Final Report
Background
The need to review school accommodations has a long history in Ontario and particularly in Niagara.
Changing enrolment patterns, facility utilization, and program requirements are reviewed on a regular
basis to ensure that students are provided with appropriate educational programs and facilities, based
on Ministry of Education funding and Board priorities.
In the DSBN, both elementary and secondary schools have experienced and will continue to experience
decline in enrolment over the next 10 years. The secondary school enrolment has declined by 13.4% or
by 2,125 students from 2001 to 2011. The short term enrolment projections would indicate that the
Board will have approximately 12,625 secondary students by 2016. This is a further reduction of 8.2%
or 1,125 students.
In May of 2011, a Facility Planning Report was presented that indicated planning areas for study in the
form of an Accommodation Review. On May 16, 2011, the District School Board of Niagara passed at
its regular Board meeting, that staff conduct an Accommodation Review for planning areas 05B and 09
in Central and South St. Catharines and Thorold.
The review area for Central and South St. Catharines and Thorold is comprised of the boundary districts
for Kernahan Park Secondary School, Sir Winston Churchill Secondary School, St. Catharines
Collegiate Institute and Vocational School, Thorold Secondary School and West Park Secondary
School. Kernahan Park Secondary School serves Specialized School-to-Work (SSTW) students living in
these areas. The overall review area is bordered by the Queen Elizabeth Way on the north, Niagara-onthe-Lake and Niagara Falls on the east, rural sections of Welland, Thorold and Pelham on the south,
and the municipality of Lincoln beyond Eleventh Street Louth on the west.
Accommodation Review Process
An Accommodation Review Committee was formed in June 2011. A complete list of the Committee
membership is included at the beginning of this report.
The Committee met six (6) times and held seven (7) public meetings for information and consultation.
All meetings were open to the public.
The Committee has greatly benefitted from the support provided by our recording secretary, Brenda
Chatterton; resource staff including; Doug Durant, Manager of Projects and Maintenance; Christine
Thompson, Supervisor of Planning; Richard Stark and Michelle McPhee, Planning Department; Joe
Weinberg, Superintendent of Business; Jim Morgan, Superintendent of Human Resources; John
Stainsby, Superintendent of Schools - Area 5.
School Valuation Reports prepared by each school and Board staff were presented to the Committee.
Each report included three (3) segments, namely, School Program, School Facilities, and Demographics
and Housing.

Kernahan Park Secondary School offers a Specialized School-to-Work program for Grades 9-12 and a
Specialist High Skills Major program in each of Transportation, Horticulture, Construction, and
Hospitality and Tourism. The courses offered are focused on essential and applied level programming.
There are no academic or university level courses offered and there is low enrolment at the
applied/college level. There are 96 course offerings with a total of 26 split offerings. A split offering can
either be multi-level or multi-grade.
Sir Winston Churchill Secondary School has the regular program, Extended French (French Immersion)
program and a Specialist High Skills Major program in Communication Technology. There are a variety
of Arts electives along with Computer Science electives. There is low enrolment in the applied program
and hard shops are not offered. There are 131 course offerings of which 6 are multi-level or multi-grade.
St. Catharines Collegiate Institute and Vocational School offers ESL and Native Studies. Hospitality and
Tourism is offered as a Specialist High Skills Major. A number of Arts and Technology electives are
offered. Compulsory courses are offered at the senior level in all levels, workplace, college and
university. Split offerings and every other year offering assists in being able to provide a variety of
programming. There are 92 courses offered, 12 split offerings and 1 offering that rotates on a year to
year basis.
Thorold Secondary School offers a Specialist High Skills Major program in Manufacturing and has other
Technology electives available. Compulsory courses are offered at the senior level in all levels,
workplace, college and university. Split level offerings along with alternate year offerings and eLearning
provide opportunities for programming. A variety of electives are offered. There are 107 course
offerings, 38 are splits, 6 are offered on a rotating basis and 5 through eLearning and vLearning.
West Park Secondary School has a Specialist High Skills Major program in Communication Technology.
Other electives in Technology are also available. Split level offerings along with alternate year offerings
and eLearning provide opportunities for programming. A variety of electives are offered. There are 107
course offerings with 30 splits, 4 offerings rotating year to year and 5 courses being taken by eLearning
and vLearning.
School Facilities
Kernahan Park Secondary School was built in 1966 and had an addition in 2008. Sir Winston Churchill
Secondary School was built in 1964 and had two additions in 1967 and 2011. St. Catharines Collegiate
Institute and Vocational School was built in 1922 and had three additions 1949, 1956 and 1963. Thorold
Secondary School was built in 1876 and had five additions the last one in 1967. West Park Secondary
School was built in 1969 with one addition in 2008. The sizes of the sites were compared - Kernahan
Park Secondary School is 12.8 acres, St. Catharines Collegiate Institute and Vocational School is 9.19
acres, Sir Winston Churchill Secondary School is 15.98 acres, Thorold Secondary School is 3.34 acres
and West Park Secondary School is 11.43 acres.
Manager Doug Durant also reviewed the use of the school by the community based on rental and lease
bookings. The facility used the most is St. Catharines Collegiate Institute and Vocational School with a
total of twenty-one thousand six hundred and seventy-seven (21,677) hours of use for the period
September 1, 2010 to August 31, 2011. West Park Secondary School was nine hundred and twenty-six
(926) hours, Sir Winston Churchill Secondary School was seven hundred and thirty-two (732) hours,
Thorold Secondary School was five hundred and eighty-five (585) hours and Kernahan Park Secondary
School has the least with four hundred and ninety-eight (498) hours, all within the same timeframe. The
community use hours of the secondary schools in the review does not include night school.
The long term facility renewals were projected over the next five years. Thorold Secondary School has
the highest renewal needs at $1,415,000 and Sir Winston Churchill Secondary School was next in line
with $1,265,000. West Park Secondary School was $1,034,000, Kernahan Park Secondary School and
St. Catharines Collegiate Institute and Vocational School had the lowest at $867,000 and $820,000
respectively.

