The year 2000 continues to be exciting. The Second Annual SFC MidYear Meeting took place this weekend. The USS New Jersey has been formally commissioned. CAPT Anthony Day of the USS Bismarck got promoted to the rank of Fleet Captain. Commander Elaine Parton was recognized as the new Fleet Quartermaster. So, things are going well. Let's kick off this report with the Quarterly Officer Recognition! Congratulations to the honorees. Back on March 14, 2000, I put the following questions out to the SFC Listserve. I have received roughly 15-20 responses so far from the membership. Now, I make this same opinion poll available to you all. Inasmuch as it has taken me some time to compile the answers from those responses, please understand that if many of you respond, it will take me even longer since there are so many more of you out there (and I have not recruited any help in compiling the results.) Still, I am interested t5tarAeet Communication5 • Page 3 t in your opinions and intend to do my best to see what ideas you all have that can help this organization. So, if you have not already responded to the survey bye-mail, feel free to respond to this survey and mail in the results to my Post Office Box listed in the front of this Newsletter. Your opinion means a great deal. There is one thing I want to make clear here - I am not planning to step down. This survey is not a prelude to such an action. My commitment is and has always been to complete this 4 year elected term as Chief of Fleet Operations. That has not changed. Thanks to all who choose to participate. SFC OPINION POLL 1. William Kraft of the Enterprise Stamp Committee wrote me recently about it. CAPT Anthony Scott, CO of the USS Melbourne, and CMDR Peg Feldhaus, Fleet Resource Officer, volunteered to conduct a detailed analysis of the dues. Both have financial backgrounds and are qualified to analyze the current dues structure. Their recommendations will be published in the October 2000 Newsletter. The recommendations of the Admiralty Board from the most recent Admiralty Board meeting are being published herein so you can send in your comments & suggestions. The main expenditures come from the Newsletter you hold in your hands now and the orders, certificates & ID Cards you receive. To upgrade the appearance of the Newsletter, it will be necessary to increase the dues. How much is undetermined at the moment but the plan is to analyze the dues structure so that changes made in the near future will not have to be redone in a few more years. Any changes made will not go into effect until at least January 1, 2001 or possibly later. However, the individual & family lifetime membership options will be discontinued effective September 30, 2000. If you pay lifetime dues on or before that date, Lifetime status will still be granted. Here, then, are the proposed changes to the dues structure. We've been busy with orders, Conventions, and with the COP's Flagship, the USS Adventure. On the orders front, the USS Searcher and all of Australia set recruiting and new member packet records! The Searcher has spawned off three new ships and its Captain, CAPT Cassandra Stevenson, was awarded command of the Fleet's newest Starbase, Starbase 11! My office is in talks with her now to transfer order-issuing authority to her to enable her to continue to meet her growth requirements and reduce international postage costs. I have added Estamp to our order process, which has resulted in significantly better time frames in issuing orders than last year. VADM Habeck and I also redesigned the order certificate, which looks better and will help reduce costs. This is because we've combined the certificate and order into one great document. At the Conventions I've been to, I've noticed officers of higher rank than are showing up on the database, which means Captains are not sending order requests to us. This is a required portion ion your SPAR-1 report under personnel changes. Please fill it out and if you let us know the month prior we can get you the orders to award at your meeting. Speaking of Conventions, it looks like this will be a stellar year for us. In February we were at the Convention in Champaign, IL. A great Voyager convention and we celebrated the first anniversary of the USS Adventure. In April we were at the Fort Wayne Convention and just recently went to Marcon for the Fleet's Mid-Year Meeting. At the Mid-Year meeting I promoted Lillian Habeck to Vice Admiral and assisted FADM Sundstrom in officiating it. By publication time we will also have been to the Chicago Convention to see Leonard Nimoy! Going into the second half of the year, our only plans are to be at Indy Con in November, but who knows - there are so many great Conventions. The Flagship for the Chief of Personnel is busy as usual. In addition to supporting us at the Conventions, we have also started plans to support CMDR Peg Feldhaus for the Make a Difference Day on October 28. On 1 May, I assumed "Emergency Assumption of Command" of the Adventure. Our current captain, CMDR White, has not been able to attend many of our meetings due to family commitments, and after discussing possibilities with the crew this was deemed the most appropriate action for the next year. CMDR White is still a valued member of the ship as an Executive Officer. Under the direction of ENS Rusty Harrell, the ship sponsored a trip to see the Experience and to play with the Enterprise Bridge in August. We have the ten people need and are all set to go. Live long and prosper, ADM Andy Sams, COP VADM Lillian Habeck, DCOP Tribute John Colicos, who died on March 6 at age 71, after a series of heart attacks, won the adoration of the public for his TV villain roles (Count