S lightly over two years ago, in January 2014, President Barack Obama announced the first cities to participate in his signature anti-poverty initiative, the Promise Zone program. Los Angeles was selected as one of the first five Promise Zone (PZ) locations in the nation. The Los Angeles Zone stretches from Hollywood and East Hollywood south to the Wilshire and Pico Union neighborhoods. Although managed under the auspices of the Department of Housing and Urban Development, thirteen federal agencies are participating in the program. Each local PZ must apply for specific federal grant programs, but is given preference in their applications, which should enable them to be more successful at receiving grants. According to Alison Becker, director of the Los Angeles Promise Zone, the local effort has already resulted in $178-million in federal grants, more than any other PZ has achieved to date, and well on the way to achieving a $500-million goal set for the Los Angeles PZ over the 10-year life of the program. Councilman Ryu Addresses Hollywood Chamber C ouncilmember David Ryu, who represents the 4th Council District in Los Angeles, delivered his first address to the members of the Hollywood Chamber of Commerce on Thursday, September 15th. The luncheon meeting was held at The Avalon, 1735 N. Vine Street. Councilmember Ryu has represented the 4th district since July 2015. The district includes portions of Hollywood, the Hollywood Hills, Sherman Oaks, Toluca Lake, Los Feliz, Silverlake, Miracle Mike, Hancock Park, Windsor Square, and a portion of Koreatown. Ryu is the first Korean-American to serve on the L.A. City Council and only the second Asian-American to do so. He studied economics at UCLA, Public Policy and Administration at Rutgers, won a prestigious United Nations graduate internship, and was a Netkal Fellow at USC’s School of Social Work. As Senior Deputy to L.A. County Supervisor Yvonne Burke, he worked for years on such issues as public health, housing, children and family services, transportation and senior services. Since taking office, Ryu has been working on initiatives related David Ryu to Land Use and Infrastructure, primarily because the scale and impact of development has been one of the top issues within his district. His Clean Streets initiative coordinates various street maintenance efforts and services throughout his district with youth from the area. He also established a Discretionary Funds Task Force to review and provide input on the use of his discretionary funds. He has also proposed stronger campaign finance regulations and has advocated for reform and transparent planning processes. His effort to preserve residential neighborhoods helped set new rules to limit mansionization. He also called for regulations of loudspeakers on tour buses, and secured neighborhood traffic improvements in the areas below the Hollywood Sign, and has enhanced Runyon Canyon Park’s aging infrastructure. However, a lot of what we do also benefits the community as a whole. Whether it was fighting for adequate storm drains and streetlights or building the first seats at the Hollywood Bowl in early day Hollywood, or fighting more recently to bring the subway here and to revitalize the community, the Chamber has been there working for a better Hollywood. We take positions on hot political issues. Our PAC has endorsed candidates. We present seminars and conferences, and we administer the Hollywood Walk of Fame. However, besides these activities, there is another side of the Chamber that I love – and that is how the Chamber gives back. For the past 23 years, the Chamber has been organizing another community event – our annual Police/Fire BBQ. Each year we feed between 300 and 500 public safety officers who are putting their lives on the line to protect us here in Hollywood. Dozens of Chamber members donate food, supplies, or show up to serve the officers. The Chamber team serves from about 11 a.m. to 7 p.m. We always have Hollywood celebrities who also turn out to show their support. Our 2016 barbecue was held on September 9th. I love these activities because they show how much the Chamber and its members really care about this community. Very few chambers have foundations whose main intent is to raise money to fund local needs. Very few do a barbecue for our public safety officers to show our appreciation. This Chamber does, and it is one more great reason to be an active member of the Hollywood Chamber of Commerce. COVER EXCLUSIVE n Creating a Strong Economy n Promoting Hollywood n Political & Legislative Action n Networking & Promoting Your Business n Assisting the Community Promise Zone Offers Major Benefits to Hollywood Continued from Page THREE “The Promise Zone initiative seeks to revitalize high-poverty communities across the country by creating jobs, increasing economic activity, improving educational opportunities, reducing violent crime, leveraging private capital, and assisting local leaders in navigating federal programs,” said Becker. The local PZ has received 36 federal grants awarded from nine different federal agencies. Among the grants received is a Community Economic Development Projects Grant to finance L.A.