Christine Thompson, Supervisor of Planning, presented the portion of the valuation report dealing with
Demographics and Housing. An overview of the common elements in the planning area was given,
such as historic and future trends.
As part of the report, maps indicating boundaries, development and transportation were included.
According to the enrolment projections, the enrolment in 2021 at Kernahan Park Secondary School will
be three hundred and forty-two (342), Sir Winston Churchill Secondary School will be five hundred (500)
in the Regular Program and four hundred and twenty-two (422) in the Extended French (French
Immersion) Program, St. Catharines Collegiate Institute and Vocational School will be four hundred and
fifteen (415), Thorold Secondary School will be three hundred and eleven (311) and West Park
Secondary School will be three hundred (300).
The St. Catharines section of the review area is essentially infilled with most new residential
development coming in the form of small intensification projects. There are, however, a few larger
redevelopment projects either in progress or looming in the future, including: [a] the former Seaway and
gun club lands in the eastern Sir Winston Churchill Secondary School/St. Catharines Collegiate Institute
and Vocational School areas, [b] the General Hospital and former industrial lands in the St. Catharines
Collegiate Institute and Vocational School area, and [c] the former Hotel Dieu Hospital lands in the
western St. Catharines Collegiate Institute and Vocational School area. Because the city is essentially
built out to its western urban service boundary at the present time, there are few remaining opportunities
for infilling development within the West Park Secondary School section of the review area.
Within the Thorold section of the review area, an average of sixty-six (66) new housing units have been
built each year over the past decade which has yielded four (4) secondary students per year. It is
expected that construction volumes will increase in the future due to [1] the near absence of greenfield
development land in the adjoining municipality of St. Catharines and [2] the opening of the subdivision
development of Rolling Meadows at Blackhorse Corners. In addition, there is still housing growth
potential in the Confederation Heights subdivision near the Highway 406/Highway 58 interchange.

The first ARC meeting of the Review was held on Thursday, September 15th, 2011. The District School
Board of Niagara Policy F-2: Accommodation Review Guidelines for the Planning of School Program
and Facility Needs was presented, along with the valuation framework. The Committee had
opportunities for questions and input. Clarification of terms was needed and it was agreed the Principals
would get together and clarify terms for consistency when schools were creating their valuation report.
The valuation report was adjusted as requested by the Committee.
The second ARC meeting was held on October 6th, 2011. Each Principal reviewed their program
valuation report. Presentations were made by Christine Thompson of the Planning Department and
Doug Durant of the Facilities Department. Information requested at the previous meeting was
distributed. Media guidelines were established by the Committee.
As DSBN was in the process of hiring a new Superintendent of Business, the next ARC meeting was
postponed until November 24th, 2011 with the support of the Committee.
The third ARC meeting took place on November 24th, 2011. Communication was shared with the
Committee. Superintendent Jim Morgan shared Senior Administration Options A to D for the purpose of
discussion and generating additional options.

The committee after reviewing the options presented and much discussion supported the following
Guiding Principles as they moved forward in their work:
1. Enhanced programming through increased enrolments.
2. Consideration of specialized programs Extended French (French Immersion), SSTW, ESL,
Special Needs program available if moved.
3. Community identity.
4. Solution should be long term.
5. Fiscal responsibility (transportation/facilities).
6. Minimize disruption while achieving Guiding Principles.
7. Co-curricular activities availability.

