considered that the player is already at a significant disadvantage, as the player must pick up the racket to remain in the rally. CHANGE OF EQUIPMENT In order to prevent one player from gaining an unfair rest interval through a change of equipment, the Referee, before allowing a player to leave the court to make the change, shall be satisfied that there has indeed been a material deterioration of the equipment. The Referee shall deal with a player’s deliberate dropping or throwing of an object to the floor of the court under Rule 17. The preference for another racket, or a different pair of shoes where no physical deterioration is evident, is not sufficient reason for the player to change that equipment. The player may leave the court to effect the change as quickly as possible and must do so within 90 seconds. G4. If the ball hits the non-striker the Referee shall make a decision in all cases and the Marker's call is not required until after the Referee has made this decision. If a player's glasses break or a player loses a contact lens, that player is permitted 90 seconds, after which the player must resume play. If the ball, coming from the front wall, hits the nonstriker without interference occurring, the non-striker loses a stroke unless further attempt applies (Rule 10). The definition of "Attempt" makes it clear that even a fake swing of the racket or feint at the ball is an attempt, but racket preparation comprising only backswing with no racket movement towards the ball is not an attempt. If a player is unable to resume play because of lack of alternative equipment, the Referee shall award the match to the opponent. G2. TIME-WASTING Time-wasting is an attempt by one player to gain an unfair advantage over the opponent. Prolonged discussion with the Referee and slow preparation to serve or receive service are examples. The Referee shall apply Rule 17 when this occurs. Rules 9 and 10 cover the various situations in which the ball going to the front wall hits the non-striker. If the ball hits the striker (without interference) the striker loses the rally and the Marker shall call "Not up", because the striker has not struck the ball correctly. The Referee need not make a decision unless the Marker fails to make a call. While excessive ball-bouncing prior to service is timewasting, it does not constitute serving the hand out. Players should be aware that during the 90 second intervals, the Referee's call of "Fifteen seconds" is advice for them to return to court. A player who is not ready to resume play on the call of "Time" is gaining an unfair advantage and the Referee shall apply Rule 17. G3. PLAYER HIT BY THE BALL INCLUDING TURNING AND FURTHER ATTEMPT When the ball strikes either player and interference occurred, the Referee shall apply Rule 12. In deciding to play the ball on turning, a player must ensure that the return will not hit the opponent. If the player does hit the opponent with the ball after turning, the Referee shall award a stroke to the opponent, unless the opponent made a deliberate movement to prevent a good return reaching the front wall, in which case the Referee shall award a stroke to the striker. FALLEN OBJECT Rule 7.7 makes it clear that, if any object falls (or is thrown) to the floor of the court, play must cease. Since an injury may occur if a player treads on any object of significant size or texture, the Referee or Marker shall halt play with the word "Stop", or the player(s) may stop and appeal. If the fallen object is unnoticed by players and Officials until the end of the rally and the Referee judges there has been no effect on the outcome of the rally, the result of the rally shall stand (Rule 7.7.6). G5. INTERFERENCE ON TURNING OR A FURTHER ATTEMPT When a player turns or makes a further attempt to play the ball, the opponent still has an obligation to make every effort to provide the player with freedom to sight the ball and to get to and play the ball as provided for in Rule 12. However, the act of turning or of recovering for a further attempt is often so quick that the opponent does not have a reasonable opportunity to clear before the interference occurs. In such cases, the Referee shall allow a let. Conversely, if the opponent had ample time to clear but made no effort to do so, or deliberately moved thereby creating the interference, the Referee shall award a stroke to the player. Players are responsible for retaining their equipment. As a general rule, a player who drops or throws a piece of equipment will lose a stroke. Exceptions are equipment falling as a result of a collision when the Referee may allow a let or award a stroke depending on whether the player has hit a winning return. If the collision results in an appeal for interference, Rule 12 will take precedence. 33 When a player shapes to play the ball on one side and then brings the racket across the body to take the ball on the other side, it is neither turning nor making a further attempt and, if interference occurs, Rule 12 applies. This position frequently occurs after the ball has hit the side wall and the front wall simultaneously and then rebounds into the middle of the court. G6. MAKING EVERY EFFORT INTERFERENCE AND described in G6. The amount of contact must be sufficient to affect the player’s swing, but insufficient to prevent it. 3 If the striker stops play for fear of hitting the opponent and the opponent, though close to, does not prevent the striker’s reasonable swing, the Referee shall allow a let under rule 13.1.2 reasonable fear of injury. As long as the opponent does not prevent a reasonable swing, a let is the appropriate decision. 