Baltar in Battlestar Galactica), but his greatest legacy came as bloodthirsty Kor, Star Trek's very first Klingon - a role he created in 1967 and repeated 27 years later on Star Trek: Deep Space Nine. "Some of my fellow theater actors were horrified at the turn in my career, but I loved it," Colicos said upon Trel<s 30th anniversary, in 1996. "Sure, some of the fans are far out and take science fiction way too seriously, but for most of the audience it's just a wonderful, fun, relaxing charade that offers escape from the pressures of real life. I'm proud to be part of that." Michael Jan Friedman, a veteran author of many Trek novels and comic book, draws upon his previous work in the heroic fantasy genre to write a story about the legendary Klingon warrior Kahless (qeyllS) the Unforgettable. The result is a thought-provoking novel of political intrigue and action. Kahless begins with a novice cleric's discovery of an ancient scroll during an archaeological dig on Qo'noS - on the legendary route the historical Kahless to to Sto-Vo-Kor. The scroll's contents set off a wave of controversy that threatens the stability of the High Council and, possibly, the entire Empire. Friedman alternates the action between the "present" (which takes place between "All Good Things" and the Generations movie) and 1500 years in the past, when the historical Kahless defied the tyrant Molor. Although some may find this format a bit uneven and confusing, others may find it interesting - especially in offering insight into the Kahless stories first mentioned in Star Trek: The Next Generation. Role-players and Star Trek fans will find plenty of inspiration from descriptions of a Muar'tek Festival street drama, revelry at a feast, and Kahless' night encounter with Lord Vathraq's daughter, Kellein. Several new Klingon words (and new spellings of old ones) have also been included. The paperback version of Kahless also features excerpts from the Pocket Books "Day of Honor" series of Klingon-themed novels; an audio version of this novel, read by actor Kevin Conway (Kahless in TNG's "Rightful Heir") is also available. As a role-playing resource and thought-provoking look at one of the main figures I Klingon history, Kahless is a worthy addition to any Star Trek fan's library ... including this one's! Welcome to another issue of the Starfleet Command Newsletter. As always, I think we have a great issue for you. And again, I want to give the credit to CMDR Kim Huff, my deputy, for the great work she does in pulling everything together. Because of her excellent work, on 12 April she received her promotion from Lieutenant Commander to Commander. Please join me in congratulating her. On the subject of promotions, I'd like to announce two more. LTCDR Chris Lipscombe the Fleet Listserve Administrator is being promoted to Commander; and CAPT Mike Riley, the Fleet Webmaster, to Fleet Captain. Both of these officers have performed their duties in an exemplary manner during the last period, and have more than earned their new ranks. Congratulations to you both, gentlemen. Our Surgeon General, Donna Bryan, has sent us another article. This one highlights two possible problems connected to summer weather - heat exhaustion and heat stroke - and how to avoid andlor treat them. If you plan to be out of doors during summer weather (and who doesn't?) be sure to read them and take all necessary precautions. Later in this issue you will find another book review by CMDR Anne Zecca (Ambassador Corps). The featured book, Kahless, sheds new light on the legendary Klingon hero. It is a must-read for any SFC members who are especially interested in the Klingon culture. Although this is the last of the current series of reviews, we hope to be able to publish more in the future, as soon as we receive them. I really want to emphasize that we welcome any and all contributions of articles, pictures, cartoons, poems, etc. If they are Trek-related (or space, of course) they belong in the NIL, and we want them. So if you have an idea, please send it in - email, regular mail, whatever. The deadline for submissions for Issue # 49 will be August 20. Admiralty Board members, please take note. Page B • make H DiFFerence Day (Used March, 2000) I know this fleet-wide event is several months away, but planning . ahead can make or break a crew's enjoyment of any event. I am recruiting a new member of the Yorktown with Website experience to help me create a site for this event. I plan on posting the ship and their project and a contact address so that groups working on similar projects can compare notes and assist one another. If your starbase/ship/outpost has selected your Make A Difference Day project - congratulations! Please be sure you e-mail that information to me right away and keep me posted. If you haven't made a decision it's time to get going. Here is one set of guidelines to help you. Any crew who has selected their project by some other method, pleeeeease share that process with me so that I can pass it along. 1) Set up a committee of 3 to 7 members to investigate and bring to the general membership no more than 3 project ideas. 2) The committee member could investigate an area of community service such as: senior citizens who need help around their home, schools in low income areas needing clean-up or repairs, soup kitchens in need of supplies, parks in need of cleanup, etc. 3) The committee determines feasibility of the projects and presents the 3 most likely to succeed to the general membership. 4) After the membership votes/selects their project, determine who will chair the event. This person's job is just to coordinate the prep work. As many members as possible should take on some of the preparation work. So break the project down into smaller, simple tasks that anyone can fit into their schedule. 