Accommodation Review Committee – Final Report Page 5 The Committee then put forward options and came to an agreement that the Committee could submit
additional options up until December 1st, 2011, by email and all options would then be shared with the
public. This resulted in ten (10) Committee Options being shared at the next public meeting.
The fourth ARC meeting was held on January 19th, 2012. Guiding Principles were used to develop a
sample criteria template with indicators. Opportunities were given to change both the criteria and or the
indicators. Discussion took place in small groups and then was shared as a whole if there was any
clarification, additions, alterations or deletions. The Committee adjusted number five on the template.
Three key elements to assist in scoring were accepted to help the process:
1. Higher enrolment the greater capacity to support program;
2. SSTW together provides nucleus for full programming and specialty facilities;
3. Extended French (French Immersion) split provides opportunity for growth and aligns to
elementary program. It does result in a need for additional sections. Students not as fully
immersed because of smaller population.
The Committee agreed to eliminate their bottom 8 options. Prior to removing an option there was an
opportunity for the committee to respond to its removal. Additional criteria was identified in order to
move forward with narrowing the options. The following options remained on the table:

The fifth ARC meeting was held on February 16th, 2012 to determine the options the ARC would like to
recommend in their report to the Board. A total of twenty (20) options were reviewed by the Committee.
Some options were eliminated initially. Then through discussion and recorded votes others were
eliminated. The Committee supported with a vote of twelve (12) Yes and two (2) No, to put forward the
following recommendations in their report to the Board:
The sixth ARC meeting was held on March 22nd, 2012 where the committee gave input into the draft
ARC Report and Recommendations. Within the recommendation, consideration for grandfathering be
reviewed.

1. That Kernahan Park Secondary School be closed for instructional purposes as of August 31,
2013 and that the students be consolidated into St. Catharines Collegiate Institute and
Vocational School.

the students be consolidated into Sir Winston Churchill Secondary School.

3. That the Extended French (French Immersion) Program be relocated to West Park Secondary

classrooms into science labs and the areas be retrofitted for the SSTW Program.

All public meetings were very well attended. The attendees created an atmosphere of enthusiasm and
commitment to each of the schools that they were there to support.
The first public meeting was held on September 22th, 2011. The policy was presented along with the
valuation framework. An opportunity to give input to the valuation framework was given. The committee
met following the public session to consider the input and the valuation framework was finalized.
A second public meeting was held on October 20th, 2011. The School Valuation Reports - Program,
Facilities, Demographics and Housing reports were presented at Kernahan Park Secondary School and
Thorold Secondary School and the committee and members of the public were given the opportunity to
tour each facility. Members of the public were given a feedback form to respond to the valuation reports.
Accommodation Review Committee members and the Board staff were available to answer questions
and receive comments.
A third public meeting was held on October 27th, 2011. The School Valuation Reports – Program,
Facilities, Demographics and Housing were presented at Sir Winston Churchill Secondary School,
St. Catharines Collegiate Institute and Vocational School and West Park Secondary School. Committee
members and members of the public were given the opportunity to tour each facility and review the
information on display. Accommodation Review Committee members and Board staff were available to
answer questions and receive comments. Members of the public were given a feedback form to
respond to the valuation reports.
A fourth public meeting was held on December 8th, 2011. The public was directed to the Board’s
website both as an opportunity to view all the ARC information and also to access an opportunity to send
information or questions. Superintendent Jim Morgan presented four options from the Senior
Administration of the Board. The Committee options were then reviewed by Superintendent Hyatt. The
Guiding Principles that were developed by the Committee were also shared. A number of speakers
provided input into the process. A significant number of Kernahan Park supporters spoke highly of the
SSTW program and the staff at the school. They also highlighted the importance of supporting Special
Needs and SSTW students. A significant number of West Park Secondary School supporters did not
want to leave their school as it brings people together in the west end of St. Catharines and made
suggestions on how to increase the enrolment. From the Extended French (French Immersion)
perspective concern was shared around splitting the program and/or moving it from Sir Winston
Churchill Secondary School. Positive comments were made around the Committee’s Guiding Principles.
A fifth public meeting was held on February 2nd, 2012 which saw a significant increase in attendees. The
options remaining after the Committee’s deliberations were shared Senior Administration Options A, C, D
and Committee Option 9. A significant number of community members spoke on behalf of Thorold
Secondary School remaining open. A member spoke on behalf of closing three schools. Supporters of
Extended French (French Immersion) spoke to keeping the program at Sir Winston Churchill Secondary
School. A couple of community members spoke on behalf of West Park Secondary School remaining
open.
A sixth public meeting was held on March 1st, 2012. A significant number of individuals spoke on behalf
of keeping Thorold Secondary School open as the only school in the City of Thorold. In addition, a
significant number of individuals spoke to keeping West Park Secondary School open. A few spoke to
the Extended French (French Immersion) Program remaining together and another spoke on behalf of
Kernahan Park Secondary School and the Special Needs programming. Several response forms were
returned.
A seventh public meeting was held on March 29th, 2012. There were a few enthusiastic speakers to
support the following schools: Kernahan Park Secondary School, Thorold Secondary School and West
Park Secondary School.
The committee encourages the Trustees to review the minutes and input provided by the committee and
the public.