-based green business ventures. A Tech Hire Partnership Grant will fund training and hiring of American workers in high growth industries. A Youth Career Connect Program will build out new career academies at six high schools within the Promise Zone to focus on health care, biotechnology, and other technology-related industries. A Smart Manufacturing Innovation Institute will be funded at Vermont and Third Street to focus on advanced manufacturing technology. Some have questioned why the first Los Angeles Promise Zone was selected for this stretch northwest of Downtown L.A. rather than in South Los Angeles. Preconditions in the application criteria used to determine the first zones made this the area that could qualify. It is a zone with serious poverty issues. Of the 173,935 residents estimated to live in the zone, 61percent are estimated to live in poverty and 33-percent of households earn less than $20,000 annually. The unemployment rate is at 14-percent. A total of 36-percent do not have a high school diploma, while the drop-out rate of 15-percent is twice the national average. There are about 3,000 homeless living within the PZ, with the highest population of homeless youth in the nation. Becker said that earlier this year, a second Promise Zone was announced for Los Angeles, to be known as the South L.A. Promise Zone. That PZ is to be led by Los Angeles Trade Tech and will be workforce oriented. Becker said that there are many ways Hollywood businesses can be supportive of the Promise Zone. She would particularly like to see local businesses participate in the 2017 Summer Youth Employment Program. She said that only four employers from within the PZ participated during the first year of the program. The commitment would be for five weeks. They are looking primarily for service sector jobs for youth from 18 to 24. However, they can also customize the summer jobs for individual employers. If they have a sense of the opportunities and skills needed, they can screen for those skills, or provide soft skills training for the youth to be prepared for the jobs. Becker noted that they are also hoping to put together a small task force that would meet three to four times to help design the program for the next year. Hollywood Chamber Announces Positions on November 2016 Ballot Initiatives O n Tuesday, November 8th, voters across the State will be asked to vote on a series of important Ballot measures. With much at stake for the California Business Community, the Hollywood Chamber of Commerce encourages all of our members to make sure to get out and vote! The final day to register to vote in the November General Election will be Monday, October 24th. You may register vote online at the California Secretary of State’s Voter Registration page or by calling the Secretary of State’s voter hotline: (800) 345-VOTE(8683) to request a paper application. r q Not sure if you already registered to vote? Federal Medi-Cal Matching Funds Revenue Bonds. Statewide Voter Approval. Initiative Constitutional Amendment Cigarette Tax to Fund Healthcare, Tobacco Use Prevention, Research, and Law Enforcement. Initiative Constitutional Amendment and Statute. State Prescription Drug Purchases. Pricing Standards. Initiative Statute. Initiative Statutory and Constitutional Amendment. Extends indefinitely an existing statute that imposes fees on hospitals to obtain federal matching funds. Uses fees to fund Medi-Cal health care services, care for uninsured patients, and children’s health coverage. Requires voter approval to change use of fees or funds. Permits other amendments or repeal by Legislature with a two-thirds vote. Declares fee proceeds do not count as revenue toward state spending limit or Proposition 98 funding requirement. Requires statewide voter approval before any revenue bonds can be issued or sold by the state for projects that are financed, owned, operated, or managed by the state or any joint agency created by or including the state, if the bond amount exceeds $2 billion. Prohibits dividing projects into multiple separate projects to avoid statewide voter approval requirement. Proposition 53 is opposed by the Chamber because it takes away local control by requiring a statewide vote even for some local infrastructure projects. The measure would add new layers of bureaucracy and red tape that will delay or derail needed improvements to critical infrastructure, including after emergencies CHAMBER BUSINESS BENEFIT representing the interests of businesses with government and natural disasters. Increases cigarette tax