4 If the striker stops play for fear of hitting the opponent and the opponent is well clear of the reasonable swing, the Referee shall not allow a let, as the striker has judged the opponent’s position incorrectly. G8. METHOD OF APPEAL MINIMAL The opponent must make every effort to clear the ball after playing a return. The opponent’s route should allow the player unobstructed direct access to the ball, provided the player has not moved in to play the ball so quickly as to block the opponent’s exit. In the latter case the Referee shall allow a let, unless the player could not have made a good return, in which case the Referee shall not allow a let. The correct method of appeal when interference or Rule 13 instances have occurred is to say "Let please" and for other occurrences under Rule 11 is to say "Appeal please". However, it is equally important for the player to make every effort to get to and play the ball. If the player does not make every effort to get to and play the ball, that is a significant factor in the Referee's assessment of whether or not that player could have reached the ball and made a good return. Players sometimes use other forms of appeal including a raised hand or racket, especially when communication between players and Referee is difficult. A Referee accepting any form of appeal other than the standard "Let please” or “Appeal please” must be satisfied that the player is actually making an appeal. The Referee shall decide the degree of effort that the player should make to demonstrate "making every effort". This does not give the player the right to abuse the opponent physically and the Referee shall penalise significant or deliberate physical contact under Rule 12 or Rule 17. G9. TIMING OF APPEALS The timing of an appeal on interference is important. When a player appeals for a let, having encountered some interference, the Referee, when deciding that the interference had no effect on that player’s sighting of the ball and freedom to get to and play the ball, shall not allow a let. This is minimal interference and includes situations in which: the opponent crossed the flight of the ball very early in its trajectory from the front wall but still allowed the player time to sight the ball; the player brushed past the opponent on the way to the ball without affecting the player’s direct access; and the racket swing brushed the opponent, the opponent’s clothing or racket without affecting the racket’s swing. In the case of an appeal concerning fair view and freedom to hit the ball directly to the front wall (commonly known as "crossing the flight"), the Referee shall consider the situation at the time the player could have hit the ball. In the case of interference on backswing, the appeal must be immediate and before the player makes any attempt to play the ball. Any attempt to hit the ball after backswing interference has occurred indicates that the striker has accepted the interference and thus forfeits the right of appeal. However, when interference has occurred, the Referee shall not refuse a let in situations in which the player was clearly making every effort (albeit short of physical contact with the opponent) to get to and play the ball and had demonstrated to the Referee the ability to reach the ball. If there is interference in the act of playing the ball, which includes a reasonable backswing, hit and reasonable follow-through, an appeal is justified. The Referee shall consider whether the opponent was crowding and not allowing freedom to play the ball in deciding whether to allow a let or to award a stroke. STRIKER’S FEAR OF If a player appeals for not being ready to receive service, the Referee shall allow a let, unless deciding the player delayed play unnecessarily. In the latter case the Referee could apply Rule 17. G7. INTERFERENCE WITH THE SWING AND REASONABLE HITTING THE OPPONENT Rule 12.2.3 allows the striker “freedom to hit the ball with a reasonable swing”. If the striker stops play because of the opponent not granting this freedom and appeals, the Referee shall consider following options: 1. If the opponent is too close and has prevented the striker’s reasonable swing and is hit or would have been hit with the racket, the Referee shall award a stroke to the striker. 2 If the striker stops play as a result of slight racket contact with the opponent, who is making every effort to clear, the Referee shall allow a let. This is different from the minimal interference G10. EARLY APPEAL If a player makes an appeal for interference before the result of the opponent’s return is known, this is regarded as an early appeal. If a player makes an early appeal and the opponent’s return subsequently goes down or out, the Referee shall allow the result of the rally to stand, the player winning the rally. When the opponent appeals for a let for interference before the player has completed a reasonable follow through, this is also regarded as an early appeal. In this case the opponent has no right of appeal and the Referee shall not award a let. 34 G11. CREATED INTERFERENCE either concede one game to gain a further 90 seconds and then continue play without bleeding, or concede the