Introduction
The Accommodation Review Committee had a full slate of members as described in Policy F-2. All of
the Accommodation Review Committee meetings were open to the public. Members of the Committee
received a great deal of information and there was an ongoing effort to explain and clarify the data
available. The District School Board of Niagara website provided a link to the review which included
agendas, minutes, reports and policies. There was also a contact link on the website to provide the
public with an opportunity to ask questions or give input.
A direct link to the Board’s Accommodation Review web page was placed on each school’s website.
There was one petition received by the Committee. There were feedback sheets provided at the Public
Information Sessions and a number of them were returned for the Committee to review. A large number
of correspondence through website contacts, emails or mail to the Board Office were received and
shared with the Committee. The Secondary Schools in the review area communicated through various
means such as school signs, parent involvement committee meetings and school newsletters. A
postcard was developed to inform families of the Accommodation Review Process and distributed to the
five (5) Secondary Schools and all Grade 8 schools who fed into a secondary school in the Review area.
Although the Committee did not reach a consensus on all of the recommendations, in the end, the
majority agreed to putting the two recommendations forward for Board consideration.
Findings/Summary
In the meetings, discussion was wide ranging as the Committee sought to understand and then to
synthesize the material presented. Several scenarios were explored and evaluated as possible ways to
achieve the objective that had been established for the review. A number of issues/concerns emerged:

The size of the school age population;
Students attending alternate schools;
The effect on the environment as a result of the busing;
The single high school community;
The cost of transportation and the length of time on the bus;
The splitting or keeping programs together;
The availability of program facilities.
These issues and their impact on various scenarios was considered. As the Committee reviewed the
demographic data it was clear that within the five schools in the review area there were far fewer
students attending the schools then they could accommodate. The total enrolment being two thousand
nine hundred and seven (2,907) and the total pupil spaces available four thousand five hundred and
ninety-three (4,593). All schools were seen as providing a good basic program for students. The
schools with larger student population were able to provide programming with fewer split level or split
grade classes. Scenarios were discussed that would enhance the student population through boundary
changes and moving of programs. Some creative ideas were also put forward.
One idea was moving grades 7 and 8 students to the high school, this would lessen the number of
surplus pupil spaces, however, would not impact secondary programming and would require an
Accommodation Review to take place for the elementary school involved. Another thought was to
include the DSBN Academy with one of the schools which once again would require an additional
consultation process.
The Committee by placing the closure of Kernahan Park Secondary School in both options have
indicated their support for that part of the recommendation. The Committee in their deliberations and
discussion were very clear that they would not support the closing of three schools in the review area.
In putting forward two options the Committee did not want to choose between West Park Secondary
School and Thorold Secondary School and decided the decision should be left to the Trustees. This
resulted in the two options presented in the recommendation.

As a result of the Committee’s study of the data and its deliberations regarding the best interest of the
students in St. Catharines and Thorold, the Accommodation Review Committee respectfully submits the
following two recommendations:
Recommendation 1
1. That Kernahan Park Secondary School be closed for instructional purposes as of August 31,
2013 and that the students be consolidated into St. Catharines Collegiate Institute and
Vocational School.

2. That Thorold Secondary School be closed for instructional purposes as of August 31, 2013 and
the students be consolidated into Sir Winston Churchill Secondary School.
and
3. That the Extended French (French Immersion) Program be relocated to West Park Secondary
School as of August 31, 2013.
and
4. That the St. Catharines Collegiate Institute and Vocational School be retrofitted to accommodate
classrooms into science labs and that areas be retrofitted for the SSTW Program.
and
5. That students within the current Thorold Secondary School catchment area have St. Catharines
Collegiate Institute and Vocational School as their home boundary school for the purposes of
technological studies, effective September, 2013.

2. That West Park Secondary School be closed for instructional purposes as of August 31, 2013.

3. That the boundary W1-5, W8, W9 be redirected to St. Catharines Collegiate Institute and
Vocational School.
and
4. That the boundary W6, W7, W10-W16 be redirected to Sir Winston Churchill Secondary School.
and
5. That the students in boundary area C34-C36 and S24-S26 be redirected to Thorold Secondary
School.
and
6. That St. Catharines Collegiate Institute and Vocational School be retrofitted to accommodate the
SSTW Program.
and
7. That temporary portables be placed at Sir Winston Churchill Secondary School if required.
and
8. That the Extended French (French Immersion) Program remain at Sir Winston Churchill
Secondary School.
and
9. That students within the current West Park Secondary School catchment area have St.
Catharines Collegiate Institute and Vocational School as their home boundary school for the
purposes of technological studies, effective September, 2013.