by $2.00 per pack, with equivalent increase on other tobacco products and electronic cigarettes containing nicotine. Allocates revenues primarily to increase funding for existing healthcare programs; also for tobacco use prevention/control programs, tobacco-related disease research and law enforcement, University of California physician training, dental disease prevention programs, and administration. Excludes these revenues from Proposition 98 funding requirements. If tax causes decreased tobacco consumption, transfers tax revenues to offset decreases to existing tobacco-funded programs and sales tax revenues. Requires biennial audit. Prohibits state agencies from paying more for a prescription drug than the lowest price paid for the same drug by the United States Department of Veterans Affairs. Applies to any program where the state is the ultimate payer for a drug, even if the state does not purchase the drug directly. Exempts certain purchases of prescription drugs funded through Medi-Cal. The Hollywood Chamber of Commerce opposes this initiative which would be bad for patients, harmful for veterans and expensive for taxpayers. Independent experts warn the measure could increase state prescription drug costs, while reducing patient access to medicines. The conference is the pre-eminent local forum that focuses on the importance of the Entertainment Industry to California and steps that need to be taken to keep it healthy. The conference will be held at Loews Hollywood Hotel, 1755 N. Highland Ave., on Wednesday, November 30. Registration will begin at 8:30 a.m. with the sessions running from 9:15 a.m. to 1:30 p.m. The conference includes breakfast and lunch. Sam Smith Receives NAHU’s Highest Honor as Gordon Memorial Award Recognizes Industry’s Person of the Year TTMA to Honor Chamber’s Leron Gubler with 2016 AKM Award Winner at Taglyan, October 4th People En Espanol Names Chamber’s Ana Martinez One of “Top 25 Most Powerful Latina Women Of 2016” T T H he National Association of Health Underwriters (NAHU) recently honored Sam Smith as the recipient of the Harold R. Gordon Memorial Award at the 86th Annual Convention in Albuquerque, NM. This award is the health insurance industry’s most meaningful and significant honor. NAHU annually awards the industry’s greatest accolade, the Harold R. Gordon Memorial Award, which recognizes the recipient as the industry’s ‘Person of the Year.’ “Sam Smith is a trailblazer: someone with selflessness, passion, integrity, devotion and great ideas,” said Janet Trautwein, CEO of NAHU. “His contribution to the advancement of NAHU has been invaluable.” Smith has held many leadership positions for the Los Angeles and California Association of Health Underwriters. During the ballot to initiate the passage of Proposition 45, Smith was instrumental as being one of the few to spearhead the outline, vision and execution of CAHU’s Agents in Action campaign. Its success was an integral part of the defeat of Proposition 45, and, ultimately, impacted consumers across the country. In 1996, Smith founded his own insurance agency, Genesis Financial & Insurance Services, where he remains as the president and co-partner with past NAHU president Bruce Benton. Sam served as Chair of the Hollywood Chamber from 2010 to 2011, Chair of the Hollywood Chamber Community Foundation, and continues to serve as a boardmember on the Hollywood Chamber Board of Directors. he Travel & Tourism Marketing Association has selected Leron Gubler as the recipient of the 2016 Anastasia K. Mann (AKM) Leadership Award. The event will be held at Taglyan Cultural Complext on Tuesdsay, October 4th 11:30 a.m. to 2:30 p.m. Gubler has been serving as the President and CEO of the Hollywood Chamber of Commerce for the past 24 years. His tenure since 1992 continues to oversee the great comeback story of Hollywood. As President, Gubler assisted in the development of four successful business improvement districts and has successfully testified on behalf of the Hollywood Chamber of Commerce to bring new projects to the Hollywood community. Gubler is also the face of the Chamber at the famous Hollywood Walk of Fame ceremonies, promoting both the Chamber and Hollywood to the world. He has been the emcee for Walk of Fame Ceremonies since the passing of Johnny Grant in January 2008. Gubler has participated in more than 500 ceremonies. The star in the category of Motion Pictures was dedicated at 6931 Hollywood Boulevard in front of Madame Tussauds Hollywood. Both ceremonies were packed with fans visiting from around the world. Locals made it to see their favorite stars as well. On August 11, the Chamber honored the beautiful Roma Downey. The star in the category of Television was dedicated at 6664 Hollywood Boulevard in front of Sergeants Supply. Downey’s star was placed next to that of her husband and fellow Walk of Famer Mark Burnett.