match. At all times an opponent must allow the player unobstructed direct access to play the ball. If a player's clothing has become blood-stained as a result of the injury, the player shall change that clothing before resuming play. However, sometimes the situation arises in which the opponent has caused no interference (i.e. the opponent has clearly provided the required direct access) but the player takes an indirect route to the ball which takes the player towards, or very close to, the opponent's position. The player then appeals for a let because of being "obstructed" in access to the ball. If the bleeding recurs after recovery time has been allowed, the Referee shall allow no further recovery time, except that the player may concede the game in progress and use the interval between games to recover. If there is no genuine reason for this indirect route, the player has created the interference where none otherwise existed and, if the player appeals, the Referee shall not allow a let. Whether the player could make a good return is not a consideration - in order to remain in the rally the player must get to and play the ball. 2. A player who does not wish to concede the match, but who requires recovery time or who needs to leave the court, shall concede the game. After informing the Referee, the player shall take the 90 second interval between games for recovery, then be ready to play; or concede the match. The player may concede only one game. This is different from two situations in which a player, in attempting to recover from a position of disadvantage, does not have direct access to the ball. In the first situation the player is "wrong-footed" and anticipates the opponent hitting the ball one way, starts moving that way, but having guessed wrongly, changes direction to find the opponent in the way. In this situation the Referee shall allow the player a let on appeal if the recovery is sufficient to demonstrate the player would have made a good return. In fact, if the opponent prevents the incoming player from playing a winning return, the Referee shall award a stroke to that player. If a player vomits or otherwise makes the court unplayable, the Referee shall award the match to the opponent, irrespective of whether the sick player is able to resume play (Rule 17.). The Referee's decision with regard to court conditions is final. Secondly, if a player plays a poor return that gives the opponent a position of advantage, the Referee shall allow the player a let only if, in taking the direct line to the ball for the next return, the Referee determines that, but for the interference, that player would have been able to get to and play the ball. G12. SIGNIFICANT OR DELIBERATE PHYSICAL CONTACT Significant or deliberate physical contact is both detrimental to the game and potentially dangerous. In blatant cases the Referee shall stop the rally and award the appropriate penalty. Where the player "pushes off" the opponent and this has no significant effect on the opponent, the Referee shall allow the rally to continue and give a warning to that player at the end of the rally. Where there is a significant effect, the Referee shall stop play and apply Rule 17. 3. In the case of symptoms of tiredness, alleged injuries not reasonably evident to the Referee or pre-existing ailments, the Referee shall not permit recovery time (except that the Referee shall allow the player concerned the option of conceding one game to take the 90 second interval between games and then resume play). Included in this category are cramps, whether abdominal pains or muscle cramps, actual or impending nausea and breathlessness including asthmatic conditions. If a player is injured the Referee, after confirming that the injury is genuine, shall advise the players of the requirements of the Rules, inform the players of the category of the injury and shall ascertain the player's intentions regarding a resumption of play. When a player suffers a self-inflicted injury, i.e. an injury which clearly does not involve the opponent as described in Rule 16.3.1.1, the Referee shall allow the recovery time permitted in Rule 16.3.3.1. Such an injury could be the result of a blow, especially to the face or head, as a result of the player colliding with the walls or floor, or a possible muscle tear or sprained joint causing the player to stop suddenly. G13. BROKEN BALL When the receiver, without attempting to return the service, appeals that the ball is broken, the Referee will normally allow a let for that rally. However, if the Referee considers that the ball broke in the previous rally, the Referee shall allow a let for the previous rally. This also applies if the service is not good. It is the responsibility of the injured player to be back at the court when the Referee calls "Time", either to resume play, or to request an extension of recovery time, if required, in the case of an injury which is still bleeding. If the player is not present when "Time" is called the Referee shall award the match to the opponent. G14. BLEEDING, ILLNESS, DISABILITY OR INJURY 1. A player suffering illness or disability on court has the option, except where blood is visible, of completing the game in progress or of conceding that game or the match. If a player has visible bleeding, the Referee shall require the player to leave the court immediately. The Referee shall not permit play to resume while