PROJECT OVERVIEW JANUARY 2016 MAIN ROADS WESTERN AUSTRALIA Graham Farmer Freeway and East Parade INTERSECTION UPGRADE AND CONGESTION MANAGEMENT WORKS Main Roads will be upgrading Graham Farmer Freeway and East Parade as part of the Traffic Congestion Management Program. Background As a growing city, Perth has more vehicles on the roads and people are travelling further than ever before. Therefore, there is a continued demand on the transport network. In response, we have developed a Traffic Congestion Management Program, which is jointly funded by the Australian and State governments. The intersection upgrade to Graham Farmer Freeway and East Parade forms part of this program. Project overview East Parade is a significant link to Graham Farmer Freeway, which provides key entry points to the Mitchell and Kwinana freeways, as well as a direct east/west link through the city. Since the Riverside Drive diversion, traffic volumes have increased and significant queuing occurs at the intersection in the morning and afternoon peak. To improve traffic flow and increase intersection capacity, the intersection of Graham Farmer Freeway and East Parade will be upgraded by adding lanes and traffic signals. The intersection upgrade will cost $14 million, with works conducted in stages starting in January 2016. Traffic management Project benefits To minimise the impact of this work on users of Graham Farmer Freeway and East Parade the work will be conducted at night between 7pm and 6am. Lane closures and temporary lane markings will occur as the works progress. Traffic management will be in place around work areas, including a reduced speed of 40 km/h. The key benefits of the intersection upgrade are: Construction noise and vibration may be experienced at times, particularly during road resurfacing work and during retaining wall construction. We will minimise noise and traffic disruptions as much as possible. • Improved traffic flow • Increased vehicle capacity • Reduced driver frustration The upgrade, along with complementing traffic signal timing improvements will deliver traffic flow benefits and reduced queuing at this intersection.
