NAC’s mission is to provide innovative, high quality services in support of birth, foster, and adoptive families who are caring for children with special medical needs at home. Working primarily with children whose birth families live in poverty, NAC seeks to enable them to remain in, or return to, their homes whenever possible, or to be adopted by loving families when necessary. NAC’s innovative services ensure that the physical, social, educational, recreational, health care, and mental health needs of medically fragile children are met. By supporting families, NAC prevents the institutionalization of children, precludes lengthy stays in foster care, and facilitates the timely discharge of children from hospitals where they may have lived well beyond medical need. NAC builds on family strengths, provides opportunities, and assists all family members in reaching for and realizing their dreams. NAC’s Special Medical Preventive Services continued Latino 44% African American 46% providing intensive case management and comprehensive family support for birth families caring for one or more medically fragile children at home. These services have been successful in strengthening families and keeping them together, as well as, in reducing the risk of abuse, neglect and/or placement of children with complex medical needs into the foster care system or institutional settings. Outcomes NAC Children by Age 22+ Years 2% 13-21 Years 37% 0-5 Years 23% 6-12 Years 38% ‰ 575 children from 224 families served. ‰ 2010 marked NAC’s 25th year of providing Special Medical Preventive Services exclusively for families in New York City. ‰ 60 families successfully left Preventive Services after achieving stability. ‰ 97% of children once at risk of foster care placement or institutionalization remained safely in their homes. ‰ NAC’s Preventive Services received some of the highest evaluation marks in the city from the Administration for Children’s Services (ACS), including 100% in six categories pertaining to safety, well-being and casework. 212230_NAC_20pg_R2 4/21/11 2:00 PM Page 8 Special Medical Foster Care and Adoption When a child with a severe disability or chronic illness cannot remain safely at home, or has no home which to go, s/he is placed in a NAC special medical foster home. NAC maintained its status as a leading foster care agency in New York City, finding foster and adoptive homes for our most vulnerable children. Through the agency’s Special Medical Foster Care and Therapeutic Foster Boarding Home (for children with dual diagnoses of medical and mental health conditions) programs, NAC children achieved permanency in nurturing and supportive homes significantly quicker than citywide averages. Despite the challenges presented by children with complex medical and mental health needs, NAC has outstanding outcomes – our children do not languish in care, rarely move from foster home to foster home, and do not age out of foster care without a family of their own. Terrell Thomas-Chukwujiorah Outcomes Ever since Terrell ThomasChukwujiorah came to NAC, the Chukwujiorah family has been his foster – then adoptive – family. Terrell is diagnosed with cerebral palsy and he uses a wheelchair. Today he is a young man of 22 who is finding his place in the adult world with ongoing support from NAC. He is now pleased to proclaim, “My disability does not define me.” Over the years, Terrell participated in many NAC programs. His NAC Social Worker along with NAC specialists in education, resources and vocational services have helped Terrell to apply to college and receive financial aid, to obtain a computer, to deal with housing issues, and to participate in an employment internship program. Currently Terrell is a member of NAC’s Alumni Group and is looking forward to being a mentor for younger NAC children. Recently Terrell spoke at a training session for prospective foster/adoptive parents. His comments on “what I think a foster parent needs to know,” were so well received that he is now applying to become part of the Speakers’ Bureau at the City’s Administration for Children’s Services. ‰ ‰ ‰ ‰ 146 children served through NAC foster homes. 26 children were adopted or safely reunified with their birth parents. No child aged out of foster care. NYC Administration for Children’s Services (ACS) ranks NAC as one of the highest quality foster care agencies, awarding the Special Medical Foster Care program the highest evaluation scores in the system for safety and permanency practice and NAC’s Therapeutic Foster Boarding Home program system-highs for safety, permanency and well-being practice. Partners In Parenting (PIP) Despite state cuts in funding for all aftercare programs, NAC is able to sustain its PIP aftercare preventive services enabling families with children that have chronic medical conditions to successfully transition out – and stay out – of the child welfare system. This is achieved through a multiplicity of coordinated services, from parent support groups to mental health care, that focuses on enhancing family strengths, empowering children and parents, promoting employment and employability, and improving the coordination