the bleeding is visible. The Referee shall permit recovery time for bleeding according to Rule 16.1. A player, unable to stop bleeding within the total time the Referee permits, shall The player shall make the decision to resume play. The Referee's role is to decide whether an 35 the event of the Marker’s failure to call (e.g. a suspected service fault) an appeal may be worthwhile because the Referee's response shall be either "Good" or "Uncertain". In the latter case the Referee shall allow a let. injury exists, to apply and monitor time-intervals and to apply the Rules when the total allocated recovery time has elapsed. G15. COACHING Coaching of players is permitted only during the interval between games. Coaching does not include brief comments of encouragement between rallies that clearly have no effect on the continuity of play. The Referee shall decide whether comments are permissible encouragement or improper coaching. G18. MARKER'S GUIDELINES The Marker shall call services and returns that are not good as soon as they occur using the appropriate call, thereby stopping the rally. The correct order of calls is: The use of external communication aids is prohibited. The Referee may penalise coaching in any form during play by applying Rule 17 to the player being coached. 1. 2. G16. PROGRESSION OF PENALTIES 3. The penalties available to the Referee under Rule 17 are: Warning (called a Conduct Warning). Stroke awarded to opponent (called a Conduct Stroke). Game awarded to opponent (called a Conduct Game). Match awarded to opponent (called a Conduct Match). The guidelines for applying the penalties are as follows: Examples are: "Not up, hand-out, 4-3." "Down, 8-all, set one, game ball." "Out, 8-all, set two." "Yes let, 3-4." "No let, hand-out, 5-7." "Stroke to Jones, 8-2, match ball." "Foot fault, hand-out, love-all." "Fault" (appeal by server, Referee uncertain). "Yes let, 8-3, game ball." Match introduction: "Smith serving, Jones receiving, best of 5 games, love-all." End of a game: "9-7, game to Smith. Smith leads one game to love." "10-9, game to Smith. Smith leads two games to love." "9-3, game to Jones. Smith leads two games to one." "9-4, game to Jones, two games all." "10-8, match to Smith, 9-7, 10-9, 3-9, 4-9, 10-8." Start of subsequent game: "Smith leads one game to love, love-all." "Smith leads two games to one, Jones to serve, Love-all" "Two games all, Smith to serve, love-all." After award of Conduct penalty: "Stroke to Smith, 7-2". "9-7, game to Jones, two games all". When the Referee imposes the first penalty for a particular offence, it should be a warning, stroke, game or match depending on the seriousness of the offence. However, any subsequent penalty for the same type of offence for the same player should not be less severe than the previous penalty for that offence. Thus the Referee may award more than one warning or stroke for the same type of offence if the Referee decides that the offence does not warrant a more severe penalty. When issuing penalties the Referee shall use the following terminology: Conduct warning Conduct stroke Conduct game Conduct match Anything affecting the score. The score with the server's score always called first. Comments on the score: (player or team's name) for (Offence). (player or team's name) for (Offence), stroke to (opponent or opposing team's name). (player or team's name) for (Offence), game to (opponent or opposing team's name). (player or team's name) for (Offence), match to (opponent or opposing team's name). G19. REFEREE’S GUIDELINES Addressing the players: Officials should use the player’s surname/family name, rather than the given name, when addressing players. This eliminates any appearance of familiarity that players or spectators could interpret as favouritism. The Marker shall repeat only that part of the Referee's decision that affects the score. Explanations: G17. SINGLE OFFICIAL Following an appeal by a player, the Referee normally gives the decision and play resumes. However, on some occasions, it may be appropriate to explain the decision to the players. In those cases the Referee may give a concise explanation following the decision. It is helpful to the players if the Referee uses the terminology of the appropriate rule when explaining a decision. If it is not possible to have two Officials for a match, a single Official acts as Marker and Referee. The Official calls the play and the score as Marker and answers appeals as Referee. When there is a single Official, the decisions which the Referee normally makes directly - such as when the ball strikes a player or answering appeals under Rule 12 - present no problems. However, there are limitations in the appeals process related to the Marker’s decisions. Specifically a Marker making an affirmative call (e.g. "Out") is unlikely, as Referee, to reverse that decision on appeal. On the other hand, in 36 Appendix 2 – Definitions APPEAL A player's request for the Referee to make a ruling. "Appeal" is used in two contexts: 1) To request the Referee to allow a let, or award a stroke; 2) To request the Referee to review the Marker's decision. The correct form of appeal by a player is "Appeal please" or "Let please". ATTEMPT The movement of the racket from a backswing position towards the ball. BOARD The lowest horizontal marking on the front wall, with the tin beneath it covering the full width of the court. BOX (SERVICE) A square area in each quarter court bounded by part of the short line, part of the side wall and by two other lines and from within which the server serves. COMPETITION A championship tournament, league or other competitive match. CORRECTLY The ball being hit by the racket, held in the hand, not more than once and without prolonged contact on the racket. CROWDING The situation of an opponent standing too close to the striker and not allowing freedom to play the ball. DOWN The term used to indicate that an otherwise good service or return has struck the floor before reaching the front wall, or has struck the board or tin before striking the floor. ("Down" is also a Marker's call). GAME Part of a match, commencing with a service and concluding when one player’s score reaches nine or ten points in accordance with the rules. GAME BALL The state of the score when the server requires one point to win the game in progress. ("Game ball" is also used as a Marker's call). HALF-COURT LINE A line on the floor parallel to the side walls, dividing that part of the court between the short line and the back wall into two equal parts and meeting the short line at its midpoint to form the "T". HALF TIME The midpoint of the warm-up ("Half time" is also used as a Referee's call). HAND The period from the time a player becomes server until becoming receiver. HANDOUT Condition when a change of server occurs. ("Hand-out" is also used as a Marker's call to indicate that a change of server has occurred). INTERVAL A time-period prescribed by the Rules for a delay in play. LET An undecided rally. If the Referee allows a let, neither player wins a stroke for that rally and the server shall serve again from the same box. MATCH The complete contest between two players, commencing with the warm-up and concluding at the end of the final rally. MATCH BALL The state of the score when the server requires one point to win the match. ("Match ball" is also used as a Marker's call). NOT UP The expression used to indicate that a player did not strike the ball in accordance with the Rules. "Not up" applies when either the player did not strike the ball correctly, or the ball bounced more than once on the floor before the striker hits it, or the ball touched the striker or anything worn or carried other than the racket, or the server made one or more attempts to strike the ball but failed to do so. ("Not up" is also a Marker's call). OFFICIALS The Marker and the Referee. 37 OUT The term used to indicate that either the ball has struck the out line, or a wall above the out line, or the ceiling, or any fitting attached to the ceiling and/or the wall above the out line or the ball has passed through any fitting attached to the ceiling and/or the wall above the out line. In addition, on courts which are not fully enclosed, the ball has passed over the out line and out of the court without touching any wall or, if no out line is provided, passed over any wall and out of the court. ("Out" is also a Marker's call). OUT LINE A continuous line comprising the front wall line, both side wall lines and the back wall line and marking the top boundaries of the court. Note: When a court is constructed without such a line, i.e. the walls comprise only the area used for play, or without part of such a line (e.g. a glass back wall) and the ball in play strikes part of the horizontal top surface of such a wall and deflects back into court, the ball is out. The Marker shall make the decision in the normal manner, subject to the player’s appeal to the Referee. POINT A unit of the scoring system. The Marker adds one point to a player's score when that player is the server and wins a rally or is awarded a stroke. QUARTER COURT One of two equal parts of the court bounded by the short line, the back wall and the half court line. RALLY A service only, or a service and any number of returns of the ball, ending when a player cannot make a good return, a player appeals, the Marker makes a call or the Referee stops play. RELEASE A player’s action to drop or throw the ball from a hand or a racket for service. REASONABLE BACKSWING A player's action to move the racket away from the body to prepare for a swing towards the ball. A backswing is reasonable if it is not excessive. An excessive backswing is one in which the player's racket arm is extended towards a straight arm position and/or the racket is extended with the shaft approximately horizontal. The Referee shall decide whether a backswing is reasonable or excessive. REASONABLE FOLLOW-THROUGH A player's action continuing the movement of the racket after it has contacted the ball. A followthrough is reasonable if it is not excessive. An excessive follow-through is one in which the player's racket arm is extended towards a straight arm position with the racket also extended with the shaft horizontal, particularly when the extended position is maintained for other than a moment. An excessive follow-through is also one in which the arm extended towards a straight position takes a wider arc than the continued line of flight of the ball. The Referee shall decide whether a follow-through is reasonable or excessive. REASONABLE SWING This consists of a reasonable backswing, strike at the ball and reasonable follow-through. SERVICE A player’s action to put the ball into play at the commencement of a rally. SERVICE LINE A line on the front wall between the