5) The chairperson or ship's captain updates the Fleet Resource Officer (me!) monthly. 6) Most important: Choose a project that your crew will enjoy. In other words, does it fit the following criteria: Are we smiling? Are we laughing? Are we having fun? If the answers are yes, you are bound to succeed. I can't wait to hear what each of you choose! CondenBateB In Quantum Unity Science Report A Bose-Einstein condensate is a remarkable form of matter in which atoms, once trapped, retain one quantum mechanical state that is shared. Research conducted by the Office of Scientific Research has discovered just what that state is. Such is it that the atoms behave as a collective, or super atom, and though condensates have been created since the late 90's of the 20th century, only now are we finding the ability to manipulate such condensates as a coherent entity. Though coherence of such objects lasts only about 100 milliseconds, it is a remarkable leap forward in the process of splitting a condensate without loss. This is accomplished by use of a vertical laser beam, which creates a standing wave (or a series of peaks and troughs), which "nudges" the atoms into a form of lattice within the beam. Shutting off the magnetic fields that were used to "contain" the condensates' gravity is measured by observing the rate at which these condensates fall. Further research will be conducted to determine what scientific applications can be advanced with the use of condensates, and further updates will follow. COMM D.L. As soon as possible. Please. HEAT EXHAUSTION AND HEAT STROKE Heat exhaustion occurs when your body cannot sweat enough to cool you off. It generally happens when you are working or exercising in hot weather. SYMPTOMS: • • • • Fatigue Weakness Dizziness Nausea • • Cool, clammy skin Pale, red, or flushed skin Heat exhaustion can sometimes lead to heat stroke, which requires emergency treatment. Heat stroke happens when the body stops sweating, but the temperature continues to rise, often over 105 degrees. SYMPTOMS OF HEAT STROKE: • Confusion, delirium, or unconsciousness • Hot, dry, red or flushed skin, even under the armpits. PREVENTION: • • • • 411Page 12 Avoid day. Wey, COSR In an area of the night sky once thought to be devoid of any stellar or galactic objects, the Hubble deep field has become an astronomer's dream. For peering out into an area of the Big Dipper in the northern section of the field, and at a spot in the constellation Tucana, located in the southern, what was witnessed was a look at the universe some 12 billion years into its past. Yet so tiny were the slices observed that to view it all would take many times over all the time man has been on Earth. For in this area of space were found to be thousands of previously unseen galaxies and stellar phenomena, including a quasar (which is, at present, the most distant object to be observed using visible light), some 10 billion light years away. The Hubble is valuable in another way, in that it (along with ground-based telescopes) enhances our knowledge in the field of galaxy evolution, by matching galaxies to the clouds in which they first arose. The Hubble deep field is proving to be a cornucopia of never before seen phenomena, which will require years of study and research to truly understand. RADM R.M. (LT Marla McGivers) McGivers, Lieutenant Marla: Auburn-haired, dreamy-eyed, and easily influenced; Enterprise historian, obsessed by the great heroes of past ages, but unaware that there is a true swashbuckling hero no farther away than the bridge. Kirk has little interest in her, for he cannot remember McGivers' name and merely says "that historian". When Khan Noonian Singh is revived from the sleeper ship, she develops a grand passion for him and betrays her Enterprise friends to help him take over the ship. When he is defeated, she has the choice of a court-martial or being exiled with Khan; she chooses her hero. Lonely, unemployed actress Madlyn Rhue could curse the cruel fate that left her wheelchair-bound with multiple sclerosis. She could rant about the accident that broke both her legs. Instead, she made the comment that "It could be worse!" Noting that she had the choice of being "poor, pitiful Pearl" or being happy, she chose to be happy. Recently, as Rhue's wheelchair was being lowered by a hydraulic lift from a porch to the sidewalk, the mechanism failed. She landed on the sidewalk with the wheelchair landing on top of her. The accident broke both her legs and cracked some ribs. She spent two and a half weeks in the hospital, and will have to spend months with her legs in casts. After that she must undergo an exhausting workout program to strengthen her limbs, which have been weakened by the disease. Perhaps an even more frightening problem she faces is that of insurance coverage, which she has through the Screen Actors Guild. Since she has not been able to work since the MS reached a crippling stage, she may lose her coverage. However, the game actress, who appeared as LT Marla McGivers in Star Trek, the Original Series, said that when she sees friends with the same disease that she has, who are much worse physically, she considers herself lucky. Maybe we all need to take a lesson from Madlyn Rhue. Editor's note: Multiple sclerosis is a crippling degenerative nerve disease that strikes 350,000 a year in the United States. Though there is ongoing research into the disease, there is no cure at present. Most of the people who develop MS are young adults in their twenties and thirties. The disease may lie dormant for months or years, and then flare up.