of services and resources for all families in need. Outcomes ‰ 173 children from 74 families served. ‰ PIP saved tax payers over $1 million dollars by keeping children out of the child welfare system. ‰ 75% of PIP families maintained or improved their employability with at least one parent working or in school. NAC’s priorities are to keep each child safe and in a nurturing and permanent home. Post Legal Adoption Network (PLAN) PLAN remains the only full service post-adoption program in New York State for families who adopted one or more children with a disability. The necessity of post-adoption services is underlined by the fact that adoption dissolutions (when a child returns to foster care after being adopted) among medically fragile children is estimated to be as high as 14% nationally. In an effort to assure the permanency of medically fragile children and support positive, effective and functional adoptive families, PLAN continues providing a full menu of services, including parent support and education groups, case management, referral and advocacy, crisis intervention and counseling. Outcomes ‰ 275 children from 135 families served. ‰ PLAN continues its outstanding record of having no adoption dissolutions among families served. Bridges to Health (B2H) As a recent expansion of the agency, B2H has become an invaluable program for scores of children in foster care. This program continues serving children who are most at-risk in the foster care system – those who are medically fragile, developmentally disabled or severely emotionally disturbed. B2H provides individualized intensive support and social services to assure that the most medically fragile and emotionally-complex children in foster care stay out of institutions and achieve permanency in a family of their own. Outcomes ‰ 134 children from 110 families served. ‰ B2H staff expanded from 60 in 2009 to 88 in 2010. ‰ 74% of parents report increasing their confidence in being able to care for their child at home after enrolling in NAC’s B2H program. Family Support Services NAC maintained its innovative program model of coordinated and comprehensive “one-stop shopping” of integrated health and social services for the at-risk families and children served. Our multidisciplinary, on-site team of professionals helps clients with an array of services from therapeutic support groups to homelessness prevention, parenting education, college and vocational advocacy and a food, clothing and toy bank. These services, and many more, have been vital to the overall stability and independence of NAC’s children and families. Outcomes ‰ Over 1,100 children and parents treated in NAC’s Comprehensive Healthcare Center, consisting of an Article 28 Medical and Article 31 Mental Health Clinic. ‰ More than 100 NAC teens helped to make their college dreams come true. Outcomes (continued) ‰ NAC expanded its Educational Services Department by hiring a Special Education Teacher/Reading Specialist to work with children ages birth to 12-years-old to promote the importance of reading and early literacy. ‰ 20 NAC families who were homeless or at risk of becoming homeless moved to permanent housing. ‰ More than 500 NAC children attended the 5th Annual NAC Kids Olympics in June. ‰ 1,000 children and family members joined in the festivities at the NAC annual Holiday Party in December. ‰ NAC held its 3rd Annual “Literacy for All” book fair in November, giving away more than 500 books to NAC children and youth. NAC in the News NAC and its client families were featured on CBS News on two occasions: June 19 with a report on the NAC Kids Olympics and again on December 18 with a segment on the annual NAC Holiday Party. Board Activities NAC’s 2010 Annual Benefit Gala was the agency’s most successful to-date. The NAC Kids Can Gala, held at the Pierre Hotel on November 9, 2010, raised more than $1.3 million for NAC’s children and had a record turn out of 650 guests. Much of this success was due to the extraordinary commitment and support of the evening’s Honorees Peter and Helen Haje and encouragement of Dinner Co-Chairs Richard Goldstein, Rob Marcus, Laura Parsons, and Robert Schumer. NAC welcomed two new members to its Board of Directors: Vivian Farah and Thomas Newman. Vivian is retired from Saks Fifth Avenue where she was the Vice President, DMM. She has quickly become an active member of the Benefit Committee and served as Benefit Co-Chair, with Virginia Aaron, for NAC’s 2010 Gala. Mr. Newman is the President of Interactive One, the digital division of Radio One, where he oversees sales, programming and the product. He graduated from Harvard College and earned his J.D. from Harvard Law School. Mrs. Farah and Mr. Newman bring new experience and enthusiasm to the agency’s Board. NAC has helped over 100 children with disabilities and chronic illnesses make their college dreams come true. 2010 Financial Information Statement of Financial Position June 30, 2010 ASSETS New Alternatives for Children, Inc. was funded by a variety of public sources in addition to generous private support from the Board of Directors, individuals, and private foundation and corporate sponsorships.