board and the out line, extending the full width of the court. SHAPING The preparation of the racket prior to making an attempt. SHORT LINE A line on the floor extending the full width of the court. SPECIFIED The description given to balls, rackets and courts that meet existing WSF specifications. STRIKER The player whose turn it is to hit the ball after it has rebounded from the front wall, or who is in the process of hitting the ball, or who - up to the point of the return reaching the front wall - has just hit the ball. STROKE An award by the Referee which results in the player winning the rally, thereby scoring a point if serving or becoming the server if receiving. TIN The area below the board, covering the full width of the court, which should be constructed of a material that makes a distinctive sound when struck by the ball. TURNING (TURNS, TURNED) The action of the striker when the ball is followed around and the striker physically turns, or the ball is allowed to pass around the striker who, in either case, strikes the ball to the right of the body after the ball has passed to the left (or vice-versa). TOURNAMENT/CHAMPIONSHIP REFEREE The person given overall responsibility for all marking and refereeing matters throughout the tournament, including the appointment and replacement of Officials to matches. (See WSF booklet “Guidelines for Tournament Referees” for a full description.) WARM-UP The time allowed, immediately preceding the start of play, for the players to prepare themselves on the match court and to warm the ball to playing condition. 38 Appendix 3.1 – Marker’s Calls The recognised Marker's calls are defined below. Calls made by the Marker as referred to in Rule 19 DUTIES OF A MARKER FAULT To indicate that the service is a fault. See Rules 4.4.3 and 4.4.4. FOOT-FAULT To indicate that the service is a foot-fault. See Rule 4.4.1. NOT UP To indicate that the player did not strike the ball in accordance with the Rules. (See Definition in Appendix 2). DOWN To indicate that an otherwise good service or return has struck the floor before reaching the front wall or has struck the board or tin. (See Definition in Appendix 2). 0UT To indicate that an otherwise good service or return has gone out. (See Definition in Appendix 2). HAND OUT To indicate that the server has become the receiver, i.e. a change of server has occurred. (See Definitions in Appendix 2). STOP To stop play as appropriate when the Referee has failed to do so and other calls are not relevant. Calls made by the Marker as referred to in Rule 2 THE SCORING 4-3 An example of the score. The server's score is always called first, thus in this example the server leads by four points to three. If points are equal the wording used is "all" (e.g. "love-all"). SET ONE To indicate that the game in progress is to be played to nine points after the score has reached 8-all (called once only in any game). SET TWO To indicate that the game in progress is to be played to ten points after the score has reached 8-all (called once only in any game). GAME BALL To indicate each time it occurs that the server requires one point to win the game in progress. See Definitions "GAME BALL". MATCH BALL To indicate each time it occurs that the server requires one point to win the match. See Definitions "MATCH BALL". Calls made by the Marker as referred to in Rule 19 CONTROL OF A MATCH - (Repeating Referee Decisions). YES LET, LET Repeating the Referee’s decision that a rally is to be replayed. STROKE TO Repeating the Referee’s decision to award a stroke to that player or team. (PLAYER or TEAM NAME) NO LET Repeating the Referee’s decision that an appeal for a let is disallowed. Appendix 6 – Protective Eyewear The WSF recommends that all Squash players should wear protective eye guards, manufactured to an appropriate National Standard, properly over the eyes at all times during play. It is the responsibility of the player to ensure that the quality of the product worn is satisfactory for the purpose. As at October 2000 National Standards for Racket Sport Eye Protection are published by the Canadian Standards Association, the United States ASTM, Standards Australia/New Zealand and British Standards Institution. 39 Appendix 3.2 – Referee’s Calls The recognised Referee’s calls are defined below STOP To stop play. TIME To indicate that a period of time prescribed in the rules has elapsed. HALF TIME To advise players of the midpoint of the warm-up period. YES LET When allowing a let, following a player's appeal for a let. NO LET When disallowing a player's appeal for a let. STROKE TO (PLAYER or TEAM) To advise that the player or team named is being awarded a stroke. FIFTEEN SECONDS To advise the player(s) that fifteen seconds of a permitted interval remain. LET To advise that a rally is to be replayed in circumstances where the wording "Yes let" is not applicable. May be accompanied by an explanation. CONDUCT WARNING To advise a player of an offence committed under Rule 17 and that the Referee is giving a warning. CONDUCT STROKE To advise a player of an offence committed under Rule 17 and that the Referee has awarded a stroke to the opponent. CONDUCT GAME To advise a player of an offence committed under Rule 17 and that the Referee has awarded a game to the opponent. CONDUCT MATCH To advise a player of an offence committed under Rule 17 and that the Referee has awarded the match to the opponent.
